On February 23, Patrick Samir Asfour, age 39, of Palm Coast, Florida, pled guilty in
federal court to traveling interstate to commit violence in furtherance of a drug offense,
possessing marijuana with intent to distribute, and carrying a gun during a drug trafficking crime.
With respect to the first crime, Asfour admitted that he intentionally struck an Oklahoma Highway Patrol trooper’s vehicle while the trooper was conducting a traffic stop in
connection with the drug trafficking.
According to a superseding indictment filed in January 2016, Asfour and a co-defendant transported marijuana from California to Florida in January 2015 by using two cars,
a scheme called “tandem driving.” Asfour’s co-defendant drove a “load” car that carried
approximately 136 pounds of hydroponic marijuana with an estimated value of $400,000, and a 9mm pistol.
Asfour drove an “escort” vehicle.
Asfour and his co-defendant agreed that the escort vehicle would strike a law enforcement cruiser if the
load vehicle was pulled over. They hoped this would create a diversion that would allow the load vehicle to slip
away.
On January 30, 2015, the load vehicle committed a traffic violation as it was traveling eastbound on Interstate 40 in Canadian County. As an OHP trooper stopped the load car, Asfour crashed the escort vehicle into
the OHP cruiser. Asfour and the co-defendant were arrested and charged with drug trafficking and weapons
violations.
At sentencing, Asfour faces up to 20 years in prison on the interstate-travel count, plus three years of supervised release and a $250,000 fine. He also faces up to 30 years in prison on the possession-with-intentto-distribute count, in addition to three years of supervised release and a $1,000,000 fine. Finally, he will be
sentenced to at least five years in prison and possibly up to life imprisonment on the firearm count, a sentence
which will run consecutive to the sentences for all other counts, in addition to five years of supervised release
and a $250,000 fine.

support from both parents and do not lose this right when a
parent leaves the home.

Matthew Blake Dixon, 30, allegedly hit his girlfriend’s ex-husband during an altercation on March 1.
The Elk City man is being charged with assault,
even though another man tried to take the blame for
the attack.
According to the affidavit, the victim went to the police department on March 2 to speak to an Elk City officer about the incident. His face was extremely swollen. He told the officer he went to a friend’s house the
night before. When he saw that his ex-wife and her
boyfriend were there, he decided to leave. Dixon repeatedly asked the man to come inside for a drink. When he refused, Dixon
punched the man in the face.
X-ray photos showed that the victim’s jaw was broken.
The officer found Dixon at a residence at Second and Jefferson. When he
told the man to put his hands behind his back, Dixon asked if this was about
“that guy getting punched.” He told the officer he knew nothing about it, and
he wasn’t at the house when it happened.
Dixon’s friend and girlfriend tried their hardest to get him out of the situation.
On March 3, a man contacted the officer and told him he was actually the
assailant. He said he was extremely intoxicated the night before, and people
told him he hit the victim.
When the officer told him the fight happened two nights ago, the man
said, “Oh yeah, that’s what I meant.”
The way the victim described his attacker matched Dixon exactly, not the
fall guy.
Later that day, Dixon’s girlfriend went to the police department and
showed the officer a string of Facebook messages between her and her ex,
in which the victim said he was going to get Dixon back, even if he had to
make it up.
She later admitted that she knew the password to her ex’s account, and
she hacked into his account and sent messages to herself.
The officer also found some messages between the woman and the man
who tried to take the blame. She asked him to tell police he did it. The woman told police her man did indeed hit her ex. She said she lied because she
didn’t want him to go to prison.
Dixon is being charged with aggravated assault and battery. His bond was
set at $500,000, and he is scheduled to appear in court on April 12, 2016.

