Sanford C. Coats, United States Attorney for the Western District of Oklahoma urges Oklahoma residents
and businesses to be aware of the potential for fraud in the aftermath of the recent devastating tornados.
The United States Attorney’s Office, along with the Department of Justice, the FBI, and the National Center for Disaster Fraud (NCDF), wants to remind the public that anyone can report fraud involving disaster
relief operations through the National Disaster Fraud Hotline toll free at (866) 720-5721 or the Disaster
Fraud e-mail at [email protected]. The telephone line is staffed by a live operator 24 hours a day, seven days
a week.
“I urge everyone to exercise caution and due diligence before giving to anyone soliciting donations on
behalf of tornado victims,” said United States Attorney Coats. “Regrettably, there are people out there that
will take advantage of this tragedy and your generosity for their own profit. Scams come in all forms - such
as email, phone calls, or mail solicitations. Be vigilant and cautious to whom you are giving your personal
information, and if it’s not a well-known, reputable charity, please do some research before making a contribution.”
Before making a donation of any kind, consumers should adhere to certain guidelines, including the following:
– Do not respond to any unsolicited (spam) incoming emails, including clicking links contained within those messages, because they may contain computer viruses.
- Be skeptical of individuals representing themselves as surviving victims or officials asking for donations via email or social networking sites.
- Beware of organizations with copycat names similar to but not exactly the same as those of reputable charities.
– Rather than following a purported link to a website, verify the existence and legitimacy of non-profit organizations by utilizing various internet-based resources.
– Be cautious of emails that claim to show pictures of the disaster areas in attached files, because the files may contain viruses. Only open attachments from known
senders.
– To ensure that contributions are received and used for intended purposes, make donations directly to known organizations rather than relying on others to
make the donation on your behalf.
– Do not be pressured into making contributions; reputable charities do not use coercive tactics.
– Be aware with whom you are dealing when providing your personal and financial information. Do not give your personal or financial information to anyone who
solicits contributions. Providing such information may compromise your identity and make you vulnerable to identity theft.
– Avoid cash donations if possible. Pay by debit or credit card, or write a check directly to the charity. Do not make checks payable to individuals.
– Legitimate charities do not normally solicit donations via money transfer services.
– Most legitimate charities maintain websites ending in .org rather than .com
If you believe you have been a victim of fraud by a person or organization soliciting relief funds on behalf of tornado victims, if you discover fraudulent disaster
relief claims submitted by a person or organization, or if you know about or suspect fraud involving disaster relief operations, you can report it through the National
Disaster Fraud Hotline, toll free, at (866) 720-5721 or the Disaster Fraud e-mail at [email protected]. The telephone line is staffed by a live operator 24 hours a day,
seven days a week.
You can also report suspicious e-mail solicitations or fraudulent websites to the FBI’s Internet Crime Complaint Center at www.ic3.gov.
“Investigators and prosecutors are ready to respond to credible allegations of fraud and abuse,” said U.S. Attorney Coats. “If you suspect fraud, please report it.”

Local authorities from the Canadian
County Sheriff’s Office and DHS made
a shocking discovery after they went to
a Union City man’s home and discovered he had sexually abused several
children.
James Alan Wall, 28, was arrested
and charged May 22 with four counts
of sexual abuse- child under 12, in Canadian County District Court.
Wall allegedly confessed his crimes
during questioning at his home. He
went into graphic detail about what he’d done to the children, one
just 5-years-old.
After his confession, the Secret Service was brought in to conduct
a polygraph test, and he admitted to abusing at least seven children
under the age of 10.
He is being held in the Canadian County Jail on a $200,000 bond.

Davis & DeRosa Execution Dates Set
The Oklahoma Court of Criminal Appeals set June
18 as the execution date for LeFlore County death row
inmate James Lewis DeRosa, 36, and June 25 as the
execution date for Kay County death row inmate Brian
Darrell Davis, 38.
In October 2001, DeRosa was found guilty and
sentenced to death for the fi rst-degree murders of
Curtis Plummer, 73, and Gloria Plummer, 70, both of
Poteau.
DeRosa was briefl y employed by the Plummers and
told several friends on multiple occasions he thought
the elderly couple would be an easy target to rob.
DeRosa’s friend Eric Castleberry, 21, agreed to help
with the robbery and Castleberry’s friend, Scotty White,
18, agreed to drive.
After being welcomed into the Plummers’ home,
DeRosa and Castleberry brandished knives. While the
couple begged and struggled for their lives, DeRosa
proceeded to stab the Plummers multiple times and
slit their throats. DeRosa and Castleberry left the scene
with $73 and the couple’s pickup truck. The truck was
ditched in a nearby lake.
Castleberry testifi ed at DeRosa’s trial in exchange for a
sentence of life without the possibility of parole. White
was charged with accessory after the fact to murder and
received two 25-year sentences with the last seven years on probation.
Davis was found guilty by a jury in January 2003 for the November 2001 fi rstdegree murder and rape of his girlfriend’s mother, Jody Sanford, 52, of Ponca
City. He was sentenced to death for the murder and 100 years for rape.
In November 2001, Davis was living with his girlfriend, Stacey Sanford. They
had ended the relationship, but he refused to move out.
The night of the murder, Stacey stayed at a hotel after Davis had been
drinking. Davis called Stacey’s parents looking for her and Jody Sanford
became concerned. Unable to locate her daughter, Jody Sanford went to
Stacey’s apartment.
While at the apartment, there was an altercation between Davis and Jody
Sanford. The next morning, Stacey found her mother’s body. She had been
beaten and stabbed six times. DNA evidence also showed Jody Sanford had
been raped.

