We often receive calls asking if there is a price to keep
someone out of our publication. The short answer to that
question is NO! OK Jailbirds has never accepted money or
favor to not publish a photo.
We hear many times from people that the arresting
offi cer of someone at the jail told them all they have to do
is pay us money and we will not publish their photo. This
is NOT true. We feel that taking money in exchange for
not publishing an arrest photo is extortion and, as such,
should be a crime.
There are companies who do take money to remove a
person’s arrest information. OK Jailbirds never has and
never will. If an arrest doesn’t make our paper, it is only
because we didn’t receive it or we didn’t have a photo we
could match up.

Dwayne L. Roush, of Yukon, a
physician practicing in Purcell, has
pled guilty to failing to file a federal
tax return for 2011.
Roush was charged by information on May 22 with failing to file a
federal tax return for 2011. As part
of his guilty plea, Roush agreed to
pay restitution to the Internal Revenue Service for six tax years, including 2007, 2008, 2009, 2010,
2011, and 2012. In addition, Roush agreed at the plea hearing that the total tax loss to the IRS is between $200,000 and
$400,000.
At sentencing, Roush faces up to one year in prison followed
by one year of supervised release. He also faces a fine of up to
$250,000 and an order to pay mandatory restitution. A sentencing date will be set by the court in approximately 60 days.
This case is the result of an investigation by IRS Criminal Investigation and is being prosecuted by Assistant U.S. Attorney
Julia E. Barry.

A Volusia County Sheriff’s Office deputy positioned
along State Road 415, in Osteen, Fla., spotted a car go by
and noticed the passenger - a rather large man - wasn’t
wearing his seat belt. When he stopped the vehicle, the
deputy immediately noticed that both the driver and
passenger were nervous. And he also noticed that the
passenger still wasn’t wearing his seat belt.
Schuylkill County residents may want to think twice
about drinking the water after a Pennsylvania water plant
employee was charged with urinating into a filtering unit
while he was at work back in April. Paul Herb allegedly
peed into a filter while he was working for the Schuylkill
County Municipal Authority. The SCMA treats drinking
water for people living in the area around Pottsville.
A Montana man was arrested for driving under the
influence after Gallatin County deputies say he drove
drunk to bail his wife out of jail for her DUI arrest hours
earlier.
62-year-old Rick Fancher of Big Sky was arrested and
charged with this third DUI.
Prosecutors say jail staff reported Fancher left the
jail at 3:30 a.m. after trying to post bond for 44-yearold Stacey Jo Fancher. She had been arrested for aggravated DUI with a blood-alcohol level of 0.201. A deputy
stopped Rick Fancher’s pickup near the jail. Court records say his blood-alcohol level was 0.159.
An Orange City, Fla., woman has been accused of trying to shoplift seven lobster tails from a Publix by stuffing them down her pants. The tails are priced at $11.99
a piece, so Nichole Reed was allegedly trying to swipe
almost $84 worth of seafood. According to police, the
30-year-old planned to swap the shellfish with a friend
for some Chinese food. Reed also said that she might
have attempted to trade the tails for Dilaudid, a painkiller. The Chinese food was put on hold as Reed was
charged with theft from a merchant and taken to the
Volusia County Branch Jail.
Casselberry, Fla., Police have identified the crossdressing burglar and his accomplice who allegedly stole
18 TVs from Wal-Mart over nearly a month period.
James William May, the cross dresser, and Andre Deshawn Williams, 23, stole the TVs through the roof of the
gardening center in burglaries at store from April 12 to
May 19. Although the store is open 24 hours, the gardening center is closed at night. They managed to climb up
shelving, hoist up the TVs and slip them through fabric
panels that acted as the ceiling in the gardening center,
police said in a report. In all, they took 18 TVs and one
desktop computer with a total value of about $10,000.
New Orleans police say a man held a woman at gunpoint in her home and demanded sex. However, the
crime never happened because the man dozed off. Police say 21-year-old Darkyus Raymond gained access to
the victim’s home and waited for her to return. When the
21-year-old woman arrived at home, police say Raymond
held her at gunpoint and demanded to have sex with the
victim. At some point, Raymond fell asleep and police
say the victim called authorities. Raymond was booked
on charges of false imprisonment with a weapon, aggravated burglary and an outstanding warrant.

