According to OSBI, at approximately 5:45 p.m. on Jan. 30, the Dover police chief made a traffic stop
on a suspected drunk driver on highway 81 on the north end of the city.
A Kingfisher County sheriff's deputy
quickly provided backup to the stop.
Steven Andrew Smith, 36, exited
the vehicle and reportedly pulled out
a knife. The officers made numerous
demands for Smith to drop the knife.
The Kingfisher County sheriff's deputy fired his weapon when
Smith reportedly made a threatening gesture toward the officers.
Smith was hit twice in the chest.
The El Reno man was transported by ambulance to a hospital in
Kingfisher and then medi-flighted to OU Medical Center in Oklahoma City to recover.
The Dover police chief called OSBI to investigate the shooting. The
OSBI will present the district attorney with a written report once the
investigation is complete.

January 5, 1981, started as a happy day for Tracey Neilson. She was
celebrating her 21st birthday that day. The OU student ran several
errands in Moore that morning. Eyewitnesses put her home just before
noon. After noon, several friends and family called to wish her a happy
birthday. She never answered the phone.
At 5 o’clock that evening, Jeff Neilson, Tracey’s husband of only fi ve
months, found her dead inside their apartment at the Jamestown Square
Apartments in Moore. Tracey had been stabbed numerous times. Moore
police responded to the scene and began investigating. The next day,
the Moore Police Department requested OSBI assistance with the case.
During the next 34 years, dozens of OSBI agents would work on the case
following more than 1500 leads.
One of the best pieces of evidence in the case was a fi ngerprint. In the 1980s, matching latent
prints was time consuming and extremely diffi cult without a suspect print to compare with the
unknown print. In 1994, Jeff Neilson’s family helped OSBI convince Oklahoma legislators to
pass a law to fund the state’s fi rst Automated Fingerprint Identifi cation System. This system
could scan a database full of latent prints searching for matching characteristics. We all had great
hope this new fi ngerprint technology would identify that print. Sadly, to this day, no match has
been made to that print. But AFIS has helped solve hundreds of violent crimes in Oklahoma.
In the past few years, the OSBI laboratory began a cold case initiative. This project had agents
and criminalists looking through old cases to determine if evidence existed that new DNA
technology could produce fresh leads. Several items of evidence were recently tested – several
more are in the process of testing. But we don’t want to wait one more day to try to solve this
case. That’s why we are here today asking for the public’s help. One piece of evidence could give
this case new life.
For decades, agents have worked to identify the owner of a cable trouble assignment ticket
book. The last ticket in the book is for work at Tracey’s home at 11:51 the morning she was
murdered. On the bottom left corner of the book is a box for the employee name. We want to
identify the three letters written in that box.
OSBI is also off ering up to a $5,000 reward for information leading to the arrest and conviction
of the person who killed Tracey. The Moore Police Department is putting in another $1,000 and
Tracey’s family is off ering an additional $5,000 for a total reward of up to $11,000.

A concerned caller tipped off police when she saw a woman
driving a car around Custer that she couldn’t afford.
The woman said Willie Nelson gave it to her.
On January 30 shortly after 2 p.m., a Custer City officer received a phone call that 49-year-old Virginia Caler was riding
around town in a car, according to the police report. The caller
told the officer, “I know it isn’t hers, because she doesn’t have
any money to buy a car like that. You might want to check it
out.”
The officer went to the 400 block of Walnut, where the caller
said he would find Caler. He didn’t see the suspicious car, so he
went to another residence in the 100 block of East Broadway,
and lo and behold, there was the car parked in the driveway.
The officer made contact with Caler, who was sitting in the
car, and he asked her about the vehicle. She told him, “Willie gave it to me, Willie Nelson.”
The officer asked her to step out of the vehicle. He asked who let her borrow the car. Caler
allegedly said, “I didn’t borrow it from anybody. He said I could have that car. His wife was
getting a new one – Willie Nelson.”
Not surprisingly, the officer became suspicious, and he asked dispatch to check who the
car belonged to. Dispatch advised that the vehicle was missing, but a report had not yet been
completed.
The Caddo County Sheriff’s Office advised that the vehicle belonged to the uncle of one of
its dispatchers. The officer told Caler to turn around and put her hands behind her back. She
started yelling and was adamant that she didn’t steal the car. She screamed, “I’m taking it
back to Eakly, and you better give me the keys!”
She managed to get away and jump in the driver’s seat of the vehicle.
Other officers arrived to assist, and they pulled her out of the car to place her in handcuffs.
During the scuffle, Caler kicked an officer.
The owner of the vehicle said his car was stolen while parked in front of his business in
Eakly.
His name was not Willie Nelson.
Caler is being charged with unauthorized use of a vehicle and assault and battery on a police officer. She is scheduled to appear in court on March 6, 2015.

