A Tahlequah woman is in the running for the worst grandma
ever award after being arrested for the second time this month.
Brenda Vann, 55, was arrested Feb. 7 on a city warrant during
a traffic stop completed by patrolman Reed Felts. During that arrest, she had methamphetamine, marijuana and paraphernalia in
her pockets, which earned her new drug charges.
However, what she did the week before had police and child
welfare in a rage.
Officers and drug task force investigators said Vann’s granddaughter, only two years old, had severe chemical burns on her
body, possibly due to Vann’s meth manufacturing. Vann and the
child’s mother said they didn’t know how she got injured, but
Vann said in a police interview she has been addicted to meth for
30 years.
In her first arrest, officers found a meth lab in her car Feb. 1. At the time, she said she didn’t
want child welfare and human services workers to find the lab, which was originally in her
house.
Meanwhile, hospital officials determined the toddler had burns from her armpit to her
diaper line, undersheriff Jason Chennault said at the time. Chennault also said the home was
full of dog and cat poop.
Vann posted a $75,000 bond for that offense Feb. 5 and faces possible charges of child
endangerment, in addition to the drug charges. She has not been released from custody for
her most recent arrest.

A Stilwell man faces three criminal charges after trying to
stay off the streets in the wrong way Jan. 18.
Tahlequah police Lt. Billy Dowling received a call just before
10 a.m. that day, which was about a man living in a non-rented
house at the 200 block of Minor Street. The property owner
said Ron Decolongon, 23, moved into the residence without
permission. Decolongon was kicked off the property yesterday
and the owner changed the locks, but the suspect refused to
leave, he said.
Dowling repeatedly asked Decolongon to open the door, but
the man held on to the locks, preventing the officer from using
a key to gain entry. Eventually, Dowling kicked open the front
door, only to see Decolongon in fighting position with his fists
up. The officer ordered Decolongon to get on the ground, but
he went into a corner, then started punching and kicking Dowling.
Decolongon was soon tackled to the floor in the living room, where a detective helped
Dowling handcuff the suspect, who all the while was kicking at police. Decolongon is homeless and just moved in the home, Dowling said.
Decolongon remains in Cherokee County custody. He was charged Feb. 7 with assault and
battery on a police officer, obstruction and breaking and entering.
A court date has not been assigned in the case.

The recent shootings across the United States
have caused much heartache. The senseless and
tragic incidents have also renewed the intensity
of discussion regarding American gun laws.
Politicians, sportsmen, and theologians have
all weighed in on the issue of gun control. Guns
are readily available in the U.S., and ownership
is protected by the Constitution. How should a
Christian view gun control? What does the Bible
have to say that would apply to gun control?
The Bible was written long before the invention of any type of gun, so the phrase “gun
control” will not be found in Scripture. However, the Bible records many accounts of wars,
battles, and the use of weapons. Warfare is presented as an inevitable part of living in a fallen
world (Mark 13:7; James 4:1), and weaponry is a necessary part of warfare. Weapons in the
Bible were also used for personal protection. In some parts of Israel, robbers were common
(see Luke 10:30), and many people carried weapons when they traveled. Carrying a weapon
for self-defense is never condemned in the Bible. In fact, it was mentioned in a positive light
by Jesus Himself on one occasion (Luke 22:35-38).
Christians are called to submit to governing authorities, and they are to obey the laws of the
land (Romans 13:1-7; 1 Peter 2:13-17). This would have to apply to gun laws, too. If American
gun laws change, American Christians should submit to these changes and work through
democratic means toward any desired alternatives. The Bible does not forbid the possession
of weapons, and neither does it command such possession. Laws may come and go, but
the goal of the believer in Jesus Christ remains the same: to glorify the Lord (1 Corinthians
10:31).
Another biblical principle to consider is that “all who draw the sword will die by the
sword” (Matthew 26:52). Jesus said this to Peter when Peter tried to mount an imprudent
“defense” of Jesus against the mob that had come to arrest Him. Peter’s actions were not
only futile against such a “large crowd armed with swords and clubs” (verse 47), but his rash
behavior also belied Jesus’ submissive attitude (verse 50) and worked against the fulfillment
of Scripture (verse 54). There is “a time for war and a time for peace” (Ecclesiastes 3:8), and
Peter confused the two.
Christianity supports personal freedom. Romans 14:1-4 indicates that, when Scripture
does not clearly address a particular issue, there is freedom for individual choice. America
has historically embraced the concept of personal freedom that resonates with this principle,
and the founding documents guarantee wide freedoms regarding firearms. Some point to
Matthew 5:9, in which Jesus pronounces a blessing on the peacemakers, and apply it to the
issue of gun control. The idea is that guns are antithetical to peace. This may be more of a
philosophical or political idea than a theological one, however. There is nothing theologically,
or even logically, that links guns to a lack of peace; sometimes, guns help maintain civil peace.
Debates over whether to control guns or how much to control them depend largely on
political and philosophical arguments, not moral ones. This is not to say that there is no
moral component to the issue. Obviously, the gun itself is amoral, an object that can be used
for good or for evil. More important is the morality of the person wielding the gun, and that is
too often the missing consideration in the gun control argument. The fact that some sinners
use guns to commit sin does not mean guns are the problem. Sin is the problem, and that’s
a moral and spiritual issue. Since the very beginning of humanity, people have been killing
other people, with and without weapons (see Genesis 4). Taking a certain weapon out of
circulation might make murder more difficult but by no means impossible.
As far as the Bible is concerned, the use of guns is a matter of personal conviction. There is
nothing unspiritual about owning a gun or knowing how to use one. There is nothing wrong
with protecting oneself or loved ones, even if it involves the use of weapons. We need not
pretend there is never a need for guns, but pointing a gun at a person should always be a last
resort. We should seek to neutralize threats without violence whenever possible.
So, how should a Christian view gun control? With the authority God has entrusted to it,
the government has the right to allow or disallow gun ownership to whatever degree it deems
right. We, as citizens, are called to submit to whatever gun control laws the government
institutes. This is not, however, a statement on the wisdom of gun control. There are good
reasons to allow law-abiding citizens to own guns. Ultimately, guns are not the problem.
Sinful people are the problem.

