A Yukon man is behind bars after he was
caught running a distribution hub for child porn
and torture using his Dropbox account.
Canadian County Sheriff’s Office said that on
October 23, deputies arrested William Goble,
54, for Aggravated Possession of Child Pornography and Distribution of Child Pornography.
The investigation into Goble began on October 22, when the Oklahoma State Bureau
of Investigation’s Internet Crimes Against Children Taskforce received a case from Dropbox
regarding Goble uploading media files of child
pornography to his Dropbox account. Since Canadian County Sheriff’s
Office is on the task force, OSBI referred the case to Sheriff’s Office for
investigation.
Dropbox’s report to law enforcement showed over 200 media files contained hardcore explicit child pornography with victims as young as one
year old. The victims in these media files ages ranged from one to 10 years
old. These media files showed various degrees of torture these victims
had to endure. This Dropbox account was a hub for other pedophiles to
upload and download child pornography.
Investigators quickly served a search warrant on Gobles residence and
began the forensic process of his electronic equipment. With Canadian
County Sheriff’s Office mobile forensic equipment, Investigators quickly
found child pornography media files on his Ipad. Investigators were able
to process various electronic devices owned by Goble in his home. Investigators learned from the forensic process and interviews, Goble would
use the application KiK to meet other pedophiles and trade his Dropbox
information. This would allow users to log into Goble’s Dropbox so they
could download his child pornography.
Goble told investigators he liked to watch and would be sexually satisfied by viewing the child pornography media files. Goble explained he used
his dropbox account with random people so they could upload their child
pornography and they could download his. Goble admitted to running a
distribution hub right from his house, using Dropbox.
Goble was arrested for Aggravated Possession of Child Pornography
and Distribution of Child Pornography and was transported to Canadian
County Detention Facility. Goble’s bond was set at $50,000, but was later
reduced to $25,000.

AG Hunter Calls on the FCC to Adopt New Rules to
Crack Down on Robocalls and Sca m Phone Calls
Attorney General Mike Hunter and a bipartisan coalition of 34 state attorneys general have sent a letter
to the Federal Communications Commission (FCC),
calling on the commission to adopt new rules to allow telephone service providers to block robocalls and
scam phone calls before they reach consumers.
The added authority sought by the attorneys general
will allow service providers to use new technology to
detect and block illegal robocalls – even those coming
from what appear to be legitimate, local phone numbers. Service providers will be ready to launch this new authentication method in
2019.
Attorney General Hunter said the Consumer Protection Unit in his office received
over 4,000 phone calls in the last year regarding phone scams, more than half of
all the calls the unit received.
“Illegal robocalls are irritating and disconcerting, and phone scammers are successfully able to steal personal information, leaving Oklahomans susceptible to
identity theft,” Attorney General Hunter said. “It is time to take more action and give
service providers more tools in order for them to protect consumers from these
scams. I appreciate my colleagues for continuing this fight to protect our families,
neighbors and loved ones across the Unites States. Working together with state
partners, the federal government and law enforcement personnel, we will find a
way to end these calls and give Oklahomans protection and peace of mind.”
In the formal comment sent to the FCC, attorneys general write about the difficulty of enforcement efforts and why more authority needs to be given to service
providers.
“Our respective Consumer Protection Offices receive and respond to tens of
thousands of consumer complaints each year concerning the disruptive and abusive nature of these calls,” the letter reads. “We then attempt to identify and target
potential wrongdoers. However, it is common for our efforts to be frustrated, as
these types of calls travel through a maze of smaller providers. If the calling party is
found at all, he or she is most often located overseas, making enforcement difficult.
Due to the nature of this problem, investigations and enforcement actions cannot
serve as the sole solution.”
Attorneys general also explain how scammers have found ways around the Call
Blocking Order the FCC implemented last year. Despite new authority given to
service providers, which increased their ability to block robocalls, the problem is
still getting worse.
Last year, reports reflect that American landline and wireless subscribers received an estimated 30.5 billion illegal robocalls, up from the 2016 estimate of
29.3 billion calls, attorneys general write. By the end of this year, industry experts
estimate more than 40 billion robocalls to be made to consumers.
First Orion, a tech company that provides phone carriers and their customers
caller ID and call blocking technology, predicts nearly half of all cellphone calls next
year will come from a scammer.
Attorney General Hunter was joined on the comment by the attorneys general
of Arizona, Arkansas, Connecticut, Delaware, District of Columbia, Florida, Illinois,
Indiana, Iowa, Kansas, Louisiana, Maryland, Massachusetts, Minnesota, Mississippi, Montana, Nebraska, Nevada, New Hampshire, New Jersey, New Mexico,

More than 100,000 children and youth
in the U.S. foster care system are awaiting permanent families. National Adoption
Month is a time to raise awareness about
the adoption of children and youth from
foster care.
The Children’s Bureau in partnership
with AdoptUSKids and Child Welfare Information Gateway sponsors the initiative
each November as a way to focus public
attention on the urgent need for adoptive families for children and youth
waiting in foster care for a permanent family. This year’s focus, “Partnering for Permanency,” builds on the social media theme from last year. A
special web page on Information Gateway’s website helps child welfare

