The Indictment alleges that from in
or about June 2015 and continuing up
to and including January 27, 2016, in
the Eastern District of Oklahoma, the
defendants, did willfully and knowingly combine, conspire, confederate and
agree together, and with other persons
known and unknown, to Possess with
Intent to Distribute and the Distribution of 500 grams or more of a mixture
or substance containing a detectable
amount of Methamphetamine, and 50 grams of Methamphetamine (actual), a
Schedule II Controlled Substance.
The charges arose from a joint investigation by the Oklahoma Bureau of Narcotics, the Tahlequah Police Department, the Muskogee Police Department, the
Oklahoma Department of Corrections, the Bureau of Indian Affairs and the Drug
Enforcement Administration. The investigation was coordinated by the Organized Crime Drug Enforcement Task Force (OCDETF) of the Eastern District of
Oklahoma. OCDETF is an initiative led, and coordinated by, the Office of the
United States Attorney.
The charges are in violation of Title 21, United States Code, Sections 846,
841(a)(1) and 841(b)(1)(A), punishable by not less than 10 years and not more
than Life imprisonment, a $10,000,000.00 fine or both.

possession of a firearm.
Deaundre DeAngelo Chatman,
30, having been convicted of a
crime punishable by imprisonment for a term exceeding one
year, did knowingly possess in
and affecting commerce, a firearm
and ammunition, which had been
shipped and transported in interstate commerce.
The charge arose from an investigation by the Federal Bureau of Investigation Violent Crime Task Force.
The charges are punishable not more than 10 years imprisonment; up to a $250,000 fine or both.

Raymond Schwab, an honorably discharged veteran, moved to Colorado
last year to get treated for post-traumatic stress and chronic pain with medical
marijuana.
He didn’t expect Kansas would take
his children in return.
“They’re basically using my kids as a
pawn to take away freedoms I fought
for,” he said. “It’s a horrible position to put me in.”
He and his wife, Amelia, say Kansas took the five youngest of their six children
into custody last April, and they’ve only seen them three times since.
“I don’t think what we’re doing is illegal, immoral or wrong,” Amelia said.
The Schwabs’ case highlights how differences in marijuana laws can make a legal user in one state an unfit parent across the border.
They’re not the only Kansas parents at risk of losing their children over cannabis use. In Garden City, medical marijuana advocate Shona Banda was arrested
on child-endangerment and felony drug charges after her 11-year-old son talked
about his mother’s drug use at school.
Kansas has rejected legislative efforts to permit medical marijuana use. Colorado legalized medical marijuana, then passed a referendum that allows recreational
use as well.
Child welfare officials in Kansas did not return phone calls concerning the
Schwabs.
Raymond Schwab is a 40-year-old Gulf War veteran. He served from 1994 to
1996 in the Navy and later qualified for a 50 percent disability rating.
He lived in Colorado when the state legalized medical marijuana and obtained
his own card.
He also tried to treat his symptoms with an assortment of medicines prescribed
by the Department of Veterans Affairs — pain medicines, muscle relaxants, antianxiety drugs — but “they were making me crazy, they made me worse,” he said.
Finally he developed a heroin addiction, but said he overcame that years ago
with cannabis therapy.
The turning point in his family life began with a VA job offer in 2013. He went to
Topeka to work as a benefits agent for fellow veterans.
“I loved it. I loved my job,” he said tearfully.
But two years later, he decided to transfer to a VA job in Denver, where medical cannabis is legal. That’s when a family squabble led to the loss of five children
aged 5 to 16.
Raymond and Amelia say that as they were packing to leave, her mother took the
kids to a police station in another county and reported them abandoned, an action
her mother now regrets.
Nine months later, they say, child-protection workers and a Kansas judge are
demanding that they give up cannabis if they want their kids back.
One condition, they say, is four months of drug-free urinalysis tests, including a
drug legal in Colorado for therapeutic uses.
Raymond remains skeptical and worried. “What if I didn’t make it through four
months?” he asked. He fears his condition might worsen without cannabis.
He and his wife question why Kansas child-protection workers are holding onto
children who should not have entered their system in the first place.
Among the documents Raymond carries in a battered briefcase is the one-page
result of a Kansas child-abuse investigation.
It shows that in April 2015, the state began investigating allegations that Raymond and Amelia emotionally abused all five children. Three months later, those
allegations were dismissed as unsubstantiated.
So, “why do you still have my children?” he asked.

