Rebecca Bryan, the wife of a
Nichols Hills fire chief found
shot in his home in 2011, was
sentenced July 9 to life in prison
without the possibility of parole
after a 12-person jury found her
guilty of the crime.
Bryan was charged with firstdegree murder after a short investigation into Fire Chief Keith Bryan death.
Rebecca Bryan told investigators an intruder walked in and shot her husband in the head
after saying the chief should have given him a job, but a gun
found in the couple’s dryer matched bullets and a gun box
from the their bedroom.

Anger is not
always wrong,
but what we do
with our anger
d e t e r m i n e s
whether we are
acting righteously
or sinfully.
We should be
angered by acts
of ungodliness,
unrighteousness, injustice, and inequity. These things anger
God as well.
But if you are angry because someone has disturbed
your pride, self-sufficiency, status, prestige, or power.
your reaction will likely be sinful. And sinful anger is often
expressed in harshness, cruelty, bitterness, and a lack of
control.
We must examine our hearts when our kids make us angry.
If it is righteous anger, let it motivate you to take action and
deliver consequences. Sin needs to be addressed, and we
honor God by delivering those consequences with empathy
and love. If it is sinful anger, pray for the courage to confess
it, repent, and resolve it.
Examine your anger to determine the motives behind it.
(Ephesians 4:26-27) 26 And “don’t sin by letting anger
control you.” Don’t let the sun go down while you are still
angry, 27 for anger gives a foothold to the devil.
The Bible says:

By Lt. Jeff James
Oklahoma Highway Patrol
2013 for some reason seems to
be the year of the drowning. There
seems to have been a large number
of drownings so far on Oklahoma lakes and waterways, the majority
of which could easily have been prevented. I am going to cover
some of the rules on wearing Personal Floatation Devices, as well as
some strong suggestions regarding them, in the hopes that we can
slow down this alarming trend!
First, let me just say that there are 5 types of PFDs. I’m not going
to get into their descriptions, just which types are required for what
situation. All PFDs must be U.S. Coast Guard approved, and used
in accordance with their label. The label will also state the type. All
vessels must carry one wearable (Type I, II, III, or V) USCG approved
PFD for each person on board or being towed. In addition to that,
vessels 16 feet in length or longer must have one Type IV USCG
approved PFD on board and readily accessible. Oklahoma Law
requires that all children under 13 years of age wear an approved
PFD whenever underway in a vessel less than 26 feet in length. Each
person on a personal watercraft or sailboard must wear an approved
PFD. Anyone being towed on water skis or similar devices must
wear an approved PFD. Ski belts are not approved PFDs.
Now, besides being USCG approved, all PFDs must be: In good
serviceable condition. They must also be readily accessible. Readily
accessible means you must be able to put the PFD on in a reasonable
amount of time in an emergency. PFDs should not be stowed in
plastic bags, in locked compartments, or have other gear stowed on
top of them. They must also be of the proper size for the intended
wearer. Sizing for PFDs is based on body weight and chest size. A
good way to test this, especially for children, is to put it on, adjust
the straps, and have the wearer raise their arms up, and try to pull it
up off them. If it can come off, it is not the right size for the wearer.
Those are the requirements, so now lets talk about the suggestions.
If you have children in or around water, make sure they have a PFD
on. Air mattresses, floaties, and other toy floatation objects don’t
count. There have been way too many stories of toddlers near the
water’s edge falling in and drowning, and these could be prevented
by following this suggestion.
Also, keep a watchful eye on those kids...even if they are only out
of your sight for a few seconds, its long enough for them to get in
trouble around the water. Last, wear one on boats even if you don’t
have to. In an emergency, you may not have enough time to put it
on.
Thanks for reading, buckle up those PFDs and seat belts, and be
safe!

Summer in Oklahoma is synonymous with lake season for a
lot of people, but most people don’t envision a day on the lake
ending with a night in jail.
For Robert Chance Larson, 19, this is exactly how a day with
friends ended. The Burns Flat teen was arrested after an Oklahoma State park ranger found alcohol and marijuana in his vehicle.
On June 30, a park ranger at Foss State Park was on patrol
when he noticed a female drinking beer in a group of young
people. He watched as she finished the beer and attempted to
sink it under the water.
The park ranger drove to where the group was and, according
to the affidavit, the people in the group started to act nervously
when they saw the ranger.
Everyone in the group admitted to being under the age of 21. The female that had been
drinking agreed to pick up litter instead of receiving a citation, but the ranger insisted on
speaking to one of her parents first.
After speaking to the girl’s mother, the ranger asked the group who of them had driven to
the lake and requested to search their vehicles to check for more alcohol.
When the ranger approached Larson’s truck, the teen was holding a bottle of liquor. He
told the ranger it was his, but he didn’t know that it was in his vehicle. The ranger poured out
the remaining liquor and smelled the odor of marijuana coming from the truck.
Larson told the ranger that there was marijuana, a pipe and a grinder inside the vehicle.
He added that the items were “all his” and did not belong to anyone else in the group.
The ranger put Larson into handcuffs and placed him in the patrol car.
The parents of the remaining members of the group were called and the minors were allowed to leave.
Larson advised the ranger that he had a joint in his pocket. The ranger located the joint
and, after searching Larson’s truck, found marijuana, drug paraphernalia and a bottle of
whiskey.
Larson was transported to the Custer County Detention Center.
Larson is being charged with possession of controlled substance within 1000 feet of a
park, minor drinking beer in public place and unlawful possession of drug paraphernalia.
His bond was set at $5,000 and he is scheduled to appear in court on Aug. 16, 2013.

