FUGITIVE CAUGHT
A wanted Cherokee County man was
captured earlier this month in Cushing after he allegedly shot a man in the eye back
in November around the Moodys area.
According to the Cherokee County
Sheriff’s Office (CCSO), during the early
morning hours of Monday, November 22,
2021, CCSO deputy McKinsey Fuson
was dispatched to the emergency room
at Northeastern Health System-Tahlequah
for a reported gunshot victim. Upon arrival,
Deputy Fuson spoke with the victim who
had been shot above the right ear. The
victim told Deputy Fuson that he and two
friends were together in a vehicle, parked
in the Moodys area of northern Cherokee
County when a car pulled up from behind and shot him. The bullet exited
the victim’s right eye.
The victim reported his friends drove him to NHS ER, dropped him off
and left. The victim was transferred to a Tulsa area hospital for further
treatment.
CCSO investigator Sergeant Richard Berry, CCSO’s on call investigator
at the time, was notified of the shooting. At around 9:30 a.m. that same
morning, Sgt. Berry located and interviewed the victim’s friends who told
him that Dustin Decker was responsible for shooting the victim. Inv. Berry
was told the shooting occurred after a brief vehicle chase in the Moodys
area with Decker chasing their vehicle; the victim was a back-seat passenger. The witness told Sgt. Berry that Decker used his vehicle to block the
victim vehicle. The victim opened his door to run away when Decker shot
from the inside of his vehicle and struck the victim. No motive was given to
Sgt. Berry for the shooting.
Sgt. Berry, who is also a member of the US Marshal Service’s Fugitive
Task Force, and other CCSO investigators and deputies began searching
for Dustin Decker in Cherokee County and throughout northern Oklahoma, recovering several stolen vehicles and firearms in the process.
Decker was arrested by members of the US Marshal Service’s Fugitive
Task Force during the early morning hours of Friday December 3, 2021,
in Cushing, Oklahoma. Decker was in possession of a stolen handgun at
the time of his arrest.
Decker is charged with assault and battery with a deadly weapon in
Cherokee County District Court.

The Oklahoma State Bureau of Investigation (OSBI)
is offering a $10,000 reward for information about the
murder of 33-year-old Daniel Aaron. Aaron was riding
his motorcycle in the area of Highway 62 and 3300
Road near Harrah on September 12, 2021. At 11:30
a.m., Lincoln County dispatch received a 9-1-1 call reporting a motorcycle accident. The victim was identified as Aaron, who served in the Marine Corps. He was
transported to Saint Anthony’s Hospital in Midwest City
where he died. At the hospital, medical staff determined
that Aaron died from a gunshot wound.
The OSBI was requested to assist with the investigation. Witnesses describe two individuals riding motorcycles in the area at the
time. They were wearing black jackets with white lettering on the back.
The OSBI is offering the reward to generate leads in the investigation. Any
person providing valuable information that materially assists the investigation
or provides information that leads to a suspect’s arrest and conviction is eligible for the reward.

A Wagoner County woman was taken
into custody after an investigation into
over a dozen missing cattle led authorities
to her as the alleged thief.
According to the Wagoner County
Sheriff’s Office, on November 1, a Wagoner County citizen contacted the Wagoner
County Sheriff’s Office to make a report
that 15 head of cattle had been stolen
from a property in Wagoner County.
The stolen cattle were valued at approximately $15,000.
Lt. B. Noble was able to make contact
and conduct interviews with multiple witnesses, including an individual who transports, catches, buys, and sells cattle for a
living. This individual, who is considered a witness, advised Lt. Noble that
he was contacted and made a deal with a female subject to purchase the
cattle with the understanding that the female individual owned the cattle
she was selling.
The witness was able to purchase the cattle from the female subject for
$8000, which were then hauled and sold at a livestock sale for approximately $10,000. Upon conducting an investigation the female subject was
identified as Mamie Cate, a Muscogee Creek Nation citizen.
After gathering multiple pieces of evidence in this case, Lt. Noble was
able to secure an arrest warrant for felony theft from the Muscogee Creek
Nation for Mamie Cate.
On November 22, Lt. Noble and deputies from Wagoner County Sheriff’s
Office made contact with Mamie Cate at her residence, where she was
taken into custody based on this arrest warrant.
Wagoner County Sheriff Chris Elliott stated, “Cattle rustling is still a problem in this state, particularly the rural portions of the state. The number 1
agriculture cash crop in Wagoner County is commercial cattle operations.
We encourage anyone that has been the victim of cattle rustling, or any
agricultural crime to contact the Sheriff’s Office so that an investigation can
be conducted. Protecting our cattle producers from crime is a top priority for the Wagoner County Sheriff’s Office. This theft is an example of our
commitment to protect our cattle producers from cattle rustling.”