Oklahoma Highway Patrol
Oklahoma has a lot of rural
areas, and is crisscrossed with
county roads. In those rural areas,
these county roads are traveled extensively, and as a result, around
50% of all accidents occur on them. The majority of those are due to
unsafe speeds. Most of these roads don’t have a posted speed limit,
so how is a driver to even know what the legal speed is? I’m going
to try and give some insight into that.
First, by state law, the speed limit on all county roads in the
state that aren’t otherwise posted is 55 miles per hour. Wait, you
might say...I heard the speed limit in my county on county roads
is 35, or 45. You are probably correct. The reason some counties
have a speed limit that is different on their county roads is because
the Board of County Commissioners for that county can set by
resolution a maximum speed limit for their roads. So how do you
know what the speed limit is for each county?
Posted on the county line marker, wherever a state highway
enters a county, and at all off-ramps where Interstates or Turnpikes
enter a county, there is a sign advising the driver of the speed limit
for non-posted county roads which will read as follows: ENTERING
________ COUNTY, COUNTY ROAD SPEED LIMIT _____MPH
UNLESS POSTED OTHERWISE.
Keep your eyes out next time you cross a county line, and see if
you see a sign like this, because they are out there. Now, if you don’t
see the signs, that means that in that particular county, the County
Commissioners did not change the speed limit on those county
roads, and the speed limit is 55 MPH as set by state law. For those
of you that would like to see this information, you can find it in the
Oklahoma State Statutes, Title 47-11-801F.
Now that we know the speed limit on these roads, lets talk about
the unsafe speeds that usually result in accidents. Most are due to
driving too fast on the type or roadway, specifically gravel, or on a
curve or turn. Just because the speed limit is 55, doesn’t mean that
you have to go that fast, and you should adjust your speed to the
conditions...if its gravel, and you are sliding around, you are going
too fast. Gravel is tricky, it doesn’t have the same grip as pavement,
and the depth and type of gravel all play a role in the traction you
have, which affects your stopping ability. If you are unfamiliar with
the road, be aware that it could be a T intersection, or a 90 degree
turn on the back side of a hill... adjust your speed to your abilities,
the conditions present, and potential conditions you may not know
about!

A Clinton man learned the hard way that you don’t try to fight
a police officer with a Taser.
On May 15, Clinton police responded to a call about people
screaming loudly in a cemetery. When police arrived, they
spoke to Zakkary Shawn Wayne Roman Nose, 20, and asked
him what was wrong.
Roman Nose began yelling and cussing at police, according
to the affidavit, and appeared to be extremely intoxicated; his
speech was slurred, his eyes were red and watery and he had a
strong odor of alcohol on his breath.
Roman Nose was placed under arrest for public intoxication.
When the officer tried to put Roman Nose in the patrol vehicle,
he began struggling and kicking his legs back and forth. One
of his legs had a large, hard cast on it. The officer pulled out
his Taser, placed it on Roman Nose’s chest and ordered him to stop kicking or he would be
“drive stunned.”
Roman Nose apparently didn’t believe the officer. He responded by bending his head down
and trying to bite the officer’s hand, which resulted in a sharp stun to his chest.
The stunned Roman Nose was taken to the Clinton Police Department and booked into
jail for the charges of public intoxication and assault and battery upon a police officer. He is
scheduled to appear in court on June 21, 2013.

