Spicer
A Canton, Texas, horse dentist was arrested in Rogers County March 16 while wearing very short pink
shorts, red lipstick and reminiscing about his ex-wife.
Oh -- he might’ve been using drugs also.
According to the affidavit, a Rogers County deputy
responded to a pedestrian check in the area around
4280 and 530 Road in the Chelsea area. When he arrived, he saw a dude lookin’ like a lady.
52-year-old Randall Scott Spicer was standing next
to a car looking like his momma shoulda named him
Ronda. He was wearing “very short” pink shorts and
women’s sandals. His fingernails and toenails were
painted and there was red lipstick on his lips. Spicer was also wearing dangly earrings and there was blood all over his ears.
The deputy approached the cross-dressed man and asked him if he was OK. Spicer
said he was an equine dentist working on a ranch in Inola, and he got lost on some
back roads and ran out of gas. He asked the deputy for a ride to town to get some
fuel.
On the way, Spicer told the deputy he was dressed like a woman because he was
reminiscing about his ex-wife.
Spicer got some gas back in his vehicle and he thanked the deputy for his help. The
deputy then asked the man if he could search his vehicle for illegal items. Spicer gave
him permission.
In the center console, the deputy found a clear bag containing a white powderylike substance.
It field-tested positive for methamphetamine.
Spicer told the deputy he didn’t know what the substance was, or how it wound up
in his vehicle.
The hot pant wearin’ man was placed under arrest and taken to jail.
Spicer is being charged with possession of controlled dangerous substance. He
was released on a $9,000 bond and is scheduled to appear in court on April 28, 2015.

A Muskogee man was taken into
custody after he allegedly sexually assaulted a female under 16 at Cherokee
State Park.
Corey Bryan, 33, was charged
March 30 with first-degree rape and
encouraging a minor to participate in
drug-related crimes, in Mayes County
District Court.
According to reports, GRDA officers
had to break up a fight below the dam
on March 28 between Bryan and the
victim’s father. Bryan allegedly had
contact with the girl earlier in the day
before he allegedly sexually assaulted her in a vehicle.
Authorities believed it was a forced assault.
Bond for Bryan was set at $200,000 and he is scheduled to appear
in court for his preliminary hearing on May 14 at 9:30 am.

A Muskogee man and woman
have been accused of having oral sex
with two children.
According to court records, Valerie
Ojo, 32, and William T.F. Dugan,
29, both of Muskogee, have been
charged with four felony counts of
child sexual abuse and one felony
count of child sexual exploitation in
Muskogee County District Court.
Both are being held without bond
in the Muskogee County/City Detention Facility.
According to reports, Ojo and Dugan performed oral sex on a five-year-old and six-yearold, made the children perform sexual acts to them, and also to each other.
Both Ojo and Williams allegedly admitted to also taking photos of the children performing
the sex acts.
Dugan and Ojo are scheduled to appear in District Court on April 10 for a sounding docket.
A preliminary hearing date will be set at that time.

A Sallisaw woman lied about her
name and dropped her drugs in the
grass in an attempt to avoid being arrested when an officer approached her
on March 23.
It didn’t work.
According to the affidavit, a Sallisaw
police officer was patrolling in the area
of Adams and Redwood when he saw
a woman he knew as Amie Patricia
Johnson walking down an alley. Since
he knew she had two active warrants,
he approached her to see what was going on.
As he got closer to her, she allegedly dropped a baggie in the grass.
He asked her what her name was. She told him Jennifer Johnson.
He asked her what her name was a few more times, and he asked
her for identification. She insisted her name was Jennifer, and she
told him she didn’t have an ID. He even told her he thought she was
Amie. She told him no, and that her sister Amie had warrants, but
she didn’t.
Johnson was speaking very rapidly, and she was having a hard
time standing still. Believing she was under the influence of narcotics, the officer told her she was under arrest. When he placed handcuffs on her, she told him that her name was Amie, and she lied because of her warrants.
He placed her in the patrol car and picked up the baggie she
dropped in the grass. It contained a crystal-like substance, 10 white
pills and 31 gray pills. The crystal substance tested positive for meth.
The pills were identified as oxycodone.
Johnson is being charged with falsely personate another to create liability, unlawful possession of controlled dangerous substance
without a prescription and unlawful possession of drug paraphernalia. Bond and court date was unknown at time of publication.

