DRUG SWEEP INCLUDES CANADIAN COUNTY
The Oklahoma Bureau of Narcotics (OBN) led a
massive multi-agency operation on February 22 targeting criminal organizations growing and trafficking
marijuana for the black market. OBN Spokesman
Mark Woodward says more than 200 state, federal
and local law enforcement officers executed Search
Warrants and Arrest Warrants early that morning at
a dozen locations across the state tied to this on-going investigation.
“For over a year, OBN has been targeting numerous individuals and organizations that have moved
to Oklahoma from out-of-state and used fraudulent
business structures and ‘ghost owners’ to obtain
their Oklahoma Medical Marijuana licenses. These
criminals try to blend into our state’s Medical Marijuana program while trafficking marijuana onto the illicit market around the United States, laundering money and moving millions of dollars in illicit drug proceeds overseas.” -Mark Woodward, OBN Spokesman, said.
Woodward added that the investigation identified brokers moving millions of dollars in marijuana from multiple Oklahoma farms onto the black markets in multiple
states. Woodward says Search Warrants were served at nine farms and three
residential locations connected to these illegal shipments. Woodward says 13 Arrest Warrants have been issued for people in Oklahoma linked to this investigation,
as well as one in California and three in Texas, with more arrests expected as this
investigation continues.
Woodward said an estimated 100,000 plants and thousands of pounds of bulk
processed marijuana has been seized from these farms during the operation.
“As these investigations move forward, we plan to file charges on these criminal brokers, business owners, land owners, and entities that helped facilitate the
fraudulent documentation allowing these criminal organizations to get an Oklahoma Medical Marijuana license,“ said Woodward.
OBN Director Donnie Anderson says more of these large-scale law enforcement
operations are planned as his agency continues to investigate hundreds of suspected illegal marijuana growing operations around the state.
“We are sending a clear and powerful message today that Oklahoma is not
a safe haven for criminals who think they can hide behind a Medical Marijuana
license. My agency is committed to aggressively targeting and dismantling these
marijuana trafficking organizations that threaten the safety and well-being of our
citizens and the law-abiding marijuana businesses in our state,” Anderson said.
Mustang resident Nan Weng, 11513 SW 58th, Mustang, was taken into custody
during the sweep.
Agencies assisting in the investigation and the operation include OBN, the DEA,
Homeland Security Investigators, Bureau of Indian Affairs, the Oklahoma Highway
Patrol, the Missouri Highway Patrol, the District 21 Drug Task Force, Oklahoma National Guard, Iowa National Guard, the Chickasaw Light Horse Police Department,
Carter County Sheriff’s Department, Grady County Sheriff’s Department, Lincoln
County Sheriff’s Department, Love County Sheriff’s Department, Marshall County
Sheriff’s Department, Oklahoma City Police Department and the Sulphur Police
Department.

MAN IN THE MIRROR
A Las Vegas man took a gamble on March 2 when
he thought he could outrun law enforcement officials in
Texas and Oklahoma.
Albert Carraway, 56, was charged March 7 with two
counts of running a roadblock, eluding/attempting to
elude police officer, and driving a motor vehicle while
under the influence of drugs, in Beckham County District Court.
According to the Beckham County Sheriff’s Office, a
low-speed pursuit, which was initiated by Texas DPS
troopers, ended in Beckham County on March 2 on Interstate 40 near Sayre when BKSO deputies deployed stop sticks.
Sheriff Derek Manning said his office was notified of the pursuit shortly after
1:00 pm. A Texas trooper advised he had been trying to get the car to stop
for several miles, but the driver just kept looking at him in his mirror and would
not stop.
“One of our deputies took over the pursuit at about the 12 mile marker, and
a couple of us set up tire deflation devices ahead of them,” said Manning.
“The driver evaded the first set, but we managed to deflate a tire with the
second set, and he quickly came to a stop on the 283 overpass.”
Manning said the driver refused to exit the vehicle, so officers eventually had
to advance on the vehicle and physically remove him.
“By then we had a couple of OHP units there as well to assist,” he said.
“The driver didn’t fight us, but it was clear he was in an altered state for some
reason and definitely was not in any shape to be driving.”
Manning said slow speed pursuits do occasionally occur, and they can be
dangerous in their own way.
“In my experience, drivers attempting to elude officers in such situations
are very often impaired, either chemically or medically, and are in no shape to
operate a vehicle,” he said. “That’s one of the great values to having all of our
units equipped with tire deflation devices, we’re often able to safely conclude
such incidents without damage or injury.”
Bond for Carraway was set at $10,000 and he was ordered back to court
for his preliminary hearing on April 4.

