A pre-school teacher and her husband are accused of chaining their
14-year-old twin sons to furniture and beating them as a form of punishment.
Brian and Shauna Paque of Texas were both arrested in April and
charged with child abuse after one of their sons ran crying to a Decatur
police headquarters.
The parents were recently released on bond and Shauna Paque resigned
from her job as a pre-school teacher for the Decatur school district where
she was an employee for 11 years. Brian Paque is also a former teacher.
Reports state the boy had a bruised throat, a footprint on his back, and
other injuries when he arrived at police headquarters.
'[He] came through the door crying and everything, just begging for
help,' said Decatur Police Chief Rex Hoskins.
The boy told police that his mother choked him and hit him over the
head with a pan.
Police found the boy's twin brother at an apartment complex nearby.
He told police that his father unchained him so he could look for his
brother who ran off with a camera.
In the arrest affidavit, Shauna Paque admitted to choking her son while
trying to get a camera away from him with footage of the alleged abuse to
prevent him from giving it to the authorities.
'He got a video camera and he was going to film his mother beating his brother,' Hoskins said.
Shauna Paque later guided police to her home where she hid the chains used to restrain her
sons.
She showed police how she used the chains to attach her sons to furniture.
'Shauna wrapped the chain around Investigator Pawley's ankles a couple of times, then advised
that they would use a padlock to lock the chains in place,' said an officer.
Shauna and Brian Paque are free on $20,000 in bond and face multiple felonies. The boys told
police the abuse has been going on for over 10 years.
'They told us this abuse they were describing to us had been going on since they were four,'
Hoskins said.
The boys were removed from the home by Child Services until an investigation is complete.

Christopher H. Hensley, 57, of Yukon, pled guilty June 23rd in federal court to conspiracy to bribe a public official at the Corpus Christi Army Depot.
Hensley is the founder and president of Aerochem, Inc., based in Oklahoma City.
Aerochem manufactures paint remover products, and it sold these products to Tinker
Air Force Base and other military bases for several years.
On June 9, 2015, Hensley was charged by information with conspiracy to bribe a
public official at the Corpus Christi Army Depot (“CCAD”) in Corpus Christi, Texas.
Aerochem started selling paint remover products in 2010 to CCAD. According to the
information, Hensley and Soney E. Beesley, a former Aerochem officer, developed a
relationship at CCAD with Richard Balderas, Jr., a supervisor of a CCAD division that
stripped paint off military helicopter parts. Hensley and Beesley provided entertainment, wire transfers, and more
than $3,000 in cash to Balderas in exchange for his favorable treatment of Aerochem’s business interests at CCAD.
At the plea hearing, Hensley admitted that he approved of Beesley taking Balderas out to gentlemen’s clubs in
Corpus Christi and using Aerochem money to buy a $2,600 football helmet for the football team of Balderas’ son.
In December 2014, a grand jury returned a six-count indictment against Hensley, charging him with bribing a
public official, conspiracy to commit bribery, and making false statements to the government about an Aerochem
product’s conformance with government military specifications. Under a plea agreement, the government will dismiss the indictment. At sentencing, Hensley faces up to five years of prison and a $250,000 fine for the conspiracy
count. Hensley will be sentenced in approximately 90 days.
Hensley is the fourth defendant to plead guilty to an Aerochem bribery scheme involving Tinker and CCAD.

With all the water we have
received this year, there seems
to have been a large number of
drownings so far on Oklahoma lakes and waterways, the majority
of which could easily have been prevented. I am going to cover
some of the rules on wearing Personal Floatation Devices, as well
as some strong suggestions regarding them, in the hopes that we
can slow down this alarming trend!
First, let me just say that there are 5 types of PFDs. I’m not
going to get into their descriptions, just which types are required
for what situation. All PFDs must be U.S. Coast Guard approved,
and used in accordance with their label. The label will also state
the type. All vessels must carry one wearable (Type I, II, III,
or V) USCG approved PFD for each person on board or being
towed. In addition to that, vessels 16 feet in length or longer
must have one Type IV USCG approved PFD on board and readily
accessible. Oklahoma Law requires that all children under 13 years
of age wear an approved PFD whenever underway in a vessel less
than 26 feet in length. Each person on a personal watercraft or
sailboard must wear an approved PFD. Anyone being towed on
water skis or similar devices must wear an approved PFD. Ski belts
are not approved PFDs.
Now, besides being USCG approved, all PFDs must be: In good
serviceable condition. They must also be readily accessible. Readily
accessible means you must be able to put the PFD on in a reasonable
amount of time in an emergency. PFDs should not be stowed in
plastic bags, in locked compartments, or have other gear stowed on
top of them. They must also be of the proper size for the intended
wearer. Sizing for PFDs is based on body weight and chest size. A
good way to test this, especially for children, is to put it on, adjust
the straps, and have the wearer raise their arms up, and try to pull
it up off them. If it can come off, it is not the right size for the
wearer.
Those are the requirements, so now lets talk about the
suggestions. If you have children in or around water, make
sure they have a PFD on. Air mattresses, floaties, and other toy
floatation objects don’t count. There have been way too many
stories of toddlers near the water’s edge falling in and drowning,
and these could be prevented by following this suggestion. Also,
keep a watchful eye on those kids...even if they are only out of
your sight for a few seconds, its long enough for them to get in
trouble around the water. Last, wear one on boats even if you don’t
have to. In an emergency, you may not have enough time to put it
on. Thanks for reading, buckle up those PFDs and seat belts, and
be safe!