Summer is upon us, school is
out, and the time for recreation
and fun in the sun is here! With
summertime comes traffic to and from the lakes, as well as
numerous other endeavors that you can enjoy across the state,
including camping, riding horses, motorcycles, and atv’s, and other
activities too numerous to list here. One thing that a lot of these
activities have in common is towing something to and from these
locations. I’ve touched on this before, but it never hurts to re-visit
basic safety issues to keep in mind when towing a trailer, so here
goes!
One of the most important safety features that trailers come
equipped with are the safety chains or cables. These are required,
and must be in use when towing. These chains keep the trailer
attached to the vehicle should the coupling device break or
otherwise become disengaged. These chains or cables shall be of
sufficient size and strength to prevent parting from the towing
vehicle. A helpful hint when connecting your stay chains or cables
is to cross them under the tongue of the trailer. The stay chains or
cables must be attached in a manner to prevent the tongue from
falling to the ground, and crossing them allows the chains to catch
it if it should come off the coupling device.
Some larger trailers come equipped with an emergency
breakaway device. This device has a cable coming from it that must
be attached to the vehicle. If the trailer becomes disconnected from
the vehicle, when the cable is pulled tight, it automatically applies
the trailer brakes, preventing it from free-rolling. This device is
required on all trailers with a GVWR of 3000 lbs or more. Speaking
of brakes, state law requires that all brakes be maintained and in
good working order!
If you are breaking out this trailer for the first time since winter,
it’s a good idea to check the tires. Tires that sit for a long time
develop dry rot, flat spots, and lose pressure. Make sure that your
tires are in good working order, still have sufficient tread, and
check the pressure. Run the tires at the manufacturer’s suggested
psi for optimal performance.
Last but not least, we come to trailer lights. Make sure that all
your lights are functional. Plug them into the towing vehicle, and
check them all! Don’t assume that if they work in the daylight,
they will work at night, go ahead and check them with the towing
vehicle’s headlight switch turned on as well. If you are towing
more than one thing; in other words, towing in combination, only
the rearmost trailer’s lights must be operational.
Summertime is recreation time, and getting our toys to our
destination and back safely is the responsibility of every safe,

A conniving Clinton couple is being charged
for possession of CDS after they tried to conceal
a bag of paraphernalia during a traffic stop on
July 1.
According to the affidavit, a Clinton police
officer was on patrol in the 1500 block of Gary
Boulevard when he saw Jason Scott Pedro, 31,
drive by. He asked dispatch to check the status
of Pedro’s license, and he was advised that is
was suspended.
The officer momentarily lost sigh of Pedro, but
soon located him standing next to his vehicle in
the parking lot of 208 North 14th Street. When
the officer drove up to Pedro, he saw the man
hand an unknown item to passenger, Blanca Sofia Roque, 30.
The officer met with Pedro and asked him for
insurance verification. Pedro was unable to produce the document, so the officer placed him under arrest.
During an inventory of Pedro’s vehicle, the officer found a handrolled cigar containing marijuana in a cigarette box in the front seat.
He also placed Roque under arrest, and another officer placed her in
his patrol car to be transported to jail.
Before securing her in the backseat, the officer asked her if she had
anything illegal on her person. She told him Pedro handed her a bag
when they saw the officer pull up. She handed it over to police, and
the officers found a digital scale, two syringes and plastic baggies.
Roque is being charged with possession of controlled dangerous
substance within 1,000 feet of park and unlawful possession of drug
paraphernalia. She was released on a $10,000 bond.
Pedro is being charged with possession of controlled dangerous
substance within 1,000 feet of park, carrying weapons, driving with
license suspended and unlawful possession of drug paraphernalia.
His bond information was unavailable at time of publication. They
are both scheduled to appear in court on August 1, 2014.

An intoxicated Sayre woman claimed a police officer told her
she needed to go on a drive after taking an Ambien and crashing into a ditch. Unfortunately, she took a child along for her
medicine-induced joy ride.
On June 28, a state trooper investigated a one-vehicle collision near mile marker 19 on I-40 in Beckham County. According to the affidavit, when he arrived, he saw a car that had
driven off the side of the road.
A Sayre officer on scene told the trooper the driver and a child
were still in the car, but they had been checked by EMS and
both were OK. The officer said the driver was drunk, and he had
removed a pistol from the car.
The trooper made contact with the driver, Sonya Melissa Wildcat, 49, and asked her what
happened. In slurred speech, she asked him why he had stopped her. He informed her that
he didn’t stop her, but she had wrecked. Wildcat then said she ran off the road in the rain.
While speaking to her, the trooper noticed that her eyes were bloodshot and droopy and
she smelled like alcohol. She admitted to having a couple of drinks.
The trooper saw that she was barefoot, but she refused to put on her shoes. He asked her
to step back to his patrol car; she exited her vehicle, then told him no. Since she was very
unsteady on her feet and visibly intoxicated, the trooper placed her under arrest.
She also told the trooper that she had taken three prescription medications, but refused to
tell him what they were, instead telling him he could get them from her lawyer.
Before going to jail, Wildcat agreed to speak to the trooper and told him she had had one
beer and taken some prescription meds. She later said she had taken an Ambien and knew
“damn sure [she] shouldn’t go anywhere,” but a police officer told her she needed to.
Wildcat is being charged with child endangerment by driving under the influence, possession of a firearm during commission of a felony and driving a motor vehicle while under
the influence of alcohol and drugs. She was released on a $5,000 bond and is scheduled to
appear in court on October 14, 2014.

