Escaping a bar fight doesn’t guarantee freedom from the
law, as a Welling man learned March 11.
Around 1:45 a.m. March 10, a woman said she saw two guys
arguing around the pool tables at Connie’s Bar on Highway
100. Her husband was waiting at a pool table so he could play
a game, but Jason Matlock, 32, ran from the bar area and
punched him in the face, she said.
The man fell to the floor and Matlock got on top of him to
punch him again, so she ran over to help the two men stop
fighting, yelling, “Stop” and “get off my husband” at Matlock.
Eventually, Matlock punched her twice in the head, despite
her repeated requests to stop, she said.
Finally, another man pulled Matlock to the floor, allowing
the woman to tend to her husband’s wounds. He was profusely bleeding in the face, she
said.
Matlock was charged with one count of aggravated assault and battery March 4 and
a warrant for his arrest was issued the same day. An information sheet in the case revealed the victim went to Hastings Hospital for treatment. Matlock faces up to five years
in prison or up to a year in county lockup, as well as a fine up to $500.
Matlock posted $7,500 bail soon after his arrest. A court date has not been entered
for his case.

A Tahlequah man was looking for
love in the wrong place Feb. 12, police
say.
Officer Cody Warren received a call
from a woman who reported Sunny Howerton, 21, was exposing and
touching himself in front of her and
her friend at Circle S Laundry.
She went out to smoke a cigarette,
where she saw Howerton sitting in his
white Camaro, which was parked next
to her vehicle. She ignored him and got
in her car, but when she rolled down
her window, Howerton spoke to her.
When she looked at him, he had his
pants zipper open with his privates out, and he was touching them,
she said. He asked her if “she wanted in on it,” and she told him to
“zip it up,” but Howerton said he would put it away when he was
done.
At that point, she rolled up her window, but when he began honking his horn at her, she decided to call police, she said. Soon after,
Howerton zipped his pants and drove toward the Love Country
Store, where, coincidentally, Warren was stationed.
Warren pulled Howerton over and asked him why he was at the
Laundromat. Howerton said he was using the laundromat’s Wi-Fi,
but when Howerton opened his glove box for his insurance, police
saw a gun inside and arrested him.
Warren again asked Howerton about the Laundromat, and Howerton elaborated somewhat, saying he was looking at houses for rent
and surfing Facebook. A look at his phone showed his Internet search
history was full of pornographic videos. Moreover, Howerton’s pants
were halfway unzipped. He was then transported to county lockup
on an indecent exposure complaint.
Howerton posted a $15,000 bond soon after his arrest. He has a
court date set for 9 a.m. May 6.

John 10:10: “The thief cometh not,
but for to steal, and to kill, and to
destroy: I am come that they might have
light, and that they might have it more
abundantly.”
The thief Jesus is referring to in
this scripture is Satan himself. The
Lord contrasts the work of the devil as
stealing, killing, and destroying, while
the work of the Lord is to bring abundant
life to His people. Notice that the thief
doesn’t stop at one sin of stealing, but
rather progresses on to kill and destroy.
Many people do not realize that what
they think as just taking seemingly little
things can lead to taking bigger things
and ultimately one becomes a thief. The
“little fox” of stealing towels from the
motel, shoplifting small items, keeping
things that do not belong to them, can
lead to a dangerous pattern which could
eventually lead to one being imprisoned for theft.
Shoplifting alone costs our businesses enormous amounts of money which
causes to have to pay higher prices for goods. When a nation stoops to thievery
in any form, it hurts all the people.
in recent news articles, we have seen how thievery on the national level has
jeopardized the safety of our whole country because of people stealing our
national secrets and selling them to our potential enemies. We pray for this
element of sin in our society to be removed.
We, as Christians, know this can only happen through the Lord changing men’s
hearts and giving them power over sin in their lives. We pray for revival in our
nation so that honor and honesty will prevail in our national life.
We must also check our own lives to see if we are failing God by yielding to
stealing and cheating.