We hear many times from people that the arresting officer of someone at the jail told them all they have to do
is pay us money and we will not publish their photo. This
is NOT true. We feel that taking money in exchange for
not publishing an arrest photo is extortion and, as such,
should be a crime.
There are companies who do take money to remove a
person’s arrest information. OK Jailbirds never has and
never will. If an arrest doesn’t make our paper, it is only

THINKING OUT LOUD
A Cordell woman is facing several charges after
she allegedly took a truck without permission and
then admitted out loud that she knew she was
drunk.
Brittany Delucco, 34, was charged February 16
with unauthorized use of a vehicle and aggravated DUI, in Washita County District Court.
According to the probable cause affidavit, on
February 12, at around 9:30 p.m., dispatch notified a deputy that a black 2500 Dodge Ram
had been stolen out of Sentinel and was possibly heading north on Highway 44. A female was
driving and her name was possibly “Brittney Emerson”.
On his way south on Highway 44 from Burns
Flat, he heard that another deputy had found the vehicle. He positioned himself on the west side of Highway 44 just south of Highway 152 because the
vehicle was not stopping for the other deputy. He intended to place spike
strips in the roadway if the vehicle continued, but it came to a stop just south
of his location. He put his spike strips up and returned to his vehicle to assist
the other deputy on the traffic stop.
When he arrived at the traffic stop, he noted the driver, later identified as
Brittney Delucco, was swaying heavily and had slurred speech. When he went
to detain her, he could smell a strong odor of alcohol coming from her person.
She also had very red, bloodshot eyes. Because Delucco was so unsteady
on her feet, and to reduce the risk of a fall or serious injury, he did not perform
SFST on the side of the highway.
The deputy read Delucco the implied consent and she stated she understood it and was willing to take the state’s test. He then transported her to the
Washita County Jail to perform the state’s test.
During the deprivation period of the state’s test, Delucco was talking to
herself stating “I’m drunk, I know I’m drunk.”
The results of Delucco’s test were a .22 and she was booked into the
Washita County Jail. Bond was set at $2000.

another woman’s baby for hundreds of thousands of dollars while in line at a Walmart
self-checkout.
Rebecca Lanette Taylor, 49, was arrested on
Jan. 18 and charged with the offense of the
sale or purchase of a child in connection with
an incident that allegedly occurred five days
prior, according to a Crockett Police Department probable cause statement obtained by
local outlet The Messenger.
On Jan. 13, the mother of the child in question called police “advising a
white woman with blonde hair approached her in the Crockett Walmart,
wanting to purchase her son,” according to the probable cause statement.
The mother claimed that Taylor allegedly approached her as she was
waiting to scan items in self-checkout. She claimed that Taylor “began
commenting on her son’s blonde hair and blue eyes” before asking “how
much she could purchase him for.”
When the mother laughed over the question — assuming it was a joke
—Taylor allegedly “told her that she had $250,000 in the car and she
would pay that much for him.”
The mother also claims that both Taylor and a female companion began
calling her son by his name, without having been told it.
The mother claims that Taylor followed her out to the parking lot where
she proceeded to offer more money for her child.
“Once in the parking lot, Taylor began screaming [...] saying if she
wouldn’t take $250,000 for him, then she would give her $500,000 because she wanted him and she was going to take him,” the statement
says.
Surveillance video from Walmart seemingly confirmed the incident, The
Messenger reports.
“Taylor said that he was the perfect fit and she had been wanting to buy
a baby for a long time now,” the affidavit said, according to NBC News.
The Crockett Police Department was unable to provide a copy of the affidavit to Oxygen.com before publication. It’s not clear if the other woman
who was with Taylor will face any charges.
While Taylor’s bond was set at $50,000, and she bonded out of Houston
County Jail on Jan. 20, a spokesperson for the Houston County Sherrif’s
Department told Oxygen.com on Thursday. She has not yet been indicted
and it’s unclear if she has an attorney.

Blaine County Sheriffs Office served a search
warrant on a residence on West Main Street
in Watonga, Oklahoma. A tip from a local man
helped locate the subject with the warrant out of
Caddo County.
Shaun Tillman was wanted for manslaughter in
the 1st degree. He was arrested without incident
at the location, along with a female for harboring
a fugitive.
