Jimmy Don Dunham was arrested on complaints
of eluding an officer after he allegedly led several law
enforcement agencies on a high-speed pursuit on
November 27.
According to reports, a Guthrie officer tried to stop
Dunham’s vehicle for a traffic stop, but the man instead sped off. Three Guthrie patrol
units raced after the man, following him out of Logan County.
Dunham lead officers into Oklahoma County, from I-35 onto I-40. During the chase,
Dunham reached speeds up to and between 100 and 120 mph.
Oklahoma Highway Patrol troopers joined the pursuit and followed the man into
Canadian County. Canadian County officers took over from there.
Dunham rammed into a patrol car at one point. A deputy performed a tactical maneuver on Dunham’s vehicle, causing him to spin out. Dunham then drove back onto
the highway.
While doing so, he hit a Calumet officer who was blocking the exit. Dunham was
eventually arrested and transported to jail.
Dunham was booked into the Canadian County Jail for eluding a police officer. Formal charges, bond amount and court date were unavailable at the time of publication. ELLA

On November 27, Timothy Steven Blaylock,
JR., 37, of Elk City, pleaded guilty to producing
child pornography and possession of child pornography, announced U.S. Attorney Robert J.
Troester.
On November 17, 2023, Blaylock was charged by Superseding Information
with production of child pornography involving two victims and possession of
child pornography. According to an affidavit filed in support of a criminal complaint, on July 24, 2023, an FBI Online Covert Employee (OCE) began communicating with Blaylock via a mobile messaging service. The OCE purported to be
the mother of a 12-year-old girl, to whom Blaylock made several sexually explicit
comments. The affidavit alleges the conversation continued for several days,
during which Blaylock shared several videos with the OCE depicting himself in
sexual acts with minors. Blaylock was arrested on July 28, 2023.
After his arrest, the FBI determined that Blaylock had produced child pornography with two children using his cell phone. Blaylock also downloaded other
child pornography via the Internet and possessed it on his cell phone.
Blaylock pleaded guilty to the Superseding Information. As part of his plea,
Blaylock admitted to using two minors to engage in sexual acts multiple times,
which he filmed using his cell phone, between March 17, 2021, and July 28,
2023, and possessing other child pornography on his cell phone.
At sentencing, Blaylock faces a mandatory minimum of 15 years and up to 40
years in federal prison, and fines totaling up to $500,000. Blaylock has been in
federal custody since his arrest on July 28, 2023.

OF AN EYE
A Guatemalan man living in California has been
charged for causing a collision that killed six people
near Elk City late last month.
Jose Paxtor-Oxlaj, 43, was charged November 28
with six counts of first-degree manslaughter and one
count of felony causing accident without valid drivers
license- great bodily injury, in Beckham County District Court.
Paxtor-Oxlaj was also charged in federal court with illegal reentry after removal from
the United States.
Paxtor-Oxlaj was driving a 2015 Toyota Sienna on November 21 at the intersection
of Route 66 and OK-34. A Ford F-250 T-boned Paxtor-Oxlaj’s vehicle as he attempted
to clear the intersection. Six passengers in the Sienna were killed in the accident and
was one critically injured.
The victims, were illegal aliens that Paxtor-Oxlaj had picked up in New York and
was transporting them to California. Two of the victims were juveniles.
Immigration and Customs Enforcement stated that Paxtor-Oxlaj was removed from
the U.S. to Guatemala in 2010. He did not have permission to reenter the U.S., according to ICE investigators.
If found guilty, he could spend up to 20 years in federal prison.

AGAIN AND AGAIN
An inmate at the Custer County Jail is facing
more charges after he allegedly hit a deputy and
threw some medical equipment at a medical
care provider.
According to reports, on November 2,
46-year-old Dennis James Cokeley tried to walk
away from the prison. He had just returned to
the jail after receiving medical care.
The deputy in charge of transporting the El
Reno man grabbed his arm, but Cokeley punched him in the eye. The deputy
again grabbed the man and forced him inside the jail.
Cokeley spit in the deputy’s face.
The man also allegedly assaulted a medical care provider on a separate
occasion. Reports state that he threw a piece of medical equipment at the
provider.
He was being held at the jail after he was arrested for his role in a Clinton
house fire on August 15. He was facing charges for fourth-degree arson.
Cokeley is being charged with assault and/or battery on a medical care
provider, assault with intent to commit a felony, prisoner placing body fluid
on government employee, and attempted escape from felony arrest or detention, all after the former conviction of two or more felonies. He is scheduled
to appear in court on December 15, 2023.
AROUND THE STATE
On November 5, around 4:15 p.m., a GMC
pickup was driving erratically on I-244 EB and
nearly hit an officer who was en route to another
call. The Officer had to maneuver out of the way
to avoid being struck by the truck.
The officer stopped the driver, later identified as
Juan Diaz-Rodriguez. Diaz-Rodriguez gave the
officer multiple names and birthdates, and he did
not have a license or any identification.
While the officer and a backing officer were taking Diaz-Rodriguez into custody, he began pulling away and attempting to escape. Diaz-Rodriguez kicked the officers and bit one of them.
Diaz-Rodriguez managed to break away and ran into oncoming traffic across
the interstate, which was filled with traffic at the time.
Officers immediately set up a perimeter in the area. Minutes later, officers received a call about Diaz-Rodriguez attempting to break into a house. Officers in
the area quickly responded and took Diaz-Rodriguez into custody.
Juan Diaz-Rodriguez was arrested for Assault & Battery on a Police Officer (2
counts), Obstructing Justice, Resisting Arrest, No License, and DUI/Drugs.
The Officers involved were not severely injured in the arrest. This is an arrest,
not a conviction.

