On August 15, investigators with the Canadian County Sheriff’s Office arrested James Visotski, a 35-year-old truck driver from Stuart,
Oklahoma, for attempting to pick up a 14-yearold female at the Flying J truck stop in Canadian County for the purposes of having sexual
intercourse.
The investigation began in May when Visotski
reached out on social media to an undercover
deputy, believing she was a 14-year-old female
living in Canadian County. Visotski developed
dialogue with the girl, and then made and carried out plans to travel to Canadian County and
pick up the under aged girl. Visotski’s intentions were to take the girl on a three month cross country road trip where
he could have sex with the under aged female all across the country.
During the investigation, Visotski had conversations with the under aged
child which became extremely lewd and sexual in nature. Visotski messaged the child about having sex with her, and asked about her parents’
ability to monitor her texts. Visotski also described a fantasy where he
performed oral and anal sex with the under aged female child.
As the conversation continued, Visotski described in detail the various
sexual acts he was going to perform, including tying the child up with rope
in order to live out his sexual bondage fantasy.
Visotski described having group sex with the child, and asked the minor
on how many people she thought she could have sex with all at one time.
Visotski was very specific in describing the various sexual fantasies he
wanted to live out with the minor child. As the conversations continued,
Visotski even instructed the girl to delete all their conversations so that he
wouldn’t get caught.
During the investigation, Visotski asked about meeting the decoy. Visotski explained he would like to take her on a cross country trip in his
tractor trailer rig. He told the decoy she would need to pack bags with
enough clothes for the long trip, which could take up to three months.
Visotski planned the meeting, and told the child to meet him at the Flying J
truck stop in Canadian County on August 15 where he would pick her up.
When Visotski arrived at the Flying J, investigators with the Sheriff’s Office met and arrested him. Visotski was interviewed and readily admitted
that he planned to pick up and take the 14-year-old girl with him for the
purpose of having sex with her. Visotski’s cellular devices were seized for
evidentiary purposes.
“I’m very happy we were able to make this arrest. Obviously, we’re concerned Visotski may have already abducted a child that remains missing
to this day. It’s a horrifying thought, but I believe it’s a real possibility,” said
Chris West, Canadian County Sheriff.
Visotski was transported to El Reno and booked into the Canadian
County Jail on the charge of Lewd Acts with a Child. His bond was set
at $25,000.

To the Editor:
This past summer the United States Supreme Court in McGirt v. Oklahoma found that the Muscogee
(Creek) Nation’s “reservation” was never taken away by Congress. That ruling has many effects, but one
of the most significant is the State of Oklahoma does not have (and should not have had since statehood)
criminal jurisdiction over any person who is a member of any federally recognized Native American tribe
within the historical boundaries of the Muscogee (Creek) Nation. This area encompasses eleven Oklahoma counties including most of the Tulsa metropolitan area. Further, the Supreme Court’s ruling appears
to apply to other tribal jurisdictions as well. The Oklahoma Attorney General has already made several
statements that indicates his office is conceding that the State of Oklahoma does not have jurisdiction
over Native Americans accused of crimes in the historical boundaries (“reservations”) of the Cherokee,
Choctaw, Chickasaw, and Seminole tribes. While those additional four tribal areas are still being resolved,
it is becoming more clear that Congress did not “disestablish” those reservations either. In addition, it is
very possible that other tribes (e.g. Kaw Nation, Citizen-Potawatomi Nation) may also have retained their
reservations in Oklahoma. However, note that both the tribal courts and the federal courts have jurisdiction over these same cases. The Muscogee (Creek) Nation Tribal Court and the U.S. Attorney’s Office in
Tulsa are already picking up these cases in the Tulsa area, and other tribes will likely do so in other tribal
jurisdictions. Having an “Indian card” is not necessarily does not mean it is a “get out jail card,” but it is
something that you should speak with your attorney about immediately.