Efforts to address cybercrime include activities associated
with protecting networks and information, detecting criminal
activity, investigating crime, and prosecuting criminals, . The
Administration has taken significant steps to better protect America
against cyber threats and has developed a pragmatic and focused
cyber-security legislative proposal for Congress to consider. The
proposed legislation is focused on improving cyber-security for
the American people, our Nation’s critical infrastructure, and the

In March, an investigator with the District Attorney’s office conducted a
follow-up investigation on a traffic accident that occurred in Custer County on
December 13, 2013. The accident involved Clinton man Berry Leaf Sewell, 38,
and two other victims. As a result of the accident investigation, Sewell was
found to be at fault in the accident.
The investigator reviewed the audio recording of a conversation that took
place in the patrol car of an Oklahoma Highway Patrol officer between Sewell
and an off-duty officer.
According to the affidavit, Sewell asked the off-duty officer, “He [OHP officer] gonna take me to jail?” The off-duty officer told Sewell, “You ain’t going
to jail.”
Apparently not happy with that answer, Sewell continued to make things harder on himself.
He then pleaded with the off-duty officer and said, “Get me out of it man. Help me man. I’ll put up
and give you fifty —“ The off-duty officer cut him off by saying, “No, quit it.” Sewell then asked if their
conversation was being recorded.
The investigator interviewed the officer in the recording who said he was not in uniform, but had
responded to the accident because he was a “social friend” of Sewell. The officer gave the investigator an accurate description of what had occurred and said he had not accepted or received anything
from Sewell.
Sewell was arrested on May 10 for the charge of bribing an officer and is being held on a $35,000
bail. He is scheduled to appear in court on July 9, 2013.

The OSBI is off ering a substantial
reward in a nearly six-year-old homicide
case in southeast Oklahoma.
In the early morning hours of September
17, 2007, Jasmon Howell, 18, was shot
multiple times while he was sitting in his
car in the 1900 block of Hillcrest in Idabel.
A friend drove Howell to the hospital
where Howell later died.
The Idabel Police Department requested
OSBI open an investigation.
Since then, agents have investigated numerous leads and have
made signifi cant progress. In fact, agents need only a few more
pieces of information to conclude the case. With that in mind,
the OSBI is off ering up to a $5,000 reward for information that
leads to the arrest and conviction of the person(s) involved in the
homicide.

the Elk City Police Department to report the robbery, which took place at
the 400 block of West 9th Street. The
victim described his assailant, later
identified as Robert Rainer, 30, as a
5’10” blond man, who had a reddish
goatee and several tattoos on his arms
and legs. The suspect had a metallic
colored knife about 6 inches long, the
victim said.
A little earlier that day, the victim received a phone call from a
woman asking for money, and he gave her $40. However, when the
woman got out of the car to get the money, he saw two men he didn’t
know sitting inside. Right after giving her the money, the suspect got
into the back seat of his car, held the knife to his neck and took his
wallet, saying “Give me that s---.”
The wallet had $420 cash, credit cards and his driver’s license.
The victim drove with the suspect in tow, with the intent of driving
to the police department, but his attacker got out while the car was
moving.
A detective found the woman and the other man, who both said
they saw Rainer get into the back of the car to rob the victim. In an
interview, Rainer said he started the incident to confront the victim
about “bad money” used to buy drugs. However, he denied robbing
him.
Despite this, Rainer admitted shaving after the incident in order to
ensure the victim wouldn’t be able to identify him.
Rainer faces a charge of first-degree robbery. He remains in custody and has court set for 9 a.m. July 9.

In Florida, a woman was arrested for
embezzlement after throwing her boss a
surprise party. The expensive celebration
aroused suspicion, and it was discovered
that the woman had been skimming money
off the company for 10 years, and eventually
accumulated 182 dollars. How punk rock is
that? She was charged with two fi rst degree
felonies. Maybe the boss shouldn’t risk having any more birthdays for a while.
Do you have to be high to enjoy certain video games? Apparently yes to Pac-Man, hence
his never-ending hunger. In South Carolina,
a 40 year old man attempted to smuggle pot
around in his vehicle. How? By stuffi ng it all
in a Pac-Man arcade game. The vehicle was
impounded. Looks like it’s game over for this
guy.
A man and a woman fi led a fake police report against a nearby drugstore, after allegedly fi lling purchased doughnuts with small
razorblades and then consuming them. This
was in order to get paid by the drugstore.
Worse, they made a fellow Dollar Tree employee try one as well. The fl aw in their plan
presented itself when policeman realized the
drugstore doughnuts had been packaged in
another state and shipped. Seriously, said the
vegan, just eat some broccoli.
When a Wal-Mart employee told a customer that they didn’t accept printed online coupons, I doubt he was prepared for the feisty
61 year old woman’s response. The assistant
manager got involved, and was called names
by the upset costumer. More employees followed her out to her car. “I have something
for y’all”, she declared as she waved around
a 38. special she had gotten out. The police
were called at this point, and she eventually
had to be tasered. The worst part? The coupon only saved $1.