A mother and daughter allegedly beat up a woman at a birthday party on June 20.
Apparently, it all began when they found
21-year-old Ocean Marie Bone (daughter/sister of
the suspects) of Weatherford punching and hitting
the victim’s car.
All hell then broke loose after she told them, “No
one sticks up for me when I’m getting my ass beat!”
According to the police report, a Custer City police officer was dispatched to the 700 block of Main
Street shortly after midnight to investigate the incident. He found the unresponsive victim lying in the yard, surrounded by
beer cans.
A woman on scene told the officer Sara Rose Perzanowski, 25, and Shirley
E. Manter, 42, both of Custer City had attacked the victim.
While speaking to witnesses, Bone approached the officer and started yelling loudly and interrupting him. She also told him to shut his “f------ mouth.”
He placed her under arrest.
Another witness told the officer that Bone had attacked the victim’s vehicle, destroying the paint and breaking the driver’s side mirror.
Manter said she didn’t hurt the victim -- she only touched her when she
tried to break up the fight between Perzanowski and the victim.
Other witnesses told a different story. They said the mom and daughter
tag-teamed the victim. They grabbed her hair, punched her in the face, and
hit her in the knee.
Perzanowski said when she found her sister attacking the car, “Sisterly
instinct kicked in...took over.”
The victim’s father told police his daughter, and other people, heard the
suspects say they “were going to beat her to death.”
Bone pled guilty to the charges of obstructing an officer and malicious
injury to property under $1,000. She is scheduled to appear in court when
she completes her deferred sentence on June 22, 2016.
Manter is being charged with aggravated assault and battery and permitting invitees under 21 to possess or consume alcohol. She was released on a
$400 bond and is scheduled to appear in court on August 7, 2015.
Perzanowski is being charged with aggravated assault and battery. She
was released on a $400 bond.

Noodling or hand fishing is extremely popular, but can be very dangerous
too. Noodling at night can be even more
dangerous, and has resulted in several
noodlers drowning, over the past few
years. Regulations were changed, last
year, making it illegal to noodle at night.
These noodlers were caught illegally
noodling at night on June 11, 2015 at
Robert S. Kerr Reservoir. Oklahoma
Game Warden J.D. Stauffer (Haskell
Co.) apprehended them with one large Flathead and a smaller Blue catfish, both caught
well after dark, driving around the lake in a pontoon boat without required navigation

do anything the guy was already in jail for assaulting his gf. That was 6 years ago and still

stone cold drunk, get in and drive off, in front of the police. When asked if they are going to
bust them for drunk driving, said cop replied with “ no we ain’t going to bust them, if we did

the police that they broke into a place, or that they actually stole what the cop was asking
them about, yet the police did nothing, just thanked them and told them to have a nice day.
Oh wait did I also mention how said person threatened to beat the crap out of someone in
front of the police, and they still did nothing. The only person they got mad at was the one
that called them and told them which city ordinance they was breaking, when they trashed
that persons yard.

he broke into a house, beat up the
homeowner, and took an item and
jewelry Wednesday morning.
Authorities said Brian Masingale
was tracking an iPad that was stolen
from his parents house. The tracking led him to a friend’s house where
Masingale searched the house for
other stolen items. Masingale said he
found a small bag of jewelry that belonged to his parents.
Police say that’s when Masingale
beat the homeowner with a baseball bat. The man is expected to be okay.
Masingale called police to give them his side of the story.
“Upon further talking with him, he believed what he was doing was right. Rather
than getting the police involved, he was just going to recover the property himself,

Police say he confessed to everything. Masingale was arrested for assault with a
deadly weapon and first degree burglary.

I see people on the news who say why didn’t you just call the police, ‘because I was here and

5700 worth of electronics stolen from her and there were witnesses to who did it in broad
daylight that actually told the police who did it, and still no arrest.

