Ritchie
Wade Lewis Ritchie, 26, of Tahlequah, was found
guilty, by a federal jury for being a felon in possession
of a firearm and and possession of unregistered firearm
(destructive device).
The jury trial began with testimony on Tuesday, May
3, 2016 and concluded on May 5, 2016 with the guilty
verdict.
Evidence at trial proved that on or about July 10,
2015, Ritchie, having been convicted of a crime punishable by imprisonment for a term exceeding one year,
did knowingly possess in and affecting commerce, a destructive device, which is a firearm composed of components, at least one of which had been shipped and
transported in interstate commerce and was not registered in the National Firearms Registration and Transfer Record.
The destructive device was an IED or grenade like device, containing 20 Thunder-pops wrapped in 2 different types of tape with 3 different sizes of screws added as shrapnel for injury inducing capabilities.
The verdict obtained was the result of an investigation by the Cherokee County
Sheriff’s Department, the Oklahoma Highway Patrol Bomb Squad and the Bureau of Alcohol, Tobacco, Firearms and Explosives.
The Honorable James H. Payne, District Judge in the United States District
Court for the Eastern District of Oklahoma, in Muskogee, presided over the trial
and ordered the completion of a pre-sentence report. Sentencing will be scheduled following its completion.
Ritchie was remanded into custody of the United States Marshal Service pending sentencing.
The statutory range of punishment is not less than 180 months imprisonment,
up to a $250,000, fine or both.

Wagoner man Zane
Lee Howard, 19, was arrested after he allegedly
robbed a store at gunpoint on April 23.
When police caught
up to him, he admitted
he was the culprit.
According to the affidavit, Wagoner officers were dispatched
to the store on South
320 Road to investigate
the robbery at approximately 9:37 p.m. Witnesses told the officers a man wearing a black and white scarf on his face came in
with a gun and demanded the cashier give him all of the money in the register.
They said he pointed the gun at people who were in the store.
When he got the money, he ran out of the store and took off driving.
Officers caught up to the suspect in the 800 block of East Cherokee Street.
When police questioned him about what he was doing, it didn’t take long for him
to ‘fess up. Howard told them he was at a “low point” and was responsible for the
armed robbery at the store.
Officers immediately placed the man under arrest.
While searching his vehicle, they found a loaded shotgun, a black and white
scarf, and a bag full of cash and checks.
Howard is being charged with robbery with a weapon, two counts of assault
while masked or disguised, knowingly concealing stolen property, possess firearm during commission of a felony,
larceny from the house and possession of stolen vehicle. His bond was set at
$50,000, and he is scheduled to appear in court on May 19, 2016.

An angry Sallisaw woman allegedly threatened to assault a doctor if
he didn’t write her a prescription for
Xanax.
The doctor tried to tell 27-year-old
Melissa Tartaglia that the medicine
could be fatal with the other stuff she
was taking, but she didn’t care – she
just wanted the pills.
According to the police report, a Sallisaw police officer was dispatched to
the clinic in the 100 block of S. Elm at approximately 6:45
p.m. on April 12. When he arrived, he spoke to the victim.
The doctor told him Tartaglia came to see him, and she
demanded that he give her Xanax. The doctor said he told
the woman that with all the other medicine she was taking,
Xanax could be fatal.
Even though that’s kind of a big deal, Tartaglia didn’t seem
to care. She continued to insist, and the doctor continued to
deny.
When she realized she most likely wasn’t going to get her
way, the woman started screaming and threatening the doctor. She told him that she was going to go get her husband
and her man would make the doctor give her some Xanax.
Or? Tartaglia told he doctor he would be sorry.
Understandably, the doctor told the officer that he felt
threatened and he was scared of what his patient might do,
so he called the police.
Tartaglia is being charged with threaten to perform act of
violence. She is scheduled to appear in court on June 1, 2016.

Attorney General Scott Pruitt announced April 14th that the Fifteenth
Multicounty Grand Jury returned indictments against Bernard M. Tougas, Ronald V. Myers, John C. Friedl and George
B. Howell on charges of racketeering associated with the operation of a pill mill
in Sequoyah County.
The conspirators were all associated
with Wellness Clinic of Roland, Inc., located in Roland, and are each charged
with one count of racketeering. Tougas,
the owner of the clinic, and a physician’s
assistant, is also charged with maintaining a building where drugs are sold. Myers and Friedl, both doctors, are alleged to
have willfully and knowingly distributed
and prescribed narcotics without a legitimate medical purpose or a doctor-patient
relationship, resulting in each being charged with two counts of distribution of a
controlled dangerous substance.
Howell, also a doctor, is charged with felony murder, or in the alternative murder in the second degree, in the death of Tonya Lynn Chester, who died of drug
toxicity after Howell allegedly wrote a prescription for more than 600 narcotic
pills for her in one visit.
If Tougas is convicted, he could face up to 10 years in prison. If convicted, Friedl
and Myers each face sentences up to life in prison, and if convicted of first degree
murder, Howell could face life without parole or life in prison.

