Dallas County, Missouri – After Cassidy Rainwater went missing, Dallas County Sheriff’s Office reached out to the public for help locating her. Rainwater was last seen in July, but a missing persons report was not issued until August 26.
By September 18, an arrest was made due to a tip that the FBI reportedly received concerning a Windyville residence. According to People, a 58-year-old suspect identified as James Phelps was arrested. Authorities arrested 56-year-old Timothy Norton just a few days later.
Both Phelps and Norton were charged with first-degree kidnapping along with facilitating a felony, and inflicting injury and terrorizing. According to reports, the suspects allegedly kept Rainwater captive in a cage.
The suspect’s next court hearing is scheduled for October 5.
