Ricks charged after wrong-way
collision
A 33-year-old Moore woman is being
charged for the deaths of four people, including two adolescents, after she allegedly
crashed into their vehicle on October 17.
According to reports, Ashley Louise Ricks
was traveling east in the westbound lanes of
I-40 near El Reno when she collided headon with another vehicle at approximately 1:37
a.m.
The impact sent Ricks’s Jeep into the ditch.
The vehicle she hit went into the center median and burst into flames, trapping the victims
inside. All four victims died in the crash.
Reports state before the collision, other
motorists saw Ricks’s Jeep traveling in the
wrong direction. Many called 9-1-1 and told the operator things such as:
“There’s a car going backwards on the interstate.”
“Someone is traveling in the wrong lane. They almost crashed into us headon.”
A witness on scene told investigators that Ricks smelled like alcohol.
After an extended stay at the hospital, Ricks was booked into the Canadian
County Jail on November 11.
Ricks is being charged with four counts of second-degree murder. She is
scheduled to appear in court on January 4, 2020.

We often receive calls asking if there is a price to keep
someone out of our publication. The short answer to that
question is NO! OK Jailbirds has never accepted money
or favor to not publish a photo.
We hear many times from people that the arresting officer of someone at the jail told them all they have to do
is pay us money and we will not publish their photo. This
is NOT true. We feel that taking money in exchange for
not publishing an arrest photo is extortion and, as such,
should be a crime.
There are companies who do take money to remove a
person’s arrest information. OK Jailbirds never has and
never will. If an arrest doesn’t make our paper, it is only
because we didn’t receive it or we didn’t have a photo we
could match up.

Two people were put in jail after officers
found stolen property in their vehicle on November 29.
According to the police report, an officer was
dispatched to the 400 block of Adams Street
at approximately 7 p.m. for a burglary. A man
said his truck had been broken into around 5
a.m. that morning. He reviewed his cameras
and saw someone go through the tool boxes
on his truck.
An officer also watched the video footage
and saw a man open the tool boxes.
On November 29, the officer responded as
backup to a traffic stop on Highway 44 just
north of CR 1140 around 1 a.m. The driver of
the vehicle was identified as 26-year-old Destinee Dawn Dirickson of Dill City. The passenger
was Bessie man Jesse Dale Wells, 37.
While searching the car, the officer saw a
small oil pump that matched the description
of one that had been stolen out of the victim’s
truck. The officer also found some tools.
Wells said he used it to syphon gas out of his
car. The pump had a label on it that said “oil
only,” and it didn’t smell like gas.
The officer contacted the victim, who identified the pump as his. Some chop saws and
other tools were also identified as stolen items.
Dirickson told police that Wells told her the items were stolen. She told
police she didn’t do anything wrong – she was just trying to help Wells
get rid of some stolen items. She told them that a man staying at a motel
probably had some more stolen items from Wells.
Officers went to the motel, and a woman allowed them to look through
the room where the man was staying, but he wasn’t there. Officers found
some tools belonging to the victim.
Police found the man in Clinton. He told them that he drove Wells to a
residence, and Wells went through some toolboxes on a truck. He said
Wells grabbed a bunch of stuff and ran back to the car.
When officers tried to speak with Wells, he told them, “F--- y’all, bring
on the charges.”
Wells is being charged with knowingly receiving or concealing stolen
property, burglary in the second degree and burglary in the third degree.
His bond was set at $25,000.
Dirickson is being charged with knowingly receiving or concealing stolen
property. Her bond was set at $10,000. They are both scheduled to appear in court on February 2, 2021.

Botched robbery leads one dead,
one in jail
Elk City man Isaiah Torian Johnson, 25, is
facing first-degree murder charges after his
partner was killed in a botched robbery on
November 21.
According to reports, Johnson and
39-year-old Samuel Castro, Jr. went to a
home in the 600 block of N. Watkins in the
early morning hours. They entered the home
and approached the victim in his bedroom.
The victim told police Castro pointed a gun at
his head and demanded money.
Fearing for his life, the homeowner said he
overpowered Castro and took the gun away
from him. He then shot the man several times
until he fell to the floor.
Castro died at the scene. Johnson fled the area.
Later that day, staff at the Great Plains Regional Medical Center contacted
police and said that they were treating a man who had a gunshot wound to
his chest and arm. The man, identified as Johnson, was treated for his injuries
before being released to Elk City police officers.
During an interview, Johnson allegedly confessed to police that he knew
Castro had a gun when they entered the victim’s residence. He said he went
to the room where the shooting occurred, and he later fled the residence after
being shot in the chest and arm.
Johnson said he walked to the hospital to get treatment for his injuries.
Johnson is being charged with murder in the first degree. His bond was set
at $500,000, and he is scheduled to appear in court on December 21, 2020.

