The former director of the Canadian County CASA program was taken
into custody March 31 on 72 counts
of embezzlement.
Traci Owens, 45, of Yukon, resigned
her position with the Court Appointed Special Advocates (CASA) back in
June of 2013 amid complaints of her
not showing up to work regularly.
According to reports, she allegedly
embezzled over $70,000 from the
program during her tenure as director. She is accused of
giving herself bonuses and issuing payroll checks in her
name. Because of her alleged actions, the program has no
money and no longer exists in Canadian County.
Owens was released on a $50,000 bond later that day.
If she is convicted on the embezzlement charges, she
could face up to 10 years in prison.

Lately I’ve noticed that a lot
of the motoring public is having
trouble properly signaling for, and making turns. I’ve also noticed,
that when people do properly signal and make turns, a lot of others
who are in a hurry, seem to not pay attention to those signals or
turns, resulting in a lot of near-hits and actual accidents...some
with very tragic consequences. Today I’m going to talk about how
to properly signal, prepare for and execute turns on the roadway,
as well some common sense for those drivers who are in too much
of a hurry to slow down for those turning.
First, lets address state law on signaling. Oklahoma State
Statutes Title 47-11-601 and 11-604 outline the requirements for
turning movements and required signals, but the short version is
this. When turning left you must position yourself as close to the
left side of the furthest left lane of travel in your direction, and must
turn to the closest lane to you. Don’t cut the corner! When turning
right, you must position yourself as close to the right hand curb or
edge of the roadway, and also turn to the closest lane to you!
Now that we know the proper positions, lets talk about those
signals. A signal to turn right or left is required to be given
continuously for not less than the last 100 feet traveled by the
vehicle before turning. Furthermore, no person shall stop or
suddenly decrease speed without FIRST giving an appropriate
signal! How many times have you seen a vehicle slow down in
front of you for a long way, and then turn on the blinker just as they
start their turn? How many times have you done it?
Lastly, lets talk about other driver’s requirements after a
vehicle has done everything proper in preparing and signaling
for a turn. The last part of 47-11-604 says that when any person
is properly preparing for, attempting or executing a left turn, no
other person immediately following such vehicle shall pass or
attempt to pass the turning vehicle to the left. Such person shall
come to a complete stop if necessary at a safe distance behind that
person turning. Also, it is unlawful to pass this turning vehicle on
the shoulder to the right as well.
So if you are coming up on a vehicle that is slowing, ask yourself,
why are they slowing or stopping? Is someone in front of them
turning? Is something going on that I would need to reduce speed
for as well? This is what a safe and courteous driver would do, but
all to often, people zip out to pass those slowed vehicles, and end
up having a vehicle turn right in front of them, with disastrous
results! Please, use your blinkers properly, make proper turns,
and don’t be in such a hurry! Thanks for reading, buckle up, and

Victim notification data corrupted
Attorney General Scott Pruitt issued a consumer alert for crime victims to re-register for notices after data in a Pardon and Parole Board
notification system was corrupted.
“It is important for victims of crime and their families to stay informed
about what’s happening with these violent criminals,” Attorney General
Pruitt said. “The Victim Services Unit at the AG’s Office is asking all victims of crime and their families to re-register their information to ensure they are notified of important court and hearing information.”
Due to a recent corruption of data in the board’s victim database, the
contact information used to provide victim notifications has been lost.
No confidential information has been compromised or stolen.

the board as well as sign up for VINE, a victim notification system provided by the Attorney General’s Office.

