DEPUTY SEIZES 36 KILOS
OF FENTANYL
On January 26, 2025, a routine traffic stop conducted by Canadian County Sheriff’s Deputies led
to the seizure of 36 kilograms of fentanyl, a dangerous and highly potent synthetic opioid, from a vehicle traveling on Interstate
40.
At approximately 6:00 PM, a deputy observed a semi-truck, failing to maintain
a single lane while traveling eastbound on I-40 near Mile Marker 121. A traffic
stop was initiated, and upon approaching the vehicle, the deputy noted a suspicious load—a Ford F150 truck on the top row of the car hauler, surrounded by
high-end luxury cars.
Further investigation revealed discrepancies in the Bill of Lading and other
details about the transport. The deputy discovered the F150 was registered to
an owner in Justice, Illinois, and had been transported westbound on a different
car hauler just days before, raising suspicion about the vehicle.
After securing consent to search the vehicle, deputies searched the vehicle
and uncovered a large cache of fentanyl. The deputy’s keen observation and experience led to the discovery of hidden aftermarket compartments in the F150.
In total, 36 kilograms of fentanyl, concealed in vacuum-sealed bags, were found
in hidden compartments within the truck, including the back wall and the passenger-side airbag.
A Tile brand GPS tracker card was also found in one of the compartments,
possibly tied to the narcotics transport operation. The fentanyl tested presumptively positive for the drug, which has been linked to an ongoing opioid crisis in
the region.
The semi-truck and its cargo were seized and transported to the Canadian
County Sheriff’s Office for further processing. The semi-truck driver was found to
be an innocent third party responsible only for the transport of the vehicles, the
investigation is ongoing, and no arrests have been made at this time.
According to the Canadian County Sheriff’s Narcotics and Interdiction Unit,
they believe the street value of the seized Fentanyl is approximately $1.8 million.
According to DEA 1 kilogram of Fentanyl can kill up to 500,000 people which
means up to 18 million people were saved from this interdiction.
The Canadian County Sheriff’s Office partners with the Oklahoma Bureau of
Narcotics and DEA to combat drug trafficking in Canadian County.

HELD ACCOUNTABLE
Wesley Wayne Hunter Jr., a 29-year-old resident of Yukon, was sentenced January 30 to 70
months in prison for a single count of Destruction,
Alteration, or Falsification of Records to Obstruct
a Federal Investigation.
The charges stemmed from an investigation
conducted by the Federal Bureau of Investigation
and the Oklahoma State Bureau of Investigation.
On June 5, 2024, Hunter pleaded guilty to the charge.
According to investigators, on July 20, 2023, while serving as a Canadian
County Deputy, Hunter deliberately disabled the mobile tracking system on his
work phone while transporting a pretrial detainee from Bryan County to Canadian County. Subsequently, he pulled his patrol car off the designated transport
route. Hunter admitted during his plea hearing that he had done this to conceal
and obstruct any future investigation into his subsequent criminal actions.
Sonia Garcia, Acting Special Agent in Charge of the FBI Oklahoma City office,
emphasized that the FBI would not tolerate any instances of law enforcement
officials abusing their authority. “We will continue to hold accountable any public
servant who fails to protect the community they were sworn to serve,” Garcia
stated.
Christopher J. Wilson, United States Attorney for the Eastern District of Oklahoma, condemned Hunter’s actions, stating that he had betrayed his employer,
community, and oath by engaging in misconduct against a detainee and attempting to conceal his actions. “Today, thanks to the collaborative efforts of the
FBI, OSBI, DOJ Civil Rights Division, and Eastern District prosecutors, Hunter is
being held accountable for his criminal behavior,” Wilson concluded.
The Honorable John D. Russell, a U.S. District Judge in the Northern District
of Oklahoma, presided over the hearing in Muskogee. Hunter will continue to be
held in custody by the U.S. Marshals Service until transportation to a designated United States Bureau of Prisons facility is arranged, where they will serve a
non-paroleable sentence of incarceration.