Enid Police Department detectives arrested a
30-year-old Enid man on December 1 in connection to the murder of 27-year-old Martika
Ferguson.
Shane Dale Perosi was booked on complaints
of first-degree murder, possession of a firearm
after former felony conviction and destruction of
evidence.
Sunday afternoon, November 29, officers
responded to a report of a woman found lying
in the north alleyway of the 700 block of West
Nagel. Officers arrived and found Ferguson had
been shot and was dead. Detectives were called
to the scene and began their investigation.
About 2 p.m. on December 1, officers and
members of the department’s SWAT team served a no-knock search at 601
W. Rush. During the service of the search warrant, evidence related to the
murder was found inside the residence.
During an interview with Perosi, he confessed he shot and killed Ferguson.
Perosi said he’d done so to teach her a lesson. During his booking at Garfield
County Detention Facility, Perosi again reiterated he had murdered Ferguson
and said he was glad he’d done so.
The investigation of Ferguson’s murder is ongoing.
Capt. Scott Miller complimented the officers and detectives for their tireless
work on the investigation.
“They did a very good job, were very persistent and conducted a non-stop
investigation,” the captain said. “They brought closure to the victim’s family
and have made our community safer with the arrest of their suspect.”
Over the past three days, the detective division worked more than 280 total
hours investigating the case, not including the hours worked by patrol officers
and the department’s crime scene technician.

MISSING HUGO MAN’S REMAINS IDENTIFIED 12 YEARS AFTER HE DISAPPEARED
HUGO, Okla. – The remains of John Lafayette Mangrum have been positively identified
after he went missing from Hugo, Okla., in
March 2008. The remains were discovered
in August 2018 in a remote area in northern
Pushmataha County. At that time the Pushmataha County Sheriff’s Office requested assistance from the Oklahoma State Bureau of
Investigation (OSBI) in identifying the remains.
On March 30, 2008, a missing person report regarding Mangrum’s (who was 67 at the
time) disappearance was filed with Hugo Police Department. At that time, DNA from Mangrum’s immediate family was collected and submitted to the National Missing
and Unidentified Persons System (NamUs).
After the human remains were discovered in Pushmataha County in 2018,
OSBI agents, the Oklahoma Medical Examiner Forensic Anthropologist and
local fire department volunteers conducted a thorough search of the area and
collected numerous items of evidence. In an attempt to identify the remains,
that evidence was submitted to the University of North Texas Health Science
Center to run through the NamUs database and possibly get a DNA match.
Recently, the University of North Texas Health Science Center notified the
OSBI that the remains located in northern Pushmataha County were those of
Mangrum.
Mangrum’s death is suspicious and the OSBI is asking anyone with information regarding his disappearance or death to contact the OSBI at (800)

A Kingfisher teacher is being charged for obstruction after he allegedly lied to an officer during an investigation regarding hazing.
Piedmont man Micah Ryan Nall, 45, was the assistant football coach at Kingfisher High School when
the hazing incident reportedly occurred.
Charges against the man were filed on November
30.
According to reports, Nall told the victim he was a
p---y and needed to toughen up. During a drill known
as “bull in the ring,” Nall told the victim to get in the
middle. While the victim was on the ground, players were called to make
contact with the victim before he could stand up.
During the drill, participants in the middle are usually allowed to get back
on their feet before being hit again. The victim had large bruises on his
right forearm. He also told police that he was the only football player Nall
selected to be in the middle during the drill.
Nall told officers that the victim was “never hit while on the ground.”
Investigators knew the man was lying, however, due to witness statements from other coaches and players, and video footage of the incident.
Nall is being charged with obstructing officer. His bond was set at $1,000,
and he is scheduled to appear in court on January 13, 2021.

