FALSE PERSONATION DUI DOMESTIC A&B UNAUTHORIZED USE OF A
VEHICLE
A heavily intoxicated man arrested for drunk driving
couldn’t seem to get his story straight and kept apologizing
for hitting a curb he never hit.
On August 18, a concerned motorist told state troopers a
white vehicle traveling westbound on I-40 in Custer County
was “all over the road” and kept driving into the grass median, the affidavit states.
When a trooper located the suspect vehicle around 2:06
p.m., he saw it run off the right side of the road. He followed
the vehicle and pulled it over at US 183 and Orient. He noticed the vehicle’s tag had expired in June.
The trooper asked the driver, Weatherford man Jacob
Charles John Lewis, 29, to step out of the car. He noticed
Lewis was having a hard time keeping his eyes open.
The trooper had Lewis sit in the passenger seat of the patrol car. Lewis had droopy, red,
bloodshot eyes, and was very talkative, although he seemed to have a hard time understanding why he had been pulled over. He would close his eyes for an “abnormal amount of time”
and ramble to the officer as if he was falling asleep.
Although the air conditioner was on in the patrol car, Lewis was sweating profusely. When
the trooper asked him questions, Lewis kept changing his story.
The trooper told him to estimate the passage of 30 seconds. He estimates 33 seconds.
When the trooper asked him how he determined the time frame, Lewis replied, “I listened
for traffic and knew how long the lights were.”
The trooper placed Lewis under arrest. The man agreed to a blood test, so the trooper took
him to the hospital.
At the hospital, Lewis admitted to taking Xanax and using marijuana the day before. He
was confused about what day it was, and kept asking the trooper why he had pulled him over.
Lewis also kept apologizing for running off the road and hitting the curb. When the trooper
told him several times that he didn’t hit the curb, Lewis looked at him in a “shocked manner.”
Lewis is being charged with driving a motor vehicle while under the influence of drugs. He
was released on a $2,500 bond and is scheduled to appear in court on September 19, 2014.
Dazed and confused

OK Jailbirds is cooperating with the efforts of Oklahoma Department of Human Services to impact the huge
social problem of irresponsible parents who are not paying the child supports ordered by our courts.
If these biological-only parents won’t honor the courts order, perhaps public shame will get their attention.
If you know how to reach any of the Deadbeat Parents found on this page, please call the Oklahoma Department of Human Services
Child Support HotLine at 1-800-522-8014
Importance of Child Support
Children are our future and child support helps make sure they
have a chance at a productive life. Children have the right to get
support from both parents and do not lose this right when a
parent leaves the home.
When children do not receive child support, they can:
Suffer both Emotionally and Physically
Live within a Reduced Standard of Living
Have their Basic Needs Unmet
Become Non-Supportive when they become Parents.
When one or both parents do not support their children,
taxpayers often pay the cost of raising children. When children
receive public assistance and their parents pay no child support,
all taxpayers bear the cost of supporting the children.

An Elk City man revealed he had
some “crack in his sock” during a traffic
stop on August 18.
Newsflash: he was taken to jail.
According to the affidavit, an Elk City
officer saw a blue car traveling east on
Third Street around 1 p.m. He saw the
vehicle travel left of center for approximately 30 feet. The officer conducted a
traffic stop and made contact with the
driver, 52-year-old James Earl Keel. He
told Keel why he pulled him over, and
Keel replied, “Oh, I’m sorry.”
After checking Keel’s information, the
officer asked him, “Hey, before you leave, do you mind if I ask you a
few questions?”
Keel said, “Oh yeah, go ahead.”
The officer asked him if he had any weapons or illegal narcotics in
the vehicle. Keel said no, and gave the officer consent to search his
car. Keel exited the vehicle without the officer asking him to, and he
let the officer search him for any obvious weapons.
During a search of Keel’s vehicle, the officer found two white pills
and a black cylinder that appeared to be a homemade pipe. The pills
were later identified as ibuprofen. When the officer asked Keel about
the pipe, Keel admitted that he used it to “smoke crack cocaine.”
The officer asked him if he had any illegal narcotics on his person.
Keel said he did, and told the officer, “I have some crack in my sock.”
The officer located what looked like crack cocaine in the man’s
sock. He placed Keel under arrest and transported him to jail.
Keel is being charged with possession of a controlled dangerous
substance and unlawful possession of drug paraphernalia. He was
released on a $10,000 bond and is scheduled to appear in court on
October 21, 2014.