A Carter man allegedly hit a man
with his truck on June 26. He said it
was an accident, but he also fled the
scene after it happened.
An Elk City police officer was dispatched to the parking lot of a store in
the 2700 block of W. Third shortly after 3 p.m. because a man had been hit
by a truck. When he arrived, he found
a man and woman arguing. The man
was hopping and trying to walk.
According to the affidavit, the officer
approached the quarreling couple and
asked them what happened. The man yelled that the woman
was cheating on him, and her other boyfriend hit him with a
truck.
The woman said she went to lunch with a friend, and when
he returned her to work, she said the victim was trying to see
who was in the truck that dropped her off. She told the officer
the victim was “acting crazy” and jumped in front of the truck.
The woman called her lunch partner, 28-year-old Clayton
Samson Hays, to come back to the scene. Hays said he didn’t
hit the man on purpose -- the victim jumped in front of his
truck.
The officer told Hays he shouldn’t have left the scene. Hays
said he left because he was on his way to the police department
to report the incident.
Hays was placed under arrest and taken to jail.
During the investigation, the officer obtained security footage from a local bank. The video showed the victim running
up to the truck. It also appeared that he jumped in front of the
truck, and the truck hit him, knocking him to the ground.
Hays is being charged with leaving scene of accident involving injury. He was released on a $5,000 bond and is scheduled
to appear in court on September 1, 2015.

Drinking while driving is bad -- driving down the road with three open beers and an underage drinker
is worse.
27-year-old Joshua Ray Tapaha of Seiling, and his 19-year-old passenger, Elk City man Henry Richard
Tapaha, were arrested June 21 after an officer stopped their party on wheels around 1 a.m.
The driver also tried to prepay his bail with a debit card, but it didn’t work.
A Blaine County deputy was cruising down Louie’s Lane, southwest of Longdale, when he noticed the
truck in front of him was driving slowly and weaving toward the ditch. He stopped the vehicle after he saw
it cross the fog line six times.
The driver, identified as Joshua Tapaha, had a beer in his lap.
The deputy could see that Henry Tapaha was holding a beer in his left hand. He asked to see the man’s
right hand. Guess what? He was holding a beer in that hand too.
The deputy grabbed the open containers and noticed that the truck was still in drive and the driver had
his foot on the brake. He reached in and placed the vehicle in park and took the keys out of the ignition.
Joshua Tapaha was being uncooperative during the stop and wouldn’t look at the deputy. At one point,
the deputy had to pull out his Taser.
Joshua then reached into his wallet and handed his passenger a bank card. When the deputy asked him
what that was for, he replied that it was for bail.
Due to the facts that Joshua Tapaha couldn’t drive and the vehicle smelled like the bottom of a beer
bottle, the deputy placed the men under arrest.
During the entire traffic stop, the driver kept telling Henry Tapaha not to tell police anything.
The officer put the men in patrol vehicles, and the deputy asked them for their IDs. Joshua Tapaha replied, “Nope. My license is already revoked.”
Henry Tapaha is being charged with public intoxication and transporting opened container of beer. He was released on a $1,000
bond and is scheduled to appear in court on July 28, 2015.
Joshua Tapaha is being charged with driving a motor vehicle while under the influence of alcohol, driving with license revoked,
and transporting opened container of beer. He was released on a $6,316 bond.

Noble woman Macy Leigh Green, 19, nearly ran a trooper off the road in Washita County
during a drug-fueled drive on the evening of July 1. When the officer told her to get on the
ground, she told him to just shoot her. She was placed in cuffs and taken to jail instead.
According to the police report, a state trooper saw a vehicle traveling southbound toward him on CR N/S 2050 at approximately 6:42 p.m. The trooper had to pull off in a
ditch to avoid being hit by the driver, later identified as Green. He then whipped around
his patrol car and chased after the vehicle.
Green continued driving, despite the siren and flashing red and blue lights.
During the chase, the trooper saw her throw something out of the window. She also ran
another vehicle off the road.
Green continued flying down the road, reaching speeds over 100 mph. She then went
airborne while crossing state Highway 152. She lost control of the vehicle, and it flipped a
few times before coming to a stop upside down.
Green crawled out of the window, and the trooper told her to get on the ground. She said, “Why? Just shoot
me.”
Instead, the trooper placed her under arrest.
Green told police she had taken a Xanax right before the high-speed pursuit. The trooper went back to the place
where he saw her toss something out of her car. He found a small plastic bag containing a white crystal substance
that field-tested positive for methamphetamine, a bag containing a green leafy substance that tested positive for
marijuana, and some Clonazepam pills.
Green is being charged with endangering others while eluding/attempting to elude police officer, two counts
of possession of controlled dangerous substance, driving a motor vehicle while under the influence of drugs and
driving left of center. Her bond was set at $10,000.

Two years ago, 77-year-old Charles Nieman and
his wife stopped at the Loaf-‘n-Jug convenience
store in Boise City to get gas. Nieman was outside
his vehicle when a Hispanic male walked up to
him and demanded his wallet. Nieman, who was
hard of hearing, turned to his wife and asked her
what the man said. Moments later, the suspect
shot Nieman in the head. The suspect ran from the
area. Nieman was rushed to a nearby hospital where
doctors pronounced him dead. The Boise City Police
Department requested OSBI assistance with the case.
Numerous leads were run by agents and local law
enforcement, but the suspect has not been identifi ed.
Today, on the second year anniversary of this case,
the OSBI is off ering up to $5,000 for information
that leads to the arrest and conviction of the man
who killed Mr. Nieman. Nieman would have celebrated his 55 wedding anniversary later
this month with his wife Lois. He is also survived by three children and six grandchildren.