What a pretty yard...
Debra Farinella, a 57-year-old Florida woman, has been jailed after she
allegedly stole more than 100 grave site decorations to decorate her home
and yard.
According to St. Cloud police, Farinella stole as many as 140 items from
Mt. Peace Cemetery in St. Cloud, including statues, lights, ceramic pedestals, sculptures, flowers and personal affects.
Even more shocking, Farinella reportedly stole items from the grave sites
of several children and used the items to decorate the inside of her home.
An investigation was launched last week when a city employee noticed
Farinella’s activities and was able to get a partial license plate number from her car. Six
people had also recently filed complaints with police stating that items were missing from
their loved one’s grave sites.
Detectives were able to identify Farinella as the suspect and obtained a search warrant for
her home. When officers arrived at her home, they found her yard littered with many of the
items that had been reported missing.
Several victims who lost grave site decorations from their children or grandchildren recovered the items when investigators found them in Farinella’s home.
A short time after officers served their search warrant, Farinella claimed to be having heart
trouble. She was taken to a local hospital. After she was released from the hospital, she was
booked into jail and charged with felony theft charges, according to police.

The key to your freedom
You would think that most people that
find themselves in jail would be on their best
behavior so that they could get out sooner.
After all, the “real world” offers many things
that the jail cannot, such as fresh air, choice
of food, freedom to do what one wants and
many other things.
This was apparently not the case for a Watonga man who seems to enjoy life behind
bars. According to the affidavit, 34-year-old
Mario Reyes decided he was going to secure
his spot at the Blaine County Jail by destroying county property and assaulting a jailer.
Blaine County police say Reyes destroyed county property on May
9 by ripping the shower head faucet in a shower and tearing up the
plumbing in the cell water closet. His destruction of property caused
the cell and downstairs supply closet to flood. He also assaulted a
female jailer and dispatcher by spitting on her.
Reyes is being charged with aggravated assault for transferring
bodily fluids on a county employee and destroying county property.
His bond was set at $150,000 and he is scheduled to appear in court
on June 14, 2013.

In the early morning hours of May 26,
a Canton police officer received a call in
reference to a possible fight. When he first
arrived at the area of the possible fight,
he didn’t see anything, but could hear
screaming. The officer followed the sound
of the screams and was led to a certified
girl fight.
According to the affidavit, the officer saw
22-year-old Lacy Marie Cahill, of Canton,
going crazy on a female victim. She was
striking the victim on her arms and chest
area with a blue baseball bat and showing
her no mercy. A male that was present at the fight finally ended the
beating by pulling Cahill off of her victim.
The officer exited his vehicle and ordered Cahill several times
to drop the bat. Cahill refused to comply until the officer took out
his Taser. Realizing her bat was no match for the Taser, she wisely
dropped her bat. The officer ordered her to the ground and she was
placed into handcuffs and taken to jail.
Cahill is being charged with assault and battery with a dangerous
weapon and is being held on a $5,000 bond. She is scheduled to appear in court on June 6, 2013.

The NTSB (National Transportation Safety
Board) is looking into lowering the legal limit
for drunk driving from its current BAC .08 to a
lower tolerance of BAC .05 They say this move
could save many lives each year. Tell us what

A recent drug convict from Rocky got himself another felony
charge May 21.
On May 15, Cordell police officer Chad Pool was on patrol when
he saw a white Chevrolet driving left of center on Market Street.
Pool initiated a stop and confronted Joseph Jackson, 21, and his
passenger, who wasn’t arrested, to ask for information. Jackson
didn’t have proof of insurance, so Pool asked him to get in his
patrol car.
Once inside the cruiser, Jackson said he hadn’t used drugs recently, adding he had nothing illegal in his car at the time. A check
of the Chevrolet’s tags revealed the tag expired in July 2012.
Pool then talked to Jackson’s passenger, and while he talked to
him, he saw a burnt marijuana cigarette on the driver’s side door.
A check of the passenger’s pockets turned up nothing illegal, Pool
said.
The burnt cigarette prompted Pool to look around the car some more, and he found a pill
container with two clonazepam pills on Jackson’s key ring. At that point, he took Jackson to
the county jail for booking, where detention officers found 12 clonazepam pills in his wallet.
In March, Jackson pleaded guilty to a December 2012 felony marijuana possession charge.
In that case, officers found him with two bags of marijuana while he and a woman were
parked on the side of the road. He received a two-year deferred sentence at the time, but the
new drug charge spurred prosecutors to file paperwork to revoke his probation.
Jackson is due in court at 9 a.m. July 16 to address both cases.