The Bible does not specifically use the term
“child abuse.” There is no record of a single
instance in the Bible where a child is being abused.
What the Bible does tell us is this: children have
a special place in God’s heart and anyone who
harms a child is inviting God’s wrath upon Him.
When Jesus’ disciples tried to keep children from
coming to Him, He rebuked them and welcomed
little children to His side, saying, “Let the little
children come to me and do not hinder them for the kingdom of God
belongs to such as these” (Mark 10:14). Then He took the children in His
arms and blessed them (v. 16).
Children are abused and mistreated in several different ways, all of which
are abhorrent to God. Too many children are the victims of angry beatings
and other physical abuse as their parents take out their own anger and
frustration on their children. Anger is almost always sinful, and anyone
who abuses a child in anger commits multiplied sins. “An angry man stirs
up dissension, and a hot-tempered one commits many sins” (Proverbs
29:22). There is no place for unrighteous anger in the life of a Christian,
as Paul reminds the Ephesians: “In your anger do not sin: Do not let the
sun go down while you are still angry, and do not give the devil a foothold”
(Ephesians 4:26-27). Anger should be confessed to God long before it comes
to the point of physical abuse against a child or anyone else.
Psychological and emotional abuse is also forbidden in Scripture.
Ephesians 6:4 warns fathers not to “exasperate” or provoke their children,
but to bring them up in the “training and instruction of the Lord.” Harsh,
unloving discipline alienates children’s minds from their parents and
renders their instructions and corrections useless. In addition, it often leads
to sin against God, as it is difficult in the best of children to be angry and
yet not sin. Parents can provoke and exasperate their children by placing
unreasonable requirements on them, belittling them, or constantly finding
fault, thereby producing wounds that are far worse than any physical
beating can inflict. Colossians 3:21 tells us not to “embitter” our children so
they will not become discouraged. Ephesians 4:15-19 says we are to speak
the truth in love and use our words to build others up, not allow rotten or
destructive words to pour from our lips, especially toward the tender hearts
and minds of children.
So, even though the Bible does not specifically mention child abuse, it is
abundantly clear how God feels about the issue. Anyone who suspects a child
is being abused has the obligation to report it to appropriate authorities.

A Weatherford woman was arrested
after she allegedly dragged her husband
out of his vehicle and hit him for spending too much money at the casino.
On March 28, Weatherford police responded to a residence in the 1300 block
of Meadow Lane in response to a family
disturbance. En route to the location,
an officer was advised that the altercation had become physical, according to
the affidavit.
When police arrived, they spoke with the victim, who said
that he and his wife had got into an argument because he went
to the casino and gambled away their money. He said she hit
him several times on the head, face and back with her fist.
The victim added that he went to his truck in an attempt
to get away, but his wife pulled him out of the vehicle, causing his head to hit the ground. The officer noticed the victim’s
cheeks were red and swollen.
Witnesses told police that they had seen the victim’s wife,
Teresa Ann Middleton, 47, hit the victim in the head and
attempt to push him down the stairs. They also said that
Middleton had slapped the victim while he was lying on the
ground by his truck.
Police spoke to Middleon, and she told them that she was
upset at her husband for spending their money at the casino. She denied hitting her husband or pulling him out of the
truck.
Middleton is being charged with domestic abuse — assault
and battery, second and subsequent. She is being held on a
$5,000 bond and is scheduled to appear in court on April 25,
2014.

April is Sexual Assault
Awareness Month
The Centers for Disease Control and Prevention (CDC) has released a special report, The National Intimate Partner and Sexual Violence Survey (NISVS): 2010 Summary Report, which expands upon
data from the original NISVS summary report released in 2012. The
complete report is available on the CDC’s website at http://www.
cdc.gov/violenceprevention/nisvs/.
Below are some key sexual violence-related findings that the National Sexual Violence Resource Center would like to share:
PREVALENCE OF IPV
• Sexual violence is common among intimate partners. Nearly 1 in
10 women in the United States (9.4%) has been raped by an intimate
partner in her lifetime, including completed forced penetration, attempted forced penetration, or alcohol/drug-facilitated completed
penetration. (Page 1)
• Approximately 1 in 6 women and 1 in 12 men in the U.S. have
experienced sexual violence other than rape by an intimate partner
during their lifetime. (Page 13)
• The lifetime prevalence of rape, physical violence, or stalking by
an intimate partner is higher for both women of color and men of
color than for white non-Hispanics. (Pages 27, 29)
PREVENTION AND VICTIMIZATION
• Most IPV starts before age 25, so primary prevention of IPV must
begin at an early age. (Page 73)
• Adolescent victims: 1 in 5 female victims and 1 in 7 male victims
who experience rape, physical violence, or stalking by an intimate
partner were first victimized between the ages of 11 and 17 years old.
(Page 51)
• College-aged victims: Approximately 14.8% of women and 9.8%
of men (18 to 24 years old) experienced rape, physical violence, or
stalking by an intimate partner. (Page 33)
• The link between sexual violence and housing: 10% of women
and 7.9% of men who experienced housing insecurity in the past
12 months had a significantly higher 12-month prevalence of rape,
physical violence, or stalking by an intimate partner when compared
with women and men who did not experience housing insecurity.