Under cover drug agents defuse a mini meth lab found inside a
porta-potty in the middle of a golf course in Purcell.
Staffers noticed strange sports drink bottles with chemicals inside
the porta-potty and called police.
Officers arrived and soon realized someone had been inside making
meth using the “shake and bake” method.
Three bottles were found, two of them exploded before detectives
arrived.
Agents were able to neutralize the third one without the harmful
chemicals erupting.
“If someone would have been in the porta-pot when it happened
they might have gotten hurt by the flying plastic and the chemicals,”
Purcell Dt. Cpl. Scott Stephens said.
Investigators said they have a lead on one suspect but said they believe others could be
involved.
The inside of the unit was damaged but agents were able to submit latent fingerprints to a
crime lab.

Oklahoma Highway Patrol troopers pulled over a North
Carolina man near Sallisaw Jan. 21, but what they found
was much more than an ordinary traffic stop.
Just before 10 a.m. that day, Trooper Cody Hyde was
on radar patrol on I-40 when he saw a black pickup driving 76 mph in a 70 mph zone. Hyde stopped the pickup
for the speeding violation and approached Jeffrey Spencer, 30, who gave a North Carolina ID to the patrolman.
Spencer said the truck was registered to him, but a
computer check revealed the true owner was a woman,
who Spencer later said was his girlfriend. Moreover,
Spencer’s license was expired and he had a warrant from
South Carolina. Spencer said his license was recently reinstated after he paid outstanding fines.
During conversation with Hyde, Spencer said he was
driving from New Mexico after looking at investment
properties for clients, adding that he worked for a small
investment company. Spencer also told Hyde he used an ATV to look at properties for
sale. However, Hyde noticed Spencer was nervous and twitchy around the eyes, raising
his suspicions.
Spencer gave consent to search his truck and said he wasn’t doing anything illegal, but
once Hyde started looking around, he saw utility carpeting glued to the truck bed. A drug
dog on-site alerted Hyde to the odor of marijuana, he said.
An access lid revealed a long cardboard box containing numerous vacuum sealed bundles of marijuana, as well as two black duffle bags under the box. Spencer was arrested
for trafficking marijuana.
In a police interview, Spencer said he made 10 drug dealing trips since October 2011
and made $10,000 for each trip. His distributors are in California and Texas, and he was
en route to North Carolina to transport the drug. His apartment at home was specifically
for drug deals and had a safe containing his profits, he said.
Also, Spencer said there are 10 others who distribute marijuana illegally for his suppliers, including one who lives in Oklahoma. Hyde later discovered Spencer was driving
around with 67 pounds of marijuana.
Spencer posted a $25,000 bond the day after his arrest. He has court set for 9 a.m.
March 13.

