Advancements in DNA testing have aided OSBI
agents in solving another cold case, prompting the
Oklahoma County District Attorney’s Office to file
murder charges in an 18-year-old case. On July 26,
1997, 19-year-old Tiffany Johnston was abducted
from the Sunshine Car Wash in Bethany. Her body
was found the next day lying approximately 30 yards
from Gregory Road just south of Interstate 40 in Canadian County. The medical examiner’s office determined she was strangled to death.
The Bethany Police Department requested OSBI
assist with the case early in its investigation. Hundreds of leads were followed by OSBI agents and
Bethany Police detectives over the last 18 years. “We
are thrilled that charges are being filed in this case. Tiffany’s murder devastated
the community at the time. We are truly thankful that such a disturbing case like
this is solved and justice will be served,” Phil Cole, Bethany Police Chief, says.
Biological evidence was collected from Tiffany’s body during the investigation,
and OSBI biologists have performed multiple forensic tests on the evidence. Recent DNA results have identified William Lewis Reece, 56, as a suspect in Tiffany’s murder.
In past interviews with investigators, Reece admits to knowing Tiffany’s family.
The owner of the Sunshine Car Wash where Tiffany was abducted told investigators Reece frequented the car wash. Telephone records put Reece at Interstate
40 and Mustang Road in Canadian County, approximately six miles from where
Tiffany’s body was found, several hours after she was abducted.

A Thomas man allegedly assaulted a woman
and stole some of her pills on September 23.
Ryan Scott Keefe, 35, told police the woman
was just drunk.
A Thomas officer was dispatched to some
apartments in the 400 block of South 10th to
investigate an intoxicated person yelling in
the alley. He didn’t find anyone, but he did
hear some yelling come from an apartment.
He heard a woman yell for help and a man tell
her to shut up. He also heard the man say, “I
love you.”
When the officer knocked on the door, Keefe answered and invited
him in. A woman was sitting in the middle of the floor and asked for
help.
Keefe sat down in a chair, but the officer asked him to come back
outside. When he stood up, the officer saw three white pills in the chair.
Keese said he hadn’t been yelling and everything was OK -- the woman was just drunk. He said he lived down the street. He also admitted
to drinking.
The woman told police Keefe threw her to the ground and held her
down. He wouldn’t let her leave her apartment or call for help.
Keefe said she was just drunk and he didn’t want her to leave.
The officer placed Keefe under arrest and asked if he had anything
illegal on his person. Keefe told the officer maybe in his pocket. In the
man’s front pocket, the officer found nine white pills.
When the officer went back inside the apartment to retrieve the other
pills in a chair, he found two prescription bottles that belonged to the
woman. The pills found in Keefe’s pocket matched the ones in the bottles.
Keefe is being charged with assault with intent to commit a felony
and possession of controlled dangerous substance. His bond was set at
$50,000, and he is scheduled to appear in court on November 13, 2015.

and you can get a LOT of feedback from cops about DHS. Most of us see how badly they
handle cases and how many innocent families they destroy and how many abusive parents
they let keep kids.
The problem is, many of us don’t want to speak up in a public forum like Facebook because it doesn’t look good for a government employee (the cop) to bad mouth another. It
creates a very unprofessional image.
Please keep me anonymous, but you might pass along to their director that there is a
large disdain for DHS among law enforcement. That should be taken very seriously because we are the ones who see first hand the nature of the cases they handle. Most of these
cases are referred to them by U.S. or to us by them.
I’ve only dealt with one DHS worker that I thought truly cared and was competent
enough to do what was in the best interest of the kids and family.

DHS in Oklahoma has been one of the largest complaints we receive at OK Jailbirds. We are asking our readers to tell us what their experiences with DHS have
been. Good or bad, lets hear it and we will hopefully be speaking with the director
soon to address some of these issues.
Tell us about your experiences with DHS
Jennifer L: I’ve been there, “in the system” and i only remember one that cared
and still stay in contact with and I’m almost 40. I was moved at least 5 or 6 times before i
got to go live my dad. It really sucks as a kid. And out of those foster family’s was only one
that actually cared the rat it was alp about the money.
Jamie J: I have to agree!!! Dealing with Stillwater DHS is a JOKE!!!!
Kendra W: I’m a former foster child they took me out the Hm never did anything about the case only to have to find out 5yrs later that if they did their job my sisters
wouldn’t of have to been put thru being raped & my sister pressured into a baby adoption
scheme. I was in the system & seen several workers a lot of them don’t care bc of burn
out(I’m not defending them)they have too many cases little pay not to mention it is a very
stressful job.There needs to be a check & balance here sum way to help prevent them with