On July 28, 1999, Paul Howell was fatally
shot in the driveway of his parents’ Edmond
home. Howell, his sister, and Howell’s two
young daughters had just returned from a
shopping trip in Howell’s Chevrolet Suburban.
Howell pulled into the driveway and turned
the engine off . As Howell’s sister exited the
front passenger side, she heard a gunshot. She
turned to see her brother slumped over the
driver’s seat, and a young black male, wearing
a white T-shirt, a stocking cap on his head, and bandana over
his face, demanding the keys to the vehicle. She then rushed to
get herself and Howell’s daughters out of the Suburban. As she
escorted the girls through the carport, she heard someone yelling
at her to stop, and then another gunshot. She got the girls inside
and called for help. Howell’s parents ran outside to fi nd their son
lying on the driveway. His vehicle was gone. Howell died a few
hours later from a single gunshot wound to the head.
Two days after the shooting, Oklahoma City police found
Howell’s Suburban parked near a convenience store on the
south side of town. The investigation led police to Jones’ parents’
Oklahoma City home.
After obtaining a warrant, police found a .25-caliber handgun,
wrapped in a red bandana, secreted in the attic through a hole
in a bedroom ceiling and found papers addressed to Jones in
the bedroom. Police also found a loaded, .25-caliber magazine,
hidden inside a wall-mounted door-chime housing. Further
investigation revealed that the bullet removed from Howell’s
head, and a bullet shot into the dashboard of the Suburban, were
fi red from the handgun found in the attic of the Jones home.
In 2002, a jury found Jones guilty of Howell’s murder and
recommended death. At his sentencing, the judge sentenced
Jones in accordance with the jury’s verdicts.

A former McLoud teacher who admitted to taking sexually
inappropriate photos of young girls, some her own students, wants a
judge to consider probation.
In a written letter submitted to the court, Kimberly Crain blamed
depression, menopause, a persuasive online love interest, an
emotionally absent husband and even hypnosis for her crime.
The former elementary school teacher detailed a timeline of events
that prompted her to plead guilty to manufacturing and distributing
child pornography and to lewd molestation. Crain makes an attempt
to reason with the court as to why she took sexually explicit snapshots
of girls in her class and then emailed or Skyped them to her online
love, Gary Doby, a professor living in Pennsylvania.
“I found myself giving in to all he wanted,” Crain said. “...I wanted to continue to keep him
happy.”
Crain eventually invited several girls to help her decorate her classroom before the 2011-12
school year. The students were invited to her house to eat pizza, and they were taped as they
changed clothes.
“I took some candid snapshots as they played and ate,” Crain wrote. She emailed those photos
to Doby.

Misty VanHorn, a 22-year-old Sallisaw woman, was jailed
after she allegedly tried to sell her two children to a woman
on Facebook in an attempt to raise money for her boyfriend’s
bail.
According to Sallisaw Police, an investigation was launched
after a Fort Smith woman called the Oklahoma Department
of Human Services and reported that a woman had contacted
her over Facebook and was attempting to sell her two children.
Investigators say VanHorn offered to sell her 2-year-old
child for $1,000 and her 10-month old child for $4,000.
Oklahoma DHS officials turned the case over to Sallisaw Police, who located VanHorn and took her into custody without
incident.
When officers asked VanHorn why she was trying to sell her children, she stated that
she needed money to bail her boyfriend out of jail. Witnesses who lived in VanHorn’s
neighborhood stated that she had been knocking on her neighbors’ doors in an attempt
to raise cash for his bail.
“She was going door to door, here to all the way across town asking everybody for
money to get him out,” said Tony Mosby, who lives in VanHorn’s neighborhood.
VanHorn was booked into the Sequoyah County Jail and charged with child trafficking. Bond was set at $40,000.

On March 6, agents with the Oklahoma State Bureau
of Investigation arrested a homicide suspect in a nearly
fi ve-year-old case from Beckman County. Armed
with a fi rst degree murder warrant, agents traveled to
Amarillo, Texas, and arrested Gordon Myson Splinter,
II, 35. Splinter is accused of killing 35-year-old Michael
Smith on April 29, 2008, outside Smith’s home at 400
East Plum in Erick.
The Beckham County Sheriff ’s Offi ce requested
OSBI assistance with the case. Agents worked with deputies for months
until it became cold. Approximately a year ago during an annual review of
the case, agents identifi ed new leads. Those leads helped establish probable
cause for an arrest.
The OSBI investigation revealed numerous people who identifi ed Splinter
as being in the area and running from the area where Smith was shot in the
chest. Smith died at the Sayre Memorial Hospital. The weapon used was a
270 caliber rifl e. A projectile from a 270 caliber rifl e was found at the crime
scene as well as inside Splinter’s home.
With the assistance of Texas Rangers, Splinter was arrested without
incident at his Amarillo home, 3706 S. Harrison that evening. He was booked
into the Randall County Jail and will be extradited to Beckham County to
face the murder charge.

