A Pawnee man was taken into custody in
Perry after he allegedly shot a Stillwater woman on March 20.
Joseph Gerardo Vazquez, 34, was charged
with assault and battery with a dangerous
weapon, in Payne County District Court.
According to Stillwater PD PIO Cpt. Kyle
Gibbs, At 10:15 p.m. on March 20, Stillwater Police responded to a gunshots call at a
trailer park located at 2900 E. 6th Ave. When
they arrived officers found a gunshot victim,
28-year-old Ashley Barrera of Stillwater. The
victim had been shot in the legs.
Information gathered from the victim and
witnesses indicated the victim was shot by
Vazquez after a heated argument with the victim about an alleged debt.
The victim was taken to Stillwater Medical Center for initial treatment before
being transferred to an Oklahoma City hospital, where she was reportedly in
stable condition.
A warrant for Vazquez’s arrest was issued the next morning and he was
arrested in Perry shortly thereafter. The warrant was for assault with a deadly
weapon.
Vazquez was transferred to the Payne County jail and is being held on a
$100,000 bond. His next court appearance is scheduled for May 6 at 9:00
a.m.

The Stillwater Police Department has
received three complaints of an attempted “pigeon drop” scam taking place in
Stillwater which appear to be related. In
each case, an African American female
approached a citizen and showed them a
zippered pouch or envelope. The female
claims to have found the item and requests the citizen to be a witness
while she opens it. When the female opens the pouch or envelope it is
filled with money. The female then requests help attempting to find the
owner of the money. In each reported case the citizen became suspicious
of the woman and left.
There are numerous versions of a pigeon drop scam but most entail
the suspect eventually convincing the victim the found cash can be theirs
in exchange for a smaller amount of money up front. The suspect then
defrauds the victim of their “down payment”. Luckily, none of the three
reported persons fell for the scam.
The Stillwater Police Department encourages everyone to contact local
law enforcement immediately if you are approached by a person attempting this type of scam.

April is National Child Abuse Prevention Month, a time to recognize that we each can play a part in promoting the social and
emotional well-being of children and families in communities.
Parenting is one of the toughest and most important jobs
in America, and we all have a stake in ensuring that parents
have access to the resources and support they need to be successful. Entire communities play a role in helping families find
the strength they need to raise safe, healthy, and productive
children.
Here are some things you can do:
Get to know your neighbors. Problems seem less overwhelming when support is nearby.
Help a family under stress. Offer to babysit, help with chores and errands, or suggest
resources in the community that can help.
Reach out to children in your community. A smile or a word of encouragement can mean
a lot, whether it comes from a parent or a passing stranger.
Be an active community member. Lend a hand at local schools, community or faithbased organizations, children’s hospitals, social service agencies, or other places where
families and children are supported.
Keep your neighborhood safe. Start a Neighborhood Watch or plan a local “National
Night Out” community event. You will get to know your neighbors while helping to keep your
neighborhood and children safe.
Learn how to recognize and report signs of child abuse and neglect. Reporting your
concerns may protect a child and get help for a family who needs it.

Presumed Innocent Until Proven Guilty 13 | APRIL 2019 CREEK COUNTY
Authorities in Creek County are seeking information on a home invasion in which at least one
of the suspects was caught.
According to the Creek County Sheriff’s Office,
deputies responded to a home invasion outside
of Bristow on March 26. The homeowner fired
a shot into the ceiling above one of the masked
suspect’s heads. The suspects then barricaded
themselves in a bedroom and broke out a window
to escape. Deputies made contact with one of the
suspects near the Pawnee County Courthouse
and discovered clothing and masks matching the
description given by the victim.
Robert Smith, 18, of Bristow, was arrested
and charged with First Degree Burglary. Investigators are searching for