by supena on three different accounts, but dhs still managed to twist it. I think what you

they don’t know about it yet but most do.
Joseph H: My experience is that when myself and other fathers file a complaint
against the mother, Dhs is quick to dismiss the case and close it way to soon. They didn’t do
near enough investigating. No surprise visits or anything. They showed up once and closed
the case.. OKLAHOMA DHS IS A JOKE.
Billy S: I was accused of child abuse because I spanked my son for stealing at
school. Two weeks after the spanking they came to my house and looked at my son’s bare
bottom. There were no bruises on his butt but there were some on his legs. They asked him
where they came from and he told them that they were from playing. The next day DHS
removed my kids and it took me two years to get them back. The only thing they were after
was my money. I was ordered to go through numerous domestic violence classes as well as
parenting and anger management classes. There were 4 times that the judge ordered them
to return my children but DHS kept appealing the ruling and would not return them. I have
never hated anyone or anything until I had to deal with this agency.

Amber D: Dhs was very quick to ensue child support payments from my husband when his son lived with his mom. When my husband and i obtained custody they
havent done anything to get child support from the mother and its almost been a year!
Jenny M: It’s very sad that so many of you cannot see all the positive things that
the OKDHS does for many Oklahomans each and every day. We are so much more than
just child welfare and food stamps. We don’t just yank kids out of homes for no reason and
did you know that a judge has to sign each and every pickup order issued for a child. It isn’t
the decision of one individual worker. Yes they are overworked but many are supporting
families of their own and guess what? Many are also foster parents which are desperately
needed in Oklahoma. Do you realize that we also provide services so that parents can work,
provide services to improve and protect the lives of those with mental and physical disabilities? We also pay for services to keep our elderly out if nursing homes where they
are also neglected and abused as well. YOU are the eyes and ears of your community! We
depend on the public to stand up and say something if you see a child or vulnerable adult
being neglected or abused. EVERYONE in Oklahoma is a mandated reporter, not just DHS
workers. Perhaps instead of ranting and raging about what DHS is doing wrong, you might
consider your own parenting practices and try to improve them. Or, offer a hand to someone who appears to be struggling. Oklahomans are some of the strongest, kindest people
in the nation. We take care of each other here. It has been my pleasure and my mission to
serve OKDHS for nearly 22 years. Yes, there have been rough times but we hang on and do
the best we can with what the legislature allows us. Next time you want to complain about
what we do wrong, stop and think about what we actually do right. Chances are, your family had been touched in some positive way at some point in time or you will need us in the
future. Don’t be so quick to judge unless you’ve walked in our shoes.

When 23-year-old Merci Rene
Keene’s husband tried to leave with
their daughter while she was at
work, she got him where it hurtsliterally. The Chickasha woman
tried to bite her man’s penis off.
Thanks to the man’s lucky stars,
she was unsuccessful and arrested
for domestic abuse.
According to the affidavit, a
Chickasha officer was dispatched to
the 900 block of South 15th Street at
12:33 p.m. on September 4 to check
out reports of a disturbance. When
he arrived, he heard a man and
woman yelling at each other.
The man stepped outside the
house and told the officer he and his wife, Keene, were fighting.
Keene told the officer they were fighting because her husband attempted to leave with their daughter. She said she was at work when
her mom called her and said her husband was trying to leave with
their 11-month-old daughter.
Keene left work to confront her husband.
There was no verbal argument here – Keene said she tackled her
husband while she was holding their daughter and took him to the
ground. Once he was down, Keene said she bit the victim on the arm,
hit him, and tried to bite his penis off.
The victim had a bite mark on his left thigh, about two inches away
from his private parts.
Keene was arrested and transported to jail.
Keene is being charged with domestic abuse in the presence of a
minor. She was released on a $4,000 bond and is scheduled to appear in court on October 16, 2015.