A group of teenagers’ idea of fun resulted in their arrests for arson complaints Feb. 24.
Around 11:15 a.m. that day, Sallisaw
police officer Billy Oliver was sent to
Ramms Mobile Home Park after receiving a report of a structure fire. He
arrived to see the north end of a trailer
engulfed in flames and also saw a storage building burning. The fire department was on scene fighting the trailer
fire, he said.
Once the fire was extinguished, Oliver determined the point of origin was
near a bed and down a hallway, where
the fire burnt through. A neighbor said he saw a red Blazer an hour
before, which had Cody Welch, 20, Michael Cox, 19, and a 16-yearold juvenile inside.
Welch said he and his friends left the trailer around 6 a.m. to go
fishing and hadn’t been back since. However, his accomplices gave
conflicting stories about the day’s events, so all three were taken into
custody. Cox said Welch and the juvenile came running out, with the
juvenile carrying a gas can and lighter.
The juvenile said Welch had him carrying things out of the house
because Welch planned to burn the house. He said he saw Welch and
Cox running toward him, with Cox carrying the gas can and lighter.
The juvenile also said he threw a white Bic lighter out of the Blazer’s
window while they were en route to buy another gas can at Walmart.
All three were arrested, with the elders being transported to the
county jail. The younger teenager was released to his grandparents
and booked with juvenile affairs. Both the juvenile and Cox named
Welch as the mastermind, but they differed on who helped Welch
start the fire.
Cox and Welch remain in custody. They will next appear in court
at 9 a.m. March 13.

A Facebook sting helped Sallisaw police detectives bust a
drug dealer at Walmart Feb. 21.
Detective Herb Hutchinson said he received information about numerous people using Facebook to make drug
deals, so he made a fake Facebook account under the name
“James Cato.” That day, he sent Phillip Kilpatrick, 34, a
message saying, “Hey dog, you know where I can grab some
smoke.”
Kilpatrick replied back with a phone number, so Hutchinson texted the phone number saying it was “James.” A text
message exchange resulted in the detective asking for a
half-pound of drugs, and Kilpatrick gave him directions to
his residence, which was across from a church. A quarter
pound cost $250, Kilpatrick said.
Strangely enough, Kilpatrick demanded “James” meet
him at the back door of the home since he had four kids at
his residence. With help from officer Billy Oliver, Kilpatrick met Hutchinson at Walmart for
the deal.
Oliver spoke to Kilpatrick and another man at the Walmart, where one of them asked,
“Has anyone ever told you that you look just like Billy Oliver?” The officer played dumb and
said he didn’t know any Sallisaw cops. He told the pair he was from Muskogee but hung out
in Muldrow sometimes. At that point, Oliver revealed the truth and told Kilpatrick and the
other man, who wasn’t arrested, to get out of the car.
Soon after that, Oliver gave Hutchinson two bags of marijuana and $1,900 in cash. Kilpatrick said he had “a little more weed” at his residence, where, sure enough, the officers found
four bags of pot and digital scales. At the police department, Kilpatrick said he sells an ounce
of marijuana a week and that he smokes his own product. He also admitted sending Hutchinson the texts arranging the drug deal.
The bags Kilpatrick gave Oliver weighed an ounce each, and the four bags in the residence
weighed eight grams each, according to the affidavit. Turns out, Kilpatrick has some experience with the law, with two drug- related convictions in Sequoyah County in the past five
years.
Kilpatrick has a court date set for March 27 at 9 a.m. He remains in custody.

