A 27-year-old Tahlequah man was
charged May 8 with two counts of lewd or
indecent acts to a child under the age of 16.
According to information filed in Cherokee County District Court, Christopher
Joe Yocum allegedly placed a 9-year-old
girl’s hand on his genitals in a lewd manner for the purpose of sexual gratification.
The incident happened sometime between
March 15 and April 15, and then again on
April 24.
Reports state DHS was alerted to the incident by an anonymous tip.
Because Yocum is accused of committing the crime on Northeastern State University property, university police investigated the allegations.
Yocum was taken into custody and booked into jail. He pleaded
not guilty to the charges; bond was set at $25,000. He was ordered
back in court June 11 at 9 a.m.
If convicted, Yocum could face imprisonment for not less than
three years nor more than 20 years.

A father and son duo were arrested and taken to jail after they forced
two women at knife-point to disrobe in order to prove they didn’t have
the $20 one woman owed them.
Formal charges were filed May 1 in Cherokee County District Court
against Bobby Bechtol, 42, of Tahleqah, and Harley Scott, 22, of Ft.
Gibson. Both were charged with two counts of attempted robbery with
a dangerous weapon and two counts of kidnapping.
According to the police affidavit, Lt. Steve Arnall was stopped by a
woman April 9 who told him her sister was being held captive against
her will at a house in the 400 block of Park. When Arnall arrived at the
scene with the woman, he found the sister in the back bedroom with
Bechtol and Scott.
The sister stated she owed Scott $20, and Bechtol was demanding
the money from her. He was holding a knife in her direction and told
her to take off her clothes to prove she didn’t have the cash on her. He
then rummaged through the pockets of her jeans. When no money was
found, the woman who found Arnall was forced to take her clothes off
to prove she didn’t have any money.
Scott took the woman outside to look in her car for some cash, and
that was when the woman was able to get away from Scott to find help.
Bechtol and Scott were arrested and taken to the Cherokee County
Jail and booked. Bond was set at $50,000 for Bechtol and $40,000 for Scott. Both are expected at their next court appearance June 11 at 9 a.m.

By Lt. Jeff James
Oklahoma Highway Patrol
Summer is upon us, school is
out, and the time for recreation
and fun in the sun is here! With
summertime comes traffic to
and from the lakes, as well as numerous other endeavors that
you can enjoy across the state, including camping, riding horses,
motorcycles, and ATVs, and other activities too numerous to list
here. One thing that a lot of these activities have in common is
towing something to and from these locations. I am going to try and
touch on some of the basic safety issues to keep in
mind when towing a trailer.
One of the most important safety features that trailers come
equipped with are the safety chains or cables. These are required,
and must be in use when towing. These chains keep the trailer
attached to the vehicle should the coupling device break or otherwise
become disengaged. These chains or cables shall be of sufficient
size and strength to prevent parting from the towing vehicle. A
helpful hint when connecting your stay chains or cables is to cross
them under the tongue of the trailer. The stay chains or cables must
be attached in a manner to prevent the tongue from falling to the
ground, and crossing them allows the chains to catch it if it should
come off the coupling device.
Some larger trailers come equipped with an emergency breakaway
device. This device has a cable coming from it that must be attached
to the vehicle. If the trailer becomes disconnected from the vehicle,
when the cable is pulled tight, it automatically applies the trailer
brakes, preventing it from free-rolling. This device is required on
all trailers with a GVWR of 3000 lbs or more. Speaking of brakes,
state law requires that all brakes be maintained and in good working
order!
If you are breaking out this trailer for the first time since winter,
it’s a good idea to check the tires. Tires that sit for a long time
develop dry rot, flat spots, and lose pressure. Make sure that your
tires are in good working order, still have sufficient tread, and check
the pressure. Run the tires at the manufacturer’s suggested psi for
optimal performance.
Last but not least, we come to trailer lights. Make sure that all
your lights are functional. Plug them into the towing vehicle, and
check them all! Don’t assume that if they work in the daylight,
they will work at night, go ahead and check them with the towing
vehicle’s headlight switch turned on as well. If you are towing more
than one thing; in other words, towing in combination, only the
rearmost trailer’s lights must be operational.
Summertime is recreation time, and getting our toys to our
destination and back safely is the responsibility of every safe,
courteous driver. Lets all do our part to enjoy summer safely.
As always, thanks for reading, buckle up and be safe!