Hydro man Stacy Don Wilson Kidd, 22, is
being charged with multiple felonies after he
allegedly led officers on a high-speed chase
on the evening of August 11.
Kidd apparently also hit an officer while trying to escape.
According to reports, a Clinton officer
stopped the man for speeding on Route 66
on the east side of Clinton. During the traffic
stop, the officer noticed that Kidd appeared
to be acting nervous about something. At
some point, Kidd tried to reach for something
under his seat.
When the officer asked Kidd to step out of
the vehicle, Kidd refused, rolled up his window, and tried to leave the scene.
When another officer tried to grab the man’s keys out of the ignition in an
attempt to stop him, Kidd threw the car into drive and took off, clipping the
officer as he drove away and left the area.
Police chased after the man as he reached speeds in excess of 100 mph.
All of that speed was for nothing, however. Eventually, an Oklahoma Highway Patrol trooper disabled the man’s vehicle at an exit in Weatherford. Kidd
jumped out of his vehicle and took off running, but officers apprehended him
a short while later.
Kidd is being charged with endangering others while eluding/attempting to
elude police officer, battery/assault and battery on police officer, leaving scene
of accident involving injury and unlawful possession of drug paraphernalia. He
is scheduled to appear in court on September 25, 2020.

NEW TECHNOLOGY CAN LEAD TO A BREAK IN
CASES INVOLVING AN UNIDENTIFIED BODY
OKLAHOMA CITY, Okla. - The state’s premier investigative agency is utilizing advanced technology to give an unidentified body a name. The Oklahoma
State Bureau of Investigation (OSBI) recently acquired 11 Evolution mobile
ID scanners that are assigned to Crime Scene Agents across the state. The
agents use the handheld device to scan the fingerprints of an unidentified
person, which are then run through state and federal databases, with results
returned in minutes.
“The first step in getting justice for a victim and their family is to know who
they are,” said OSBI Director Ricky Adams. “If we don’t know a person’s identity, it is incredibly difficult, if not impossible, to find the perpetrator responsible
for their death. I believe the investment in this technology can be the first lead
in a case that involves an unidentified victim.”
If an unidentified victim is found, agents will place the victim’s finger on the
device, which is approximately the size of a cellphone. Utilizing an internet
connection, the fingerprint scans are then run against the OSBI’s Automated
Fingerprint Identification System (AFIS) and the FBI’s Repository for Individuals of Special Concern (RISC) in search of a match. If there is a fingerprint
match in either database, the results are returned to the agent within minutes.
Each device cost $3,150 for a total investment of $34,650.
Within a week of being deployed, the device led to the identity of a deceased female. She was found in Ottawa County on July 13, 2020. An OSBI
Crime Scene Agent was able to scan her fingerprints and within minutes her
identity was confirmed.

ABUSE CASE
HARPER COUNTY, Okla. - The Oklahoma State
Bureau of Investigation (OSBI) arrested a 28-yearold babysitter in connection with the abuse of a
seven-month-old child that occurred in Buffalo,
Okla. As a result of the investigation, the District I
District Attorney’s Office filed two counts of Child
Abuse by Injury and one count of Child Neglect
on Candice Vazquez. OSBI Agents arrested her at
her home where the abuse occurred.
On June 18, 2020, the Harper County Sheriff’s
Office requested assistance from the OSBI with
a child abuse investigation. That same day, the
seven-month-old child was taken to OU Children’s Hospital in Oklahoma
City where the child was treated for life-threatening injuries. The abuse
was sustained while in the care of Vazquez at her home in the 200 block of
NE 4th St. in Buffalo, Okla.
Despite the severity of the injuries, the baby survived and has recovered.