SERVICES
• Help (such as medical care, housing services, victim’s advocate
services, community services, and legal services) is needed: 44.9%
of female victims and 65.7% of males who said they needed services
reported that they never received the services they needed. (Page 56)

Two men were arrested on March 27 due
to warrants and illegal items, but one of the
men finally ‘fessed up at the jail and claimed
full ownership of the contraband.
According to the affidavit, an Elk City police officer conducted a traffic stop in the 500
block of Eastern Avenue due to a defective
tag light.
The officer made contact with the driver
and told him he pulled him over because he
didn’t have a working tag light on his vehicle.
While speaking with the driver, the officer visually identified the passenger as 30-year-old Russell Paul Pelkey.
Pelkey was slumped down in his seat and had his face turned away
from the deputy in an attempt to avoid eye contact.
The officer checked the men’s information and was advised that
both men had confirmed warrants out of Beckham County.
Police informed that men that they were under arrest for their warrants.
During an inventory of the vehicle, police found a pipe and a baggy
with a crystalline substance that later tested positive for meth. An officer found the items inside of the passenger side door.
The officer asked the driver to verify that he was the owner of the
pipe and baggy. He said that it wasn’t his and that it must belong to
Pelkey. Pelkey also denied that the items belonged to him, and he
told the officer that they must have been in the vehicle before he was
in it.
The deputy told Pelkey that if neither man claimed ownership of
the items, both of them would be charged with possession.
Both men were transported to jail. During booking, the driver allegedly kept asking Pelkey if he was going to claim the pipe and baggy.
Pelkey eventually told the deputy that he wanted to speak to him.
He admitted that the meth pipe and baggy belonged to him.
Pelkey is being charged with possession of a controlled dangerous
substance and unlawful possession of drug paraphernalia. His bond
was set at $5,000 and he is scheduled to appear in court on April 24,
2014.

An Oklahoma City attorney is facing prison time after being
arrested inside the Oklahoma County jail. The Sheriff’s office
says the investigation when a female inmate told deputies the
man she thought was her attorney was engaging in sexual acts
during visitations.
Deputies arrested Frank Kirk, 70, on Monday after setting
up a sting that caught him on audio tape with the inmate. Investigators say the inmate originally contacted Kirk in January
about representing her, but it turns out he never filed to be her
attorney of record.
“Kirk told the victim that since she didn’t have the cash to pay for his services
she could make it up to him by performing sexual acts instead,” said Sheriff John
Whetsel.
Sheriff Whetsel said the investigation revealed the Kirk only pretended to represent the woman who was in jail on drug charges. She discovered the ruse when
the public defender’s office contacted her about her case. That’s when the woman
talked to deputies and agreed to assist in the investigation.
Investigators say the woman met with Kirk inside the jail and he is heard on
audio tape making advances towards her. The sheriff’s office says the woman was
told to use the phrase “my pants are too tight” to signal deputies to enter the room.
“During his visit, Kirk furnished her with lubricating jelly and a sex toy and as this
began our investigators opened the door and arrested Frank Kirk immediately.”
According to court documents the female inmate told investigators that Kirk
coerced her into performing sexual acts while he watched at least four times.

