A Ponca City woman who was at a location she
shouldn’t have been was arrested when she tried
to throw a concrete landscaping stone at an officer.
When the officer informed 34-year-old Melissa
Dawn Bullington that she was going to jail, she
replied, “Not today!”
On March 6, a Ponca City officer was dispatched
to the 300 block of S. Lincoln at approximately
12:30 p.m. because Bullington was trespassing.
In January, the homeowner had a trespass warning issued to the woman.
She didn’t listen.
When she showed up to the house, the man told
her to leave. She refused, so he called the police.
The officer found Bullington standing on the front porch of the man’s
home. He told her she was under arrest for trespassing, but she wasn’t having that.
According to the police report, she told him, “F--- you. Not today!” She
then grabbed a 12-inch circular concrete landscaping stone from the porch.
The officer told her to drop it. Once again, she didn’t listen. She lifted it up as
though she was going to throw it at him.
The officer pulled out his Taser and once again told her to drop the stone.
Instead, she started to throw the item at the officer. He deployed his Taser,
striking her on her stomach, and she fell to the ground.
The officer placed her in handcuffs and transported her to jail.
Bullington is being charged with assault on police officer and trespassing.
Her bond was set at $20,000, and she is scheduled to appear in court on
March 24, 2016.

Homeless man rewarded with $100,000
for information on fugitives

ORANGE COUNTY, Calif. – It was customary for
Matthew Hay-Chapman to go to McDonald’s each
day. He lived in a San Francisco park near the fastfood restaurant and would go to get coffee in the
morning.
In January while on his routine walk to get his cup
of Joe, he saw a white van in the nearby Whole Foods
parking lot. It was odd. People appeared to be sleeping inside.
One man got out of the van, and Hay-Chapman recognized him from the newspapers he salvaged from
the garbage cans. It was one of three escaped convicts
from Santa Ana. The whole state was looking for them.
“That’s the dude. That’s got to be the guy,” Hay-Chapman recalled to CNN affiliate KGO
a week after the capture.
Police soon caught Hossein Nayeri after a chase and found Jonathan Tieu still inside the
van.
Questions followed. Would Hay-Chapman, a homeless man, get reward money after
happening on the van?
On Tuesday, the Orange County Board of Supervisors voted to give him $100,000.
Hay-Chapman told KGO in February that if he got the money, he wanted to start a new
life and help his grown children who have also had struggles. Hay-Chapman, 55, told the
San Francisco station that he has chronic back pain and cannot work.
Nayeri and Tieu, along with Bac Tien Duong, escaped from the maximum-security Orange County men’s jail in Santa Ana. They were caught after nine days on the lam, which
included shopping at Target, going to a hair salon to change their looks, taking a taxi driver
hostage and getting in a physical fight over whether to kill the cabbie.
Duong, who split with the other two escapees, was caught in Santa Ana after calling police to come pick him up.
Authorities had offered a $150,000 reward for information leading to the fugitives’ capture.
Three other people were awarded shares of the other $50,000. The cab driver received
no money.

Horrific Crimes that
Changed America
Kitty Genovese and 9-1-1
One of these crimes occurred exactly 52 years ago on
March 13, 1964. A young woman, Kitty Genovese, was
stalked, stabbed, raped, and murdered. It is speculated
that many of her neighbors heard and/or saw the gruesome crime but neglected to help. Part of the problem
was that at the time of her murder, concerned citizens
had to dial “O” for operator or the local police station
number (there were five different numbers for each of
the five New York City boroughs) and their call would
then be relayed to a communications bureau and then
passed on to the precinct. Only then could a police officer be dispatched to the scene of the crime. This obviously time-consuming process caused severe delays in
response times (some even believe that some of Kitty’s neighbors did call the police during her attack but their calls were either lost or delayed by the insufficient
police communications system of the 1960s).
A few years later in 1967, the President's Commission on Law Enforcement and
Administration of Justice recommended the development of an emergency reporting system that would utilize a single universal number nationwide. On February 16, 1968, the first 9-1-1 call was made in the United States in Haleyville,
Alabama and by 1987, the majority of the American population had access to 9-1-1
emergency service numbers. Today, anyone in the U.S. can easily contact the police with one simple phone call.