In the past few months, there have been many stories of high school teachers being arrested for having
sexual relationships with their students. Give us your
opinion: should teachers who have a sexual relationship with a student who is 17 or older be prosecuted?
Poll
Scarlet T: Yes they should be prosecuted, they are there to teach not have
sex with the kids, if they are still in school
teachers should have more control.
Mike M: YES, its not about the age but
the morality
Samantha W: not in the legal way
like registering as a sex offender.. but
definitely a professional way such as being fired. they ALL (teachers & students)
know what they’re doing is inappropriate
& far from professional, so some action
should be taken.. but when its consentual
it should be taken sooooooo extreme.
Jackilyn P: hell yes!! they should be
prosecuted!! they’re there to teach not
have sex.
Dakota M: Its supposed to be a professional business of teaching students,
not teaching students to have sex with
them and disobeying the law. If the student was done and graduated then that’s
their business but not while in school.
Coby P: If they’re the age of consent
and it’s not taking place in a school then
it’s not anybody’s business.
Adrian B: Yes, there is a huge differential in power between a teacher and a
student. Teachers who take advantage
of students are violating the teacher/
student relationship. Its never okay for a
teacher to date their students, even if the
students are college age.
Bobbie A: When you keep God out of
places the devil tends to get in and take
over!
JoAnn S:I know one of these teachers and it’s really a hard question to answer. He is a really nice person and has
a family. He was really involved in his
sons lives and in sports with them. Just to
know him, you wouldn’t think he would
do something like that. But on the other
hand, it is against the law and anyone that
breaks the law should be punished. However, it is a sin and I believe that is between him and his God. AND then there is
the girl. She was 17. I was also told it takes
two. So if one is going to be punished then
both parties should be punished.
Kari H: Of course. The question is
“Should the teacher who has sex with the
student be prosecuted”. Turn the question around “Should the student who had
sex with the teacher be prosecuted” and
most would say “yes”.
Maria H: hell yes!! they should be
prosecuted!! they’re there to teach not
have sex.
Robert F: Most of you are talking
about two different things 1) criminality
(2nd degree rape) and 2) morality. It is
legal for a 60 year old man to sleep with
a 16 year old girl. Why is that any better
than a 23 year old teacher and a 17 year
old? I don’t see a meaningful difference.
HOWEVER, it should be a fireable offense.
Christina G: Yes so it can show ppl
how serious this is. First of all, how dumb
can a teacher b to even think about getting w a student?Parents & caretakers
have trusted the school system by sending their kids to school based on EDUCATION, not to form a ‘special’ relationship
with a teacher. And imagine how things
will b for the student, as he or she gets older, the memory of the ‘relationship’ with
the teacher will b forever branded n their
mind....not Jen the school cheerleader
or Jon from band class but a freakin’
teacher. BTW.....a teacher n the Okemah
school system resigned a couple of weeks
ago due to an inappropriate relationship
with a student. The mother showed text
messages between the teacher & student.
But it was all hush-hush because the
teacher is related to somebody from the
local newspaper office. My nieces who
knew this teacher said she always got
back massages from the guys....now this
should not b something you should hear
about a teacher. What happened to comments such as, ‘Mrs. Smith was a great
math tutor’ or ‘Mr. Smith made biology
so much more simple with his methods.’
Maybe yearly psychological tests should b
done to teachers to avoid any more mishaps.