Iconic Facce gets 15 years for
robbing bank to finance plastic surgery
The bandages are off — but
the charges are sticking.
An Alabama woman named
Iconic Facce was found guilty
earlier this year on two counts
of armed robbery after holding up a Mississippi bank two
years ago — a crime she allegedly committed to fund her plastic surgery.
Facce’s case was originally slated for trial on June 28, 2021, but the
surgery-obsessed thief requested to plead guilty beforehand.
After the 39-year-old’s plea, Circuit Judge Randi Peresich Mueller sentenced Facce to the maximum term of 15 years on each count to run
concurrently, NBC News reported.
The Ozark native’s charges stem from a 2019 heist of the BancorpSouth in Gulfport, Mississippi. At the time, prosecutors argued that her
plan was to rob banks to finance sexual reassignment surgery, according
to AL.com.
Gulfport police had been alerted to Facce’s 2019 crime by a hidden
alarm activated by the besieged bank branch. Upon their arrival, bank employees informed officers that the suspect had approached a teller window
and handed the clerk a hand-scrawled note that read: “You have 1 min to
give the money do not be wrong or die.”
No weapon was seen or shown, although tellers did recall that the suspect had a swollen face indicative of a recent cosmetic operation.
The robbery was captured on the surveillance system, while authorities
discovered an abandoned Cadillac near the bank, which they traced back
to Facce, according to the Associated Press.
Meanwhile, authorities sent still images of the serial surgery recipient
with a memo imploring the public to help ID the suspect.
Tellers were easily able to recognize the suspected criminal’s “Iconic
Facce” in a photo lineup.
The criminal was detained March 30, 2019 at Houston’s George Bush
Intercontinental Airport after re-entering the country from Mexico. It was
suspected she had received her bank job-funded procedure there as subsequent mugshots showed her sporting surgical tape around her nose.
This was apparently not the bank robber’s first job — so to speak.
Under her birth name of Jimmy Maurice Lewis II, Facce was found guilty
at age 26 of another robbery on January 20, 2009, in the US District Court
for the Northern District of Alabama, AL.com reported. Facce was sentenced and served 51 months in federal prison in that case, in which she
reportedly demanded a teller give her at least $20,000.
After her release, she legally changed her name to Iconic Facce, Fox
reported.

FEDERAL JURY FINDS SEQUOYAH COUNTY RESIDENT GUILTY OF
FIVE COUNTS OF SEXUAL ABUSE OF A MINOR IN INDIAN COUNTRY
Michael Allen Farris, 48, of Bunch, was
found guilty by a federal jury of five counts
of Sexual Abuse of a Minor in Indian Country.
The jury trial began with testimony on Monday, November 29, 2021, and concluded on
Wednesday, December 1, 2021, with the
guilty verdicts. Based on the jury’s verdicts,
the defendant is facing up to 15 years of imprisonment for each count.
During the trial, the United States presented evidence that, on at least five occasions
between June 2019 and August 2019, the
defendant had sexual intercourse with the
victim, resulting in the victim giving birth to a
child. Testimony further established that the
defendant was determined, by DNA analysis,
to be the father of the child.
The guilty verdicts were the result of an investigation by the Sequoyah
County Sheriff’s Office, the Oklahoma State Bureau of Investigation, and the
Federal Bureau of Investigation.
The United States Attorney’s Office for the Eastern District of Oklahoma
prosecuted the case because the defendant in this case is a member of a federally recognized Indian tribe and the crimes occurred in Sequoyah County,
within the boundaries of the Cherokee Nation Reservation, and within the
Eastern District of Oklahoma.
The Honorable Timothy D. DeGiusti, U.S. District Judge in the United States
District Court for the Western District of Oklahoma in Oklahoma City, presided
over the trial and ordered the completion of a presentence report. Sentencing
will be scheduled following completion of the report. Farris was remanded to
the custody of the United States Marshal pending the imposition of sentencing.