A few weeks ago, a Roselle, Illinois, police officer saw a car driving southbound on
Roselle Road with a 15-foot tree embedded

tree). After an investigation, the Roselle officer arrested the driver for Driving Under
the Influence of Alcohol.

Pawhuska man Elizhah Douglas Florence, 20, and his
31-year-old girlfriend, Mindee Rae Merrell, were arrested
when they pulled out a gun during a traffic stop on March
13.
A Bartlesville officer stopped the couple on Tuxedo Road
at approximately 1:44 a.m. because they were swerving all
over the road after leaving a bar. The car smelled like alcohol.
The officer asked the driver, identified as Merrell, if they
had been drinking. She said she hadn’t been because she
was pregnant. She was just picking up her boyfriend from
the bar.
Florence had slurred speech and his eyes were red and
bloodshot. Merrell also seemed like she had been drinking.
Other officers arrived to assist. One of the officers went
back to his patrol vehicle to check the couple for warrants.
He heard another officer yell, “What did you take out of
the glove box?”
Florence put both hands in the air and said, “You can
search me.” When he stepped out of the car, he seemed
nervous.
An officer spotted the item the couple was trying to take out of the glove box. It
was a gun. Florence was placed in cuffs.
An officer yelled at Merrell to put her hands on the wheel. He then grabbed the
loaded gun out of the car and told her to exit the vehicle.
When he asked her why they were reaching for a gun, she told him she was
scared. She said she had a concealed license for the firearm, but she didn’t have
it on her.
She insisted she hadn’t been drinking because she was 16 weeks pregnant. She
still failed the sobriety tests.
The couple was transported to jail.
In Merrell’s purse, an officer found a baggy containing a green leafy substance
that tested positive for marijuana and a couple of pills that were identified as a
schedule four drug.
Merrell is being charged with driving a motor vehicle while under the influence
of alcohol, possession of controlled dangerous substance, failure to maintain security, driver’s license to be carried and failure to pay taxes due to state. She was
released on a $1,500 bond and is scheduled to appear in court on April 13, 2016.
Florence is being charged with possession of firearm while on supervision by
DOC and public intoxication. He was released on a $5,000 bond and is scheduled
to appear in court on April 1, 2016.

We often receive calls asking if there is a price to keep
someone out of our publication. The short answer to that
question is NO! OK Jailbirds has never accepted money or
favor to not publish a photo.
We hear many times from people that the arresting
offi cer of someone at the jail told them all they have to do
is pay us money and we will not publish their photo. This
is NOT true. We feel that taking money in exchange for
not publishing an arrest photo is extortion and, as such,
should be a crime.
There are companies who do take money to remove a
person’s arrest information. OK Jailbirds never has and
never will. If an arrest doesn’t make our paper, it is only
because we didn’t receive it or we didn’t have a photo we
could match up.

Cleveland man Dennis Steven Bird, 63, allegedly broke into his neighbor’s home and
beat her dog on February 27. He told police he
was just trying to make sure the dog was OK.
According to the affidavit, a Pawnee County
deputy was dispatched to the victim’s residence on S. 36940 Road shortly after 6 p.m.
The victim told him her “drunk neighbor”,
identified as Bird, drove to her home in his
truck, exited the vehicle, climbed over her
fence and started banging on her door and
yelling her name.
The woman said she was scared, so she didn’t answer.
Bird apparently decided he was going to speak to her anyways. The
victim said he kicked down her door and continued screaming her
name. She tried to hide from him behind a curtain.
The woman said that when the man was done screaming, cussing
and yelling her name, he walked outside and went down the porch.
He grabbed her dog that was on a chain under the porch and started
beating the animal with a large stick.
Officers went to Bird’s home, where they found him outside working on a motorcycle. He told police the victim’s dog had been barking
for hours. He believed that was unusual for a dog to do, so he went
to the residence to make sure the animal was OK. No one answered
the door, so he decided to let himself in.
He yelled the victim’s name then turned around to leave. He said
he heard her scream and tell him to leave. He then told her to shut
her dogs up.
Bird said he had a brief encounter with the pup before leaving. Officers told the man the victim was extremely upset about his actions.
They placed him under arrest and transported him to jail.
Bird is being charged with cruelty to animals and breaking and
entering dwelling without permission. His bond was set at $25,000,
and he is scheduled to appear in court on March 29, 2016.