A Muldrow man received two seconddegree rape charges on May 9 after impregnating a 16-year-old girl.
Martin Rasmussen III, 47, was arrested on suspicion of having sex with the
girl on Sept. 1 and Dec. 30.
An investigator with the Sequoyah
County Sheriff’s Department reported
that a juvenile female was recently seen
at a medical facility in Fort Smith in
reference to a pregnancy. The child’s
father was reported as a male who was
in his forties. There were complications
with the pregnancy and the girl was
scheduled to have surgery in April.
Rasmussen lived with the victim’s former stepfather, which was
how they met, she said. The victim also told detectives that she had
been staying overnight at Rasmussen’s home to accommodate her
school schedule. She said they had sex on a dirt road near her mother’s house in September. She discovered she was pregnant on Valentine’s Day, according to the affidavit.
Detectives interviewed the girl’s biological mother, who said she
knew of her daughter’s relationship with Rasmussen but stated that
after speaking with the girl’s former stepfather, she was positive they
were not having sex. She did not initially see a problem with her
daughter staying at his home, according to the affidavit. Her mother
was unaware of their sexual relationship until the girl’s pregnancy
came to light.
When asked if, after the pregnancy, she would allow her daughter
to stay with Rasmussen, she said yes.
When officers interviewed Rasmussen, he said he was a heavy
drinker and could not remember specific dates when he had sex with
the victim. However, he did say he knew she was 15 years old when
they started their relationship.
Rasmussen has since been released from jail on a $25,000 bond.
He will appear in court June 27 at 9 a.m.

Sequoyah County Sheriff’s deputies arrested two wouldbe burglars attempting to make a quick buck at a pawn
shop April 20.
Carl Stevenson, 19, of Gore, and Joshua Workman, 24,
of Vian, face charges of second-degree burglary after officers received a call from the caretaker of a property in Vian
about trespassers.
A neighbor confronted two males who were loading up
items from the property in a Ford Extended Cab pickup
truck. One of the suspects told the neighbor they had permission from the property owner to remove metal, but the
neighbor said she knew they were not allowed to be on
premises, according to the affidavit.
Workman dropped off scrap metal, four bathtubs and
one washer at the Hog Creek Salvage nearby, according
to an employee. Most of the metal was crushed on arrival,
he said.
The suspects claimed ownership of the items they gave
to the salvage.
Officers interviewed Workman, who said he and Stephenson were driving around in the area looking for scrap
metal and stopped at what they thought was an abandoned
house. He also said Stephen took a rhinoceros-shaped
ring from the residence.
Workman said he spoke with the caretaker on the phone
while on the property and that she told him not to take anything else from the home.
They then left the property and sold items stolen from an old van at the Fine Pawn
in Sallisaw, according to the affidavit.
Stephenson told deputies he took a bowtie and ring from the van, which he sold at
the pawn shop for $10.
Workman was released from jail April 25 on an $11,000 bond and Stephenson was
released May 3 on a $5,000 bond. They will appear in court May 23 at 9 a.m.

Keithan Moore, of Wilmer, Texas, wrapped
a towel around his hands to make it appear
he was carrying a gun. He then walked into
a building, walked up to the counter and demanded money. Unfortunately for him, the
building he walked into was the Wilmer Police
Department. After offi cers wrestled him to the
ground, he told the cops it was all a joke. They
took it a little more seriously. He’s under arrest.
Christopher Stone, of Launceston, Tasmania,
wanted some chicken schnitzel... really wanted
some chicken schnitzel. However, he was a
little short of funds. So, he did what any bozo
would do, he stuffed the schnitzel in question
down his pants, threatened the cashier at the
supermarket with a gun and walked to his car.
One thing he didn’t plan on, however, was how
diffi cult it would be to drive with a large schnitzel in his pants. Police offi cers say he was attempting to adjust the schnitzel when he lost
control of his vehicle and rolled the car. He’s
busted!
From Newton Township, Pennsylvania
comes the story of an unidentifi ed pervert who
exposed himself to a woman. But it would seem
that he didn’t really want her to see what he was
showing. The place he chose for his crime was
the Bucks County Association for the Blind. Police are still looking for the suspect.
Joseph Wilkins, of Albuquerque, New Mexico, spotted a stereo in a parked car that he just
had to have. Seeing no one anywhere around,
he broke in but quickly found it was going to be
more diffi cult than he thought. After struggling
to remove the stereo he found it was locked
into the dash and the only thing he could pry
loose was the faceplate, which he took with
him. It was what he left behind that caused all
the problems. Apparently while wrestling with
the stereo, his wallet slipped out of his pocket.

