COHORTS IN CRIME
Two Cherokee County residents pleaded guilty
to federal drug and firearm charges after they
were caught with copious amounts of drugs and
a weapon last year.
Ricky Dale Degase, 30, of Tahlequah, and Andrea Dawn Winsett, 34, of Park Hill, entered guilty
pleas to charges of Possession with Intent to Distribute Methamphetamine.
Degase also entered a plea of guilty to one
count of Felon in Possession of a Firearm and
Ammunition.
The Indictment against Degase alleged that on
March 7, 2023, Degase knowingly and intentionally possessed with intent to distribute 5 grams or
more of actual methamphetamine, a Schedule II
controlled substance, along with a loaded firearm
prohibited to him as a convicted felon.
At the plea hearing, Degase admitted that after
a traffic stop on March 7, 2023, he was found to
be in possession of 22.36 grams of actual methamphetamine which he intended to distribute,
along with a loaded 9mm pistol. At the time of the
offenses, Degase knew he had been convicted of
a crime punishable by a term of imprisonment exceeding one year.
The Information against Winsett alleged that on March 7, 2023, Winsett
knowingly and intentionally possessed with intent to distribute a mixture and
substance containing a detectable amount of methamphetamine, a Schedule II
controlled substance.
At the plea hearing, Winsett admitted that on March 7, 2023, after being arrested for driving under the influence, she was found in possession of 14.75
grams of actual methamphetamine which she intended to distribute.
The charges arose from an investigation by the Drug Enforcement Administration, the Oklahoma Highway Patrol, and the Cherokee County Sheriff’s Office.
The Honorable D. Edward Snow, U.S. Magistrate Judge in the United States
District Court for the Eastern District of Oklahoma, accepted the pleas and ordered the completion of a presentence investigation report. Degase and Winsett will remain in the custody of the U.S. Marshal pending sentencing.

We often receive calls asking if there is a price to keep
someone out of our publication. The short answer to that
question is NO! OK Jailbirds has never accepted money
or favor to not publish a photo.
We hear many times from people that the arresting officer of someone at the jail told them all they have to do
is pay us money and we will not publish their photo. This
is NOT true. We feel that taking money in exchange for
not publishing an arrest photo is extortion and, as such,
should be a crime.
There are companies who do take money to remove a
person’s arrest information. OK Jailbirds never has and
never will. If an arrest doesn’t make our paper, it is only
because we didn’t receive it or we didn’t have a photo we
could match up.

DRUG DEALING FOR DUMMIES:
CHAPTER 1
In This Chapter You Will Learn:
• Rule Number One: Don’t Be A Drug Dealer
• Rule Number Two: No Matter What, Don’t Be A Drug Dealer
• Rule Number Three: If You Are Gonna Deal Drugs Don’t Fall Asleep Behind The Wheel
• Rule Number Four: Even If You Hide Drugs In Your Butt The Cops Will Still Find Them
To truly understand the importance of the four basic rules listed above, let’s look to what happened last year to Katrina Workman, of Brevard County, Florida, who not only forget basic rule
number one, but apparently didn’t follow any of the basic rules!!
Not only did Workman totally ignore rules one and two, but then she decided to fall asleep behind
the wheel of her car while parked in the parking lot of the Raceway in Mims. As is often the case
when you violate this rule, the Deputies show up and then things most often take a turn for the worst
for the drug dealer. In this classic example of ignoring the rules, Deputies arrived on scene and observed Workman trying to hide a baggy that contained multiple types of illegal drugs.
Workman was actually trying to conceal approximately 2 grams of Methamphetamine, approximately 2.6 grams of Fentanyl, approximately 1.8 grams of Buprenorphine, and approximately 6.4
grams of Amphetamine/Dextroamphetamine. As a result of not following the basic rules, especially
numbers one and two, which clearly state don’t sell drugs, Workman was arrested and taken into
custody!!
Now here is where Workman completely ignored rule number four as she was warned to disclose
to the Deputies if she had any other contraband hidden on her person to which she of course responded, “no”!! Even after being warned that if she did, additional charges would be forthcoming,
Workman still blatantly ignored rule number four and carried another baggie of fentanyl into our jail
which she had hidden in her buttocks. Well, as we clearly point out in Drug Dealing For Dummies,
“even if you hide drugs in your butt the cops will still find it” and that is exactly what happened as
our Corrections Deputies seized the additional baggie of fentanyl, while Workman was changing into
her nice new prison attire!!
Workman was subsequently booked into our jail on a
total bond of $13,000 for Possession of Fentanyl, Possession of Methamphetamine, Two Counts of Possession of a
Controlled Substance, and Introduction of Contraband Into
a Correctional Facility.
So students, what have we learned from this classic example of what happens if you don’t follow the basic rules
covered in chapter one of Drug Dealing For Dummies? Well
it’s simple…if you deal drugs, you are going to jail, if you fall
asleep behind the wheel of your car in the parking lot you
help the cops put you in jail, and lastly, if you hide drugs
in your butt the cops will still find them and then you get
another felony charge for bringing contraband into our jail!!