Some might say that sin is
“doing something wrong
or breaking the law,” while
others might say that sin
is “hurting another person
or taking an innocent life.”
Still others might deny the
very existence of sin, saying
that there is no such thing
as right or wrong– in short, that there are no real absolutes in this world.
However, most people agree (regardless of culture) that there are certain
actions that are wrong, and should be punishable by fines, imprisonment or
even death.
Even the person who “doesn’t believe in right or wrong” would have a hard
time observing a maniac rape and murder a small child, and say that what
happened to them was not a crime.
Sin is a terminal disease that eats away at the very heart of this planet. It
destroys individual people, families, cultures, even the earth itself. Our world
is defiled by it, yet most people cannot even give a definition of the word, or
grasp the true gravity of the situation. What is sin? Surely sin is more that ten
different opinions from ten different people. Is there any final authority on
this subject?
The Bible says that sin is a heart condition. It is a condition of rebellion
against God, which stems from pride. The Bible even refers to pride as
“original sin.” The Hebrew definition of the word sin means “to miss the
mark.” God created us to be like Him, but our pride and rebellion make us
fall far short of that purpose. Our actions, though they may be “sinful” are
really only the fruit of our rebellion against God. Our outward actions merely
mirror our true inner condition. It is our true inner condition that God is
concerned with. He knows the “real you” better than you yourself do, because
he sees “the inner man” and all your secret thoughts and motives.

An Ohio man is arrested on sex crimes charges after
police say he took park in sex acts with inflatable rafts,
again.
Hamilton, Ohio, police charged Edwin Tobergta.
Investigators say someone saw him performing simulated sex acts with a pink raft on Route Four.
He’s facing charges of public indecency and contempt of court for failing to show up in court on a previous charges. Tobergta has eight previous arrests.
He’s been arrested multiple times in the past for
similar accusations including having sex with an inflatable Santa and Pumpkin. Last November, a judge
sentenced him to 11 months in jail for a similar sex act.
That time a mother and her eight year old daughter
witnessed it.

A Thomas man was arrested on June 22 after
a state trooper found marijuana in his backpack
during a traffic stop.
According to the affidavit, the trooper was patrolling Sandy Cove Rec Road in Blaine County
when he observed a vehicle traveling 26 mph in a
20 mph posted zone.
The trooper pulled the vehicle over and asked the
female driver to have a seat in his patrol vehicle.
She smelled slightly of alcohol and her speech was a little slurred.
She admitted to drinking a mixed drink earlier that evening, but told
the trooper her slurred speech was due to a car accident she had been
in.
When he checked her alcohol level on the portable breath tester, she
was well below the legal limit.
Her passenger, 30-year-old Edwin Lee Jackson, was not so lucky.
The trooper asked him to step out of the vehicle, and noticed that
Jackson had a backpack between his legs.
When the trooper opened it up, he smelled marijuana and found a
small piece of aluminum that contained a green leafy substance.
Jackson said the backpack was his, but the marijuana wasn’t. Jackson told the trooper that even though it wasn’t his, he understood he
would be charged with it since it was in his possession.
The trooper also found an unused syringe in the backpack, and he
asked if there was anything in the backpack that would poke him.
Jackson told him the syringe belonged to his cousin, who had diabetes.
While the trooper was placing him under arrest, Jackson mentioned
that he had a warrant out of Custer County.
On the way to the sheriff’s officer, Jackson told the trooper his brother had been using the bag and probably left the marijuana in there.
Jackson is being charged with possession of controlled dangerous
substance and unlawful possession of drug paraphernalia. He is being
held in lieu of a $5,000 bond and is scheduled to appear in court on
July 10, 2014.

Drinking 12 beers by yourself just might render you unable to operate a vehicle properly. Unfortunately for Bessie man Dustin Trent Shackleford, he didn’t seem to realize that until it was
too late and he was too drunk.
According to the affidavit, a Washita County
deputy was on patrol the evening of June 23
when he saw a vehicle parked near County Road
E1120 with its headlight shining. The deputy
drove up to the vehicle and saw the driver, later identified as Shackleford, leaning over into the passenger’s seat. The deputy turned
around to get behind the vehicle, and the vehicle pulled forward approximately 20 yards before coming to another stop.
The deputy exited his patrol car and asked Shackleford to exit his
vehicle with his driver’s license. The 34-year-old man opened the
door and stepped out, almost falling down in the process. He was
unable to stand without holding onto his door, had red watery eyes,
a pale complexion, and he was shaking and smelled like alcohol.
The deputy asked him if he had any medical issues and needed an
ambulance. Shackleford told him he was diabetic, but wasn’t having
any issues and had eaten within the last eight hours.
Luckily for the deputy, Shackleford knew just what his problem
was! He told the deputy that he was intoxicated and had consumed
about 12 beers. He was so intoxicated that he was unable to stand up
for field sobriety tests.
The deputy placed him under arrest and transported him to jail.
Shackleford had trouble following jailers’ instructions and couldn’t
remember the telephone number he wanted to call.
Shackleford is being charged with driving under the influence of
alcohol, transportation of an open container of beer, failure to pay all
taxes due state and failure to carry security verification form. He was
released on a $5,000 personal recognizance bond and is scheduled
to appear in court on August 8, 2014.