Legislation aimed at closing
legal loopholes in deaths resulting from designer drugs has
been signed into law. Senate Bill
987 expands the definition of
murder in the first degree to include deaths resulting from the
manufacture or distribution of
a synthetic, or “designer drug”
as well as the manufacturing of
drugs that result in a death, as in a meth lab explosion. Gov. Mary
Fallin signed the bill into law.
Senator Susan Paddack said she filed the legislation after East
Central University students Stacey Jewell and Andrew Ackerman
died last year after using “2-Bromo Dragonfly,” a designer drug
still available on the Internet that can cause hallucinations, vomiting, seizures and rapid heartbeat. Prosecutors said because of how
the current law was written, the individual responsible could not be
charged with first degree murder.
“Designer drugs can be just as lethal as heroin or cocaine, but because our statutes did not specifically address them, prosecutors had
their hands tied when seeking justice,” said Paddack, D-Ada. “With
this new law, deaths resulting from the sale or manufacture of these
new drugs can be prosecuted as first degree murder cases.”
The legislation also expands the first degree murder definition to
include deaths from the manufacturing of drugs, such as meth lab
explosions.
“This new law will allow prosecutors to go after the dealers and
manufacturers of synthetic drugs and meth cooks when their product or manufacturing process leads to someone’s death,” said Senator Tom Newell, R-Seminole. “This legislation was long overdue and
had this sort of a law been in place, we may have seen fewer deaths
caused by synthetic drugs in Oklahoma communities last year.”
The new law becomes effective November 1, 2012.

OK Jailbirds is cooperating with the efforts of Oklahoma
Department of Human Services to impact the huge social
problem of irresponsible parents who are not paying the
child supports ordered by our courts.
If these biological-only parents won’t honor the courts
order, perhaps public shame will get their attention.
If you know how to reach any of the Deadbeat Parents found on this page, please call the Oklahoma Department of Human Services
Child Support HotLine at 1-800-522-8014
It’s ALL about the KIDS!
Importance of Child Support
Children are our future and child support helps make sure they have a chance at a
productive life. Children have the right to get support from both parents and do not
lose this right when a parent leaves the home.
When children do not receive child support, they can:
Suffer both Emotionally and Physically
Live within a Reduced Standard of Living
Have their Basic Needs Unmet
Become Non-Supportive when they become Parents.
When one or both parents do not support their children, taxpayers often pay the cost
of raising children. When children receive public assistance and their parents pay no
child support, all taxpayers bear the cost of supporting the children.

Answer: The first
thing to understand in this discussion is that there is
only one race—the
human race. Caucasians, Africans,
Asians, Indians, Arabs, and Jews are
not different races.
Rather, they are different ethnicities of the human race. All human
beings have the same physical characteristics (with minor variations, of course). More importantly, all human beings are created
in the image and likeness of God (Genesis 1:26-27). God loved the
world so much that He sent Jesus to lay down His life for us (John
3:16). The “world” obviously includes all ethnic groups.
God does not show partiality or favoritism (Deuteronomy 10:17;
Acts 10:34; Romans 2:11; Ephesians 6:9), and neither should
we. James 2:4 describes those who discriminate as “judges with
evil thoughts.” Instead, we are to love our neighbors as ourselves
(James 2:8). All forms of racism, prejudice, and discrimination are
affronts to the work of Christ on the cross.
Jesus commands us to love one another as He loves us (John
13:34). If God is impartial and loves us with impartiality, then we
need to love others with that same high standard. Jesus teaches in
Matthew 25 that whatever we do to the least of His brothers, we
do to Him. If we treat a person with contempt, we are mistreating
a person created in God’s image; we are hurting somebody whom
God loves and for whom Jesus died.
Racism, in varying forms and to various degrees, has been a
plague on humanity for thousands of years. Brothers and sisters of
all ethnicities, this should not be. Victims of racism, prejudice, and
discrimination need to forgive. Ephesians 4:32 declares, “Be kind
and compassionate to one another, forgiving each other, just as in
Christ God forgave you.” Racists may not deserve your forgiveness,
but we deserved God’s forgiveness far less.
What does the Bible say about Anger?