Raymond Schwab, an honorably discharged veteran, moved to Colorado
last year to get treated for post-traumatic stress and chronic pain with medical
marijuana.
He didn’t expect Kansas would take
his children in return.
“They’re basically using my kids as a
pawn to take away freedoms I fought
for,” he said. “It’s a horrible position to put me in.”
He and his wife, Amelia, say Kansas took the five youngest of their six children
into custody last April, and they’ve only seen them three times since.
“I don’t think what we’re doing is illegal, immoral or wrong,” Amelia said.
The Schwabs’ case highlights how differences in marijuana laws can make a legal user in one state an unfit parent across the border.
They’re not the only Kansas parents at risk of losing their children over cannabis use. In Garden City, medical marijuana advocate Shona Banda was arrested
on child-endangerment and felony drug charges after her 11-year-old son talked
about his mother’s drug use at school.
Kansas has rejected legislative efforts to permit medical marijuana use. Colorado legalized medical marijuana, then passed a referendum that allows recreational
use as well.
Child welfare officials in Kansas did not return phone calls concerning the
Schwabs.
Raymond Schwab is a 40-year-old Gulf War veteran. He served from 1994 to
1996 in the Navy and later qualified for a 50 percent disability rating.
He lived in Colorado when the state legalized medical marijuana and obtained
his own card.
He also tried to treat his symptoms with an assortment of medicines prescribed
by the Department of Veterans Affairs — pain medicines, muscle relaxants, antianxiety drugs — but “they were making me crazy, they made me worse,” he said.
Finally he developed a heroin addiction, but said he overcame that years ago
with cannabis therapy.
The turning point in his family life began with a VA job offer in 2013. He went to
Topeka to work as a benefits agent for fellow veterans.
“I loved it. I loved my job,” he said tearfully.
But two years later, he decided to transfer to a VA job in Denver, where medical cannabis is legal. That’s when a family squabble led to the loss of five children
aged 5 to 16.
Raymond and Amelia say that as they were packing to leave, her mother took the
kids to a police station in another county and reported them abandoned, an action
her mother now regrets.
Nine months later, they say, child-protection workers and a Kansas judge are
demanding that they give up cannabis if they want their kids back.
One condition, they say, is four months of drug-free urinalysis tests, including a
drug legal in Colorado for therapeutic uses.
Raymond remains skeptical and worried. “What if I didn’t make it through four
months?” he asked. He fears his condition might worsen without cannabis.
He and his wife question why Kansas child-protection workers are holding onto
children who should not have entered their system in the first place.
Among the documents Raymond carries in a battered briefcase is the one-page
result of a Kansas child-abuse investigation.
It shows that in April 2015, the state began investigating allegations that Raymond and Amelia emotionally abused all five children. Three months later, those
allegations were dismissed as unsubstantiated.
So, “why do you still have my children?” he asked.

Clinton man Bruce Gene Cantu, 33, was arrested after he
allegedly attacked his girlfriend during an argument on February 21.
According to the police report, a Clinton officer was advised
of the assault at approximately 8:30 a.m. The victim told him
she was at Cantu’s residence earlier that morning drinking.
At some point, he became angry at her and threw her on the
bed. He then hit her in the face. She said he calmed down for
a second and let her up, but soon he was angry again.
The victim said Cantu then choked her to the point that
she couldn’t breathe. He also placed his fingers inside of her
mouth and pulled her lips.
The woman said every time she tried to leave, he would physically hold her down
to stop her from going anywhere. She was eventually able to get away. She said
Cantu walked with her and told her she wasn’t safe because she was outside.
The officer found Cantu at his residence in the 300 block of S. Sixth Street. When
he asked the man about the incident, Cantu said he and the victim started arguing
because she accused him of cheating on her. He told the officer the argument turned
physical and he “may have” hit her on the head. He also showed the officer a cut on
his hand. He said it was from him putting his hand in the victim’s mouth.
Cantu is being charged with domestic assault and battery by strangulation and
kidnapping. His bond was set at $40,000, and he is scheduled to appear in court on
March 25, 2016.