Grove woman Edna Katie Glick, 41, got so
pissed at her husband for “past issues” that
she allegedly rammed his vehicle with her
car during a fight on March 29.
A Grove police officer was dispatched to
a residence in the 400 block of West Fifth
at approximately 6:44 a.m. for a domestic
in progress. On the way, dispatch advised
that the quarreling parties had separated,
and the female half was at the police department.
The officer went to the residence to speak
with the man involved.
The man told the officer he and his wife, identified as Glick, had
started fighting about some past issues. Glick became angry and
started throwing stuff at him, so he told her he was going to call the
police. He then left the residence.
According to the police report, he said he thought he “may be acting out of anger,” so he went back home and parked in the driveway.
While calling the police to report the incident, Glick walked outside
and got in her car. She then rammed the man’s truck, pushing it approximately 12 feet.
When the officer arrived at the police station, he found a very upset Glick. He noticed her vehicle had some front end damage. Glick
told the officer she woke up that morning after a nightmare, and she
and her husband started fighting. She said she picked up a Q-tip container and was going to throw it at her husband, but he told her he
was going to call the police. He walked outside, and she found him
talking on the phone while sitting in his truck. She said that pissed
her off, so she jumped in her vehicle and rammed his truck.
Glick is being charged with assault and battery with a dangerous
weapon. Her bond was set at $3,000, and she is scheduled to appear
in court on April 20, 2015.

Nowata man Robert Lee Johnston, 26, was arrested March 15
after he allegedly choked his girlfriend and threatened to kill her.
According to the police report, the victim went to the Nowata
County Sheriff’s Department around 10 a.m. and told police Johnston assaulted her.
The victim said she spent the night at her boyfriend’s residence.
She was woken up by Johnston grabbing her shoulder and shoving
her cellphone into her face. He questioned her about some messages
on her phone and took $200 out of her jacket pocket. The woman
said she got dressed and went to her car.
Johnston kept telling her to leave.
He approached her car with a “knife or a screwdriver,” put the tip
on the top of her window and told her to roll the window down. She rolled the window down
asked him to give her her money back and told him she wouldn’t call the police if he did. He
leaned in her window, grabbed her neck and allegedly said, “Bitch, I’ll f------ kill you.” He
then hit and choked the woman.
The victim said she then hit him on the left side of his head. He threatened to kill her once
again, but she was able to get away.
Johnston was booked into jail at approximately 2:36 p.m.
Johnston is being charged with domestic assault and battery by strangulation and threaten
to perform act of violence. His bond was set at $2,000, and he was scheduled to appear in
court on March 30, 2015.

An Okmulgee man was taken into
custody after he took desperate measures to get a drink at the liquor store.
Mark Marquiess, 55, was booked into
the Okmulgee County jail on March 23
on charges of second-degree burglary,
possession of a firearm after a felony
conviction, and public intox.
According to court records, sometime on or between March 22 and 23,
Marquiess allegedly broke into Beeline
Liquor in the 1000 block of East 7th
Street in Okmulgee, by shooting out a
window. Records indicate he had every intention of stealing some
property inside the store.
When Marquiess was arrested, police found a “long barrel revolver’
in his “possession and within his control.”
Bond for Marquiess was set at $10,000 and his preliminary hearing is scheduled for April 30 at 9 am.

A Big Cabin man was placed under
arrest March 19 for driving around in
his work truck while intoxicated.
His employer wasn’t very happy.
According to the police report, Big
Cabin police found 54-year-old Kelly
Wayne Scott sitting in a truck in the
area of S 4340 & 329 Road slumped
over the steering wheel with an open
can of beer between his legs.
Scott told police he had “12-15 beers
over the past 5-6 hours.” He also told
a Craig County deputy he had “a little
too much and fell asleep.”
Scott reeked of alcohol, his speech
was slurred and he was unsteady on his feet. He also couldn’t hold
his head up.
He was placed under arrested at approximately 4:50 p.m. and
taken to jail.
Scott’s employer later called police and said Scott had been driving
a company truck when he was arrested. He said Scott and another
man had been working on a tractor when it blew a hydraulic line. The
man went to get parts to repair the tractor and Scott disappeared.
Scott’s employer was later advised he had left the area in one of the
company vehicles and he was later arrested for driving while intoxicated. The man said he never gave Scott permission to use the truck
while he was drinking.
A deputy made contact with Scott in jail and told him what his
employer said. Scott said he knew he wasn’t supposed to be driving
the vehicle while drunk, but he did.
Scott is being charged with unauthorized use of a vehicle, actual
physical control of vehicle while under the influence, driving with
license canceled/suspended/revoked and transporting opened container of beer. He was released on a $1,863 bond and is scheduled to
appear in court on April 10, 2015.