A man was arrested after throwing a brick into the plexiglas window of a jewelry store...the brick bounced back, hit him in the head and knocked him cold
until the police got there.
Police interrogated a suspect by placing a metal colander on his head and
connecting it with wires to a photocopy machine. The message “He’s lying”
was placed in the copier, and police pressed the copy button each time they
thought the suspect wasn’t telling the truth. Believing the “lie detector” was
working, the suspect confessed.
Burglars in Maryland tried to cut through a safe using a Laser Tag gun.
When two service station attendants refused to hand over the cash to an
intoxicated robber, the man threatened to call the police. They still refused, so
the robber called the police and was arrested.
Police in Los Angeles had good luck with a robbery suspect who just couldn’t
control himself during a lineup. When detectives asked each man in the lineup
to repeat the words, “Give me all your money or I’ll shoot,” the man shouted,
“That’s not what I said!”
In a small town of 1700, a student attempted to rob the local convenience
store wearing his letterman’s jacket. He did not realize that he was the only male
named Dana in the whole town.
A company called “Guns For Hire” stages gunfights for Western movies, etc.
One day, they received a call from a 47-year-old woman, who wanted to have
her husband killed. She got 4-1/2 years in jail.
Mexico - A group of drug traffickers cleverly decided to use a propane tanker
to cross the border from Mexico to El Paso, Texas. They released the propane
and concealed it within the truck 6,240 pounds of marijuana. The men did not
realize, however, that they had misspelled the name of the gas company.

We often receive calls asking if there is a price to keep
someone out of our publication. The short answer to that
question is NO! OK Jailbirds has never accepted money
or favor to not publish a photo.
We hear many times from people that the arresting officer of someone at the jail told them all they have to do
is pay us money and we will not publish their photo. This
is NOT true. We feel that taking money in exchange for
not publishing an arrest photo is extortion and, as such,
should be a crime.
There are companies who do take money to remove a
person’s arrest information. OK Jailbirds never has and
never will. If an arrest doesn’t make our paper, it is only
because we didn’t receive it or we didn’t have a photo we
could match up.

Chandler Public Schools places the highest priority on student safety
and security.
On Friday, March 29, 2019, District administration, together with the
Chandler Police Department, investigated the presence of three adults
and one juvenile walking through school district property. During this investigation, it was discovered that the juvenile, who was a District virtual
student, was in possession of a firearm. The juvenile was arrested by the

Oklahoma senator proposes bill to allow counties to decide on medical marijuana legalization
OKLAHOMA CITY – Six months after Oklahoma voters approved a measure
legalizing medical marijuana, an Oklahoma lawmaker has filed a bill that would
allow counties to decide whether or not the measure applies to their area.
In June, over 891,000 voters cast their ballots in regards to State Question
788, which legalizes medical marijuana in Oklahoma. Ultimately, the measure
passed by a majority vote.
Under State Question 788, a person 18 years or older would need to apply
for a medical marijuana license with the Oklahoma State Department of Health
after receiving a note from their doctor. If approved, the patient would then
have to pay $100 to obtain that license.
Since applications became available in August, officials say more than 30,000
patient applications have been approved by the Oklahoma Medical Marijuana
Authority.
Now, an Oklahoma lawmaker has proposed a bill that would allow counties
to decide whether they want to follow State Question 788.
Senate Bill 325, which was authored by Sen. Casey Murdock, would add
restrictions to where medical marijuana can be consumed, sold or possessed.
“A county may, by vote of a majority of the registered voters in the county,
restrict or prohibit the possession, consumption, transport, sale, cultivation or
manufacture of marijuana or marijuana products, or any combination thereof,”
the bill states.
Murdock told KJRH that his measure would give counties flexibility.
“The locals, whether it’s the municipalities or whether it is the local law enforcement, they’re the ones that are going to have to deal with this new law,”
Sen. Casey Murdock (R-District 27) said.

Former Coyle mayor and husband
charged with embezzlement
A former mayor of Coyle and her husband are
facing charges of embezzlement after a 2018
audit led investigators to look at the couple.
According to reports, the town board voted to
place two police vehicles for bid on March 13,
2014. The cars were to be sold in sealed bids.
One of the vehicles sold to the only bidder –
John Schroeder, 39. He paid $20 for the 2006
Ford Crown Victoria police cruiser, which was
actually valued at $1,300.
54-year-old Kristie Ranee Schroeder, then
mayor of Coyle, did not put the car title for the
vehicle in her husband’s name. Instead, the title
was assigned to a third party. Schroeder then
sold the vehicle for $1,300.
Reports state John Schroeder told a news
station in 2018 that the transaction was legal,
even though it didn’t look good on paper.
The 2018 audit that led to the couple’s arrest
was actually requested by Kristie Schroeder,
who served as the town’s mayor for six years
before resigning in 2016.
During the audit, investigators found that more
than $17,000 was mismanaged, unaccounted
for, or stolen between July 1, 2014 and July 31,
2016.
Both Schroeders are being charged with embezzlement. Their bonds were
set at $5,000, and they are scheduled to appear in court on May 23, 2019.