Tahlequah man Bryan David Sanders, 24, allegedly broke into his ex-girlfriend’s home on February
10, and took her car keys and current boyfriend’s
tools.
According to the affidavit, a Grove police officer
was dispatched to a residence in the 1300 block of
Park Place at approximately 5:41 p.m. He arrived to
find the victim standing outside her house and the
suspect sitting in his car in front of the residence.
The woman told the officer her neighbor called her
and let her know someone was in her garage, so she
called the police. When she arrived at her residence,
she noticed the front door was open. She told the officer Sanders texted her earlier that day and asked where her vehicle was. He also told her she shouldn’t leave
her key inside her vehicle.
She didn’t hear anything else from the man until her neighbor called her.
The victim said she and Sanders broke up in October 2015, and there was no
reason for him to be in her home. The officer told her to check her residence and
see if anything was missing. She later told the officer two sets of tools that belonged to her boyfriend and a key were missing from inside her car.
The officer asked Sanders if he could search his vehicle. Sanders said yes.
In the car, police found two toolsets. Sanders said one of the sets was his, and
the other belonged to the victim. The victim identified them as the items that
were missing from her vehicle.
Sanders was placed under arrest.
Officer inventoried his vehicle prior to impound. They found a key and key fob
between the driver’s seat and center console. An officer took the key and was able
to lock and unlock the woman’s vehicle. The victim identified the key as hers.
Sanders is being charged with two counts of burglary in the second degree
and knowingly concealing stolen property. His bond was set at $2,500, and he is
scheduled to appear in court on February 23, 2016.

A Sallisaw man was transported to jail on February 9 because an officer saw him walking around a
casino parking lot, while allegedly under the influence of drugs.
According to the affidavit, a Sallisaw officer was
driving through the Cherokee Casino parking lot
at approximately 3:50 a.m. when he saw a man
walk out of the north entrance into the parking lot.
When the man saw the officer, he quickly changed
direction and started walking east.
The officer made contact with the man and identified him as 29-year-old Daniel Lee Dod. He asked
Dod where he was going. Dod said she was walking
toward the motel where he was staying.
During the encounter, Dod appeared to be very
nervous and he acted like he didn’t want to talk to the officer. His pupils were also
dilated and his movements were very rigid.
Suspecting the man might be on something, the officer administered sobriety
tests.
The officer was right -- Dod didn’t pass.
The officer placed the man under arrest for suspicion of public intoxication.
During booking, an officer found a bag in the man’s underwear that contained
three plastic baggies. One of the bags was filled with approximately .33 grams of
a crystalline substance, and the other two contained a crystalline residue.
They all tested positive for methamphetamine.
Dod is being charged with possession of controlled dangerous substance and
public intoxication. His bond was set at $5,000, and he is scheduled to appear in
court on March 9, 2016.