CHAPTER 4

To truly understand how valuable these basic rules are, let’s follow along with what happened to
Anthony Commander, who could have easily avoided all of this by reading “Drug Dealing For Dummies”, but instead he can read it while in the comfort of his new accommodations in a Florida jail.
We’ve all heard the classic line, “these are not my pants”, but in this story, Commander had a bit
of a different approach!! While a deputy was out on patrol, he observed a vehicle sitting at a stop sign
and as he went by, he noticed the driver was not wearing his seatbelt!! The deputy turned around
and initiated a traffic stop due to the violation. As he spoke to Commander, the driver of the vehicle,
he said he knew he was going to get pulled over for not wearing his seatbelt!! (So much could have
been avoided had we followed Rule Number Five)
While the deputy was writing a warning to Commander, a K9 deputy and his partner arrived on
scene to take a little sniff of the vehicle. While we may have been rolling the dice with this one, it paid
off as the dog alerted to the odor of narcotics!! A search of the vehicle revealed two cut straws with
residue on them, which field tested positive for Fentanyl!!
Now this is where things get good, as deputies searched Commander to see what he had on his
person, when they removed his hat from his head, they found two baggies tucked inside the lining
containing drugs!! One of the bags contained approximately 1.5 grams of methamphetamine and
the other contained approximately 0.28 grams of Fentanyl!!
Commander told the deputies that the hat was his, but he has no idea how the drugs got in there,
he even said that maybe his friends tried to set him up by planting them there!! This is where Rule
Number Three comes into play, it probably would have been better to go with the whole “not my
hat story” than it was to say that it is your hat, but just not
your drugs!!
As a result, Commander hit the jackpot and won a free
ride to jail on a $5,500 bond for possession of methamphetamine, possession of
a controlled substance and
possession of drug paraphernalia!!

up with the various chapters

Rule One from today’s chapter, unless you want to make
a reservation for yourself at
the jail!!

EMOTIONS IN MOTION
A 34-year-old Weleetka man was arrested after
he caused a scene at an Elk City Mexican restaurant on January 19.
According to reports, Elk City police officers
were dispatched to El Patio of North Eastern Avenue around 6:48 p.m. Officers were advised that
a drunk customer was yelling at employees and
refusing to leave the restaurant. He also spit at the
restaurant’s owner.
When officers arrived at the location, restaurant
employees showed him a blue Jeep. The suspect, Robert Kenneth Kramer, got
out of the vehicle and approached an employee aggressively, as though he was
trying to fight. When officers tried to put Kramer in handcuffs, he struggled and
resisted.
Inside the man’s vehicle, they found open alcohol containers. Kramer’s driver’s
license was also suspended.
On the way to the hospital for a blood test, Kramer allegedly threatened to
harm an officer and his family. He also threatened medical staff and had emotional outbursts at the hospital.
During booking at the Beckham County Jail, Kramer allegedly kicked an officer
in the chest.
Officers spoke to witnesses at the restaurant, who confirmed that the man had
assaulted at least two employees. There were other potential victims.
Kramer is being charged with battery/assault and battery on a police officer,
driving with license cancelled/suspended/revoked, threaten to perform an act
of violence, driving a motor vehicle while under the influence of alcohol, and
assault. His bond was set at $25,000, and he is scheduled to appear in court
on February 10, 2025.

A tech-challenged Florida woman accidentally texted a
cop instead of her drug dealer to buy fentanyl — unwittingly
narcing on herself, according to police who arrested her.
Octavia Wells, 41, had been headed to rehab on New
Years Eve when she texted a man she’d previously entered
in her phone as “PJ,” allegedly offering to pay $45 for the
opioid, according to the Bay County Sheriff’s Office.
The dimwitted druggie then arranged to meet the guy on the other line at a Tom Thumb
convenience store in Panama City, according to a police report obtained by the Smoking Gun.
But when she arrived at the store, narcotics cops were waiting there to arrest her, police said.
Wells soon learned she’d mistakenly contacted Stephen Pettijohn, an investigator with the Bay
County Sheriff’s Office known as “PJ,” with whom she’d had a “previous iteration,” according
to police.
She allegedly later told cops Pettijohn’s name was similar to her drug dealer’s, according to
the arrest affidavit.
Details of Wells’ previous interaction with the investigator were not described in the complaint
affidavit. She was charged with unlawful use of a communication device, possession of drug
paraphernalia and driving with a suspended license.