AN ANGRY MAN
A Broken Arrow man with a rap sheet of violence a mile long, was taken into custody after
he allegedly threatened to kill a Wagoner County
man last month.
Levi Alan Ryon, 37, was charged February 22
plan/attempt/conspire to perform act of violence,
in Wagoner County District Court.
Wagoner County Sheriff’s Office stated that on
February 16, Wagoner County Deputy J. Pearson took a report from a Wagoner
County citizen in reference to an individual making threats to the victim. This
citizen stated that the suspect not only threatened to kill him, but also indicated
that he already had a plan in place to carry out the act.
Due to the severity of the threats and previous history with the suspect, Investigator J. Carey presented warrant requests to the Wagoner County District
Attorney’s Office and warrants were issued for the suspect, identified as Levi
Ryon of Broken Arrow.
On February 27, Deputy J. Calico received a tip of a possible location of Levi
Ryon, and upon arriving at the location, he was able to identify the vehicle that
Ryon was supposedly driving. Deputy Calico contacted Investigator Carey and
Deputy D. Clark to assist in locating Levi at this residence.
The suspect Levi Ryon was located and taken into custody without incident.
He is being held in the Wagoner County Detention Center without bond.
Ryon has an extensive history of violence in Wagoner and Rogers Counties,
including assault, injury to property, stalking, and protective order violations.

AT A DISADVANTAGE
Roland man Robert Seward, 23, was arrested
last month after an investigation revealed he was
allegedly sexually abusing dementia patients at a
nursing home.
According to reports, Seward was working at
the Roland nursing home as a certified nursing
assistant when he allegedly abused the non-verbal patients. The allegations were reported to the
Roland Police Department on February 17.
A witness reported to an officer that she saw Seward inappropriately touch
a 62-year-old patient without wearing gloves. Seward explained to the witness
that he was bathing the patient.
The witness told the officer, however, that what the man was doing to the patient was “not the normal care for a patient.”
Someone also allegedly saw Seward putting his hands down the front of a
73-year-old patient’s diaper. He wasn’t wearing gloves, and he was supposedly
checking to see if she had urinated on herself.
The witness reportedly told the officer, “Seward’s actions were not within the
policy of training of a CNA.”
Seward is being charged with two counts of abuse by a caretaker and two
counts of sexual battery. He is scheduled to appear in court on March 27, 2024.

AROUND THE NATION
Ice Cream, You Scream
Last month while we were all sleeping safe and sound in our
beds, the Brevard County Sheriff’s Office, Florida, East Precinct
Deputies were out peacekeeping, when around 3:00 in the morning they came across a suspicious vehicle parked at the BP Gas
Station, on the Merritt Island Causeway. As the deputy got out of
the vehicle and approached the driver, he observed Tara Kidder
sound asleep, like a bug in a rug behind the wheel, with a container
of ice cream in her lap!!
Now first of all, who falls asleep with half eaten ice cream, as
that seems like a crime in itself, but things got even worse for
Kidder after the deputy woke her up from her little nap, as she decided that right then was all of a sudden
a great time to clean up her car and throw away her trash in a nearby garbage can, including her Taco Bell
bag and a few other items as well!!
I guess she thought this was their first rodeo and that we wouldn’t be wise to her little attempt to hide
her drugs in the garbage can, however that little plan was foiled when other deputies arrived on scene and
retrieved the “trash” Kidder had thrown away. On top of the Taco Bell bag was a clear baggie that contained
approximately 11.3 grams of mushrooms and actually hidden inside the bag was another clear baggie that
contained 5.5 grams of a white substance that field tested positive for meth!!
When deputies subsequently searched the vehicle, they also found two additional bags in the console,
one with 0.7 grams of meth and another with 0.4 grams of cocaine base. And then, the most concerning find was in Kidder’s backpack where deputies found 7.8 grams of
Fentanyl, which is enough to kill 3,900 people if put into a lethal dose.
Kidder later admitted to throwing the drugs in the trash can, but said
she didn’t know there was Fentanyl in the backpack… man, don’t you
hate it when that happens?!! Ultimately Kidder enjoyed a ride in the
courtesy shuttle to jail where she is being held on a “No Bond” status for
Trafficking in Fentanyl, Possession of Cocaine, Possession of Methamphetamine, Possession of Mushrooms, Tampering with Evidence, and
Possession of Drug Paraphernalia!!
On a more positive note, the food at the Brevard County Jail can
sometimes have the same effects as Taco Bell, but it in no way tastes
as good!!

