On March 31, Randal Earl Mann, 54, who
has a criminal history of child sexual enticement from Jackson’s Gap, AL, was booked
into Canadian County Jail for Lewd Acts with
a Child Under 16.
The investigation started in April of 2018
when Mann approached an undercover
deputy portraying a 14-year-old female from
Canadian County on social media. The conversation moved slowly but eventually Mann
started talking sexual to what he believed
was a 14-year-old female.
During the investigation, Mann made sexual comments regarding performing oral sex
on the child and asking about her sexual history. He asked the decoy if she started her
menstrual cycle yet and was wanted to make her enjoy the sex he wanted to
give her. He asked the decoy about what school she attended and said he
would come get her and they would be gone.
Mann was identified by Canadian County Investigators living in Alabama
and a warrant for his arrest was issued. Local authorities in Alabama found
Mann and made the arrest. Mann was transported to the Canadian County
Jail on March 31, 2019.
Mann has been charged in Canadian County District Court for Lewd Acts
with a Minor Under 16 and is being held on a no bond. Mann has a lengthy
criminal history including sexual enticement of children, contributing to the
delinquency of children and aggravated assault with a knife.
“Thankful for our law-enforcement partners in Alabama for helping us to
make this arrest. I wouldn’t be a bit surprised if Mann was preying on local
children in Alabama as well, as he has a criminal history for such. ” said Chris
West, Canadian County Sheriff.

Presumed Innocent Until Proven Guilty 7 | APRIL 2019 CANADIAN COUNTY
On March 21, investigators with the Canadian County
Sheriff’s Office arrested Ramon Hector Martine Ontiveros, a
33-year-old Hispanic male and a Mexican citizen, for murder
in the first degree.
Between 7:00 p.m. and 8:00 p.m., Ontiveros shot and
killed Paige Gomer, a 28-year-old white female from Hinton,
at Highway 37 and Karns Road in rural SW Canadian County.
Ontiveros was arrested by Hinton Police Department at
approximately 9:00 p.m. after he fled the scene of the shooting. During the transport to Canadian County Jail, Ontiveros
made admissions he was responsible for firing a weapon
which resulted in Gomer’s fatal gunshot wound. The Oklahoma State Medical Examiner is currently performing their investigation to pinpoint
the exact cause of death.
On March 22, 2019 a probable cause affidavit was signed by the Canadian
County District Court for the arrest of Ontiveros for murder in the first degree. Ontiveros is currently in custody and is being held with no bond, and an ICE detainer
in place.
“While we obtained an arrest warrant for a murder charge against Ontiveros, we
are still actively involved in this investigation where an American citizen died at the
hands of an illegal alien in Canadian County,” said Chris West, Canadian County
Sheriff.

April is National Child Abuse Prevention Month, a time to recognize that we each can play a part in promoting the social and
emotional well-being of children and families in communities.
Parenting is one of the toughest and most important jobs
in America, and we all have a stake in ensuring that parents
have access to the resources and support they need to be successful. Entire communities play a role in helping families find
the strength they need to raise safe, healthy, and productive
children.
Here are some things you can do:
Get to know your neighbors. Problems seem less overwhelming when support is nearby.
Help a family under stress. Offer to babysit, help with chores and errands, or suggest
resources in the community that can help.
Reach out to children in your community. A smile or a word of encouragement can mean
a lot, whether it comes from a parent or a passing stranger.
Be an active community member. Lend a hand at local schools, community or faithbased organizations, children’s hospitals, social service agencies, or other places where
families and children are supported.
Keep your neighborhood safe. Start a Neighborhood Watch or plan a local “National
Night Out” community event. You will get to know your neighbors while helping to keep your
neighborhood and children safe.
Learn how to recognize and report signs of child abuse and neglect. Reporting your
concerns may protect a child and get help for a family who needs it.

A man was arrested after throwing a brick into the plexiglas window of a jewelry store...the brick bounced back, hit him in the head and knocked him cold
until the police got there.
Police interrogated a suspect by placing a metal colander on his head and
connecting it with wires to a photocopy machine. The message “He’s lying”
was placed in the copier, and police pressed the copy button each time they
thought the suspect wasn’t telling the truth. Believing the “lie detector” was
working, the suspect confessed.
Burglars in Maryland tried to cut through a safe using a Laser Tag gun.
When two service station attendants refused to hand over the cash to an
intoxicated robber, the man threatened to call the police. They still refused, so
the robber called the police and was arrested.
Police in Los Angeles had good luck with a robbery suspect who just couldn’t
control himself during a lineup. When detectives asked each man in the lineup
to repeat the words, “Give me all your money or I’ll shoot,” the man shouted,
“That’s not what I said!”
In a small town of 1700, a student attempted to rob the local convenience
store wearing his letterman’s jacket. He did not realize that he was the only male
named Dana in the whole town.
A company called “Guns For Hire” stages gunfights for Western movies, etc.
One day, they received a call from a 47-year-old woman, who wanted to have
her husband killed. She got 4-1/2 years in jail.
Mexico - A group of drug traffickers cleverly decided to use a propane tanker
to cross the border from Mexico to El Paso, Texas. They released the propane
and concealed it within the truck 6,240 pounds of marijuana. The men did not
realize, however, that they had misspelled the name of the gas company.