Another New Year has come,
and with it, millions of people
have made resolutions to improve
some aspect of their lives. Some of these resolutions are doomed
from the start for a multitude of reasons. Even though successfully
sticking with and accomplishing a New Year’s resolution goal may
not seem to directly relate to driving safely, I’m going to try and
give some tips on increasing your ability to stick to a resolution,
and tie it in to how it could actually make you a safer driver!
Some of the more popular resolutions are to lose weight, get in
shape, or quit smoking. Each one of these are great goals. So to
achieve a goal, a person must clearly define the actual goal. For
quitting smoking, that one is pretty clearly defined as it is. For the
other, some more clarity is needed. How much weight do you want
to lose? How long are you giving yourself to get there? Once you
define these goals and time lines, write them down somewhere! Put
them somewhere that you are reminded of them each day. Make
sure your goals are reasonable, and attainable. It won’t do any
good to set goals that are unrealistic!
Next, we need to write down how exactly we plan to accomplish
our goals. For smoking, are you going cold turkey, using the patch,
or incrementally cutting down how many cigarettes you smoke a
day until you aren’t smoking at all? For losing weight, write down
your workout program, and schedule. Write down your diet goals
and track it religiously. Try to find someone who will join you in
your workouts and diet. Having someone to count on and someone
counting on you is a great support system for you in your efforts.
Last, tell as many people as you feel comfortable. Get people on
your side to support you, and hold you accountable to your goals
when you have moments of weakness! Believe in yourself! Have a
positive attitude about what you are trying to accomplish.
So how do accomplishing these goals help you be a safer
driver? Studies have shown that people who exercise and eat
right have sharper mental focus. Since a significant percentage
of accidents are caused due to inattention, improved focus will
obviously pay off while driving! Exercise will help improve handeye coordination, which is a big positive while driving! A healthy,
smoke-free body minimizes the risk of heart attack and other
medical issues that could be tragic anytime, not just behind the
wheel.
So there you have it. Successful accomplishment of some of
the most popular New Year’s resolutions will not only have you
slimmer, healthier, and happier, but can have an impact on your
ability to be a safer, courteous driver! Thanks for reading, buckle

An Elk City man was caught red handed with proof that he had
broken into Elk City Junior High after an officer saw him suspiciously walking around town.
Christopher Michael McWilliams, 21, was arrested January 29 for
a warrant, but he’s being charged with burglary for what was in his
bag.
According to the affidavit, an Elk City police officer saw a man carrying a black bag shortly after 3 a.m. When the man saw the officer
turning in his direction, he stopped and crouched over. The officer
made contact with the man at Country Club and Mayer Lane.
The man identified himself as McWilliams. The officer noticed his
bag said “ECJH” on the front. He asked McWilliams what was in the
bag. McWIlliams said it was a camera he had bought. The officer asked why he was walking
around with a camera.
McWilliams said he had just picked it up from a friend’s house, but he couldn’t tell the officer what kind of camera it was. He opened the bag, and the officer saw a camcorder, batteries
and hand sanitizer inside.
The officer asked dispatch to check McWilliams for warrants; McWilliams had a warrant
out of Washita County. He placed McWilliams under arrest and transported him to jail.
Due to the man’s odd behavior about the items, the officer watched what was on the camera. One of the videos showed McWilliams saying, “What’s up.” He was in a locker room that
had an Elks City emblem on the lockers, and he started going through a bag while saying,
“Let’s see what we have in here.”
The video then showed McWilliams going through lockers, bags and the rest of the building.
At 8:45 a.m., police were advised that a burglary had occurred at the Elk City football fieldhouse. A camera had been stolen.
The next day, McWilliams confessed to “forcibly entering the school building with the intent to steal” and vandalizing the inside of the buildings, according to police.
He also wrote a voluntary statement that indicated he had also been involved in several
other burglaries in the area.
McWilliam is being charged with five counts of burglary in the second degree, two counts
of knowingly concealing stolen property and malicious injury to property over $1,000. He is
scheduled to appear in court on April 28, 2015.

