OFFICER INVOLVED
SHOOTING IN CHELSEA
On December 6, 2023, the Rogers County
District Attorney’s Office requested the Oklahoma State Bureau of Investigation to assist with
an officer-involved shooting in Chelsea.
Around 6:30 p.m., a Chelsea Police officer responded to a disturbance
call, near State Highway 66 and East 340 Road, in reference to an individual
carrying a weapon. When the officer arrived on scene, they located a man
holding a gun and attempted to make contact with the individual. The officer
asked the male suspect to drop the weapon several times, but he did not
comply with the officer’s commands. The officer fired their weapon and shot
the suspect.
The suspect, later identified as TJ Reed, was transported to a local hospital, where he is in stable condition. Neither the officer, nor anyone else on
scene, suffered injuries.
This is still an ongoing investigation. The OSBI would like to thank the
Chelsea Police Department, Rogers County Sheriff’s Office, and the Rogers
County District Attorney’s Office for their assistance in this investigation.

MAJOR DRUG BUST IN MAYES COUNTY
On November 28, OBN serving a Search Warrant at a criminal marijuana
distribution center in Mayes County as part of a year-long investigation into
millions of dollars of illegal marijuana being transshipped from Oklahoma
farms to black markets across the United States. Over 30,000 pounds of
marijuana destined for the black market was seized by law enforcement.
We often receive calls asking if there is a price to keep
someone out of our publication. The short answer to that
question is NO! OK Jailbirds has never accepted money
or favor to not publish a photo.
We hear many times from people that the arresting officer of someone at the jail told them all they have to do
is pay us money and we will not publish their photo. This
is NOT true. We feel that taking money in exchange for
not publishing an arrest photo is extortion and, as such,
should be a crime.
There are companies who do take money to remove a
person’s arrest information. OK Jailbirds never has and
never will. If an arrest doesn’t make our paper, it is only
because we didn’t receive it or we didn’t have a photo we
could match up.

AROUND THE STATE
OSBI ARRESTS MAN FOR SENDING IMAGES TO MINOR
On October 18, 2023, the Grant County Sheriff’s Office in the State of Washington requested
the Oklahoma State Bureau of Investigation to investigate inappropriate images and messages sent to a minor.
OSBI special agents quickly identified the suspect as 23-year-old Ruben
Arthuro Reyes, who lived in Beaver, Oklahoma. On November 30, a search

Reyes admitted to sending the images and was arrested and booked into
the Beaver County Jail on charges of Indecent Exposure-Soliciting of Minors

How the Grinch stole Christmas
A Clay County, Fla., man is facing charges after
deputies say he fired a gun six times near the Middleburg Christmas Parade.
According to the Clay County Sheriff’s Office, deputies responded to the 4100
block of County Road 218, which is located along the parade route, after hearing several gunshots fired from the area.
When deputies arrived, they found several people yelling at the suspect, identified as Douglas Moore, 43, who was standing at the property line. The people
were demanding to know why Moore shot at them, an arrest report states.
No injuries were reported as a result of the gunfire, according to deputies.
Moore was told to get on the ground but refused, the report states. Moore was
then taken down by deputies after refusing to comply.
Deputies detained four individuals involved. Moore was ultimately placed under arrest following witness interviews and a review of the evidence.
The investigation revealed that Moore, a resident of a nearby property near
the incident location, became agitated by the activities stemming from parade
attendees and discharged a pistol multiple times while entering the property
where the victims were located.
While he was being read his Miranda Rights, deputies observed Moore speaking with slurred speech and had bloodshot and watery eyes, according to the
report.
As a result of the investigation, Moore was charged with six counts of aggravated assault with a firearm, reckless discharge of a firearm, and using a firearm
while under the influence of alcohol.
“I am thankful for the quick response by the deputies who ran towards the
sound of gunfire to keep our community safe,” Sheriff Michelle Cook said in the
post.

A FAMILY TRAGEDY
A 51-year-old Afton man was put behind bars
after he allegedly shot his pregnant wife on November 28, killing her 9-week-old unborn child.
Reports state that the victim was pregnant with
another man’s baby.
Robert Leeon Randall, Jr. allegedly admitted to authorities that he shot his
33-year-old wife in the throat during an argument. The victim was shot five times.
She had gunshot wounds in her chest, neck, and wrist.
The couple had apparently been fighting about their deceased child. Their
1-year-old was killed by a drunk driver in April.
A witness told investigators that the victim’s pregnancy just added flames to
that fight.
Randall said the victim came to his residence around 4 a.m. the morning of
the shooting. He was staying in a camper at the back of the property. The victim
was angry, and she started banging on the door.
Randall told police that the victim said she couldn’t find the Kool-Aid. He said
he put a gun in his pocket before leaving the camper to help her find the drink
mix.
Randall and the victim went into a bedroom closet where the Kool-Aid was
kept. He said the victim pushed him over the bed, and the gun fell out of his
pocket. When the victim saw the gun, she became angry and started hitting and
kicking the man.
Randall said the victim then got onto the bed and laid down on her back. He
told her to stop and pointed the gun at her. Randall told police she then kicked
him, and the gun went off at the same time.
Randall is being charged with murder in the second degree and assault and
battery with a deadly weapon. He is scheduled to appear in court on January
8, 2024.