A 23-year-old from Hampton, Virginia,
found himself behind bars in Beckham County after officers found a large amount of weed
in his vehicle during a traffic stop on August
20.
Reports state an Elk City officer clocked
the suspect driving 80 mph in a 55 mph work
zone hear the mile 39 marker on I-40. He
stopped the suspect’s vehicle and made contact with the man, identified as Karon Hykiem
Shatek Turner.
Turner told the officer that he was just returning from a quick trip to Las Vegas, and
the vehicle he was driving was a rental. He
also told the officer that he didn’t rent the car,
and he didn’t have the rental agreement with him. Turner was also unable to
locate his driver’s license during the stop.
While speaking to the man, the officer noticed that he had a large amount
of luggage in the vehicle – way more than one person would usually have.
Turner also appeared to be nervous and unusually hot during the stop. He
seemed to have labored breathing as he spoke to the officer.
The officer searched the man’s vehicle and found 39 vacuum sealed bundles of marijuana totaling 83 pounds. He placed the man under arrest.
On the way to jail, Turner would allegedly pass out then quickly recover
before being booked into the Elk City Jail.
Turner is being charged with trafficking in illegal drugs. His bond was set at
$20,000, and he is scheduled to appear in court on October 5, 2020.

Vance AFB nurse sentenced to
federal prison
Romeatrius Moss, 40, a nurse and former Air
Force Major stationed at Vance Air Force Base in
Enid, was sentenced August 10 to serve 24 months
in prison for health care fraud in which she accepted kickbacks for referring TRICARE beneficiaries
to pharmacies furnishing compounded drugs, announced U.S. Attorney Timothy J. Downing.
Moss was also ordered to pay restitution in the
amount of $622,459.
According to a felony information filed on September 30, 2019, Moss solicited and received
$73,823.06 in return for referring prescriptions for
members of the U.S. military to compounding pharmacies that were reimbursed by TRICARE, a health
insurance program for military members. Because of resulting cost increases
and infringement on patient choice, it is a crime to solicit or receive payments
for referrals to health care providers for an item or service that could be paid,
in whole or in part, by a federal health care program.
Moss pleaded guilty on October 15, 2019, before U.S. District Judge Patrick R. Wyrick. She admitted that while she was employed in the medical unit
at Vance AFB, she gave military members pre-printed prescription pads and
induced them to ask their doctors for specific compounded drugs. Moss admitted she then sent the prescriptions or caused them to be sent to specific
pharmacies. Moss admitted she was paid a kickback that was a percentage
of the gross reimbursement the pharmacies received from TRICARE for filling
the prescriptions.
Judge Wyrick sentenced Moss to 24 months in the custody of the Bureau
of Prisons, followed by three years of supervised release. Judge Wyrick also
ordered Moss to pay restitution to TRICARE in the amount of $622,459, the
total amount of kickbacks she received in the referral scheme. She was also
ordered to forfeit her residence in Enid.
The case is the result of an investigation by the Defense Criminal Investigative Service, the Air Force’s Office of Special Investigations, and the Federal
Bureau of Investigation–Oklahoma City Division. Assistant U.S. Attorneys
Jessica Perry and Amanda Maxfield Green prosecuted the case.

Two people have been arrested in connection
with the murder of an Enid man in early August.
Dorhee Ventura Wofford, 26, was arrested early
on the morning of August 14 in Oklahoma City.
The day before, Enid Police investigators obtained a warrant for Wofford’s arrest charging him
with first degree murder.
Wofford was captured by FBI and OCPD officials at about 1:00 a.m. and booked into the
Oklahoma County Jail.
Wofford is the second person arrested as a result of the ongoing murder investigation of Nestor
Garcia Ramirez, who was killed on August 5 during a burglary and shooting at his residence, located at 1921 E. Walnut. Courtney Renee Sherrill,
aka Courtney Flowers, age 25, was arrested in
connection with Mr. Ramirez’s murder on August
12. She was booked into the Garfield County
Detention Facility on complaints of first degree
murder, first degree burglary, and child endangerment.

