Indictment Unsealed Charging Former Executive Director of
Canadian County Charity for Children with Embezzlement
A federal grand jury indictment was unsealed
July 24 charging Traci Lorre Owens, 46, of Edmond, with embezzlement from a Canadian County
charity for child crime victims.
According to the indictment, Owens was the Interim Executive Director and then the Executive Director of Canadian County Court Appointed Special
Advocates ("CASA") from about November 2010
until July 2013.
Canadian County CASA is an organization that
received at least $10,000 in federal monetary assistance annually from the United States Department
of Justice to support child victims of crime.
Owens is alleged to have embezzled money from Canadian County CASA by making and
depositing checks payable to herself and to cash for reimbursement of unauthorized expenses and duplicate payroll checks.
If convicted, Owens faces a maximum penalty of ten years in prison, a fine of up to
$250,000, and mandatory restitution. The United States also seeks approximately $70,000
in forfeiture from Owens.
This case is the result of an investigation by the Department of Justice Office of Inspector
General, with assistance from the Canadian County Sheriff’s Office.

Lake partier Robert Ethan Baggs, 25,
took things a little too far when he flipped
off and mooned some park rangers on
July 11. When police confronted the Buffalo man about his drunken antics, he insisted he didn’t do anything wrong.
According to the affidavit, a couple
of park rangers pulled into the parking
area of Paradise Cove around 8 p.m. to
“observe” people in the area. One of the
rangers saw a large group of people who
were drinking beer. One of the men in the
group stuck his hand up in the air and
raised his middle finger. While doing so,
he looked directly at the rangers. He then raised his middle finger up
and down in the air. He then put his arm down, but he wasn’t done!
Baggs turned around and bent over, exposing his butt.
There were several families with children in the area.
Baggs didn’t care – after exposing his buttocks, he walked to a boat
and pulled out a bottle of liquor. Since alcohol in excess of 3.2% is
prohibited in state parks, the rangers decided to approach the man.
Baggs’s eyes were bloodshot and watery, and he smelled like alcohol. When rangers told him they were there because a man had
flipped them off and mooned them, Baggs looked surprised and said,
“Who did that?” When they told him he was the culprit, he told them
he didn’t do any of those things.
He asked a ranger, “You wanna bet?” The park ranger told him
that he did.
Baggs stepped toward the man, and the ranger attempted to place
Baggs’s arm behind his back. A scuffle ensued, but Baggs was soon
placed in cuffs and transported to jail.
Baggs is being charged with outraging public decency and resisting
an officer. He was released on a $300 bond and is scheduled to appear in court on August 31, 2015.

your home until he provides the paper work staying he has that right! So she was not in the
wrong as she closed “HER” door! The officer also did not state what he was arresting her

Cassi G: I wasn’t naked but this reminds me of when I had my second child and
an officer came into my room 3 hours after I had a c-section, yelling at me, and telling me
if I wasn’t laying in a hospital bed, I would be arrested. He kept saying he had court papers
signed by a judge that my first child was to be with his father at that time, when those
papers were never signed. When I asked to see the signed papers, he told me they were evidence and I wasn’t allowed to see them. My heart was pounding on the monitor. The other
officer with him didn’t say anything during the incident, but confronted him when they left
the room. He checked the papers and saw they weren’t signed. Came back the next day to
apologize and told their boss about the incident. I filed a report but nothing ever happened
to the officer. That was a horrible situation! A moment that should have been filled with
joy, completely shattered by nonsense.

The Sayre Police Department requested OSBI investigate an officerinvolved shooting by several of its officers and an Erick police officer.
At approximately 1:30 am on July 15,
Sayre police pulled over a man driving
a pickup truck. The man was driving
with a suspended license. When the officers tried to arrest the man, he drove
off. A pursuit ensued until officers
forced the truck off the road.
The officers arrested Patrick Brown,
21, and placed him inside a police
car. Brown was able to get from the
back seat of the patrol car to the front
seat and drive away in the officer’s car. Officers pursued and eventually hit the stolen police car, disabling it momentarily. Brown then
drove the stolen police car from the ditch and swerved toward an
officer.
Soon, an Erick officer and two Beckham County deputies joined
the pursuit. One of the pursuing officers used the tactical vehicle intervention maneuver to stop the car approximately two miles north
of Highway 6 and Highway 152 junction and a half mile to the east,
just northeast of Sweetwater. During the pursuit, numerous officers
from the Sayre police department and the Erick police officer shot at
the suspect.
Brown, of Sayre, was hit one time in the shoulder. He was air lifted
to an Oklahoma City hospital where he was treated and released.
Brown was booked into the Beckham County jail on charges of larceny of an automobile, eluding/attempting to elude a police officer,
escape from arrest or detention, resisting an officer, reckless driving,
and driving while license is suspended/cancelled or revoked. Bond is
set at $200,000.
OSBI agents will collect the facts in the case and present them to
the district attorney. The district attorney will determine whether the
shootings were justified.