OSBI agents are working with Stilwell police on a homicide that occurred May 2 at 611 N. 4th Street.
Bluebird Linville, 24, was shot multiple times. He was transported to Stilwell Memorial Hospital where he died.
During the investigation, agents developed a lead that Tyler Logan Dobbs,
22, was involved in the shooting.
Agents and officers tracked down
Dobbs to a home at a rural address
in Stilwell and arrested him after an interview. Dobbs was
booked into the Adair County jail on a complaint of first degree murder.
Agents continue to gather information and evidence in
the case.
The Stilwell Police Department requested OSBI investigative assistance with the case.

Horrific Crimes that
Changed America
Kitty Genovese and 9-1-1
One of these crimes occurred exactly 52 years ago on
March 13, 1964. A young woman, Kitty Genovese, was
stalked, stabbed, raped, and murdered. It is speculated
that many of her neighbors heard and/or saw the gruesome crime but neglected to help. Part of the problem
was that at the time of her murder, concerned citizens
had to dial “O” for operator or the local police station
number (there were five different numbers for each of
the five New York City boroughs) and their call would
then be relayed to a communications bureau and then
passed on to the precinct. Only then could a police officer be dispatched to the scene of the crime. This obviously time-consuming process caused severe delays in
response times (some even believe that some of Kitty’s neighbors did call the police during her attack but their calls were either lost or delayed by the insufficient
police communications system of the 1960s).
A few years later in 1967, the President's Commission on Law Enforcement and
Administration of Justice recommended the development of an emergency reporting system that would utilize a single universal number nationwide. On February 16, 1968, the first 9-1-1 call was made in the United States in Haleyville,
Alabama and by 1987, the majority of the American population had access to 9-1-1
emergency service numbers. Today, anyone in the U.S. can easily contact the police with one simple phone call.

A Muskogee man was caught with his hands on someone else’s meat, the meat being a brisket and pork butt.
Ricky Louis Milligan, 38, was charged April 21 with
burglary- second degree, and knowingly concealing stolen property, in Muskogee County District Court.
According to the police affidavit, officers were called
to Runt’s Bar-B-Q on W. Okmulgee Street on April 20
at around 2:30 am. There they saw Milligan carrying out
several pieces of meat from the smokehouse. They made
contact with Milligan while he was exiting the smokehouse he had just broken into.
Milligan was read his rights and was asked to write a
statement. In it, he wrote, “ I went in the door and got two pieces of meat and left
and got caught.”
Officers went to Milligan’s home where they found a chainsaw that was reported stolen by the owner of Runt’s Bar-B-Q on April 16.
Milligan’s bond was set at $20,000 and he was ordered back to court for his
preliminary hearing on July 21 at 10 am.

On Nov. 13, 2015, Troop C Headquarters dispatched Troopers Kenny Knight and Danny Upton to
an injury collision on the Muskogee Turnpike. This
was a one-vehicle crash where the driver had apparently fallen asleep and crashed into the concrete barrier wall. The driver was pinned and had sustained
serious, life-threatening injuries.
Troopers Knight and Upton arrived on scene within one minute, recognized the seriousness of the
situation, and immediately began emergency trauma
treatment, while calling for medical personnel. The
driver had severed one leg below the knee and was
losing a substantial amount of blood.
Trooper Knight retrieved a tourniquet but could
not apply it due to the damaged vehicle and the debris. Troopers Knight and Upton both crawled into
the vehicle and were able to keep the victim calm and
conscious. They had to use bolt cutters and a knife to
cut through debris and wiring, with Trooper Knight
operating the cutters while Trooper Upton gave verbal directions. In the same manner, while Trooper
Knight was blindly reaching into the crushed vehicle
to apply the tourniquet, Trooper Upton was giving
directions.
The tourniquet was successfully applied and the
victim was transported by helicopter to a hospital. Air Evac medic Robert Blankenship later notified OHP the Troopers’ “proactive measure…without a doubt
gave the [the victim] those few valuable minutes he needed to survive.” Muskogee EMS Medic Chris Turner also notified OHP that an unknown Trooper had
save this victim’s life by applying the tourniquet, and that all OHP personnel
should be commended for their actions.
Without the assistance of power tools or any equipment other than protective
gloves, a tourniquet and borrowed hand tools, they entered a crushed vehicle and
cooperatively provided aid that saved a man’s life.
For their quick, proactive decisions and their inventive method of taking care
of this victim, we honor Trooper Kenny Knight and Trooper Danny Upton with
the Trooper of the Year Award for Humanitarianism.