September is National Campus
Safety Awareness Month
The Fall Semester is here and hopefully you had an enjoyable summer. As we
return to our offices and classrooms, it is important to remember that campus safety
should be an important part of our daily activities. September has been designated as
National Campus Safety Awareness Month. NCSAM received the unanimous support
of Congress in 2008. Each September, the Clery Center for Security On Campus partners with colleges, universities, and other agencies to offer campus safety programming – National Campus Safety Awareness Month.
Campus safety requires active participation from everyone. Do you know the name
of the head of your campus police or security department? Do you know the emergency and non-emergency numbers to the police/security department? Do you know
where you can find your college’s safety & fire policies and statistics? Thanks to the
Clery Act the answers are simple.
As a result of the horrible murder of 19-year-old Lehigh University freshman Jeanne
Ann Clery who was raped and murdered while asleep in her residence hall room on
April 5, 1986. Jeanne’s parents, Connie and Howard, discovered that students hadn’t
been told about 38 violent crimes on the Lehigh campus in the three years before
her murder. They joined with other campus crime victims and persuaded Congress
to enact this law, which was originally known as the “Crime Awareness and Campus
Security Act of 1990″.
During your daily endeavors you travel around your campus and speak with students, staff and faculty. If something doesn’t look right, sound right or feel right contact
campus safety. Believe your gut reaction. It is much better for campus safety officials
to come and find that there is nothing wrong than for a crime to occur. Sometimes
crimes can be prevented and offenders can be caught in the act because of quickthinking community members just like you.

The Oklahoma State Bureau of Investigation (OSBI)
arrested a man who is facing charges related to the
possession and distribution of child pornography.
Agents were requested by the District 26 District Attorney’s Office to serve the search warrant and make the
arrest of 61-year-old Jose Montoya Carrasco. The warrant was served to a residence in the 400 block of 22nd
street in Woodward. Carrasco was taken into custody
without incident.
The investigation began when the National Center for
Missing & Exploited Children received information from
a social media platform regarding the possible sexual
exploitation of children. NCMEC forwarded the information to the District 26 DA’s office to be investigated.
Also assisting with the search warrant were the
Woodward County Sheriff’s Office, Woodward Police Department, Alfalfa County
Sheriff’s Office and Dewey County Sheriff’s Office.
Carrasco was booked into the Woodward County Jail.

the name says it all
A 23-year-old Woodward man allegedly stole
several tools, tool bags, and batteries during
two separate burglaries in rural Woods County
on August 29.
Michael Dominick Foster is now facing four
charges for the burglaries.
According to reports, a Woods County deputy met with one victim near Johnston Road
north of Alva. The victim said his neighbor told
him he saw a suspicious vehicle in front of his
shop around 7:30 a.m. that morning. The man
said he found signs of forced entry near the
north door. He told police several items including tools, drills, batteries, and a can of gas, were missing.
Later that day around 7:30 p.m., the deputy saw a vehicle matching the
description of the suspicious vehicle in Alva. He followed the truck as it
pulled into the Holiday Motel parking lot. He watched the vehicle throughout the evening until it left the parking lot around 11 p.m.
Noticing that a brake lamp wasn’t working, the deputy stopped the vehicle north of Hughes Road on US281 and made contact with the occupants – Waynoka woman Stephanie Ranae Miller, 25, and her passenger,
identified as Foster.
The deputy saw a black Dewalt tool bag behind Foster.
During the stop, Miller advised that she didn’t have insurance and her
license was suspended. She was placed under arrest.
Foster was also placed under arrest for an active warrant.
While conducting inventory of the vehicle, the deputy found a large
amount of Dewalt tools. Some of the tools were identified as belonging to
the first victim. Other items had initials and a name on them, and a second
victim identified them as his.
During interviews, Foster admitted to breaking into the victims’ shops
and stealing the tools. He said he planned on storing the items at a friend’s
house and possibly selling them.
Miller said she wasn’t involved in the burglaries. She told police that she
was sleeping in her motel room when Foster showed her the tools and
said someone had given them to him.
Miller is being charged with driving with license suspended and failure to
provide security verification.
Foster is being charged with two counts of burglary in the second degree and two counts of knowingly receiving or concealing stolen property.
His bond was set at $5,000.
Both suspects are scheduled to appear in court on October 13, 2020.