By Lt. Jeff James
Oklahoma Highway Patrol
Remember that Clint Eastwood
movie where everyone is waiting
for the other person to move, and
it just keeps cutting from one
to the other, and it takes forever and finally someone starts the
action? Ever felt like that sitting at a four-way stop, waiting to see
who’s going to go, or if its your turn? Or maybe you know its not
your turn, but the other driver wants to wave you through, even
though if they would have went when they were supposed to, the
whole thing would have went so much smoother? I see this situation
play out almost every day, so I thought I would touch on the laws
that govern it.
Generally, the issue that holds everyone up at a four-way stop
intersection is the issue of right-of-way. This issue is covered in
Oklahoma State Statute Title 47:11-403. I’m going to try and sum
it up for you. Any driver who approaches an intersection shall stop
as required, and after having stopped, shall yield the right-of-way
to any vehicle which has entered the intersection from another
roadway. Now there is more to that statute, but it deals with traffic
approaching that does not have a stop sign, so we’ll stick with
this. Everyone knows they have to stop, but its who has the rightof-way after everyone has stopped that is the issue.
If you have stopped, and another vehicle has approached the
intersection at approximately the same time opposite you, coming
towards you, and does not have a signal on to turn left, then there
really isn’t an issue. Both vehicles can proceed on since they are
going on in opposite directions, and are not turning. If one of you are
turning left, then the vehicle turning left must yield, because of the
statute that governs left turns in front of oncoming traffic. This one
gets most of the confusion going, because it always seems like the
person who isn’t turning left wants to be the nice person and wave
the other through. This holds up traffic, and isn’t necessary! Right
turns in this situation aren’t an issue because you aren’t crossing
over the other person’s lane of travel.
The next issue is when two or more vehicles meet at approximately
the same time, but are coming from different roadways. In this
case, the vehicle on the right has the right-of-way. If you aren’t the
vehicle on the right, you must yield. This situation also gets a few
people trying to wave the other through, and again, is not necessary
and usually results in holding traffic up!
Four way stops can be frustrating. Hopefully, these tips will help
you in that instance. If you are one of the people waving everyone
through, please remember, the most courteous thing you can do is
to follow the law, yield when you should, and go when you have the
right-of-way!
Thanks for reading, buckle up, and be safe!

OK Jailbirds is cooperating with the efforts of Oklahoma
Department of Human Services to impact the huge social
problem of irresponsible parents who are not paying the
child supports ordered by our courts.
If these biological-only parents won’t honor the courts
order, perhaps public shame will get their attention.
If you know how to reach any of the Deadbeat Parents found on this page, please call the Oklahoma Department of Human Services
Child Support HotLine at 1-800-522-8014
It’s ALL about the KIDS!
Importance of Child Support
Children are our future and child support helps make sure they have a chance at a
productive life. Children have the right to get support from both parents and do not
lose this right when a parent leaves the home.
When children do not receive child support, they can:
Suffer both Emotionally and Physically
Live within a Reduced Standard of Living
Have their Basic Needs Unmet
Become Non-Supportive when they become Parents.
When one or both parents do not support their children, taxpayers often pay the cost
of raising children. When children receive public assistance and their parents pay no
child support, all taxpayers bear the cost of supporting the children.

For the second time in as many weeks, an Adair County jury
has found an alleged killer to be guilty of First Degree Murder. On Friday, February 15, after deliberating for a half hour,
a guilty verdict was returned against Michael Wolfe. The jury
recommended that Wolfe be sentenced to life without parole.
Wolfe had been charged with First Degree Murder on February 21, 2012.
“I am glad that another killer has been removed from our
communities,” District Attorney Brian Kuester said after the
verdict was returned against Wolfe. “Our primary responsibility is to protect the public that we serve from dangerous
criminals. This verdict will stop Wolfe from harming anyone
again.” Kuester said that he hoped that the verdict would
also send a message. “I also believe that this verdict and last
week’s verdict against Watie sends a message to criminals that if they commit crimes they
will be punished.”
The trial against Wolfe began on Monday, February 11th. Prosecutors Joshua C. King
and Stephanie Milburn tried the case. Matthew Orendorff and John Echols are Wolfe’s attorneys. The evidence showed that on February 7, 2012, the body of Steven Buckner was
found on an Adair County road south of Stilwell. The investigation, which was conducted
by the OSBI, the Adair County Sheriff’s Office, and the Stilwell Police Department, revealed
that Mr. Buckner’s head and body had been severely beaten by Wolfe. An examination by
the Medical Examiner’s Office revealed that the cause of death was blunt force trauma to
the head.
“Josh and Stephanie did a great job of preparing this case for trial and presenting it to the
jury,” Kuester said. “We can’t get results like this without solid investigations. The OSBI,
the sheriff’s office, and the police department should be commended for their work as well.”
Carlos Locust and Dion Gonzales have also been charged with the murder of Mr. Buckner.
Their cases are still pending. Wolfe’s sentencing is scheduled for April 23rd before Judge
Jeff Payton, who presided over the trial. A pre-sentence investigation will be completed by
the Oklahoma Department of Corrections.