Sayre woman Sheila Grace Pettitt, 61, was arrested September 11 after she allegedly assaulted her ex-daughter-in-law’s
boyfriend.
The ex-mother-in-law claimed she was just defending herself.
According to the affidavit, a Sayre officer was dispatched to
the residence on Rt. 66 N. at approximately 5:43 p.m. to investigate the incident. The ex-daughter-in-law told police she
watched as her boyfriend confronted Pettitt in the driveway.
Pettitt pulled a knife on her boyfriend, and he grabbed her
arm, making her fall down.
Pettitt then jumped in her car and started to leave.
The victim grabbed a gun and told her to get off the property. This time she did, but not before running into his truck.
The victim told the same story. He said he was standing in
the driveway when she arrived, but she ran into him with her
vehicle. During the altercation, she pulled out a knife and tried to stab him in the neck.
An Elk City officer spoke with Pettitt’s daughter and said the daughter talked her mom
into calling him. Pettitt told him the victim fired at her with a shotgun and threw her to the
ground.
The Elk City officer convinced Pettitt to turn herself in to the Granite police.
When the Sayre officer arrived in Granite, Pettitt immediately told him, “I lost my temper.”
She said she was at the house to pick up her ex-step grandkid and the victim pushed her to
the ground. She said when she left, she accidentally hit a truck.
The officer asked her to write down exactly what happened.
The officer read Pettitt’s statement and asked her about the knife.She admitted to pulling
a knife out, but said she was defending herself from the victim. When he asked about the
pistol, she denied having a gun.
An officer searched her vehicle, but he didn’t find a handgun.
Pettitt’s statement wasn’t very detailed, and she never mentioned that the victim fired at
her, like she claimed before.
The officer placed her under arrest and took her to jail.
Pettitt is being charged with two counts of assault and battery with a dangerous weapon
and malicious injury to property over $1,000. She was released on a $10,000 bond and is
scheduled to appear in court on December 1, 2015.

Pulling a gun on bounty hunters
probably isn’t the best thing to do
when you’re trying to stay out of jail.
Watonga man Damon Neal Dunbar
Jr., 30, did just that on September 21.
He said he wasn’t going back to jail --
guess what? He went back to jail.
According to the affidavit, dispatch
was contacted by a couple of bounty
hunters around 3:35 p.m. The bounty
hunters said they tried to arrest Dunbar at a residence in the 1200 block of
West Main. A person at the house let
them in, and they found Dunbar inside.
While they were probably pleased to see him, he wasn’t so happy
to see them. He told them he wasn’t going back to jail -- he then
grabbed a gun and they heard him chamber a round. The hunters
hightailed it out of there and called the police.
En route to the location, dispatch advised a Watonga officer that
Dunbar was getting in a blue vehicle and he had a pistol in his waistband. The officer located the car and attempted to pull it over. The
vehicle traveled a bit before finally coming to a stop.
Dunbar jumped out of the vehicle and started walking to the officer.
The officer couldn’t tell if the man had a gun or not, so he grabbed
his pistol and yelled at the man to get on his knees. Instead, Dunbar
jumped back in his car.
After some more yelling, Dunbar took off his shirt and exited the
vehicle. He was placed under arrest.
The driver told police Dunbar’s gun was under the front seat -- an
officer found a .380 caliber semiautomatic pistol under the passenger seat.
Dunbar is being charged with possession of firearm after former
felony conviction. His bond was set at $20,000, and he is scheduled
to appear in court on October 13, 2015.

The Oklahoma State Bureau of
Investigation is off ering up to a $2,500
reward for information leading to the
arrest and conviction of the person(s)
who killed Fernando Hernandez Cruz
last month in Jeff erson County. Cruz, 27,
worked and lived on a ranch near Ryan.
August 28 his body was found a short
distance from the house where he lived.
The medical examiner has not fi nished
the autopsy report, but OSBI agents are working his death as a homicide.

If you’re gonna steal something, you probably shouldn’t
put it on a stolen trailer in front of your house.
Just a thought.
Dill City men Allen Christopher Martin, 30, and Roland
Gerald Torgerson Jr., 52, were arrested September 24 for
concealing stolen property right out in the open.
According to the affidavit, a Washita County deputy received a call about stolen wind break panels that had been
taken from the Sweetwater area in Beckham County. The caller said the panels were taken from a business, but he knew
where they were. They were on a stolen trailer in front of Martin’s residence in the 300 block of South Rambo.
The deputy went to the residence and sure enough, there
were the panels.
After obtaining a search warrant, he made contact with
Martin and Torgerson. The deputy asked Martin where the
panels came from. Martin said on September 23, he and Torgerson went to Sweetwater and loaded the panels on his trailer.
Martin said he was going to use the panels to build a barn.
The deputy then asked him where the trailer came from.
He said about a year and a half ago, he saw it at a location for
about 8 months, so one day, he decided to go pick it up.
Torgerson admitted to being with Martin when he stole the
panels, but he said he didn’t know they were stolen. He said
Martin told him they were his.
Torgerson is being charged with knowingly concealing stolen property. His bond was set at $10,000, and he is scheduled to appear in court on November 24, 2015.