OK Jailbirds is cooperating with the efforts of Oklahoma Department of Human Services to impact the huge
social problem of irresponsible parents who are not paying the child supports ordered by our courts.
If these biological-only parents won’t honor the courts order, perhaps public shame will get their attention.
If you know how to reach any of the Deadbeat Parents found on this page, please call the Oklahoma Department of Human Services

Importance of Child Support
Children are our future and child support helps make sure they
have a chance at a productive life. Children have the right to get
support from both parents and do not lose this right when a
parent leaves the home.
When children do not receive child support, they can:
Suffer both Emotionally and Physically
Live within a Reduced Standard of Living
Have their Basic Needs Unmet
Become Non-Supportive when they become Parents.
When one or both parents do not support their children,
taxpayers often pay the cost of raising children. When children
receive public assistance and their parents pay no child support,
all taxpayers bear the cost of supporting the children.

A man driving a stolen car that went into a ditch
fl agged down the wrong person for help.
Dean Gangl, 40, of Richmond, Minn., unwittingly asked an off -duty sheriff ’s deputy to help
him pull the vehicle out of a ditch along Benton
County Road 4 west of Foley, Minn., Sheriff Brad
Bennett said.
The deputy, who came upon the stranded motorist at while he was on his way home, noticed that
the vehicle in the ditch matched the description of
one reported stolen hours earlier in St. Cloud. The
deputy radioed to dispatchers, who confi rmed the
man was driving a stolen car, Bennett said.
The deputy arrested Gangl and found that he
was in possession of a white crystal substance.
Gangl tested positive for methamphetamine, Bennett said.
He was taken to the Benton County Jail and
charged with being in possession of controlled substance and possession of a stolen motor vehicle.
A house burglar was arrested at a court when he
showed up for another case, police said. The man
kicked in the back door of a home and entered
but ran off when a teenage girl who was lying on
a couch saw him and started screaming, Nassau
County police said.
The girl identifi ed the 49-year-old man, who
had multiple prior arrests for burglary, in a photo
lineup, they said.
The man, from Bayville, was arrested by an offi cer when he went to First District Court for an
unrelated issue, police said. He was charged with
second-degree burglary.
A Perth man has been charged with drink driving three times in 24 hours, his menacing spree
ending with a bizarre incident at a police station.
The 46-year-old was fi rst stopped by Boddington police in the Perth hills and charged with driving under the infl uence and driving with a suspended license.
He was spotted driving his car again a short time
later and arrested for drink-driving, police said.
The man’s car was impounded in the Boddington police station but early the next morning, the
man allegedly jumped over the fence of the police
station, broke open a padlock on a back gate and
drove away in his car.
He was caught and arrested again three hours
later and charged with three counts of driving under the infl uence; three counts of driving while under suspension and one charge of trespass.
He’s been refused bail.

Robbing your friend’s house the day you get released from jail
probably isn’t the best idea, even if you really do need your eagle
feathers, backpack and Indian smoking pipe.
On June 12, an Elk City Police officer was dispatched to a residence to investigate a robbery. According to the affidavit, the victim told him that Robert Elias Najera, 22, had entered his house
while he and his fiancée were sleeping and had stolen his car keys,
Magnum revolver, money and jewelry.
The victim said Najera had also removed his personal property
from the vehicle, and had taken the victim’s cell phone.
Later that day, the victim told him that Najera had used the
stolen phone to text his fiancée and told her he was on his way
to California. The officer attempted to call the phone, but no one
answered.
The officer went to a residence while searching for Najera. A woman denied knowing Najera, but gave the officer consent to search her home.
The officer announced his presence by saying, “Elk City Police Department! Robert, come
out where I can see you!”
Najera came out of a bedroom and was detained by the officer. He told Najera he was being
accused of stealing from his friend. Najera denied knowing anything about the stolen gun.
He said that he was simply trying to get back at the friend for stealing his cell phone at a
previous date.
Najera told the officer where he had hidden the stolen gun and that he had a bag of marijuana in his front pocket.
Najera was booked into jail and admitted to stealing items from the victim’s home. He said
he removed his property from the victim’s car and went back inside and took the other items.
The victim woke up, but Najera lied to him and said he had to meet his probation officer and
left.
The next day, a dispatcher gave the officer a written note from Najera that said he had a
case open for second-degree robbery in California. The officer confirmed that Najera had a
warrant in California with full extradition.
Najera is being charged with first-degree burglary, burglary in the second degree, knowingly concealing stolen property, possessing firearms after conviction or during probation,
and possession of a controlled dangerous substance. His bond was set at $100,000 and he is
scheduled to appear in court on July 11, 2013.