Legislation approved unanimously by the
Oklahoma House of Representatives would
aid in the recovery of missing children and
could help with law enforcement efforts to
curb sex trafficking, according to the bill’s author.
House Bill 2227, by state Rep. Joe Dorman,
would create a statewide runaway child alert
system to be activated on behalf of a missing or runaway child. The legislation was approved by a vote of 94-0 and now advances to
the state Senate.
“Although we have an Amber Alert system, that system has many restrictions and does not
address some instances when a child has gone missing,” said Dorman, D-Rush Springs. “According to the National Center for Missing and Exploited Children, we see over 800,000 kids
annually reported missing nationwide, with about 200,000 of those proven to be abductions
by a family member and almost 58,000 abductions done by a person with no relation to the
child. This legislation will help with efforts to further curb sex trafficking and to locate missing children who are not covered by the existing Amber Alert system.”
State Rep. Harold Wright, a co-author, offered a successful amendment to the legislation,
renaming it after JaRay Wilson, a missing teenage girl who police believe was the victim of
human trafficking. The legislation will now be known as the JaRay Wilson Runaway Child
Alert System Act.
The legislation specifies that the system would be used when a law enforcement entity receives notice of a missing or runaway child age 17 or younger and verifies the accuracy of
the report. The bill encourages family members provide a photograph of the child, if one is
available, and that runaway child alerts be reported to the national crime information center
immediately. Alerts would be terminated as soon as the child is located or after the notification period ends, as determined by rules promulgated by the Oklahoma Department of Public
Safety.
“Families have contacted me to help them with out-of-state agencies regarding runaways,”
said Dorman. “I feel we have developed a program that could be a model for other states so
that we can get information distributed from state to state as quickly as possible in order
to get a child home before something harmful happens. Time is the most critical factor in
helping to locate and return a child to safety before they become a victim of sex trafficking or
murder.”

Christie Dawn Harris, 28, was jailed March 4 after officers found a loaded handgun hidden inside her vagina
and several bags of meth hidden inside her buttocks.
According to Ada Police, officers were patrolling the
100 block of N. Bluff Ave. when they noticed a white
Toyota Yaris parked nearby that had both of its seats
reclined all the way back. When officers approached the
Yaris, they found two female occupants inside - one of
which (the driver) identified herself as Christie Harris.
When the officer asked for permission to search the
vehicle, Harris reportedly declined the request and stated that the vehicle was a rental car.
A canine unit was walked around the vehicle which alerted the officers to
the presence of drugs. Armed with probable cause, two officers searched the
vehicle and reportedly found crystal meth, several pills and a number of empty baggies.
Officers also found a hand gun under the passenger’s side seat, a loaded
magazine clip in the glove box, two black ski masks and a hypodermic needle.
As officers were processing the scene, an ID check revealed that the passenger,
Jennifer Delancy, had a felony warrant for her arrest.
During the trip to jail, Harris repeatedly told the officer that she needed to
go to the bathroom. She was advised that there would be a restroom waiting
for her at the jail.
When they arrived at the jail, both women were subjected to a standard
strip search by a female officer. When Harris was searched, an officer noticed
that a metal and wooden object was protruding from her vaginal area. When
the officer looked closer, she discovered that a loaded .22-caliber revolver was
hidden inside Harris’ vagina. Several bags of meth were also recovered from
her buttocks.
Harris was booked into jail and charged with trafficking illegal drugs, possession of a firearm during the commission of a felony, possession of a firearm
after a former felony conviction, possession of a controlled and dangerous
substance within 1000 feet of a school, introducing contraband into a jail facility, and possession of drug paraphernalia.

