4 | JUNE 2020 PAYNE COUNTY Presumed Innocent Until Proven Guilty
A Florida man was arrested after trying to shoplift 15 quart-sized bottles of motor oil
and 30 DVDs from a 7-Eleven — by stuffing the items down his pants.
It’s the sort of thing you might not believe unless you saw it yourself. Fortunately (or
not, for the man in question), the heist was captured on store security cameras.
According to the Polk County Sheriff’s Office, the alleged theft occurred at a 7-Eleven
in Lakeland, Fla.
Polk County Det. Phil Ryan was parked outside the store when he says he looked
through the store window and saw William Jason Hall, 38, stuff bottles of motor oil
down his pants.
“Mr. Hall then dropped several movies from the shelf onto the floor, bent down,
stacked the movies on top of one another, picked them up, and slid them down into his
pants too,” reads a police statement on the department Facebook page.
“Then he waddles like a duck out of the store,” Sheriff Grady Judd with the Polk
County Sheriff’s Office told NBC News 8. “Our detective who is sitting in the car, watching all of this, says to himself, ‘Self, I think I’ll arrest him.’”
The detective then walked Hall back into the store, where he proceeded to empty his
haul: 15 bottles of Pennzoil motor oil, and 30 “Treasure Hunt” DVDs. Oh, and in case
you’re wondering (how could you not be?) the man managed his baggy pants-banditry
by tucking the ends of his pants into large work boots – allowing him to then stuff the
aforementioned motor oil bottles and DVDs.
He was given a charge of petit theft, a misdemeanor, but because this was his third
offense for small theft, the charge was upgraded to a felony.
“Mr. Hall, the next time you need some motor oil and last-minute gifts, please pay for
them,” police said. “That guy in the car outside might just be a plainclothes detective.”
Police say Joseph McInnis III, 21, and Tyree McCoy, 22, attempted to stage an armed
robbery at a pub in Woodlawn, Md. There was just one problem: the bar was hosting
a retirement party for a police officer and so was filled to the brim with off-duty cops.
“I’m sure that they weren’t planning on there being a large room filled with police
officers,” Baltimore County police Officer Jennifer Peach told WBAL-TV.
According to police, the two men entered the take-out area of Monaghan’s Pub in
Woodlawn and held up an employee at gunpoint, demanding cash.
Meanwhile, dozens of Baltimore County police officers had converged on the pub to
celebrate the retirement of Sgt. David Neal, a 29-year veteran of the force.
“At that time, the person who had been behind the counter knew that there was a
retirement party for a police officer happening, so they went into the other portion and
alerted the officers to the fact that they had just been involved in an armed robbery,”
Peach said.
The two men fled the bar on foot but didn’t make it far before they were apprehended
by police. Neither police nor any employees of the bar were injured during the robbery
or subsequent foot chase.
Jack Milani, the owner of Monaghan’s Pub, told the Baltimore Sun that he’s surprised
anyone would consider robbing his establishment, a known hangout for off-duty cops.
“It’s kind of odd you would even attempt it,” Milani said. “[Police officers] are always
in here. There was a decent amount of them.”
The two men were charged with armed robbery and possession of a handgun, and
transported to the Baltimore County Detention Center.
A bank robbery suspect in Gwinnett County, Ga., is accused of making a crucial
mistake following his alleged crime — he let his identity be known.
Eric Rivers was arrested in connection with a spree of bank robberies in Lawrenceville, Ga. after he appeared in an on-camera interview with a local news station for an
unrelated story about public transit.
Lawrenceville police say Rivers was suspected of having just robbed a Chase Bank
and was believed to be in the midst of casing several other banks when he agreed to
the interview with the WGCL-TV reporter.
“You see, when you accept an interview and provide them with your real name it actually makes our job too easy,” a statement from the Lawrenceville Police Department
read.
Rivers removed his hat and du-rag, which he is alleged to have worn during the robberies based on security camera images released by police.
Authorities say after the interview, Rivers proceeded to scope out a Fidelity Bank in
the area.
As police investigated the reported robberies, a bank manager said the suspect
walked towards the WGCL news truck after leaving the building.
Police followed up the lead and was provided Rivers’ name by the news station.
Lawrenceville Police Det. Scott Pendergrass believes the reporter caught Rivers “off
guard” and “surprised” him.
The department offered advice to would-be criminals in a Facebook post. “When
after having robbed several banks and you are at another bank casing the place for an
additional robbery and are approached by a news crew in the parking lot … DO NOT
stop and agree to an interview with said news crew,” the statement read.
Police allege Rivers attempted five robberies in total, but was successful in making
away with money in just two incidents.