Police arrested two Wagoner women on February 9
after they found drugs and paraphernalia while issuing
an arrest warrant.
According to the affidavit, Wagoner police went to
the 200 block of S. Yorkshire Blvd shortly after 11 p.m.
to arrest 48-year-old Lisa Ann Adair on a felony warrant. They knocked on the door, but no one answered.
A neighbor asked if they were looking for Lisa. When
they said yes, she said Lisa was definitely in the apartment, but she wouldn’t answer.
An officer knocked on the door again and this time a
voice asked, “Who is it?”
Lisa answered the door and an officer immediately
smelled the odor of marijuana.
While the officer was speaking with Lisa, another
woman walked out of an upstairs room. She identified
herself as 40-year-old Jodi Lynn Adair and the renter
of the apartment. He told her he could smell marijuana
in her home, and that if he needed to get a search warrant to find the weed, he would.
She told him she would just hand it over.
An officer walked upstairs with Jodi, and she gave
him an ash tray with marijuana stems, a metal pipe
containing residue, a set of scales, a marijuana pipe
with residue, a green leafy substance, rolling papers,
some burnt marijuana cigarettes and a tin filled with four small baggies that contained Lortabs and Xanax bars.
Another officer asked Jodi who the marijuana belonged to. She told him they
were both smoking it. He asked her who the pills belonged to. She showed him the
prescription bottles, but something wasn’t right. The bottle of Lortab was filled
on February 8 with 120 pills, but there were only 16 left in the bottle. A bottle of
Xanax that was filled the same day with 90 pills only contained 20 ½ pills.
Jodi told the officer she sold some of the meds to her neighbor.
Both women were placed under arrest and transported to jail.
Jodi Adair is being charged with possession of controlled dangerous substance
and unlawful possession of drug paraphernalia. Her bond was set at $2,500, and
she is scheduled to appear in court on March 16, 2016.
Lisa Adair is being charged with possession of controlled dangerous substance
and unlawful possession of drug paraphernalia. Her bond was set at $2,500, and
she was scheduled to appear in court on February 17, 2016.

Vinita man Christopher Lee Anderson, 34, was
stopped by an officer on February 12 -- he was almost free until an officer searched his vehicle.
Anderson was then arrested for possession of
drugs and paraphernalia.
According to the affidavit, a Vinita officer assisted
a fellow officer with a traffic stop at approximately
8:58 p.m. The other officer told Anderson he was
free to go, but the assisting officer walked up to
the man and asked if he had anything illegal in his
car. Anderson said no and told the officer, “You can
search everything if you want to.”
The officer asked the man to exit the vehicle.
Anderson reached into his jacket and pulled out
some papers. A pill fell to the ground. The officer asked Anderson what the pill
was. Anderson told him it was a pain pill; he admitted he didn’t have a prescription for it.
Another officer identified the pill as Oxycontin, a schedule 2 controlled dangerous substance.
The officer then brought his K9 to the vehicle. The dog alerted twice on the
driver’s side door seam to the presence of drugs.
Police searched the car and found a smoking pipe with a white powdery residue. The residue field tested positive for methamphetamine.
Anderson was placed under arrest and transported to jail.
Anderson is being charged with possession of controlled dangerous substance
and unlawful possession of drug paraphernalia. He was released on a $5,000
bond and is scheduled to appear in court on April 22, 2016.

Miami man Derrick Devon Hudson, 19, was locked
up on February 12 after he allegedly threatened his
mother with a stolen gun.
According to the police report, a Miami officer was
dispatched to a residence in the 2200 block of Elm
Street NE at approximately 5:40 p.m. in investigate a
disturbance. A woman at the house told him her son,
identified as Hudson, was angry and destroying the
house. She said a few days before, she found a semiautomatic pistol in her son’s belongings. Hudson had
allegedly threatened her with the gun, so she hid it in
a coffee can and called the police.
Officers came and took the weapon. Police later discovered the weapon had been reported as stolen out of Temple, Texas.
The woman told the officer Hudson’s dad sent him to live with her because he
was possibly involved in a homicide in Hearne, Texas.
Hudson wasn’t too happy when he found out his mom got rid of his gun. She
showed the officer some texts her spawn sent her that said, “Bring me my gun.”
The officer asked Hudson where he got the gun; Hudson said he didn’t know
anything about a gun.
The officer placed Hudson under arrest and transported him to jail. When they
arrived, the officer was advised that Hudson was adjudicated of a felony in 2012.
Hudson is being charged with felonious possession of firearm and possession
of stolen property after former conviction of felony. His bond was set at $20,000,
and he is scheduled to appear in court on March 1, 2016.
