RASCAL ROUNDUP
In February 2024, the Canadian County Sheriff’s Office, along with
SOSA (Safe from Online Sex Abuse), conducted a three-day undercover internet predator operation. This operation netted three arrests of
adult males trying to entice and pick up children from Canadian County
for sex. The arrested suspects during this operation were Kamryn Meyer (24-year-old white male from OKC), Eric Groff (37-year-old male from
OKC), and Kevin Davis (25-year-old male from Wyandotte, OK). This
operation used social media, which children commonly use.
These suspects engaged in sexual communication with undercover
operators pretending to be juvenile females in Canadian County. Besides graphic sexual communication, the suspects sent graphic images to the undercover operator, requested child pornography, and explicitly stated various sexual acts they wanted to perform on what they
believed to be juvenile females. Undercover operators documented the
evidence in conjunction with CCSO investigators.
Davis was the first arrested in the undercover operation. He traveled
from Wyandotte, OK, over three hours to meet two juvenile females
in El Reno, OK. Davis brought various restraint devices he wanted to
place the females in. Davis also brought with him torture devices such
as a paddle and mouth restraints. Davis had a backpack full of these
items that he wanted to use in raping juvenile females. Davis was arrested when he arrived in El Reno without incident.
Meyer was arrested during the operation when he set up a meeting
at an Oklahoma City park near I-240 and Walker. Meyer suggested a
ride-sharing service to have the female juvenile travel to him to meet for
sex. Once the meeting was scheduled, Meyer arrived at the OKC park
and was arrested. Meyer admitted to investigators he would have had
sex with the juvenile.
Groff was arrested during the operation for graphic sexual communication with the decoys and wanting to get the thirteen-year-old pregnant. Groff was arrested after investigators located him in Oklahoma
City. Groff admitted to trying to set up meetings with the thirteen-yearold decoys and sexual text messages he sent,” said Chris West, Canadian County Sheriff.
These suspects were transported to the Canadian County Detention Facility. Davis, Meyer, and
Groff are still in jail with bonds set from twenty-five thousand dollars to fifty thousand dollars.
Canadian County Sheriff’s Office conducts digital forensic examinations in conjunction with these
arrests. Forensically trained investigators examine devices used by these suspects to gather evidence. Having four forensic desktop computers allows investigators to gather digital evidence for
their cases quickly.
“Because the protection of children is my top priority, I expanded the forensic laboratory from one
computer to four computers. The Sheriff’s Office recently applied for a ten thousand dollar grant
to expand its digital forensic capabilities as well. It was awarded a grant from the Oklahoma State
Bureau of Investigation. This grant will further expand the Sheriff’s Office’s abilities to conduct additional undercover operations on internet predators and cybercrime investigations,” said Chris West,