A stranded vehicle helped police arrest a Roland man on felony
drug charges Jan. 18.
Just after noon that day, Roland police officer Chris Waters saw a
car parked at the end of Stone Drive, which was facing east bound
in a ditch. Waters went up to the car and found Michael Moore, 45,
in the driver’s seat.
Moore was nervous and visibly shaking, Waters said, so he started
asking questions. Also, Moore wouldn’t make eye contact and he
kept sticking his tongue out uncontrollably, so Waters and officer
David Goode asked him to step out of the truck and go to the back
of it.
Once he got there, however, Moore wasn’t able to answer any
questions or provide identification, and his glassy eyes and spastic
body movements weren’t helping his cause. Thinking he had weapons, Waters began a patdown search and instead found a meth pipe in Moore’s pocket. When Waters asked Moore
about it, he said he didn’t know what was in his pockets, but he agreed to empty them.
Once Moore pulled out the pipe, Waters arrested him on drug charges. Further searching
turned up a small plastic bag with meth inside, and a vehicle search showed Moore had a
loaded .22 caliber pistol in a black bag, which also contained his wallet, driver’s license and
two pills that weren’t prescribed to him.
Moore posted bond Jan. 23 and pleaded not guilty to charges of possession of controlled
substances and possession of paraphernalia.

In this installment of Tips From
a Trooper, I’m going to talk about a
violation that we see every day. It
is something I am sure most of my
readers have done, many times, without giving it another thought. I
doubt if most have even considered it to be unsafe, much less illegal,
but it is. The violation is passing on the shoulder, and it happens all
the time.
The car ahead of you is stopped in the lane of traffic, and you see the
left turn signal on. Its not turning because of oncoming traffic, which
it must yield to before turning, so you just slide your vehicle over to
the right, onto the shoulder, or maybe even just the widened part of
the road where the intersection is, and pass right by them. Maybe
you slowed down a little, just to be safe, or maybe not. You are in a
hurry, and don’t want to slow down to wait for traffic to clear. Doesn’t
seem like a big deal does it? Well, passing on the shoulder is illegal,
and can be a very dangerous situation!
The Statute governing this scenario is actually in the section that
states when passing on the right is permitted...it gives a few examples,
one of which is when a vehicle is preparing to make a left hand turn.
Sounds like its covered and should be legal, right? The last sentence
of this Statute is where you find the restriction for passing on the
shoulder.
It states:
The driver of a vehicle may overtake and pass another
vehicle upon the right only under conditions permitting such
movement in safety. In no event shall such movement be made
by driving off the pavement or main traveled portion of the
roadway.
Statute also defines roadway for us: That portion of highway
improved, designed or ordinarily used for vehicular travel, exclusive
of the shoulder.
The reason for this Statute is simple, and for this exact scenario...
not only is the vehicle in front of you turning left, but the oncoming
vehicle is also going to turn left, and visibility of your vehicle is
blocked by the stopped one, which makes a blind spot, and the
potential for the oncoming vehicle to turn left in front of you, just as
you are passing the other vehicle! We work accidents where this is the
causation all the time, and they can all be prevented by obeying this
law, and practicing some patience! How much time do you think you
actually save when doing this, anyway? Next time you see someone
do it, watch and see if you don’t catch them at the next traffic light...
they really didn’t save anything, and a couple of seconds aren’t worth
risking an accident and a life.

Brian Kuester, District Attorney for the 27th Prosecutorial District of Oklahoma, announced that Jon M. Andrews,
age 35, of Stilwell, was sentenced
to five years imprisonment under the custody and control of
the Oklahoma Department of
Corrections.
Andrews was charged with Being a Felon in Possession of a
Firearm.
Andrews was on parole for the felony offense of Burglary Second Degree and during a routine home visit by
his parole officer, was found to have a .22 caliber rifle in
his home.
Andrews is currently being housed at Jess Dunn Correctional Center in Taft, Okla.

