AROUND THE STATE
On April 3, 2025, Agents with the OBN Human
Trafficking Unit arrested Shawn Brownlee, 52, as
part of an ongoing cross-country human trafficking investigation.
“An undercover OBN Agent located an online
commercial sex advertisement for a female which
contained indicators suggesting the female may
be a victim of human trafficking. After making
contact with the female, OBN Agents learned she had met Shawn Brownlee in
California after he responded to one of her commercial sex ads. Brownlee then
transported the victim to Oklahoma in his Semi-trailer with the intent of furthering
and facilitating her commercial sex work.” ---
OBN Spokesman Mark Woodward
OBN Agents located and arrested Brownlee in Oklahoma City on April 3, 2025. He is
currently facing multiple charges, including
Pandering and Maintaining a House of Prostitution. This is an ongoing investigation and
additional charges could be filed in the case.
The female was safely recovered and is receiving victim assistance services.
Citizens and victims can get information or
anonymously report suspected human trafficking by visiting OBN’s ‘You Are Not Alone’

In New York, you get arrested for defending people on the subway…but in Brevard County, Florida,
you get locked up behind bars for attacking people
in a Subway!!
Clearly this guy, Edward Cocaine, (and yes that’s
his real name) doesn’t know that in Brevard County, if you Mess Around you’re gonna Find Out…the
hard way!! Over the weekend, Cocaine and a friend went to the local Subway for
lunch and were trying to place an order, but ultimately got into an argument with
the employees over what they believed was their bad attitudes. If I was betting,
I would guess they didn’t like the fact that the footlong wasn’t $5 anymore, but
hey, who knows, so let’s get back to the incident!!
Cocaine became so irate with the employees that yelling at them from across
the counter wasn’t enough!! Unable to control his whittle emotions, he decided
to let himself behind the counter where he began to physically push one of them,
and then made an even dumber decision by pulling out a knife!! Yes folks, you
read that correctly, he pulled out a knife and gestured as if he was going to injure
them all because he didn’t like the way they spoke to him and his friend!!
Now on a positive note, Cocaine’s friend made the great decision to try and
intervene by attempting to restrain him and convince him to leave the establishment before anyone got hurt!!
Of course, after some great investigative work by Deputies and Agents, they
were able to identify Cocaine and his friend so that they could interview them
about the situation. According to Cocaine, that was him in the surveillance video
and while his memory of the incident appeared to be a bit off from what Agents
reviewed, he did acknowledge that pulling out a knife crossed the line of what
is appropriate behavior!! I’d say that completely crossed the line and did dumb
stuff that put others lives at risk!!
Well, as you might imagine, Cocaine was arrested for Aggravated Assault (x2),
Burglary with Assault or Battery, and Battery, which as everyone knows, he ain’t
gonna like the service or the attitude of those who work there!! He can, however, get food in a 1-star dining facility that is freshly prepared each day in the jail
kitchen by inmates…sounds just yummy!!

CRITICAL
CONSEQUENCES
A Guatemalan man responsible for a vehicle crash that
caused the death of six people in 2023 pleaded guilty to illegal
reentry into the United States after deportation.
Jose Paxtor-Oxlaj, 45, of Guatemala, has pleaded guilty to
illegally reentering after removal from the United States, announced U.S. Attorney Robert J. Troester.
On September 17, 2024, a federal Grand Jury charged
Paxtor-Oxlaj with illegal reentry after previous deportation. According to an affidavit filed in support of a criminal complaint,
on November 21, 2023, Paxtor-Oxlaj was the driver of a vehicle involved in an accident near Elk
City, in which his six passengers—including five children—died, and a seventh passenger was critically injured. An investigation by Homeland Security Investigations (HSI) and Immigration Customs
Enforcement (ICE) revealed Paxtor-Oxlaj was ordered to be removed by an Immigration Judge on
June 29, 2010, and he had been removed from the United States to Guatemala on July 9, 2010.
According to investigators, Paxtor-Oxlaj did not have permission to reenter the United States after
his prior deportation.
“Six individuals would be alive today, including five children, and another would not have been
critically injured, if this defendant did not illegally reenter the United States after his deportation,” said
U.S. Attorney Robert J. Troester. “His failure to comply with our immigration laws has resulted in
horrific and tragic consequences which can never be undone. I applaud the federal and state law
enforcement officials and prosecutors for their efforts with this case.”
On March 21, 2025, Paxtor-Oxlaj pleaded guilty, and admitted he was knowingly in the United
States without having obtained the consent of the Attorney General or the Secretary of Homeland
Security to reapply for admission into the United States. Sentencing will take place in federal court
in approximately 60 to 90 days.
In Beckham County District Court, Paxtor-Oxlaj was convicted of six counts of first-degree manslaughter and one count of causing accident with great bodily injury without a valid driver’s license in
case number CF-2023-257. He was sentenced to serve four years in state prison.