The woman who admitted to police she fatally shot her
ex-boyfriend last month, was released from custody within
24 hours, and Payne County officials now say they may not
have enough evidence to charge her with any wrong doing.
Payne County Sheriff Kevin Woodward said that Regina
Armstrong, 51, called 911 at around 8:20 a.m. Wednesday,
May 27, and told police that she had shot her ex boyfriend
in the head.
Deputies were dispatched to the scene, the former location of the Broken J Bar, at SH 18 and County Road 640,
about 1.25 miles south of SH 51, where they found Armstrong waiting for them. She was taken into custody without
incident.
At the scene, investigators also discovered the lifeless body of 44-year-old John
Robert Atkinson.
The Oklahoma State Bureau of Investigation was asked to assist with processing
the crime scene and sherif’s deputies were tasked with interviewing witnesses and
associates.
Woodward said the former bar had been converted into a legal marijuana grow
operation and that the woman had spent the night there Tuesday.
Payne County District Attorney Laura Austin Thomas said that the DA’s office has
not yet been presented with enough evidence to warrant criminal charges against
Armstrong.
“Although an official and final investigation has not been presented, we have staffed
this case with both the Payne County Sheriff’s Office and the OSBI forensics team,”
said Thomas. “When reviewing all the available evidence, it appeared to us that the reporting party has a self-defense claim. Once we determined she would have the right
to this defense, then the burden is once again on the state to disprove that defense
beyond a reasonable doubt. To do that, we look for any corroborating evidence to that
defense as well as evidence that would disprove that defense.”
Thomas explained the the available evidence supports a self-defense claim.
“At this point in time we have no evidence that would rebut that position,” she said.
“Thus, at this time there is no evidence upon which we could file a criminal charge
against this individual.”
Jamie Atkinson, the victim’s nephew, said that his uncle was trying to better his life
and become a better man.
“He didn’t deserve that,” he said. “He had come out to Oklahoma to reconnect with
his daughter. He had been working real hard the last few years to turn his life around.”
armstrong
We often receive calls asking if there is a price to keep
someone out of our publication. The short answer to that
question is NO! OK Jailbirds has never accepted money
or favor to not publish a photo.
We hear many times from people that the arresting officer of someone at the jail told them all they have to do
is pay us money and we will not publish their photo. This
is NOT true. We feel that taking money in exchange for
not publishing an arrest photo is extortion and, as such,
should be a crime.
There are companies who do take money to remove a
person’s arrest information. OK Jailbirds never has and
never will. If an arrest doesn’t make our paper, it is only
because we didn’t receive it or we didn’t have a photo we
could match up.
Thank you and God Bless

OK Jailbirds is cooperating with the efforts of Oklahoma Department of Human Services to impact the huge
social problem of irresponsible parents who are not paying the child supports ordered by our courts.
If these biological-only parents won’t honor the courts order, perhaps public shame will get their attention.
If you know how to reach any of the Deadbeat Parents found on this page, please call the Oklahoma Department of Human Services
Child Support HotLine at 1-800-522-8014
Importance of Child Support
Children are our future and child support helps make sure they have a chance at a productive life. Children have the right to get
support from both parents and do not lose this right when a parent leaves the home.
When children do not receive child support, they can:
Suffer both Emotionally and Physically
Live within a Reduced Standard of Living
Have their Basic Needs Unmet
Become Non-Supportive when they become Parents.
When one or both parents do not support their children, taxpayers often pay the cost of raising children. When children receive
public assistance and their parents pay no child support, all taxpayers bear the cost of supporting the children.

Tonkawa man accused of sex
crimes with underage girl
A Tonkawa man was taken into custody after
he allegedly molested a young girl.
Tyler Dakota Tilley, 19, was charged May 21
with felony indecent proposal to a child under
16 years, solicit minor for indecent exposure/obscene material, and possession of child pornography, in Kay County District Court.
According to the Tonkawa Police Department,
documents state that Ponca City police Det.
Sgt. Josh Henderson reported police located
multiple messages containing sexual messages
between Tilley and an underage female. Investigators compiled over 1,300 pages of messages
between Tilley and the teen which reportedly
included photos and videos containing sexual
content. Police interviewed the teen, who reportedly admitted to sending photos to Tilley. The
teen told police that Tilley wanted to meet her in Stillwater to have sex and
that he knew she was under the age of 16.
Following the issuance of the warrant, numerous tips were given to the
Tonkawa Police Department that suggested Tilley’s whereabouts. Some of
these locations included Blackwell, several locations in Ponca City, Stillwater,
Oklahoma City, and Tonkawa. However, Tilley was not found at any of the addresses or locations tipped to police.
Police followed up on all of the tips generated.
On Saturday May 23, Tonkawa Police Officer Latosha Warrior and Tonkawa
Reserve Police Officer Darrell Mendiola investigated another tip that suggested Tilley’s location. Tilley was observed at the Ray See Park in Tonkawa and
was arrested at approximately 2:18 p.m.
Tilley was taken into custody without incident, and transported to the Kay
County Detention Center based on his warrant. Bond was set at $25,000.
According to online records, Tilley was charged as a youthful offender in
2016 with three counts of lewd molestation, but all those charges were dismissed/settled.