A South Carolina man was caught rubbing buttered toast all over his
neighbor’s SUV window. Seems like a foolproof plan, how did he get
caught? According to MSN, He just dropped the toast a few feet away
from the car and made his departure, causing a nearby woman to notice and call the police. The police charged the now hungry man with
“malicious damage to property” and estimated the cost of damage to
be about $1.
What’s the hottest you’ve ever been? Temperature-wise of course, because if it was in physical terms, we all know we were the hottest at our
5th grade, bowl-cut, chubs stage. But really, to what extent would you
go to cool off?
Hopefully not so far you’d get arrested, but this is exactly what a group
of four young men in Germany did. On a hot day, they decided to make
their own pool in a car. In a BMW no less. A policeman noticed a very
strange convertible driving down the road. Upon closer viewing, it appeared that the bathing-suit clad men were splashing around in the water-filled car, clearly intoxicated. Though there was no law against driving
around with a pool in someone’s car, they were probably charged for
driving without a permit. Talk about hot water.
What do you guys think about sausage? I suppose it’s better than a
hot dog, which in turn is better than bologna (which is basically giant hot
dog slices?). And no matter what, it has to be better than Lunchables
*shudder*.
No matter your opinion, sausage was a huge disappointment for this
Phoenix man. He attempted to rob two large businesses, first an Ace
Hardware and then a Safeway. He put his hand under his shirt to look
like a gun, but the cashier was not fooled and calmly said “no” to his request for money. Equally unsuccessful was his attempt to rob a Safeway,
which resulted in him being escorted out of the building. He waited a few
minutes before returning into the store to snag a small breakfast sausage
and was therefore charged with shoplifting. I guess all that failing worked
up an appetite.
Sometimes people don’t want their babies. Throughout history, these
people have found convenient ways to get rid of them. In the middle
ages, a popular solution was to leave a swaddled infant on the doorstep
of a misfortunate new parent. Worse for the child, another option was an
orphanage. In later times, parents could even put their kid in the circus
for life. The last one, I’m actually jealous of.
It might not have been this Florida woman’s goal to give away her child,
but that’s sure what it looked like. She had gone shopping at Dillard’s,
and tried to shoplift $260 worth of clothing using her baby stroller. When
a police officer followed her out to her car, she flipped out and eventually threw her baby in its little carseat at him. The baby was not injured.
The shoplifter received three charges, including “resisting a police officer
without violence”. Um. What would be violent, throwing her entire family?

Over the past few days, I have received calls from people asking if the
Custer County Sheriff’s Office is partnering with a company selling advertising to businesses in Custer County.
I am working with a company called “Law Enforcement Magnets” as
fundraiser for the Sheriff’s Office. In exchange for using our likeness, we
benefit by receiving a percentage of the sales, which is used to help fund
the Sheriff’s Office Christmas party and employee awards, and helps promote a positive image to the public that we serve by introducing our law
enforcement officers who work for the Sheriff’s Office.

plans don’t always work out
A 22-year-old Elk City man, who said he
ran from police because he didn’t want to go
to jail, ended up behind bars anyway on October 12.
Obviously his plan didn’t work too well.
According to the police report, a Burns
Flat officer was driving north in the 300 block
of Cherokee at approximately 6 p.m. when
he saw Peyton Kirk Rhodes heading south.
Knowing Rhodes had outstanding warrants
for his arrest, the officer turned his patrol
car around. He watched as Rhodes drove
straight through the intersection of Cherokee
and Pioneer without stopping.
The officer switched on his lights and tried
to stop the man in the 200 block of Cherokee, but Rhodes instead sped up. He led the officer onto Suwanee, where he
almost ran into a child.
Rhodes then pulled into a driveway in the 300 block of Suwanee and
jumped out of his vehicle. He ran between some houses and tried to hide, but
the officer found him behind a house in the 100 block of Cherokee. When the
officer yelled at him to stop, Rhodes once again took off running.
Police eventually found the man under a car port in the 200 block of Iroquois and placed him under arrest.
Rhodes asked what his charges were. After the officer told him he was under arrest for eluding, Rhodes asked why. The officer explained that he was
driving recklessly and almost hit a child. Rhodes said he didn’t mean to, he
just didn’t want to go to jail.
Rhodes is being charged with endangering others while eluding/attempting to elude police office and driving while license is canceled/suspended/
revoked. His bond was set at $30,000 and he is scheduled to appear in court
on December 18, 2018.

Game warden thwarts thieves
An Oklahoma City couple who allegedly stole
scrap metal from a barn were arrested on October
6 after a game warden caught them in the act.
According to reports, a man told police that he
noticed his barn door was wide open when he went
to check on his cattle. He boarded it up in an attempt to deter any thieves, but it didn’t work. Whoever opened the barn door tore the boards down.
The man said he set up some game cameras to
see who was messing with his stuff. The next day,
he caught the suspects on camera. He gave some
pictures of the couple to the Blaine County Sheriff’s
Office and also posted the photos on Facebook.
A game warden heard about the burglary and
went to the location to check it out. As luck would
have it, he happened to be there at the right time!
The game warden saw 43-year-old Diego Arrezola-Papias and Rachel Julene Morgan, 35, walking
to the barn. He stopped them and placed them under arrest.
Morgan told police she thought it was okay to
break into the barn and take some scrap metal because it was abandoned.
Morgan is being charged with second-degree
burglary. Her bond was set at $3,000.
Arrezola-Pappias is being charged with possession of a controlled dangerous substance, unlawful possession of drug paraphernalia and transporting
open bottle or container of liquor. He was released on a $3,000 bond.
They are both scheduled to appear in court on November 15, 2018.