Well, it took long enough, and
I’m not complaining about that,
but the heat has finally arrived!
Whether its at the lake, pool, or any of the numerous other
activities to be found throughout this great state, there are plenty of
ways to beat the heat! Since summertime travel is a big part of this
I thought I would touch on the way heat can affect your traveling
plans, and some tips to help you!
First, be prepared. Cars suffer in the heat just like we do. If
and when they break down, you’ll want to be ready. Be familiar
with your emergency equipment in your vehicle. This means learn
where your jack, spare tire, and tire tool are. Learn how to use
them. Figuring that out on the side of the road at 102 degrees is
no fun at all. The owner’s manual of your vehicle has a section
on roadside emergencies that can help you figure out where the
emergency equipment is stored, and tips on how to use it. Learn
the steps to change a flat! Although we will be happy to help you
if you are broken down, we aren’t always close, and may not be
able to get to you for a long period of time. If you know how to get
yourself out of a roadside emergency, that’s less time you’ll spend
in the heat.
Take lots of water with you if you are going on a trip, especially
if it’s a long one. Have a cell phone with you so you can call for
help if you need it. Be aware of your surroundings when driving,
so you can give the person you call for help an accurate location for
where you are. Also, if you can get your car to a place of shade, do
so. Temperatures can be up to 20 degrees cooler in a place of shade
such as an overpass or large trees.
Lastly, make sure your car is maintained properly. Ever notice
how many pieces of tires you see on the roadway during the
summer? The heat is hard on tires, so make sure they are properly
inflated and have good tread. If your tread is worn, get them
replaced! The pavement those tires are rolling on is even hotter
than the thermometer is showing! Visually check your belts, and
make sure all your fluids are filled up. That ounce of prevention
can keep you from being stuck on the side of the road in 100 plus
temperatures.
Preparing for roadside emergencies in the heat is just as important
as it is in the winter, but it seems like we just don’t prepare the
same for it. Just a few minutes of learning how to change a flat,
packing in a case of water, and being aware of your surroundings
can keep a bad day from being a whole lot worse!

Michael Twain Parker, 36, might have a
little problem. The Hobart man was arrested
July 20 after he allegedly transported stolen
batteries from an oilfield in a stolen vehicle.
According to the police report, a Washita
County deputy was advised that an oilfield
company reported a battery was stolen from a
site in the county. Unfortunately for the thief,
the battery was equipped with a GPS locator.
The company tracked the battery and told
the deputy it stopped at a residence north of
the intersection at County Road 2210 and County Road 1140. When
the deputy arrived, the resident told him Parker had driven up to
his residence in a white car about 20 minutes before the deputy got
there. Parker asked the man if he could park his vehicle on the man’s
property and sleep in his car.
The deputy found four oilfield batteries on the ground on the south
part of the man’s property. One of them had the oilfield company’s
name stamped on it. Not far from the batteries, the deputy located
a white vehicle. He checked the tag and discovered the vehicle had
been reported stolen out of Hobart on July 18. The last person seen
driving the stolen ride was Parker.
While looking at the car, police could hear a man’s voice in the
woods. Officers told Parker to surrender, but he never replied. They
entered the woods looking for the man, and they found him sitting
on the roof of the house on the property. He refused to come down.
Deputies had to physically drag him from his not-so-good hiding
spot. He was placed under arrest and transported to jail. He later
told officers that he had borrowed the stolen car from his sister, but
it had a flat and he couldn’t return it. He also admitted to stealing
the batteries.
Parker is being charged with larceny of gasoline, unauthorized use
of vehicle and obstructing officer. His bond was set at $100,000, and
he is scheduled to appear in court on August 4, 2015.