bustin’ a kneecap
A Bartlesville man is facing several felony
charges, including shooting with intent to kill,
after he allegedly threatened two people on
May 25.
According to reports, Bartlesville officers
were dispatched to a residence in the 100
block of W. Park Street to investigate a shooting.
A man at the location said he was at a
friend’s house when 27-year-old David Edward Sayre, Jr. asked him for a ride home.
The man agreed and took Sayre to his vehicle. When the men got into the car, Sayre
pulled out a gun, pointed it at the man and
forced him to switch seats.
Sayre jumped behind the driver’s seat and drove to the Park Street residence, where he forced the victim into the house at gunpoint.
When they walked inside the home, Sayre pointed the gun at another victim. He told the man to take off his clothes if he valued his kneecaps.
The first victim then saw his opportunity and ran outside. Sayre fired the gun
at him, but the man was able to escape the property unscathed.
He then called the police, but he said Sayre took his keys and cellphone.
While at the scene, officers found four spent 9 mm shell casing and four
bullet holes by a door in the house.
Sayre is being charged with shooting with intent to kill, kidnapping, and
feloniously pointing a firearm. His bond was set at $100,000, and he is scheduled to appear in court on June 12, 2020.

Deliberate intentions
A 26-year-old Shidler man is behind bars
after he allegedly hit a deputy with his vehicle
on the morning of May 4.
According to reports, Osage County deputies were on the lookout for Cameron Jacob
Enox - they had apparently chased him out
of Pawhuska around 2 a.m. A deputy located
the wanted man a few hours later at approximately 8:30 a.m. When Enox stopped his
truck in front of the deputy, the deputy exited
his patrol vehicle and approached the man to
arrest him. At this time, Enox threw his truck
in reverse, hitting the deputy. He then started
to drive away.
A Pawhuska officer on scene grabbed
the injured deputy and started to drag him out of the road. Enox turned his
truck around and headed straight toward the officers. Thinking quickly, the
Pawhuska officer fired several shots at Enox.
Enox thankfully didn’t hit either man. He eventually came to a stop a few
blocks away after crashing into a lot full of abandoned vehicles.
Enox had bullet wounds in both of his legs. He was later arrested and taken
to jail.
A woman who was with him during the incident was found in a nearby
camper and also placed under arrest.
Enox is being charged with two counts of assault, battery or assault and
battery with a dangerous weapon, eluding/attempting to elude a police officer
and running a roadblock. His bond was set at $500,000, and he is scheduled
to appear in court on June 26, 2020.

OSBI OFFERS $5000 REWARD IN 2018
CHOCTAW, OKLA., COLD CASE
Oklahoma State Bureau of Investigation (OSBI) is offering a $5,000 reward for information that leads agents to the persons responsible for the
murder of 35-year-old Eric Trammell.
On August 27, 2018, the Choctaw Police Department requested OSBI
investigate Trammell’s death. He was found on NE 36th Street in Choctaw
and had sustained two gunshot wounds. OSBI agents located video surveillance from the area where he was found and discovered Trammell met
with four men about 30 minutes prior to his murder.
Agents have identified one of the suspects as 20-year-old Jaylen Brown.
Now agents need the public’s help to identify and locate the other three
men. The four suspects arrived together in the same car and were the
ones seen speaking to Trammell before he was shot.
If you have any information about Trammell’s murder or can help identify the men involved, contact the OSBI at (800) 522-8017 or tips@osbi.
ok.gov. YOU CAN REMAIN ANONYMOUS.
The first image (l-r) has been identified as Jaylen Brown. The second
image is of another suspect going into the store. The third image is of two
suspects speaking with Trammell (who has his back to the camera) and
the fourth image is of the vehicle the four suspects arrived in.
