“WE ARE SHOCKED”
The Mustang Police Department requested
assistance from the Oklahoma State Bureau of
Investigation (OSBI) with investigating a longtime Mustang Public Schools teacher accused
of sex crimes.
On February 1, officers from the Mustang
Police Department arrested Raymond Thomas
Garner without incident at his residence. Garner is facing the following counts:
• First Degree Rape
• Lewd or Indecent Proposals or Acts to a Child
• Forcible Sodomy
The investigation began on January 27, 2023
when a Mustang Resource Officer notified the police department of rumors
that a former student had an inappropriate relationship with a Mustang
High School teacher. The investigation revealed that the female student
was having sexual contact with Garner, who was her science teacher and
National Honor Society advisor. The acts occurred hundreds of times while
the minor was a student at Mustang High School from 2014 to 2017. The
sexual acts occurred at the school and at Garner’s home in Oklahoma City.
“It was incredibly brave for this young woman to admit what happened
to her while a student in Mustang,” said Chief Rob Groseclose. “Often
times, rape is not reported because the victim fears she or he won’t be
believed. When a teacher who has influence over a student’s future is violating her in a sexual manner, it can be even more difficult to come forward.
Because of her courage, an alleged sexual predator is in custody and
can’t harm anyone else. I would like to thank the OSBI for their continued
assistance, as well as Mustang Public schools, for their transparency and
unwavering partnership”
“We are shocked, saddened, and outraged at the allegations levied
against one of our long-time employees today,” said Superintendent
Charles Bradley. “We will continue to cooperate fully with our law enforcement partners during their investigation and will work quickly on our internal investigation as well. We will have counselors available at Mustang High
School for any staff or students who may need to speak to someone and
we will support our Bronco Family as we unpack this situation together.”
Garner has been suspended by Mustang Public Schools. Following his
arrest, Garner was booked into the Mustang City Jail.

AROUND THE STATE
ROBBERY ARREST -- Suspect bites clerk,
steals cigarettes, then tries to outrun Officers
on a bicycle.
On Jan. 9, around 1:55 a.m., Officers responded to a larceny in progress at a convenience store near 71st and Riverside.
The caller said a man, later identified as
Jeremiah Wooten, was behind the counter
stealing cigarettes and assaulting a clerk.
Video of the incident showed Jeremiah
Wooten walk behind the counter and grab
multiple packs of cigarettes attempting to
steal them.
The clerk tried to stop Wooten, and the two
got into a fight where Wooten struck the clerk
multiple times and bit him in the chest. Eventually, Wooten got away and left
with a tote bag filled with stolen cigarettes.
Officers swarmed the area and found Wooten riding a bicycle near 6800 S.
Rockford. When Officers tried to stop Wooten, he began to pedal faster and
started weaving between the patrol cars.
Eventually, Wooten turned down a dead end street and ran on foot. He
climbed a fence and ran into a backyard where he was taken into custody.
The tote bag with 15 packs of cigarettes was recovered and returned to
the store.
The clerk had multiple injuries, including a possible broken nose.

“‘Girls Gone Wild’ hot tub party”
Patrol officer Maegan Hall, who is married, was
fired last month for engaging ‘in a sexual relationship’ with multiple men on the La Vergne police force
Four police officers from the Nashville suburb of
La Vergne were fired for allegedly having sex on duty
with a female cop, who was also fired and accused
of taking off her top at what the local mayor called a
‘Girls Gone Wild’ hot tub party.
Patrol officer Maegan Hall of La Vergne Police Department is at the forefront of the investigation after
it was revealed in December that she ‘engaged in a
sexual relationship’ with at least four male officers.
Fellow patrol officers Juan Lugo-Perez, Lewis Powell, detective Seneca
Shields and Sgt. Henry Ty McGowan admitted to the accusations, according
to the report, with Shields claiming he had oral sex with Hall in the department’s gym while on duty.
It’s unclear if any of the officers will appeal.

Carter man Elias Fuentes, III, 49, allegedly attacked a family member with a knife on January 26.
According to reports, the victim had to be flown
to an OKC hospital to be treated for serious wounds
sustained in the attack. After the attack, witnesses
advised deputies that Fuentes left the area in a truck.
The truck belonged to another family member.
Beckham County deputies, along with state troopers and Washita County deputies, started searching
for the man. They found him less than two hours after the alleged knife attack. He was found south of
Carter and was apprehended after a short pursuit.
Fuentes exited the truck and started moving toward officers. He then complied with officer commands and was swiftly arrested.
Fuentes is being charged with assault and battery with intent to kill, endangering others while eluding/attempting to elude a police officer, larceny of automobile, aircraft, or other motor vehicle, disrupting/preventing/interrupting an
emergency phone call, and driving with license canceled/suspended/revoked.
He is scheduled to appear in court on February 27, 2023. Bond information
was unavailable at the time of publication.

Last month, Antonio Maurice Wilson, 53, of Clinton,
was sentenced to twelve months in federal prison for
knowingly engaging in sexual contact with another
person without her permission while onboard a flight,
announced United States Attorney Robert J. Troester.
On August 2, 2022, a federal grand jury returned a
two-count indictment against Wilson for offenses he
committed while on a flight from Houston, Texas, to
Oklahoma City, Oklahoma. Count 1 alleged Wilson
assaulted a minor under 16. Count 2 accused Wilson
of abusive sexual contact.
On October 21, 2022, Wilson pleaded guilty to
a one-count information for knowingly engaging in sexual contact with a
13-year-old person known as “Jane Doe” without her permission. The twocount indictment returned on August 2, 2022, was dismissed pursuant to a
plea agreement.
On January 20, 2023, U.S. District Judge Patrick R. Wyrick sentenced Wilson to serve twelve months in federal prison for his conduct, followed by five
years of supervised release. He also ordered Wilson to pay a special assessment of $5,100. Wilson will be required to register as a sex offender upon his
release from prison.

A Watonga man was put behind bars after he allegedly neglected to feed approximately 40 head of
cattle.
According to reports, Blaine County deputies arrested 63-year-old Roger Kent Spangler on January 23. They had received an anonymous tip about
some malnourished cattle near Watonga. When
deputies went to the location to investigate the tip,
they also found seven dead cows.
Spangler told deputies that he had been in and

He wasn’t lying - that man was arrested multiple times over this past
year.
Spangler also said in court that he couldn’t afford to feed the cattle. He
surrendered a group of cattle, and officers seized another group. Reports
state they’re feeding the cattle alfalfa grass until they’re healthy enough to
be sold.
Spangler is being charged with 45 counts of cruelty to animals. He was
scheduled to appear in court on February 7, 2023. Bond information was
unavailable at the time of publication.