An inmate locked up in the Blaine County Jail is in even more trouble after he attacked his cellmate for changing the channel on the TV.
On February 21 shortly after 11 p.m., a
deputy was advised there was a fight in the
bullpin area of the jail. He arrived to find
two inmates “pacing and panting” in the
room, according to the affidavit.
One of the inmates had blood on his
shirt. The other had his shirt tied around
his head.
The bloody inmate was removed from the cell and questioned.
He told officers he was watching a movie. During a commercial,
he went to the bathroom. When he returned, the other inmate,
Woodward man Kyle Duane Plowman, 33, had changed the channel.
The man said he waited for a commercial break. He then turned
the channel back to his movie. Plowman became upset and demanded the man change the channel back. The man said not until
his movie was over.
Plowman then stood up and shoved the other man. The victim
said he told Plowman he didn’t want to fight. He said he was about
to go to prison, and he didn’t want a violent charge on his record.
Plowman replied, “I’ll take a violent charge.” He then punched
the victim in the face.
The victim said he tried not to fight back, but once he felt that
his tooth was chipped, he became angry. He was about to go after
the other man when deputies arrived and broke up the fight.
Surveillance footage confirmed what the man said.
Plowman is being charged with assault and battery. His bond
was set at $1,000, and he is scheduled to appear in court on March
23, 2016.

We often receive calls asking if there is a price to keep
someone out of our publication. The short answer to that
question is NO! OK Jailbirds has never accepted money or
favor to not publish a photo.
We hear many times from people that the arresting
offi cer of someone at the jail told them all they have to do
is pay us money and we will not publish their photo. This
is NOT true. We feel that taking money in exchange for
not publishing an arrest photo is extortion and, as such,
should be a crime.
There are companies who do take money to remove a
person’s arrest information. OK Jailbirds never has and
never will. If an arrest doesn’t make our paper, it is only
because we didn’t receive it or we didn’t have a photo we
could match up.

A Dill City man was locked up on February 27 after he refused to leave a woman alone.
According to the police report, a Washita County deputy was dispatched to a residence in the 200 block of E.
Eighth in Dill City shortly after 2 p.m. due to a disturbance. The caller said 25-year-old Dustin Allen Hawkins was
at his home, and he was involved in a physical altercation with a woman at the residence. The caller added he tried
to break up the fight, but Hawkins pushed him. The man was able to get Hawkins out of his home and lock the door.
Police were unable to immediately locate the suspect.
At approximately 4:51 p.m., the deputy was dispatched back to the residence -- Hawkins had returned and was
yelling at the house trying to get the woman to come outside.
When officers told him they were sent to the residence earlier that day for a domestic dispute, Hawkins told them
he didn’t “have a domestic with anyone.”
While they were speaking, the woman walked outside and said Hawkins needed to leave. Hawkins told police he
lived there and didn’t have to leave.
The homeowners told police they had been having an ongoing problem with Hawkins and the woman. One of the homeowners requested
that Hawkins leave until things calmed down. When the deputy told Hawkins, he asked if he could speak to the woman without him.
She agreed to speak to him. She later told officers she also wanted him to leave the property.
Hawkins tried to reason with the police, but they told him he needed to leave or he would be arrested for trespassing.
He walked away from the residence as though he was leaving, but he returned a short time later and started yelling at the woman again.
The deputy placed him under arrest for trespassing and transported him to jail.
Hawkins repeatedly asked the deputy to just let him go -- he promised he wouldn’t return to the residence.
Obviously, the deputy didn’t believe him.
While finishing the documentation of the arrest, the deputy discovered that Hawkins was in violation of a no contact order issued.
Hawkins is being charged with trespassing after being forbidden. His bond was set at $50,000, and he is scheduled to appear in court on
May 5, 2016.

Attorney General Scott Pruitt announced charges
filed against a Claremore nurse for the neglect of an
elderly resident.
Brianna Lynn Parks-Farris, 30, of Chelsea, worked
as a Certified Nurse Aide at Autumn Wood Memory Care in Claremore. A resident of the facility was
found in the hallway, soaked in urine and with a deep
gash on her elbow. Parks-Farris stated she checked
on the resident at the beginning of her shift, but had
been overworked and unable to check on the resident
again. However, cell phone records showed ParksFarris using the Internet and texting during that
same time period. It is alleged Parks-Farris later admitted she never checked on the resident during her shift.
Parks-Farris is charged with one count of neglect by caretaker. If convicted, ParksFarris faces up to 10 years in prison and fines of $10,000.