A Muskogee man was taken into custody May 3rd after he rammed his car
into a Kum and Go and several patrons.
Cimarron Jean Nichols, 20, was
charged May 7 with two counts of assault with a deadly weapon, leaving the
scene of an accident involving injury,
malicious injury to property over $1000,
and obstructing an officer.
According to information filed in the
case, Nichols drove his car into the ice
machines and a video rental machine in
front of the Kum and Go in the 700 block
of S. 32nd in Muskogee. He also ran into
a parked car and a person on foot. The victim on foot sustained injuries, but no further information was given.
Afterwards, he left the scene.
Nichols was later found, but refused to cooperate and tried to remove his handcuffs when Officer Kevin Hammons arrested him.
Nichols’ bond was set at $25,000 and he is expected to be back in
court May 30 for his preliminary hearing.

Nearly 25 years ago, a well liked county commissioner from
Haskell County was found dead inside his pickup truck in a rural area near Lequire. 49-year-old Leo Boyd Reasnor had been
shot one time in the head with a small caliber bullet. The Haskell
County Sheriff at the time called OSBI for assistance. Agents ran
leads for years, but no one was prosecuted.
On April 18, 2012, Clifford Eagle walked into the Billings Police Department in Montana and confessed to killing Reasnor
on June 25, 1987. Eagle spoke with detail about the crime. He
stated he and another man, Vince Allen Johnson, were on a rural road in Haskell County where they met Reasnor. Eagle says
Reasnor confronted the two men about stealing some of his
property and then appeared to move toward a gun inside the cab
of his truck. Eagle admits to firing his handgun at Reasnor, as
did Johnson. Reasnor died of a single gunshot wound to the head.
Vince Johnson was executed by the State of Oklahoma in 2001 for the murder of Shirley
Mooneyham.
Upon the confession by Eagle, a detective with the Billings Police Department contacted
OSBI. Agents had charges filed with the Haskell County District Court within a few hours.
Eagle is being held without bond at the Billings, Montana, Detention Center.

Daiquiri Miller, a 34-year-old Tulsa woman, was jailed after a seventh
child was removed from her care after
the child tested positive for cocaine.
According to Tulsa Police, Miller’s
latest child (born on March 31st)
tested positive for cocaine after she
admitted to using marijuana, cocaine
and alcohol every single day during
her pregnancy.
She also asked health officials
“what took you so long” when they
arrived to take the child into protective custody.
Investigators say seven children have been removed from Miller’s custody over the years because of her continued drug use.
In 2000, 2009, and 2010, Miller gave birth to children who
tested positive for cocaine and marijuana when they were born. In
2009, she asked a health services worker “So are you taking him or
what” during an investigation.
On three other occasions, Miller had children taken away by the
Department of Human Services on accusations of abuse. In 1997,
a three month old was taken because of a suspicious broken leg.
In 1999, a child was taken after police became aware of her drug
use and feared neglect. In 2006, officers caught Miller smoking
cocaine next to her four-month-old daughter in a vehicle.
Miller has also been been arrested several times on prostitution
charges. Investigators say she solicited an undercover officer in
February while pregnant.
Miller was booked into the Tulsa City Jail and charged with child
abuse and two counts of prostitution. Her bail was set at $250,500.

PROBATION VIOLATION
Computer interconnectivity has produced enormous
benefits, but has also enabled criminal activity that exploits
this interconnectivity for financial gain and other malicious
purposes, such as internet fraud, child exploitation, identity
theft, and terrorism. The Internet can give identity thieves,
hackers, and scammers online access to your computer, financial and personal information and more. Additionally,
today’s mobile devices are well integrated with the internet
and have far more functionality than mobile phones of the
past. They are increasingly used in the same way as personal computers, potentially making
them susceptible to similar threats affecting computers connected to the Internet.
For youths, the internet often serves as a positive and powerful arena for socializing and
learning. However, the use of the internet also brings about risks to their safety, including
the dangers of sexual solicitation, online harassment and bullying, and exposure to illegal
content. By discussing responsible socializing and communicating, parents -- regardless of
whether they are technologically savvy -- can help their kids make better decisions about
online behavior.
Efforts to address cybercrime include activities associated with protecting networks and
information, detecting criminal activity, investigating crime, and prosecuting criminals,
. The Administration has taken significant steps to better protect America against cyber
threats and has developed a pragmatic and focused cyber-security legislative proposal for
Congress to consider. The proposed legislation is focused on improving cyber-security for
the American people, our Nation’s critical infrastructure, and the Federal Government’s own
networks and computers.