April is National Child Abuse Prevention Month, a time to recognize
that we each can play a part in promoting the social and emotional wellbeing of children and families in communities.
Parenting is one of the toughest and
most important jobs in America, and
we all have a stake in ensuring that
parents have access to the resources
and support they need to be successful. Entire communities play a role in helping families find the
strength they need to raise safe, healthy, and productive children.
Here are some things you can do:
Get to know your neighbors. Problems seem less overwhelming when support is nearby.
Help a family under stress. Offer to babysit, help with chores
and errands, or suggest resources in the community that can help.
Reach out to children in your community. A smile or a
word of encouragement can mean a lot, whether it comes from a
parent or a passing stranger.
Be an active community member. Lend a hand at local
schools, community or faith-based organizations, children’s hospitals, social service agencies, or other places where families and children are supported.
Keep your neighborhood safe. Start a Neighborhood Watch
or plan a local “National Night Out” community event. You will get
to know your neighbors while helping to keep your neighborhood
and children safe.
Learn how to recognize and report signs of child abuse
and neglect. Reporting your concerns may protect a child and get
help for a family who needs it.

Mother of the year
Leticia Silva, a 31-year-old Florida woman, has been charged after she
allegedly mailed her young children a knife, then instructed them to kill
their grandparents with it.
According to the Pitt County Sheriff’s Office, Silva lost custody of her
two daughters (ages 7 and 9) seven years ago when she was arrested in
Florida for possession of methamphetamine.
The two children were removed from Silva’s care and sent to live with
their paternal grandparents in Greenville, North Carolina. Both children
remain in the care and custody of their grandparents.
Investigators say Silva plotted to have the grandparents (her former inlaws) murdered while she was incarcerated in a Florida prison.
In December, Silva mailed a switchblade pocket knife to her daughters
with a written note instructing them to murder their grandparents with it. Silva then called her
daughters around Christmas time and instructed them to grab a steak knife from the kitchen and
use it for the murder instead.
The murder plot began to unravel in February when the childrens’ grandmother found the
knife under a pillow while changing the girls’ bed sheets. That’s when the grandmother brought
the two girls to the Pitt County Sheriff’s Office, and the girls explained what they had been instructed to do with the knives.
Silva, who was out of jail and had traveled to North Carolina, turned herself in at the Pitt
County Detention Center on March 4Silva. She has been charged with four counts of first-degree
solicitation to commit murder. She remains in jail in lieu of a $5 million bond.

A man was arrested after throwing a brick into
the plexiglas window of a jewelry store...the brick
bounced back, hit him in the head and knocked
him cold until the police got there.
Police interrogated a suspect by placing a metal
colander on his head and connecting it with wires
to a photocopy machine. The message “He’s lying” was placed in the copier, and police pressed
the copy button each time they thought the suspect wasn’t telling the truth. Believing the “lie detector” was working, the suspect confessed.
Burglars in Maryland tried to cut through a safe
using a Laser Tag gun.
When two service station attendants refused
to hand over the cash to an intoxicated robber,
the man threatened to call the police. They still
refused, so the robber called the police and was
arrested.
Police in Los Angeles had good luck with a
robbery suspect who just couldn’t control himself during a lineup. When detectives asked each
man in the lineup to repeat the words, “Give me
all your money or I’ll shoot,” the man shouted,
“That’s not what I said!”
In a small town of 1700, a student attempted to
rob the local convenience store wearing his letterman’s jacket. He did not realize that he was the
only male named Dana in the whole town.
A company called “Guns For Hire” stages gunfi ghts for Western movies, etc. One day, they
received a call from a 47-year-old woman, who
wanted to have her husband killed. She got 4-1/2
years in jail.
Mexico - A group of drug traffi ckers cleverly decided to use a propane tanker to cross the border
from Mexico to El Paso, Texas. They released the
propane and concealed it within the truck 6,240
pounds of marijuana. The men did not realize,
however, that they had misspelled the name of
the gas company.