All over the state, kids are either
already back in school or about to
start, so what better time to talk
about bus and school zone safety? Everyone either has a child
starting, going back to school, or knows someone who does. We all
want to look out for the welfare of our young students, so I’ll touch
on a few items to refresh your memories about school zones and
school buses.
First, lets talk about school bus safety. One of the violations I
see most is drivers going the opposite direction not stopping for
a school bus that has its red flashers and stop sign out. I can
only assume that these drivers believe that those stop indicators
are only for the vehicles following the school bus, but this is not
true. Oklahoma State Statute Title 47-11-705 states:
The driver of a vehicle meeting or overtaking a school bus that is
stopped to take on or discharge school children, and on which the
red loading signals are in operation, is to stop the vehicle before
it reaches the school bus and not proceed until the loading signals
are deactivated and then proceed past such school bus at a speed
which is reasonable and with due caution for the safety of such
school children and other occupants.
An exception to this would be on a divided roadway where there
is a separation of the lanes of travel, such as a divided four-lane
highway. The drivers on the opposite side of the road do not have
to stop in this situation, but the drivers on the same side must stop
as stated. Again, this is only for highways that are divided by a
median, cable barrier, concrete barrier, etc. This is not applicable
for an undivided multi-lane highway. On that occasion, all traffic
must obey the bus loading signals.
Next, lets tackle the school zones. All a school zone does is reduce
the speed limit at certain times of the day. These times are when
there is a presence or potential presence of school children. What
this means is, just because you don’t see children out on the
playground, or outside the school building, does not mean the
school zone is not in effect, because the potential presence of
children is taken into account. The way a driver is notified of an
active school zone is with the flashing yellow lights attached to the
appropriate warning signs for the school zone. If a driver is cited
in a school zone, the fine doubles.
As safe and courteous drivers, we should always be looking out
for each other on the roadways, and a potential fine shouldn’t be
our motivation, but the safety of others as well as ourselves, and
especially for our youngsters. Remember, their safety is in your
hands; lets do our part to make this a safe and sound school
year. Thanks for reading, buckle up and please drive safe!