A lost couple was arrested in Blaine County on
March 28, after an Oklahoma Highway Patrol
trooper found that both individuals were under
the influence of something.
According to the affidavit, the trooper observed
a vehicle on state Highway 51A that kept speeding up and slowing down. The vehicle also kept
weaving in its lane and traveling across the center
lane.
The vehicle made a sudden turn off the highway, and then circled back around.
The trooper thought that the driver of the vehicle might be lost, and due to the vehicle’s erratic
behavior, he conducted a traffic stop.
When he walked up to the vehicle’s window, he
saw a male driver and a female passenger. He also
noticed that the vehicle was full of clothes.
The driver, Jerry Don Bynum, 34, had slow motor skills and a slow speech pattern.
The trooper asked Bynum to have a seat in his
patrol vehicle. The Bethany man told the trooper that he was trying to
get to Fairview and was lost.
The trooper noticed the odor of burnt marijuana on his breath and
person. He asked Bynum to stick out his tongue; Bynum’s tongue was
green and his taste buds were raised.
After a failed sobriety test, Bynum admitted that he had smoked
marijuana and had partaken of the drug the day before.
The passenger, 49-year-old Kelly Dale Plumbtree, of Bethany, had
slurred speech and smelled of alcohol. She admitted to the trooper
that she had been drinking whiskey. Plumbtree told the trooper that
she had been the only one drinking.
Bynum and Plumbtree were placed under arrest.
A search of their vehicle yielded a ¾ full bottle of whiskey and a
flask full of whiskey.
Plumbtree is being charged with transportation of an open container (liquor). She was released on a $1,246 bond and is scheduled
to appear in court on April 17, 2014. Bynum pled guilty to the charge
of driving a motor vehicle while under the influence of drugs and was
sentenced to supervised probation.

Bad vibes
Cara Claffy, a 35-year-old New Mexico woman, was jailed after
she allegedly assaulted her own mother with a vibrator.
According to police, officers were dispatched to an Albuquerque
residence after Sheryl Claffy, 60, called to report that her
daughter, Clara, “struck her on the head with a vibrator” and
was attempting to flee the scene.
When officers arrived at the residence, Sheryl Claffy pointed
them towards a nearby truck and told them that she believed her
daughter was inside. Officers noted that the Sheryl Claffy was
“bleeding profusely” from her head.
Officers inspected the truck and found a male driver inside
with a vibrator laying on the passenger side floor. Cara Claffy was not inside the
truck, however, she was detained moments later as she exited a neighbor’s home.
During a police interview, Claffy admitted to arguing with her mother but denied
striking her with a vibrator. She then insisted that her mother’s injury was self
inflicted.
Officers interviewed Sheryl Claffy who stated that she and her daughter were
watching television when an argument ensued. That’s when her daughter allegedly
picked up a vibrator and struck her in the head with it.
Cara Claffy was booked into the Bernalillo County Jail and charged with aggravated
battery and domestic violence. Her bond has been set at $3,500.

According to the affidavit, a Washita County deputy was on patrol near
Glenn English and 10th, when a truck
sped by going 53 mph in a 35 mph
zone.
The deputy conducted a traffic stop
and approached the truck. As he made
contact with the driver, 21-year-old
Christopher Keith Walters, he could
smell a strong odor of marijuana coming from inside the truck.
There was also a passenger, Aaron
Bryan McMurtray, 22, in the truck.
After running their information, the
deputy was advised that Walters had
an outstanding warrant. He placed
him under arrest. During a pat down search of the Cordell
man, the deputy found a cigarette package that contained a
pipe and cellophane wrapper with a green leafy substance.
Walters told the deputy that McMurtray had nothing to do
with the marijuana.
The deputy told McMurtray to exit the truck, and after
McMurtray told him he had no knowledge of the marijuana,
the deputy told him he was free to leave.
During a search of the truck, police found a plastic bottle
in the center console that contained two baggies with a crystal-like residue and a pipe.
McMurtray was brought back to the scene and placed under arrest with his friend, and the two men were transported to jail.
Walters is being charged with two counts of possession of
a controlled dangerous substance, unlawful possession of
drug paraphernalia and speeding in a posted zone. He was
released on a $15,000 bond.

Both men are scheduled to appear in court on May 5, 2014.