DRUG DEALING FOR DUMMIES:
CHAPTER 1
In This Chapter You Will Learn:
• Rule Number One: Don’t Be A Drug Dealer
• Rule Number Two: No Matter What, Don’t Be A Drug Dealer
• Rule Number Three: If You Are Gonna Deal Drugs Don’t Fall Asleep Behind The Wheel
• Rule Number Four: Even If You Hide Drugs In Your Butt The Cops Will Still Find Them
To truly understand the importance of the four basic rules listed above, let’s look to what happened last year to Katrina Workman, of Brevard County, Florida, who not only forget basic rule
number one, but apparently didn’t follow any of the basic rules!!
Not only did Workman totally ignore rules one and two, but then she decided to fall asleep behind
the wheel of her car while parked in the parking lot of the Raceway in Mims. As is often the case
when you violate this rule, the Deputies show up and then things most often take a turn for the worst
for the drug dealer. In this classic example of ignoring the rules, Deputies arrived on scene and observed Workman trying to hide a baggy that contained multiple types of illegal drugs.
Workman was actually trying to conceal approximately 2 grams of Methamphetamine, approximately 2.6 grams of Fentanyl, approximately 1.8 grams of Buprenorphine, and approximately 6.4
grams of Amphetamine/Dextroamphetamine. As a result of not following the basic rules, especially
numbers one and two, which clearly state don’t sell drugs, Workman was arrested and taken into
custody!!
Now here is where Workman completely ignored rule number four as she was warned to disclose
to the Deputies if she had any other contraband hidden on her person to which she of course responded, “no”!! Even after being warned that if she did, additional charges would be forthcoming,
Workman still blatantly ignored rule number four and carried another baggie of fentanyl into our jail
which she had hidden in her buttocks. Well, as we clearly point out in Drug Dealing For Dummies,
“even if you hide drugs in your butt the cops will still find it” and that is exactly what happened as
our Corrections Deputies seized the additional baggie of fentanyl, while Workman was changing into
her nice new prison attire!!
Workman was subsequently booked into our jail on a
total bond of $13,000 for Possession of Fentanyl, Possession of Methamphetamine, Two Counts of Possession of a
Controlled Substance, and Introduction of Contraband Into
a Correctional Facility.
So students, what have we learned from this classic example of what happens if you don’t follow the basic rules
covered in chapter one of Drug Dealing For Dummies? Well
it’s simple…if you deal drugs, you are going to jail, if you fall
asleep behind the wheel of your car in the parking lot you
help the cops put you in jail, and lastly, if you hide drugs
in your butt the cops will still find them and then you get
another felony charge for bringing contraband into our jail!!

someone out of our publication. The short answer to that
question is NO! OK Jailbirds has never accepted money
or favor to not publish a photo.
We hear many times from people that the arresting officer of someone at the jail told them all they have to do
is pay us money and we will not publish their photo. This
is NOT true. We feel that taking money in exchange for
not publishing an arrest photo is extortion and, as such,
should be a crime.
There are companies who do take money to remove a
person’s arrest information. OK Jailbirds never has and
never will. If an arrest doesn’t make our paper, it is only
because we didn’t receive it or we didn’t have a photo we
could match up.

Clinton man Jason Lee Brown, 20, is being charged
with two counts of arson after he admitted to starting
some fires late February.
According to reports, Custer County deputies were
dispatched to investigate a mailbox being set on fire
near Stafford. When they arrived at the location, they
found a burnt mailbox. The homeowner told deputies
that he saw a burn path from the ground to the mailbox.
That indicated that someone had used an accelerant to
start the fire.
The next day, an Oklahoma State Park Ranger investigated another fire at the Sandy
Beach Campground at Foss Lake State Park. This time, someone had lit an item on fire
next to a bath house. The fire scorched the outside wall.
Three days after that incident, there was another fire near the Stafford area. The suspect started a fire at an abandoned trailer house. The fire rendered the damaged trailer
house a total loss.
During the investigation, authorities reviewed some home security footage that captured a vehicle leaving the scene of the mailbox fire. A similar vehicle was also caught on
film driving near the trailer house before the fire.
While investigating the area, deputies found some mail at the scene of the trailer house
fire that was addressed to Brown. Deputies also learned that the owner of the land where
the trailer house was located on was Brown’s mother.
When deputies went to her home, they found the vehicle caught on surveillance video.
At first, Brown denied starting the fires. He later called the police and admitted to the
mailbox fire and Foss Lake fire. However, he told deputies that he did not set the trailer
house on fire.
Brown is being charged with two counts of arson in the fourth degree. His bond was
set at $6,000, and he is scheduled to appear in court on April 19, 2024.