An Oologah woman thought she was being clever
by launching contraband over the fence and into
the North Fork Correctional Center in Sayre with a
t-shirt gun. Wrong.
Kerri Jo Hickman, 40, was charged March 19 with
trafficking in illegal drugs, bringing contraband into
penal institution, and conspiracy, in Beckham County District Court.
Reports state Hickman used a device to shoot tshirts into a crowd early-morning on March 17 to
launch a package over a barrier and into the prison.
The package contained cell phones, earbuds, marijuana, tobacco, a digital scale and methamphetamine.
When security guards at the prison saw the package fly over the
fence near an inmate housing unit, the unit was put on lockdown.
A short time later, OHP officers stopped Hickman’s vehicle near the
prison and found the t-shirt gun and another plastic package inside her
vehicle. She was then transported to the Beckham County jail and booked.
Hickman had been released from the Mayes County jail in January for
drug possession with intent to distribute.

Drug bust results in four arrested
An undercover meth purchase resulted in the arrest
of four suspects on March 13.
Clinton man Michael Dean Ford, 39, and a woman
he was living with, 29-year-old Venessa Lynn Hinojosa
were locked up, along with Oklahoma City residents
Maria Isabel Flores, 22, and Lorenzo Uribe, 24.
Several law enforcement agencies were involved
with the bust.
Reports state that an Oklahoma Bureau of Narcotics agent purchased around 501 grams of meth from
Hinojosa at a home in the 300 block of S. 14th Street.
According to reports, the bust happened around 10
p.m. during a search warrant conducted at the home.
Ford and Hinojosa were located in the hallway, and a
juvenile was in the living room. Another male adult who
was in the home ran to the basement, but he wasn’t
arrested on any charges.
While searching the home, investigators found
around 97 grams of meth in a safe.
Earlier that day, on OBN agent asked to purchase
18 ounces of meth from Hinojosa. They agreed on a
price of $5,200, and the meeting was arranged. When
the delivery vehicle left the scene, a surveillance team
followed while the undercover agent purchased the
drugs.
Officers stopped the delivery vehicle, and a K9 alerted to the presence of meth.
Flores was in the vehicle, and in her possession of
$5,400 worth of cash with serial numbers matching the
buy money used by the agent during the transaction.
Uribe was also in the vehicle, but he told police he
didn’t know why they had come to Clinton. He later
admitted he had come to get money for delivering a
shopping bag.
Ford is being charged with trafficking in illegal drugs
and distribution of controlled dangerous substances,
including with intent to distribute, all after former conviction of two or more felonies. His total bond was set
at $1,000,000.
Hinojosa is being charged with trafficking in illegal
drugs. Her bond was set at $500,000.
Flores is being charged with conspiracy to commit
aggravated trafficking. Her bond was set at $250,000.
Uribe is being charged with conspiracy to commit
aggravated trafficking methamphetamine. His bond
was set at $250,000.
They are all scheduled to appear in court on April 26.

Oklahoma senator proposes bill to allow counties to decide on medical marijuana legalization
OKLAHOMA CITY – Six months after Oklahoma voters approved a measure
legalizing medical marijuana, an Oklahoma lawmaker has filed a bill that would
allow counties to decide whether or not the measure applies to their area.
In June, over 891,000 voters cast their ballots in regards to State Question
788, which legalizes medical marijuana in Oklahoma. Ultimately, the measure
passed by a majority vote.
Under State Question 788, a person 18 years or older would need to apply
for a medical marijuana license with the Oklahoma State Department of Health
after receiving a note from their doctor. If approved, the patient would then
have to pay $100 to obtain that license.
Since applications became available in August, officials say more than 30,000
patient applications have been approved by the Oklahoma Medical Marijuana
Authority.
Now, an Oklahoma lawmaker has proposed a bill that would allow counties
to decide whether they want to follow State Question 788.
Senate Bill 325, which was authored by Sen. Casey Murdock, would add
restrictions to where medical marijuana can be consumed, sold or possessed.
“A county may, by vote of a majority of the registered voters in the county,
restrict or prohibit the possession, consumption, transport, sale, cultivation or
manufacture of marijuana or marijuana products, or any combination thereof,”
the bill states.
Murdock told KJRH that his measure would give counties flexibility.
“The locals, whether it’s the municipalities or whether it is the local law enforcement, they’re the ones that are going to have to deal with this new law,”
Sen. Casey Murdock (R-District 27) said.

On March 19th at approximately 2:38 pm,
Geary Police officers took a stolen property report from a man who lives in the 500 block of
South Galena. The resident reported someone
had stolen a handgun out of his vehicle which had
been accidentally left unlocked sometime during
the overnight period. Officers have no suspects
and continue to investigate this theft and ask if
anyone has any information regarding the theft to
please contact the Geary Police Department at 405-884-2167.