December is National Impaired
Driving Prevention Month
Two of the most celebrated dates in December
– Christmas Eve and New Year’s Eve – are also
among the most dangerous. In 2018, drunk driving
crashes claimed 108 lives in those two days alone,
accounting for nearly half of total traffic deaths.
That is why Mothers Against Drunk Driving®
(MADD) is teaming up with law enforcement agencies across the country throughout the month of
December, which has been recognized as National
Impaired Driving Prevention Month for the 39th consecutive year.
During December 2018, 839 people died in alcohol-related crashes, according to the National Highway Traffic Safety Administration.
While drunk driving deaths typically represent around a third of all traffic fatalities, that
increased to nearly 50 percent on Dec. 24 and Dec. 31.
On Dec. 25, 2018, 35 people died in drunk driving crashes.
This is staggering.
The pain caused by one person’s choice to drive impaired is often permanent. Every
single death left a permanent empty seat at the table and turned a time of celebration
into tragedy.
And every single death was 100 percent preventable.
We’re asking everyone to take personal responsibility this holiday season by making
a plan for a safe ride home before your celebrations begin. Designate a non-drinking,
unimpaired driver. Take a taxi, a bus, or a train. Use a rideshare app like Uber. If you’re
a host, provide an alternative to your guests, such as festive, non-alcoholic drinks offered by our partner Mocktail Beverages.
You can also show your commitment to drive sober by displaying one of our Tie One
On for Safety red ribbons or magnetic decals on your vehicle, which are available at
our local MADD offices around the country.
Drunk driving crashes increase throughout the month of December as more people
travel and attend events where alcohol is served. That is why every U.S. President
since Ronald Reagan has proclaimed December National Impaired Driving Prevention
Month. President Donald Trump continued in that tradition this month, reaffirming his
administration’s commitment to prevent tragedies by making the decision to drive
sober.
The proclamation also remembers victims of impaired driving, offers prayers for
grieving families impacted by these tragedies and honors law enforcement who are on
the front lines of the violent, preventable crime of impaired driving.

ARREST MADE IN OSBI ICAC UNIT INVESTIGATION
McALESTER, Okla. – After receiving a tip
from the National Center for Missing and
Exploited Children (NCMECC), agents from
the Oklahoma State Bureau of Investigation (OSBI) Internet Crimes Against Children
(ICAC) Unit secured an arrest warrant for
33-year-old Stephen Newman. Newman was
arrested by the McAlester Police Department
on November 20, 2020 on one charge of Procuring Obscene Material, which is a felony.
The case originated when the OSBI received a cyber tip from NCMEC that originated with the Idaho ICAC Task Force and
involved online chats between Newman and an underage female in Idaho.
Law enforcement in Idaho secured a search warrant for the email account associated with the cybertip. The IP address checked back to a residence in the
700 block of S. Saddler in Poteau, Okla. Newman was a listed as a resident
of that address.
During the course of the OSBI investigation, a search warrant was secured
for all electronic devices in the home. Based on the evidence obtained and
analyzed by agents, an arrest warrant was issued for Newman on November
10, 2020, who was believed to be in the McAlester area. Officers with the
McAlester Police Department arrested Newman at a residence in the 500
block of E. Polk in McAlester. He was taken to the Pittsburg County Jail on a
$100,000 bond.

Alva Man Sentenced to 87 Months in Federal
Prison for Interstate Murder-For-Hire Plot
Vernon Wayne Brock, 71, of Alva, has been
sentenced November 23 to serve 87 months
in federal prison and pay a $30,000 fine for
hiring an individual to commit murder on the
defendant’s behalf, announced U.S. Attorney
Timothy J. Downing.
On April 17, 2019, Brock was indicted with
using interstate commerce facilities to commit murder-for-hire. On November 6, 2019,
Brock pled guilty to the one-count indictment, admitting to the use of interstate facilities with intent that murder be committed in
exchange for payment.
According to court documents and public record, an individual from Kansas, whom
Brock was trying to hire to commit murder, contacted the FBI and cooperated in the investigation. Law enforcement determined Brock was upset with
a former employee who refused to continue a sexual relationship with him.
Brock wanted the individual from Kansas to arrange the murder of the former
employee’s boyfriend in Oklahoma City in exchange for $5,000. He identified
the boyfriend by sending a picture to the individual from Kansas. FBI agents
arrested Brock on the afternoon of April 3, with the assistance of the Woods
County Sheriff’s Office, after Brock delivered a $5,000 check to the individual
from Kansas.
U.S. District Judge David L. Russell sentenced Brock to serve 87 months
in federal prison, followed by three years of supervised release. In addition,
Brock was ordered to pay a $30,000 fine.