SATURDAY RACES
Clinton man Victor Rios Jr., 41, is facing several
charges after he allegedly initiated a high-speed
police pursuit through Custer County on April 5.
According to reports, Rios reached speeds in
excess of 134 mph on U.S. Highway 183 near
Walton Road while driving a black 2012 Chrysler
300c. The chase spanned more than nine miles.
During the pursuit, Rios endangered other motorists as he passed them and made unsafe lane
changes.
The man eventually brought the vehicle to a stop after a marked police unit
displayed clear visual and audible signals.
Rios is being charged with endangering others while eluding/attempting to
elude a police officer after the former conviction of a felony, possession of a
controlled dangerous substance, unlawful possession of drug paraphernalia,
and driving with license canceled/suspended/revoked. He is scheduled to appear in court on May 9, 2025. Bond was set at $50,000.

THAT'S METHED UP!
Two men were arrested following a meth drug bust
with a street worth of approximately $180,000.
According to Bexar County Sheriff’s Office (BCSO),
Texas, on March 20, 2025, BCSO Organized Crime
deputies conducted a traffic stop near Loop 410 South
in San Antonio, as part of an ongoing investigation.
During the stop, 34-year-old Robert Gomez III was found in possession of four gallon-sized bags of crystal methamphetamine, a separate bag containing a brown tar-like
substance suspected to be heroin, and a .38 caliber pistol. He was taken into custody
without incident.
Meanwhile, 42-year-old Juan Bustamante, who had been seen leaving a residence
with a bag before meeting Gomez, attempted to flee when deputies moved in. He was
apprehended with assistance from the K9 unit after discarding a bag that contained eight
additional gallon-sized bags of crystal meth.
Further searches of Gomez’s residence and business uncovered a money counter and
packaging materials, pointing to a large-scale drug trafficking operation.
Both suspects, identified as documented gang members, were booked into the Bexar
County Jail and face multiple drug-related charges.
Robert Gomez III was booked on two counts of
manufacturing and delivering a controlled substance
over 400 grams, a first-degree felony, as well as unlawful carrying of a weapon, a Class A misdemeanor.
Juan Bustamante was booked on a first-degree
felony charge for manufacturing and delivering a
controlled substance over 400 grams.
In total, deputies seized approximately 7 kilograms of crystal
meth and 1 kilogram of heroin, removing
these dangerous drugs from

STOP AND GO
An Elk City man tried to pull a fast one on a
Burns Flat officer by playing a game of cat-andmouse with him last month.
Donald Joseph Smith, 43, was charged April
21 with felony eluding or attempting to elude a
police officer and misdemeanor DUID, in Washita County District Court.
According to court information, on April 17, a
Burns Flat officer attempted to pull over a 2008
Nissan on a traffic stop at intersection of SH 44
and Sooner Road. The vehicle, driven by Smith, pulled over to come to a
stop, and when the officer exited his patrol vehicle, Smith pulled away. He did
that multiple times before coming to a complete stop.
After the officer finally took Smith into custody, it was determined Smith
was under the influence of something.
Bond for Smith was set at $50,000 and he was ordered back to court on
June 2 for his attorney date.

A $1M bond was set for a Watonga man accused of killing another man early last month.
Cameron Jamar Carter, 34, was charged April
25 with murder in the first degree -deliberate intent, in Blaine County District Court.
According to a press release by the City of
Watonga, early on April 4, police were called to
reports of a disturbance in the 800 block of Villa Drive in Watonga. Once officers arrived, one
person was found unresponsive in the house.
The victim was pronounced deceased.
Detectives later arrested Carter and he was booked into the Blaine County
jail.
Carter was arraigned on the charges on May 1. He pleaded not guilty to the
charges and told the court he would hire his own lawyer. He is scheduled to
next appear in court on June 3. ELMER