What you’re saying about this on...
Brian G: Legalize steroids, same amount of deaths as weed and steroids won’t make
you sound like a half asleep pothead
Toni L: Brian maybe you need to do some research steroids do hurt and kill people.
They have very dangerous side effects unlike weed.
Brandi W: I think it really wouldn’t matter which drugs are legalized or not, people
will find a way to abuse, take, sell, make or even trade drugs if they want to! I for one don’t
think I’m in charge of anybody else’s actions or wants.. I say to each their own just don’t
bring others down for your own actions! Be responsible..
Becky P: they use to use it for medical reasons in the old days...legalize it and get the
tax from it...steroids will kill you eventually...go after the meth heads
Brandon H: Legalize bud it never hurt a soul
Jon W: Legalize weed
Sha’Meka M: Steroids can kill you n make you do things ... Legalize Mary Jane..
She’s cool ppl
Gary H: Maybe synthetic weed. Steroids claimed a whole family in Chris Benoit’s
case. If you don’t mind disappearing testicles and the end to your sex life, enjoy......
Andrea G: They gotta get to Rehab, But they say No No No!
Mike B: Tighten control of Prescription drugs . They cause more problems.
Jason H: Free the weed. !!! Unburden the prison industrial complex
Tamara T: Concentrate on where the drugs are coming from. I know in Garvin Co a
lot of the same people that were dealing 18 years ago when I was in high school are still the
main dealers around. Quit making deals with them.
Mallori D: Marijuana should be legalized. Others drugs like cocaine or meth should
not be. I don’t agree with throwing these people in jail and them serving time longer than
people who have killed/rape. These people should be given help. There a lot of people who
use marijuana and don’t go out and kill, rob or lose their job because of it. It’s time the baby
boomers start letting my generation make these choices. It will happen eventually.
Renee M: You get more time for marijuana than drunk driving or being a cook or
tweek. A little backwards. Oh yeah and all because they thought they could win the war on
drugs. Which will never happen..
Alissa W: I have Fibromyalgia. We have very low options to control our pain. It just
so happens marijuana does great things for our pain, and coming off of it is a lot easier
than coming off of narcotics where it all of a sudden wears off and you are in more pain
than before. I think medical marijuana would do great things in our state. Also I think that
if you are a first time offender of drugs and alcohol you should go to involuntary rehab. If
you have kids you shouldn’t get “special treatment” by no means. I believe narcotics and
meth and heroine are more of an issue than pot. Narcotics cause more harm to yourself
and others.
Merrenda L: Colorado is a debt free state and has been. No one has broke out and
caused riots and crime has actually went down. When it comes to pot, make it legal and
follow colorado. Get our state debt free and tax the hell out of it. Use the money for schools
and roads.
Molly E: There is a definite drug problem in Oklahoma, but I believe incarceration is
not the only solution. Jail time will punish drug users/abusers, but it will NOT address the
underlying problem. As soon as they are released, they will go right back to using. We need
to invest more in rehabilitation than punishment. Addiction should be treated as an illness,
not a crime. These people are mothers, fathers, siblings, friends. They’re not monsters because they lost control. They just need help.
David T: Legalize marijuana it hasn’t killed anybody unlike prescription drugs, meth,
alcohol, or any other man made drugs. They need to be more strict on these meth heads
and drunks who take ppls lives on a daily basis instead of a slap on the wrist and send them
on their way. I’ve had to many family members and friends killed by a drunk driver or
somebody under the influence of meth
Lisa H: There are many benefits to making pot legal. Not only for medicinal issues,
but tax dollars added in to our economy as well. No, the judicial system has been messed
up for years. People caught with pot get more time than kiddy rapists! No one comes out of
the womb saying they want to become an addict. Meth has destroyed millions of lives. But
until we as a society, can accept the fact that some people are simply broken and looking
for a way to relieve their pain, drugs, alcohol, etc. will be abused. Send the first timers to
drug rehab. After that, jail time.
Jason S: Alcohol is already legal, now pot should be. Ive seen more problems though
through presciption drugs by far.
Maria E: Well unfair if the pot heads can have mary jane give the dope heads cocain
and ice ... get my point not fair to give some what they want and not others what they want..
if you legalize one legalize all. I’m against any including pain meds because ameicans have
learned to say there back hurts get oxy and instead of fixing the “problem” they claim to
have they keep popping there pills or better yet sell to the pill poppers and buy there weed,
meth ect..
Joel R: the biggest problem i see is corruption in the police and sheriff”s departments/
offices.
Dillen G: I’d say the problem isn’t the drugs. Now bear with me, I don’t condone the
use or cultivation of any drug. The PROBLEM, however, is these gun toting punk kids and
the wars they wage for the people who supply them. Did you know on the black market,
the “product” that flows the most, is laundry detergent. Something completely legal is being sold in underground markets just like these drugs. Why? Because the drugs aren’t the
problem, but they are contributing factors nonetheless. Legalizing won’t get rid of these
organizations underground. It may dampen them, and make it harder for them to make
money, but it won’t stop them. When you get down to brass tax, it’s lazy people trying to
make a paycheck. These “gangsters” are pawns for individuals who go unnoticed or unfound because of the loyalty these pawns have for them. They just reel in the cash.
Chuck C: Alcohol does need attention but again it’s effects are scientifically measurable and marijuana doesn’t since it has different levels THC but I’m sure that will change.
Preston S: That whole question as to whether they should be more lenient on women
than men, is just simple minded. An “abuser” is just that, an “abuser.” Whoever runs this
page, should probably have their questions examined by a panel of people before posting.
Okjailbirds: Preston S: It is Senate Bill 1278, so I guess the question was examined before we posted. Men are left out of this bill. http://www.oksenate.gov/.../press.../
pr20140312a.htm
Tucker W: Too many prescription drugs. Every time I go to a doctor they want to
fix it with a pill. What happened to curing something rather than masking the pain?????
Here’s a question for you...
How do think the current drug problem in Oklahoma should be solved?
Things to ponder:
• Is there a drug problem at all?
• Do drugs need to be legalized? Which drugs?
• Do all drug abusers need to go to jail? What about recreational drug users?
• Do drug abusers/users need help instead of jail time? What about those who
don’t want help?
• Should judges be more lenient with women
and harsher on men? What about those who
have children (women and men)?
• Do you think our system is fair and just? If
not, what seems to be the problem?
Sorry we could not print all responses;