Authorities say a woman in China got angry
after finding out he was having an affair, so
she chopped off his penis twice.
According to the New York Post, the man,
32, used his wife’s cell phone to send his mistress a steamy love note.
He failed to log out of his account and his
wife found the message later.
The New York Post reports that the woman
snapped, grabbed a pair of scissors, then cut
the man’s penis off while he slept.
The man was taken to the hospital and doctors successfully reattached his penis.
However, the man’s wife somehow managed to get into his hospital room and
hacked his penis for a second time, then tossed the appendage out the window.
Authorities conducted a thorough search but were unable to find the man’s
missing penis.

The key to your freedom
A Watonga woman did her hardest to get out of being arrested
for suspicion of DUI -- when that didn’t work, she said an officer
was trying to frame her.
On February 1, a Blaine County deputy was on patrol when
he saw a red car in Laing Street in Watonga at approximately
10:45 p.m. He followed the slow-moving vehicle as it turned
onto Fourth Street, and he watched as the vehicle crossed left of
center multiple times.
According to the police report, the suspect car pulled into the
driveway of a residence when the deputy activated his lights. A
“disheveled” Tammy Lynn Boston, 48, exited the car.
The deputy noticed Boston’s speech was slow, and her pupils
were constricted. She denied taking any medication.
The deputy conducted sobriety tests, but Boston kept asking
him to “just let [her] go.” She kept coming up with things she needed to go do, instead of going to jail.
At one point, the deputy checked the woman’s pulse. It was 101 beats per minute. Boston
told him she was just nervous.
During the rest of the sobriety tests, Boston didn’t do too well, and the deputy placed her
under arrest.
She kept asking the deputy what she could do to not go to jail and, according to the deputy,
Boston would “go from being nice to hating [him] all in an instant.”
She agreed to the state’s test and the deputy took her to the hospital. Once there, she kept
acting like she was going to throw up, but she never did. When a nurse tried to draw her
blood, she jerked her arm away. Boston refused to take the test, and the deputy prepared to
take her to jail.
In her jacket pocket, police found a film case containing a white powdery substance, which
later tested positive for methamphetamine. In the patrol car where Boston had been sitting,
police found a cellophane wrapper containing a white crystallized substance.
When confronted with the items, Boston said, “That’s not mine! You’re trying to frame
me!”
Boston is being charged with driving a motor vehicle while under the influence of drugs
and possession of a controlled dangerous substance. She was released on a $12,000 bond
and is scheduled to appear in court on February 12, 2015.

On Jan. 20, OSBI agents arrested
a Sentinel man for making a bomb
threat that led the town’s police chief
and two Washita County sheriff’s
deputies into a man’s home where officers were met with gun fire. The police chief was hit several times in the
chest and hand. Minutes before making entry into the home, the Washita

James Edward Holly, 27, is now behind bars at the Washita County jail
arrested on a complaint of making a
bomb threat. The district attorney
will determine if Holly will face any other charges.
An intense investigation led investigators to Holly. He was arrested this afternoon after agents interviewed him about the bomb
threat.

Two men arrested in Houston are accused of stealing
an iPad and using it to take selfies that they unknowingly
uploaded to the owner’s iCloud account.
The men appeared in the photos displaying money they are
also accused of taking from the victim.
Investigators arrested the pair on theft charges late Jan. 21.
The iPad, other electronics and thousands of dollars were
stolen from the victim’s truck Jan. 8. He later noticed his
iCloud account had images of the men holding $100 bills.
Some stolen items were dumped behind a Starbucks. The
victim believes his iPad connected to the Starbucks Wi-Fi and
the images synced to his iCloud account.
He shared the images with the media. The photos ended
up online, helping authorities identify the suspects as Dorian
Walker-Gaines, left in photo, and Dillan Thompson.