A 19-year-old Broken Arrow man is facing multiple charges after he allegedly led police on a
high-speed pursuit involving a stolen vehicle, alcohol, and drugs on March 15.
According to court documents, the suspect,
Jose Manuel Contreras, drove away from an
Oklahoma Highway Patrol trooper while he was
behind the wheel of an Audi that had been stolen
out of Rogers County.
During the pursuit, Contreras reached speeds
up to 140 mph and passed other motorists on the shoulder of I-40. At some
point, he exited the highway and continued driving down a county road at a high
rate of speed.
The trooper deployed a tactical vehicle intervention to stop the stolen car.
When the trooper searched the car, he found a Glock 9mm that had been reported stolen out of El Reno. He also had a Canik TT9 9mm and a loaded Glock
22 in his possession. The trooper also found a Four Lokos alcoholic beverage
and some marijuana in the vehicle.
To top it all off, Contreras was driving the stolen vehicle without a valid driver’s
license.
Contreras is being charged with endangering others while eluding/attempting
to elude a police officer, possession of a stolen vehicle, possession of a firearm during the commission of a felony, knowingly receiving or concealing stolen
property, possession of a controlled dangerous substance, removing proper or
affixing improper license plate, possession of alcohol by a person under 21, driving without a valid driver’s license, and speeding in excess of lawful maximum
limit. His bond was set at $500,000, and he is scheduled to appear in court on
April 23, 2024.
AROUND THE STATE
Bicycle Race
On March 12, just before 2 a.m., a Tulsa Police Officer
tried to stop a person on an electric bicycle. The suspect
didn’t stop and led the Officer on a pursuit through the
neighborhoods near 51st Street and Darlington, passing
through multiple apartment complexes.
The Officer tracked the suspect down on foot at the
Brighton Apartments and took him into custody.
The suspect, identified as Daniel Louis, was in possession of methamphetamine, drug paraphernalia and an extended magazine with two rounds. Officers were unable to
find a gun after retracing the path of the pursuit.
The electric bike was not reported stolen, however, the bike controls had clearly been tampered
with and the bike appeared to have been hot wired.
Daniel Louis was arrested for Possession of a
Controlled Dangerous Substance, Obstructing
Justice, Possession of Drug Paraphernalia, Joyriding, and a Bicycle Violation.

Ice Cream, You Scream
Last month while we were all sleeping safe and sound in our
beds, the Brevard County Sheriff’s Office, Florida, East Precinct
Deputies were out peacekeeping, when around 3:00 in the morning they came across a suspicious vehicle parked at the BP Gas
Station, on the Merritt Island Causeway. As the deputy got out of
the vehicle and approached the driver, he observed Tara Kidder
sound asleep, like a bug in a rug behind the wheel, with a container
of ice cream in her lap!!
Now first of all, who falls asleep with half eaten ice cream, as
that seems like a crime in itself, but things got even worse for
Kidder after the deputy woke her up from her little nap, as she decided that right then was all of a sudden
a great time to clean up her car and throw away her trash in a nearby garbage can, including her Taco Bell
bag and a few other items as well!!
I guess she thought this was their first rodeo and that we wouldn’t be wise to her little attempt to hide
her drugs in the garbage can, however that little plan was foiled when other deputies arrived on scene and
retrieved the “trash” Kidder had thrown away. On top of the Taco Bell bag was a clear baggie that contained
approximately 11.3 grams of mushrooms and actually hidden inside the bag was another clear baggie that
contained 5.5 grams of a white substance that field tested positive for meth!!
When deputies subsequently searched the vehicle, they also found two additional bags in the console,
one with 0.7 grams of meth and another with 0.4 grams of cocaine base. And then, the most concerning find was in Kidder’s backpack where deputies found 7.8 grams of
Fentanyl, which is enough to kill 3,900 people if put into a lethal dose.
Kidder later admitted to throwing the drugs in the trash can, but said
she didn’t know there was Fentanyl in the backpack… man, don’t you
hate it when that happens?!! Ultimately Kidder enjoyed a ride in the
courtesy shuttle to jail where she is being held on a “No Bond” status for
Trafficking in Fentanyl, Possession of Cocaine, Possession of Methamphetamine, Possession of Mushrooms, Tampering with Evidence, and
Possession of Drug Paraphernalia!!
On a more positive note, the food at the Brevard County Jail can
sometimes have the same effects as Taco Bell, but it in no way tastes
as good!!