The Weatherford Police Department is still
looking for a person of interest following a homicide that happened this past June.
21-year-old Mexican national Rodolfo Ribera
Sotelo is wanted for questioning. He is 5’9, 170
pounds, with black hair and brown eyes. He was last seen wearing a gray
hoodie and walking west on Main Street on June 24th.
On June 26, 2023, he was charged with first-degree murder in Washita
County District Court.

DECEMBER IS NATIONAL IMPAIRED
DRIVING PREVENTION MONTH
Two of the most celebrated dates in December –
Christmas Eve and New Year’s Eve – are also among
the most dangerous. In 2018, drunk driving crashes
claimed 108 lives in those two days alone, accounting
for nearly half of total traffic deaths.
That is why Mothers Against Drunk Driving® (MADD)
is teaming up with law enforcement agencies across the
country throughout the month of December, which has
been recognized as National Impaired Driving Prevention Month for the 39th consecutive year.
During December 2018, 839 people died in alcohol-related crashes, according to the National Highway
Traffic Safety Administration. While drunk driving deaths
typically represent around a third of all traffic fatalities,
that increased to nearly 50 percent on Dec. 24 and Dec.
31.
On Dec. 25, 2018, 35 people died in drunk driving crashes.
This is staggering.
The pain caused by one person’s choice to drive impaired is often permanent. Every single
death left a permanent empty seat at the table and turned a time of celebration into tragedy.
And every single death was 100 percent preventable.
We’re asking everyone to take personal responsibility this holiday season by making a plan
for a safe ride home before your celebrations begin. Designate a non-drinking, unimpaired driver.
Take a taxi, a bus, or a train. Use a rideshare app like Uber. If you’re a host, provide an alternative
to your guests, such as festive, non-alcoholic drinks offered by our partner Mocktail Beverages.
You can also show your commitment to drive sober by displaying one of our Tie One On for
Safety red ribbons or magnetic decals on your vehicle, which are available at our local MADD
offices around the country.
Drunk driving crashes increase throughout the month of December as more people travel and
attend events where alcohol is served. That is why every U.S. President since Ronald Reagan
has proclaimed December National Impaired Driving Prevention Month. President Donald Trump
continued in that tradition this month, reaffirming his administration’s commitment to prevent
tragedies by making the decision to drive sober.
The proclamation also remembers victims of impaired driving, offers prayers for grieving families impacted by these tragedies and honors law enforcement who are on the front lines of the
violent, preventable crime of impaired driving.

Needin’ some down-home cookin!
For most people, prison would be something
you’d escape from and never look back if you
ever found yourself in that predicament; but for
these Texas prisoners, they just needed their creature comforts before coming
right back. According to Dallas News, an inmate who was locked up in a federal
facility in Beaumont snuck out only to get booze, tobacco, snacks, and food to
bring back with him since, you know, the food in prison is probably really bad.
And it isn’t just this one incident, either. Inmates have apparently been using
a back door to skip out to land nearby, picking up contraband left behind for
them, and coming right back. Sheriff’s Deputy Marcus McLellan recently told the
Beaumont Enterprise that inmates have been essentially making up their own
in-and-out privileges at the facility “since day 1.”
Sherrif’s deputies in Jefferson County finally realized what was happening and
laid in wait to watch it all go down. Around 5:45 PM, a duffel bag was dropped
off on the adjacent property, and around 7:30 p.m., 27-year-old Joshua Randall
Hansen was observed leaving the prison to retrieve the bag. On Hansen’s way
back into the facility after picking it up, he was arrested.
Once confiscated, the authorities said the duffel bag was full of alcohol (whiskey and brandy, specifically),
packages of tobacco, snacks,
fruits, and plenty of home cooked
food.
Hansen was already in the process of serving a little over two
years for conspiring to distribute designer drugs, but now will
likely do additional time as he faces escape and marijuana possession charges.