On June 17, 2007, 73-year-old Rosemary Wolfe was found shot
to death inside her Langley home by her husband. The Medical
Examiner’s Offi ce ruled she died of several gunshot wounds.
The Mayes County Sheriff ’s Offi ce requested OSBI help investigate
the death. Since then, agents have conducted numerous interviews
and collected evidence in the case.
Investigators believe they know what happened to Ms.
Wolfe. However, they need a few more pieces of evidence/
information in order to resolve the case. OSBI hopes someone with that information will come
forward to help solve the case and allow her family some peace. Since her death happened on
Father’s Day – that day is an especially diffi cult one.
Wolfe’s family is off ering up to $10,000 for information leading to the arrest and conviction of
the person responsible for her death.
If anyone has any information on this case, please call the OSBI hotline at 1-800-522-8017.

The key to your freedom
Watonga man Jon Paul Dickson, 23, found himself in
some deep trouble on August 28. Not only did he have
synthetic marijuana in his pocket — he took methamphetamine into jail.
According to the affidavit, Watonga police were patrolling north on Wikoff north of Main Street when they saw
a man walking down the street. Due to a recently reported
crime in the area, the officers stopped to talk to the man,
later identified as Dickson.
An officer checked Dickson’s information and was advised that he had an outstanding warrant out of Custer
County. The officer placed him under arrest and asked him
if he had anything illegal on him that he didn’t want to take
into jail. Dickson replied, “I only have my phone and cigarettes on me.”
Lies.
When they arrived at the sheriff’s officer, police told Dickson to empty his pockets. He removed a purple and green package from his front pocket — it was synthetic marijuana. Dickson also removed a cigar from his left ear and told police it was “K-2” (synthetic marijuana).
When a jailer made Dickson change into jail clothing, Dickson handed the jailer a stack
of money and a pair of socks. The jailer noticed one a decent sized lump in one of the socks.
Police looked in the sock and found a baggie containing a crystal-like substance. When asked
what it was, Dickson said, “Man, that’s ice.”
An officer asked Dickson why he didn’t tell them about the meth sooner, since bringing
the drug into a jail is a felony. He said, “I figured I was already in trouble and you guys were
gonna find it eventually.”
The substance field-tested positive for meth.
Dickson is being charged with bringing contraband drugs into jail/penal institution and
possession of a controlled dangerous substance. He is being held in lieu of a $15,000 bond
and is scheduled to appear in court on September 10, 2014.

HAWTHORNE
You might be a less-than-great mom if
you hide a can of beer with your 10-yearold daughter while driving under the influence.
This was allegedly the case of Burns Flat
woman Jessica Marie Hawthorne, 31.
On August 31 at approximately 1 a.m.,
a state trooper saw a vehicle traveling 51
mph in a 45 mph zone two miles west of
Burns Flat, according to the affidavit.
He watched the vehicle and saw it completely cross the westbound lane, almost
running off the road. He pulled the vehicle
over and made contact with the driver, identified as Hawthorne.
The trooper immediately smelled a strong odor of alcohol coming
from inside the vehicle. He asked Hawthorne to have a seat in his
patrol car. Hawthorne was unsteady on her feet, had slurred speech,
bloodshot eyes, and was unsteady on her feet.
The trooper asked her how much she had had to drink. She told
him she had her last drink around 6 p.m. that evening. The trooper
went to the vehicle and asked the three passengers for all of the open
containers in the car. The backseat passengers, one of them being
Hawthorne’s 10-year-old daughter, handed the trooper two cans of
beer.
The trooper conducted standard field sobriety tests on Hawthorne
and determined she was intoxicated. The police report said “the
PBT…results were high.”
The trooper placed Hawthorne under arrest and transported her
to jail.
Hawthorne is being charged with child endangerment by driving
under the influence, driving a motor vehicle while under the influence of alcohol and transporting an opened container of beer. She is
being held in lieu of a $100,000 bond and is scheduled to appear in
court on November 18, 2014.