A Muskogee builder pleaded guilty to 13 felony counts
related to home repair fraud and agreed to pay more than
$82,000 in restitution, Attorney General Scott Pruitt said.
As a result of the plea agreement with the Attorney General’s Public Protection Unit, Jason Priest, 36, was sentenced to two years in prison and 13 years suspended with
monitoring by the state Department of Corrections.
According to the charges filed in Lincoln County District
Court, Priest, owner of JMP Buildings and Muskogee Barn
Company, allegedly signed contracts and accepted payment
to build barns or outbuildings for homeowners in Lincoln,
Caddo, Canadian, Pottawatomie, Hughes, Pawnee, Oklahoma, Tulsa, Wagoner, Garfield, Payne and Creek counties
between October 2009 and June 2011.
Priest allegedly accepted initial payments for supplies and construction of the building frames. After the frames were built, the homeowners made second payments, but
Priest never completed the work.
The charges were filed following an investigation by the AG’s Public Protection Unit.

A 31-year-old Muskogee man who pleaded guilty to a gun
charge back in August will be spending the next 10 years behind
bars in a federal prison.
Thomas Edward Ivy, Jr. Jan. 30 was sentenced to the maximum allowable of 120 months imprisonment, followed by 36
months of supervised release for a felony information charging
him with Possession of a Stolen Firearm.
Charges arose from an investigation by the Wagoner Police
Department, the United States Marshal Service and the Bureau
of Alcohol, Tobacco and Firearms Violent Crime Task Force,
which includes; Cherokee County Sheriff’s Department, District
27 District Attorney’s Drug Task Force, the Tahlequah Police
Department and the Muskogee Police Department.
Ivy was indicted in January, 2012 and pled guilty in August,
2012.
The information alleged that on or about October 15, 2011, the defendant, did knowingly
possess in and affecting commerce a Glock, model 32, .357 sig caliber pistol which had been
shipped and transported in interstate commerce.
Ivy remains in the custody of the United States Marshal Service pending transportation to
the designated federal prison at which he will serve his non-parolable sentence.

His brother David Bradford Postelle, 24, was convicted in
March 2008 and sentenced to life in prison without parole.
Their father, Earl Bradford Postelle, 44, was ruled
incompetent to stand trial in 2006.
Randal Wade Byus, 43, pleaded guilty to reduced charges
in May 2008 and agreed to cooperate with authorities. He
testifi ed against Gilbert Postelle, whom he said did most of the
shooting on that fateful Memorial Day.
Postelle and his family blamed Swindle for causing a
February 2003 motorcycle wreck that left the elder Postelle
with brain damage and other injuries. They went to Swindle’s
trailer looking for revenge and vowing to kill anyone who got
in their way.

Many burglars are known for their array of disguises.
One burglar in Slidell, La. apparently forgot his and improvised. Surveillance video shows the 23-year-old suspect used a bucket when he robbed his former employer,
Kenney’s Seafood. The bucket seemed to hinder him a
little. The suspect had to tilt up the bucket every so often
to catch a glimpse of his surroundings. It turns out his
disguise was a bad idea. Police were able to identify and
arrest the suspect at his home.
A teenage girl and her friend are accused of drugging
her parents so they could use the Internet past curfew
time. “[The parents] woke up about 1 a.m. They had
hangover-like symptoms, they felt really groggy, had a
headache, went back to sleep. They felt the same way the
next morning,” said Lt. Lon Milka with the Rocklin Police
Department. The parents picked up a drug test kit that
some parents buy to check on their children. But they
used it on themselves. They discovered the milkshakes
the two girls had given them were drugged with sleep
medicine. The girls gave chocolate to dad and vanilla to
mom. The parents’ rule was no Internet access after 10
p.m. But with the parents in dreamland, the girls had
free rein. The girls are underage, so they won’t be facing

No one can say San Bernardino’s police chief is afraid
to “tackle” crime in the city. Chief Rob Handy was in civilian clothes Wednesday when he was alerted to a suspicious man trying to sell power tools outside a restaurant.
When the man saw a patrol car nearby, he took off on
foot. The chief ran him down and tackled him. During
the pursuit, a gun fell out of the suspect’s waistband. The
suspect was arrested on suspicion of being a felon in possession of a handgun.
A bizarre brawl involving a clown and a Milwaukee
police offi cer was caught on tape. Cellphone video shot
by witness Mitch Cooper shows the clown attacking a police offi cer. “The clown was resisting so the cop needed to
do what he needed to do to make sure he was safe,” said
Cooper who happened to be driving by. “It was funny
to witness, probably not so fun for the clown, but as a
spectator it was pretty entertaining.” According to a report, police had received several complaints prior to the
brawl that the clown had been chasing cars with a squirt
gun. The clown is a well-known local activist who is often spotted protesting outside government buildings. He
was arrested for disorderly conduct and resisting arrest.