15-year-old arrested for committing two robberies in
two days
On December 8, 2021, around 5:30 p.m., Tulsa PD
was called out to an armed robbery at a convenience
store near 46th St. N. and Lewis.
The suspect, later identified as 15-year-old Honest
Burns, placed two items on the counter and walked
away. She later returned, pulled out a black revolver,
and demanded money. The clerk handed her cash, and
Burns ran off.
Two days later on December 10, around 2:30 p.m.,
Tulsa PD officers were called to another armed robbery
at TAP In Wine & Spirits near 46th St. N and Peoria.
The suspect, Honest Burns, walked inside the store
and stated that they were getting robbed. Burns then threw a bag at the clerk and
demanded money. During the robbery, Burns pulled out a black revolver and shot
it into the ground, then pointed the gun at the employees. One of the employees
grabbed Burns and held her while the other employees managed to get the gun
away from her. The employees held Burns on the ground until officers arrived and
arrested her.
Honest Burns was arrested for Robbery by Firearm x 2, Pointing a Deadly Weapon x 2, and Obstruction.

JURY CONVICTS STILWELL MAN FOR SEXUAL
ABUSE OF A MINOR
A Stilwell man was convicted last month in
federal court for sexually assaulting a minor in
2017 near Vinita during a road trip, announced
Acting U.S. Attorney Clint Johnson.
The jury found David Anthony Romannose,
45, guilty of aggravated sexual abuse by force
and threat in Indian Country and sexual abuse
of a minor in Indian Country.
“David Romannose abused the trust placed
in him by a 12-year-old child who, at the time,
considered him a friend. Even though it was
extremely difficult, the victim bravely testified
this week about the abuse she endured from
Romannose. She is to be commended for her courage and for stopping
this defendant from preying on other children,” said Acting U.S. Attorney
Clint Johnson. “Also to be commended are the officers and agents of the
FBI, Oneida Indian Nation Police Department and the Craig County Sheriff’s Office, who ensured Romannose was held accountable for his crimes.
Strong partnerships are critical in these types of cases.”
“Protecting children is a top priority for the FBI, and we are pleased with
today’s conviction. I want to thank the FBI special agents and staff as well
as our partners who worked on this case to make sure justice was done,”
said Alvin M. Winston, Acting Special Agent in Charge of FBI Oklahoma
City.
On July 4, 2017, Romannose, a citizen of the Cheyenne and Arapaho
Tribes of Oklahoma, accompanied a group who were traveling through
northeastern Oklahoma after attending a festival in Seiling. While traveling,
Romannose sexually assaulted the victim in the backseat of the vehicle.
The violation occurred in Indian Country on the Will Rogers Turnpike/Interstate Highway I-44 near Vinita, in Craig County. The victim told investigators she remembered the group stopping at a rest stop in Vinita shortly
after the abuse occurred. Romannose also abused the minor, an Oneida
Indian Nation citizen, after the group arrived home in New York.
During the trial, family members testified that following the road trip, the
victim’s behavior changed dramatically, and they initially were unsure why.
They stated that she became more withdrawn and started acting out. Unexplained changes in behavior can be indicative of child sexual abuse. The
victim eventually disclosed the abuse to a counselor and family member.
Chief U.S. District Judge John F. Heil III will sentence Romannose on
June 3, 2022.
The FBI, Oneida Indian Nation Police Department, Craig County Sheriff’s Office, and the Craig County District Attorney’s Office conducted the
investigation.

FEDERAL JURY FINDS MUSKOGEE RESIDENT GUILTY
OF AGGRAVATED SEXUAL ABUSE IN INDIAN COUNTRY
Joseph Stanley Harjo, 40, of Muskogee,
was found guilty by a federal jury of Aggravated Sexual Abuse in Indian Country.
The jury trial began with testimony on Monday, November 15, 2021, and concluded on
Tuesday, November 16, 2021, with the guilty
verdict. Based on the jury’s verdict, the defendant is facing a mandatory minimum sentence of 30 years up to life imprisonment.
During the trial, the United States presented
evidence that in June 2016, Harjo intentionally touched the bare vagina of his six-year-old
daughter for a sexual purpose. Days later,
the child disclosed the abuse to her mother
and she provided further details during a forensic interview. When the police attempted
to locate Harjo, he was found hiding under a bed and arrested. Five additional witnesses testified that Harjo sexually assaulted them when they were
between four and twelve years of age.
The guilty verdict was the result of an investigation by the Muskogee Police
Department and the Federal Bureau of Investigation.
The United States Attorney’s Office for the Eastern District of Oklahoma
prosecuted the case because the defendant and child victim in this case
are members of a federally recognized Indian tribe and the crimes occurred
in Muskogee County, within the boundaries of the Muscogee (Creek) Nation
Reservation, and within the Eastern District of Oklahoma.
The Honorable Ronald A. White, U.S. District Judge in the United States
District Court for the Eastern District of Oklahoma in Muskogee, presided over
the trial and ordered the completion of a presentence report. Sentencing will
be scheduled following completion of the report. Harjo was remanded to the
custody of the United States Marshal pending the imposition of sentencing.
