PENNEY PLEADS NO
CONTEST TO CHILD
PORN CHARGES
A 22-year-old Yukon man was allegedly caught with
more than 400 child pornography images on his electronic devices.
Tyler Jordan Penney was also accused of engaging
in sexual communication with an underage girl.
An undercover investigation by the Canadian County Sheriff’s Office led deputies to serve a search warrant at the man’s home on February
13.
During the search at the residence on WIllow Run, deputies seized Penney’s iPhone,
iPad, and desktop computer.
Investigators looked at the devices and found hundreds of explicit photographs and
videos of male and female juveniles under the age of 16. He also engaged in sexual
communication with someone he believed was a 16-year-old female.
Reports state the man had a history of violating the Oklahoma Computer Crimes Act
in relation to juveniles. He was booked into jail later that day.
Penney is being charged with aggravated possession of child pornography and soliciting sexual conduct or communication with a minor by use of technology. He pleaded
no contest to the charges on March 31. For count 1, he was sentenced to serve 20
years in prison, all suspended but the first 10 years and a $50 fine. For count 2, he was
also sentenced to 20 years, and the balance suspended, along with a $50 fine. KODEE

ESSENTIALS FOR CHILDHOOD
The CDC’s National Center for Injury Prevention and Control defines three critical
qualities of relationships and environments
that can reduce the occurrence and negative
effects of child maltreatment and other ACEs
(CDC, 2019):
1. Safety: The extent to which a child is free
from fear and secure from physical or psychological harm within his or her social and
physical environment
2. Stability: The degree of predictability and
consistency in a child’s social, emotional, and physical environment
3. Nurturing: The extent to which children’s physical, emotional, and developmental needs are sensitively and consistently met
CDC’s Essentials for Childhood focuses on four goals that are critical for creating
the context for safe, stable, nurturing relationships and environments:
Goal 1: Raise awareness and commitment to promote safe, stable, nurturing
relationships and environments for all children
Goal 2: Use data to inform actions
Goal 3: Create the context for healthy children and families by changing norms
and programs Goal 4: Create the context for healthy children and families through
policies
While each individual goal is important, meeting the four goals together is more
likely to build a comprehensive foundation of safe, stable, and nurturing relationships and environments for children. CDC has funded seven State health departments to implement the four goals.
For additional information on Essentials for Childhood, refer to the following:
Essentials for Childhood: Creating Safe, Stable, Nurturing Relationships and
Environments

Programmatic Activities

MISTAKES
WERE MADE
A 40-year-old Clinton man is in jail after he
was arrested for attacking another man with a
knife on February 28.
According to reports, a Clinton officer was dispatched to the emergency room at the Weatherford Regional Hospital to investigate reports of an assault. The victim said he
was assaulted by another man and had a laceration on his right forearm. He
told the officer that Brandon Cody Harrison attacked him with a knife.
The victim said he was working on a bicycle in his backyard in the 100
block of Prairie Chief Avenue. At some point, he said he asked Harrison to
leave, but instead of leaving, Harrison swung a knife at him. The victim said
he lifted his right arm above his face, blocking the knife.
Harrison then fled the scene.
Harrison is being charged with assault, battery or assault and battery with
a dangerous weapon. His bond was set at $20,000, and he is scheduled to
appear in court on April 21, 2023.

Sayre man Billy Fenton Goode, 65, was arrested after he allegedly attacked a man with a
knife during a fight on March 3.
According to reports, Sayre police officers
were dispatched to a residence in the 300 block
of N. Seventh Street to investigate a fight in progress with a weapon involved.
When they arrived at the location, they saw a man holding down Goode.
The man also told police that Goode was no longer armed. He said Goode
was drinking and became upset and started yelling at a woman in the home.
The man told Goode to stop. Goode charged at the man with a knife. He
allegedly told the victim that he was sorry he had to do this and that he was
going to kill him.
The victim subdued Goode and held his wrist to the ground so the woman
could take the knife away from him.
The woman and victim were both treated for their injuries. Goode was arrested and booked into jail.
Goode is being charged with assault and battery with a dangerous weapon. He is scheduled to appear in court on April 17, 2023.

Agents from the Oklahoma State Bureau of
Investigation (OSBI) Internet Crimes Against
Children (ICAC) Unit arrested Christopher
Spaulding, 19, for allegations of possessing
child pornography.
The case originated in October 2022 when the National Center for Missing
and Exploited Children (NCMEC) received a report of suspected child pornography from Dropbox. The IP address associated with the account was located in Altus and NCMEC forwarded the tip to the Altus Police Department.
Altus police requested assistance from the OSBI ICAC Unit in December.
On March 2, agents served a search warrant at a residence in the 1000
block of N. Jackson Street in Altus. Spaulding was arrested at the home
and transported to the Jackson County Jail. He is facing one felony charge
of Aggravated Possession of Child Pornography and one felony charge of
Violation of the Oklahoma Computer Crimes Act. Spaulding is being held
without bail.

Accused car thief released from NC jail allegedly steals bond agent’s SUV
CHARLOTTE, N.C. — A man accused of stealing a car apparently could not resist another theft
when he bonded out of jail.
According to a bail bond agent in Charlotte, North Carolina, her vehicle was
stolen after she went inside the Mecklenburg County Jail on Dec. 30 to post bail
for a client, WSOC-TV reported. She accused a man who had just posted bail
of swiping her vehicle.
“He has to be the boldest and the dumbest criminal in the city,” Nymea Cropper told the television station. “The audacity to get out of jail, walk outside of the
jail and steal a car.”
According to police, Anthony Deshawn Goddard, 29, posted $3,000 bail after
being arrested on Dec. 29. According to online Mecklenburg County Sheriff’s
Office booking records, Goddard had been charged with possession of stolen
goods, resisting an officer, reckless driving, speeding, and operating a vehicle
without an operator’s license.
According to police, surveillance video showed Goddard breaking into Cropper’s SUV and driving away, WSOC reported.
“The car was definitely stolen at 11:02 (p.m.). I came outside at 11:05,” Cropper told the television station. “So this kid just thinks he can steal a car and
nothing’s going to happen to him.”
Cropper said that she has spoken to other bail bond businesses and believes
that if the alleged thief is caught, bail will be next to impossible to secure. She
also reiterated her message to the person who swiped her vehicle.
“I would say you’re stupid,” Cropper told WSOC. “You’re the stupidest criminal and I can’t wait until you get caught, ‘cause no one is going to bond you
out,” she said.
