Richard M. Arnold, Sr. (a/k/a/ "Rick Arnold"), 62;
Richard M. Arnold II, (a/k/a/ "Ricky Arnold"), 29;
Robert W. Arnold, 26; and Robyn R. Arnold, 57, all
of El Reno, were sentenced for conspiracy and wire
fraud in federal court on March 24.
All were charged with conspiring to defraud new
car purchasers out of cash included in loan proceeds
based on false representations that a charitable trust
would make all of the victims’ monthly car payments.
The first three defendants received sentences of 54,
29 and 27 months in prison respectively.
Robyn Arnold was ordered to serve five years of
supervised release.
Ricky Arnold pled guilty to conspiracy on March 24, 2015; Rick and Robyn Arnold pled guilty on
May 11, 2015.
Robert Arnold, however, pled not guilty and went to trial on May 26, 2015. The evidence at trial
showed that from May of 2013 through April of 2014, the defendants informed their acquaintances,
family members, and friends that they could become beneficiaries of a program operated by a charitable trust designed to help working people acquire new cars. The defendants claimed that "CECU
Trust" financed the program, which was also called the "United Auto Buyers Co-op Association."
Rick Arnold, Ricky Arnold, and Robert Arnold met car purchasers interested in the program at
various car dealerships and arranged for purchases on credit that would include cash paid back to the
buyers of $4,000 to $12,000 per car. In some instances, defendants caused victims’ loan applications
to include fraudulently inflated income. Defendants told the car buyers that the rebate money would
have to be given to the defendants for deposit into CECU Trust, which would then pay the buyers’ car
loans in their entirety.
After the car purchases were complete, one or more of the defendants met the car buyers in a public place, such as a coffee shop or a bank, to receive the proceeds of the cash-back finance transactions. That money was deposited into bank accounts controlled by Robyn Arnold. Much of the money
was used for personal expenses.
Defendants also asked buyers to sign powers of attorney as well as proposed agreements advising
the buyers that the association’s success depended on the buyers referring new participants to the
program.
When various lenders notified buyers of potential defaults, defendants either assured the buyers
that the payments would be made or stated that the trust would be unable to make further payments
unless the buyers recruited additional participants.
The jury convicted Robert Arnold of conspiracy and wire fraud after hearing more than two days of
testimony.
The defendants received the following sentences:
• Rick Arnold: 54 months in prison, plus 4 years of supervised release
• Ricky Arnold: 29 months in prison, plus 2 years of supervised release
• Robert Arnold: 27 months in prison, plus 2 years of supervised release
• Robyn Arnold: ordered to serve 5 years of supervised release
Rick Arnold’s sentence included an upward adjustment for his leadership role. All four sentences
were based on loss amounts of more than $250,000.
The court will determine a precise restitution amount within 60 days.

A Norman man went to jail on March 25 for lying to police about his name.
32-year-old Damian Lamont Edmundson said
he lied because he didn’t want to go back to prison.
According to the affidavit, an Elk City officer
was dispatched to a residence in the 1200 block
of Colorado shortly after 2 p.m. for a possible burglary in progress. Dispatch advised there was a
man in the backyard.
When the officer arrived, he couldn’t find anyone in the backyard. He knocked on the door and
made contact with a woman who said she didn’t
know if someone tried to break in. He asked her
who was in the house. One of the men she called “DOC.”
The officer looked through the house to make sure no one had tried to break in.
When he looked in the garage, he saw a man standing in the corner. The officer
recognized the man as Edmundson -- street name DOC.
Knowing the man had several outstanding warrants for his arrest and that he
was wanted by the Department of Corrections, the officer asked the man for his
name.
Edmundson told him it was Terrence.
Since the officer knew the man was lying, he placed him in cuffs.
When he told “Terrence” he knew he wasn’t telling the truth, Edmundson admitted to using his nephew’s name. He said he lied because he didn’t want to go
back to prison.
Edmundson is being charged with falsely personate another to create liability.
His bond was set at $50,000.

Thomas Letha Lorene Tomlinson, 58, and her
25-year-old nephew, Hugh Hamilton Diamond, were
arrested on March 22 after an officer caught them carrying items out of someone else’s house.
According to the police report, a man called the police department around 2:30 a.m. and told an officer
he saw a flashlight inside if a residence in the 200
block of N. Oklahoma. The officer went to the location
and sure enough, he saw a flashlight inside.
Knowing the house had been vacant for the past two
months, the officer waited around to see what was going on.
Around 2:50 a.m., a man and woman emerged from
the home, carrying bags and flashlights. The officer
recognized them as Tomlinson and Diamond.
When the officer asked them why they were in the
house, Tomlinson said Ray gave them permission to
get some stuff.
The homeowner’s name wasn’t Ray.
Police contacted the actual homeowner. He said he
didn’t give anyone permission to go inside the house
or take anything out of it.
Tomlinson and her nephew were placed under arrest.
In the bags the duo was carrying, officers found
stuffed toys, a curtain, some curtain rods, a glass vase and a folding chair.
Tomlinson is being charged with burglary in the second degree and knowingly
concealing stolen property. Her bond was set at $20,000, and she is scheduled to
appear in court on April 29, 2016.
Diamond is being charged with burglary in the second degree, knowingly concealing stolen property and possession of burglary tools. His bond was set at
$40,000, and he is scheduled to appear in court on April 15, 2016.

Oklahoma Attorney General Scott Pruitt filed
charges against a Mustang resident for setting up
a scheme to obtain opioids from her place of employment.
Cheryl Ann Wallace, 46, while working as a
Licensed Practical Nurse at Warr Acres Nursing Home, allegedly placed several orders for
Hydrocodone, claiming they were for residents
of the nursing home. Wallace ordered these controlled dangerous substances without doctors’
orders. Wallace is also alleged to have placed several false orders for drugs using another nurse’s
name. Once the drugs were delivered, Wallace
would remove the drugs from the nursing home diverting them for her own
personal use.
Wallace is charged with seven counts of Obtaining a Controlled Dangerous
Substance by Fraud, Deceit, Misrepresentation or Subterfuge and one count
of False Personation of Another. If convicted, Wallace could face up to 80
years in prison and fines of up to $70,000.