Video of a wild police car chase in Missouri involving a driver towing a house has gone viral.
The Excelsior Springs Police Department released the footage in November of Sgt. Kyle Craven in pursuit of an unknown
male motorist driving erratically on Thanksgiving night.
The motorist went 30 mph with the 70-foot long mobile home attached to his
truck that Craven said looked like ‘he was gonna live in it.’ Officers attempted to
deflate his tires by laying stop sticks on the road, but they were not fast enough,
and the driver kept on cruising down US Route 69.
The 35-mile car chase ended after the driver with his mobile home crashed
while attempting to make a sharp left turn at Cameron Road in Mosby. Craven
said he thought the driver was drunk since his driving was so erratic, with his
vehicle veering into the middle of the lanes.
When the driver attempted the left turn he hit a stop sign, giving police the
chance to apprehend him.
Multiple police officers arrested him right in front of the mobile home, and
seemingly had fun doing it - especially the officers who shared high fives after he
was taken away by other cops.
The driver now now faces multiple traffic violation charges, but officers have
not clarified what those charges are.
If he was driving intoxicated, as Craven and other police officers thought, he
could possibly face a DWI (driving while intoxicated) charge, which is a Class B
misdemeanor in Missouri.
However, it can also lead to a maximum of six months in jail and a $1,000 fine.

An Arizona man got a costly tour of the inside of
the Craig County jail after he led law enforcement
officers from several agencies on a high speed
chase through the county.
Ralph James Ochoa, Jr., 34, of Phoenix, AZ.,
was charged November 11 with eluding a police officer, possession of a stolen vehicle, possession of CDS marijuana, possession of paraphernalia, DUI,
and leaving the scene of an accident involving damage, in Craig County District
Court.
Craig County Sheriff Heath Winfrey said in a press release that on November
9, just after 9:00 p.m., a deputy spotted a white 2018 Chevy Cruze traveling
northbound on Highway 69 in Big Cabin at a high rate of speed. The Cruze was
cruising at a speed of 71 mph in a 45 mph zone.
The deputy activated the patrol car’s emergency equipment and attempted to
make a traffic stop, but the vehicle refused to stop. The deputy initiated a pursuit
and requested assistance from the Oklahoma Highway Patrol.
The pursuit went north through Vinita on Highway 2 at speeds over 100 mph.
Deputies were able to successfully deploy stop sticks at Highway 2 and CR 130
and the suspect continued northbound on Highway 2. The Cruze entered the
town of Welch and Ochoa eventually lost control of the vehicle, crashed into a
residence, and fled on foot. He was apprehended after being spotted by law
enforcement on a rooftop of a neighboring residence near the vehicle and was
taken into custody.
Ochoa is scheduled to appear in court on December 15 for his preliminary
hearing.

females, later identified as Craven and Ross, with
a cart full of merchandise going across the grocery action alley into chemicals. The witness added Craven selected a bottle of bleach and both
women would assist each other in “stuffing” the
bleach down into the cart full of merchandise. Both women then headed to the
service desk where they attempted a fraud return. When they were denied, Ross
went out to their vehicle while Craven headed straight for the grocery exit with
the cart full of unpaid merchandise.
Once Craven exited the last point of sale, the employee approached her with
his coach. Craven left the merchandise, taking off on foot to the vehicle and they
left Walmart property.
Upon reviewing CCTV, the women are seen driving onto Walmart property
at around 7:08 p.m. and enter through the general merchandise doors. They
grabbed a cart and headed down the pharmacy action alley. Both women then
split up; Craven goes into HBA while Ross goes into “homelines”. Craven made
her way into cosmetics where she began to fill their cart with selections of different makeup. Ross then went to cosmetics, meeting up with Craven. Ross added to the cart the handful of selections that she made, including a blanket. Both
women then head to paper good and chemical, where the employee saw them.
An officer stopped the pair southbound on Main Street and discovered meth
and paraphernalia, along with other stolen merchandise which included a whole
bunch of makeup, in the women’s vehicle.
Craven and Ross were taken into custody and booked into the Ottawa County
jail. They are due back in court on December 18.

A Missouri man’s late night hunger identified him
as a slot machine destroyer at Indigo Sky Casino in
Wyandotte last month.
According to reports, a security guard was on
patrol when he noticed that a game machine was
damaged. It looked as though someone had hit it with something, shattering the
machine.
Surveillance tracked the man down to the Creekside Grille, where he bought
some grub shortly after midnight. He was later identified as 50-year-old Marcus
Glen Berry.
At approximately 12:23 a.m., Berry walked up to a machine and put a ticket in it.
He then forcefully hit the button panel on the left and right.
At 12:24 a.m., Berry spun the chair around and walked away from the machine.
The security guard found the machine shortly after. Glass on both sides of the
button panel was shattered.
An invoice to repair the machine showed that the damages totaled $1,288.
Berry is being charged for malicious injury to property over $1,000.
Bond information and court date were unavailable at the time of publication.
A warrant was issued for the man’s arrest on November 27, 2023.