AROUND THE STATE
Bicycle Race
On March 12, just before 2 a.m., a Tulsa Police Officer
tried to stop a person on an electric bicycle. The suspect
didn’t stop and led the Officer on a pursuit through the
neighborhoods near 51st Street and Darlington, passing
through multiple apartment complexes.
The Officer tracked the suspect down on foot at the
Brighton Apartments and took him into custody.
The suspect, identified as Daniel Louis, was in possession of methamphetamine, drug paraphernalia and an extended magazine with two rounds. Officers were unable to
find a gun after retracing the path of the pursuit.
The electric bike was not reported stolen, however, the bike controls had clearly been tampered
with and the bike appeared to have been hot wired.
Daniel Louis was arrested for Possession of a
Controlled Dangerous Substance, Obstructing
Justice, Possession of Drug Paraphernalia, Joyriding, and a Bicycle Violation.

AN ADMISSION OF

A Stilwell man has pleaded guilty to murder and
firearms offenses for shooting and killing a man
in 2021.
Jerry Lee Matlock, Jr., 41, of Stilwell, entered
a guilty plea to an Information charging him with
one count of Second Degree Murder in Indian
Country and one count of Use, Carry, Brandish
and Discharge of a Firearm During and in Relation
to a Crime of Violence.
Court documents allege that on the evening of September 14, 2021, Matlock
intentionally shot an individual with a rifle outside a Stilwell residence before fleeing the scene of the crime.
Adair County deputies responding to the shooting discovered the victim dead
from a gunshot wound to the chest.
The crimes occurred in Adair County, within the boundaries of the Cherokee
Nation Reservation, in the Eastern District of Oklahoma.
The charges arose from an investigation by the Adair County Sheriff’s Office,
the Oklahoma State Bureau of Investigation, and the Federal Bureau of Investigation.
The Honorable Jason A. Robertson, U.S. Magistrate Judge in the United
States District Court for the Eastern District of Oklahoma accepted the plea
and ordered the completion of a presentence investigation report. Matlock was
remanded to the custody of the United States Marshal Service pending sentencing.

WHAT'S IN STORE
A Muskogee man will be spending the next six years
in prison after a jury found him guilty of setting a fire in
the store he worked at during the middle of the day.
Daniel Lewis Moon, 26, of Muskogee, was sentenced
to 72 months in prison for one count of Arson.
The charges arose from investigations by the Wagoner County Sheriff’s Office, the Oklahoma State Fire
Marshal’s Office, and the Bureau of Alcohol, Tobacco,
Firearms and Explosives.
On November 9, 2022, a federal jury found Moon
guilty at trial of Arson.
According to investigators, on March 28, 2020, Moon,
an employee at the Dollar General in Porter, turned in his two-week resignation notice
then purposefully lit a fire in a store aisle during business hours. Employees successfully
evacuated shoppers and staff, but the fire caused significant damage before firefighters
were able to extinguish it.
The Honorable Charles B. Goodwin, U.S. District Judge in the United States District
Court for the Western District of Oklahoma, sitting by assignment, presided over the hearing in Oklahoma City. Moon will remain in the custody of the U.S. Marshal pending transportation to a designated United States Bureau of Prisons facility to serve a non-paroleable
sentence of incarceration.