A Wagoner police officer may have saved a
man’s life when he apprehended the man’s knifewielding girlfriend on her way to his location on
March 24.
According to the affidavit, a Wagoner officer
was dispatched the 1400th block of N.E. First
Street at approximately 10:51 p.m. due to a disturbance. He was advised Porter woman Lacey
Jean Lemmons, 29, was carrying a knife and was
walking to confront her estranged boyfriend.
When police found Lemmons, she was unsteady on her feet and
she smelled like alcohol.
She told the officers in slurred speech that she was drunk and she
knew she was going to jail.
The property owners had told Lemmons prior to calling police that
she wasn’t allowed at their residence.
An officer placed Lemmons under arrest and put her in the front
passenger seat of the patrol vehicle.
This apparently pissed Lemmons off, because she became belligerent and started yelling obscenities at the officer.
When he shut her door, she started kicking the dashboard.
When he opened the door and told her to stop, she put her legs out
of the car.
The officer tried to push the woman’s legs back in the vehicle, but
she started kicking him.
He tried to get her to calm down by spraying her with pepper spray,
but she continued to fight with police.
She even spit in the officer’s face.
Police were eventually able to get the woman’s legs back in the vehicle, and the officer transported her to jail.
Lemmons is being charged with assault and battery upon a police
officer, prisoner placing bodily fluid on government employee and
public intoxication. Her bond was set at $7,500, and she is scheduled
to appear in court on April 30, 2015.

A sexual assault occurs every 2 seconds in the United States. While both

and understanding preventative measures are critical to prevent victimization.
The National Crime Prevention Council and AlertID offer the following
9 tips to help protect women from becoming victims:
1. Be aware of your surroundings - become a member of AlertID

crime alerts and up to the minute warnings from neighbors in any area
important to you.
2. Avoid walking or jogging alone – particularly at night. Additionally,
vary your route and stay in well-traveled, well-lighted areas.

4. Be wary of isolated spots –underground garages, offices after business hours, and apartment laundry rooms.
5. Have your key ready to use before you reach the door – this includes
home, car, or work.

Authorities are still
investigating a homicide in Adair County
that happened in
March, 2013.
On March 24, Bryan
Bailey, 29, of Adair
County, was found severely beaten on the
side of the road near
the Rocky Mount area
off Highway 100 in southern Adair County. He was transported to a Tulsa hospital where he
died the next day.
Agents initially determined Bailey was last seen with Ashley Cain (a.k.a. Ashley Blair), of
Adair County, and Billy Wing, also of Adair County. Agents believed the pair may have had
information that could help advance the case, but after being questioned, they were later
released and not charged with any crime.

The OSBI was requested to assist the Pottawatomie County District Attorney’s Office in the homicide investigation of Samantha Weaver, who has
been missing since June 2012.
The DA’s Office recently received information
that Weaver was buried in a clandestine grave in
rural Pottawatomie County, outside of Shawnee,
Oklahoma.
In November 2014, the OSBI added a new “crimefighting tool” to its arsenal, a ground-penetrating
radar. The ground-penetrating radar was utilized
in this case and aided in finding human remains, buried in a clandestine grave.
This search and recovery has been a collaborative effort between personnel
from the Pottawatomie County Sheriff’s Office, Shawnee Police Department, Pottawatomie County District Attorney’s Office, Office of the Chief Medical Examiner, University of Oklahoma Forensic Archaeology Department, and the OSBI.
The OSBI aims to stay a pioneer in law enforcement in the State of Oklahoma
and is pleased to be able to offer this technology (ground-penetrating radar) to
law enforcement, in the pursuit of justice.

Afton man Trever Eugene Shankles,
23, was arrested March 22 after a state
trooper found him driving around with
a revoked license, a little weed, paraphernalia and a whole lot of pills.
Shortly after 8 p.m., state troopers
stopped Shankles at the intersection of
U.S. Highway 69 and U.S. Highway 59
due to defective taillights.
During the stop, they were advised
the man’s driver’s license had been revoked. Shankles admitted to drinking 3 beers earlier that day, and he agreed to
a preliminary breath test. The result was .029.
Shankles was placed under arrest.
While waiting for a wrecker to come pick up the man’s vehicle, police conducted an inventory of the truck. They found
several items associated with smoking marijuana including
two baggies containing green leafy substance that fieldtested positive for weed, glass pipes, a grinder, and a set of
digital scales. They also found a pill container and baggy
containing four kinds of prescription pills. Shankles told police he didn’t have a prescription for the pills; his friend had
given him the meds.
Shankles is being charged with possession of controlled
dangerous substance, possession of controlled dangerous
substance without a prescription, unlawful possession of
drug paraphernalia and driving with license revoked. His
bond was set at $13,000, and he was scheduled to appear in
court on April 3, 2015.