Law-abiding gun owners
should not face felony
charges and jail time for
simply boarding a bus with
a firearm, according to the
author of a bill approved
by the Oklahoma House of
Representatives in May.
Under current law,
anyone found boarding a
bus or other form of public
transportation with a firearm, concealed or otherwise, is guilty of
a felony. House Bill 1558, by state Rep. Paul Wesselhöft and state
Sen. Kyle Loveless, would allow licensed gun owners to board a bus
with their firearm without fear of reprimand. The legislation was
approved by a 79-12 vote and proceeds to the Oklahoma Senate for
a final vote to determine whether it will be sent on to the governor’s
desk.
“In my time in the Legislature, I have run into so many curious
laws on the books,” said Wesselhöft. “Law-abiding gun owners
aren’t familiar with these obscure statutes regarding guns, but they
could face a felony charge. The intent of the Second Amendment
is to give individuals the right to defend themselves. When state
law makes it so complicated and difficult to exercise that right then
reform is needed. I think that’s why we saw bipartisan support of
the bill.”
Wesselhöft said the main concern of opponents is a misguided
fear of law-abiding gun owners.
“The data is very clear on this,” he said. “Criminal and mentally ill
individuals who do not legally have access to guns are the ones that
are using them to hurt people. It is not common for a law-abiding
gun owner, like the ones this bill supports, to commit crimes.”

If you ever feel wronged by someone, you should probably think twice
before threatening to kill their family
and burn their house down.
Arthur Beverly Farrand obviously
didn’t think things through before he
decided to seek justice by the sharp
blade of a knife.
The 51-year-old Longdale man was
arrested after he threatened to kill a
man’s family and burn their house
down.
When confronted, he didn’t deny
the accusation, but justified his actions by telling police that he was
“tired of being treated poorly.”
According to the affidavit, a Blaine County deputy received report of a man threatening people with a knife on June 16.
The man, identified as Farrand, told the deputy he pulled a
knife on a victim.
The deputy spoke to two men, who were related; they both
said that Farrand had threatened them with a knife and one said
that Farrand had threatened to kill his family and burn his house
down.
One of the victims was able to get the knife away from Farrand
and gave the weapon to the deputy.
The deputy received nine statements and 10 signatures that
verified Farrand threatening the victims.
Farrand was arrested and told police that he knew he “screwed
up today.”
He is being charged with threatening an act of violence and his
bond was set at $7,500. He was scheduled to appear in court on
July 10, 2013.
A bad day to screw up

Jake R: How is somebody with such a bad

Police said the children’s mother called them and said she
was fighting with her ex-boyfriend, Cody Lee Panther, and he

On June 27, the Cordell Police Department received a radio transmission about a stolen vehicle. According to the affidavit, dispatch
advised that the vehicle had been taken about 45 minutes earlier
from a dealership in Clinton.
A Cordell police officer saw the vehicle pull into a gas station and
he drove in behind the car and activated his lights.
The officer exited his vehicle and placed the driver at gunpoint.
The driver, Tasha Marie Lawrence, 24, asked the officer what was
going on and said, “I’m just on a test drive!”
The Weatherford woman complied with the officer’s demands to
exit the vehicle.
Police asked Lawrence for her identification and she instructed an
officer where to find it in her purse. While looking through the purse, officers found three
insulin-type syringes and a metal spoon with burn markings on the underside and dried
residue on the top.
Police received verification that the dealership was filing an unauthorized use of a motor
vehicle. They were able to verify the identity of the vehicle as the one missing and the ignition
key had a yellow sticker with the dealership’s name on it.
Lawrence was arrested and booked into jail.
Later that day, Lawrence agreed to speak with police. She explained that she and her son
were looking at vehicles and she asked an employee at the dealership if she could test-drive
the car. He said yes and she and her son drove off of the lot.
Lawrence said she was on route to Cordell to show her ex-boyfriend the car when she
pulled into the gas station where police detained her.
She kept telling police that she had permission to drive the vehicle, but said she didn’t have
permission to drive to Cordell. She added that she didn’t think that it was an unreasonable
test drive.
When asked about the syringes and spoon found in her purse, she explained that she used
the spoon to prepare narcotic pain relievers for injection. The residue on the spoon fieldtested positive for cocaine.
While conducting an inventory of the purse, the officer found a small socket full of ash that
field-tested positive for marijuana.
Lawrence is being charged with unauthorized use of a vehicle, possession of controlled
dangerous substance and unlawful possession of drug paraphernalia. Her bond was set at
$30,000 and she is scheduled to appear in court on Sept. 10, 2013.