Clinton man Mark Vincent Herndon, 36, was
arrested and put in jail on January 4 after he allegedly led officers on a high-speed chase while
on his four-wheeler.
According to reports, a Custer County deputy saw a four-wheeler with no front or rear lights
near First Street and Gary Boulevard in Clinton.
The driver of the four-wheeler, later identified as
Herndon, ran a stop sign.
The deputy tried to stop Herndon, but the man drove away from the area at
a high rate of speed, endangering others while he sped through public areas.
Herndon led the deputy through a gravel parking lot, down streets, and through
a pasture. He abandoned the four-wheeler near Glen Smith Road and ran away
from the area on foot.
Deputies detained Herndon’s female passenger. She told them that Herndon
told her to leave the four-wheeler.
A Clinton Fire Department drone found Herndon, who was walking along Gen
Smith Road.
When deputies asked Herndon about the incident, he said he didn’t want to
lose the ATV, that he said belonged to his dad. Deputies confirmed that the vehicle had not been reported stolen.
Herndon is being charged with endangering others while eluding/attempting/
eluding a police officer after the former conviction of a felony, operating a motor
vehicle with headlights out, and reckless driving. His bond was set at $15,000,
and he is scheduled to appear in court on February 14, 2025. EMMA

A Minnesota delivery driver was busted for auto theft because she wrote in her diary that she, “Totally stole a car
today!” according to police.
Vanessa Guerra, 30, of Mankato, penned the brain-dead
confessional on Aug. 12 — the same day a van was swiped
and resold for parts nearby, according to a criminal complaint
filed Nov. 22.
During the investigation, an officer allegedly found Guerra’s journal, which blabs about
the vehicle heist in a tone fit for a ladies’ brunch.
“Totally stole a car today! Something I never thought of doing,” Guerra allegedly wrote
in the entry, according to the Brown County Sheriff’s Office. “F-cking superfreaking out
about it.”
Guerra, who recently worked as a DoorDash driver, allegedly sold the 2004 Ford Freestar van for $2,000 at a scrap at a salvage business in Blue Earth county, according to
the Smoking Gun, which was first to report the bizarre bust.
Workers at the auto salvage business told cops they recognized Guerra as the person
who sold them the stolen ride, according to police.
When contacted by the investigator, Guerra denied knowing that the vehicle was stolen, according to according to Mankato The Free Press.
Guerra was charged with receiving stolen property and theft. She has reportedly been
convicted of driving with a suspended license and driving without insurance in the past.

THAT'S METHED UP!
A Kentucky man pulled a bag of drugs and a
wad of cash when police officers asked him for
his ID.
David Ratliff, 43, was passed out behind the
wheel of his car in the parking lot of a video store
on US Route 421 in Manchester — about 100 miles south of Lexington.
When police arrived at the scene and asked a drugged-out Ratliff for his ID, he
whipped out a “baggy of meth, pills, and a large sum of US currency,” according
to the Clay County Sheriff’s Office.
He was found with meth, fentanyl and over $3,000 in cash.
Police confirmed he had 9 grams of meth, several fentanyl pills and $3,034 in
cash.
He was arrested on charges of trafficking in a controlled substance and public
intoxication and taken to the Clay County Detention Center.

On February 5, the state Pardon and Parole
Board rejected clemency for Wendell Arden Grissom. He is set for execution on March 20 for the
murder of Amber Dawn Matthews.
On the afternoon of Nov. 3, 2005, Grissom and
another man, Jessie Johns, broke into the Blaine
County house of Dreu Kopf, who was inside with
her two young daughters and her best friend, Amber Dawn Matthews. Grissom shot Kopf at least three times, laughing as he did
so. Dreu survived and was able to flee the home, hoping Grissom would follow
her and spare Matthews and the children. Grissom ran after Matthews in the
children’s bedroom, a baby cradled in her arms. Despite Matthews begging for
her life, Grissom shot her once in the back of the head. He then stood over Matthews and fired a second shot into her forehead, killing her.
Johns is serving a life sentence without parole.
“Amber died at the hands of a cruel and evil man. Today, however, his fate is
sealed with the denial of clemency. I am grateful to the Oklahoma Pardon and
Parole Board for this decision,” Drummond said. “In a state where we cherish
the sanctity of our homes and the safety of our loved ones, justice demands
nothing less than the ultimate price for those who violently tear apart the very
fabric of our community.
“He took the life of a kind, vivacious 23-year-old who went into nursing to help
people and died protecting two innocent children,” Drummond continued. “Amber Matthews’ monstrous murder demands that justice be carried out.”
