AGGRAVATED SEXUAL ABUSE AND
EXPLOITATION OF HER CHILDREN
Leiloni Blake Smith, 30, of Tahlequah, was
found guilty by a federal jury of eight counts of Aggravated Sexual Abuse of a Child in Indian Country; two counts of Sexual Exploitation of a Child
by a Parent; two counts of Sexual Exploitation of
a Child; and one count of Possession of Certain Material Involving the Sexual
Exploitation of a Minor.
The jury trial began on Monday, March 20, 2023, and concluded on Tuesday,
March 21, 2023, with the guilty verdicts.
During the trial, the United States presented evidence that an investigation began in 2020 based on CyberTips received from the National Center for Missing
and Exploited Children. Those CyberTips indicated that an individual in the Tahlequah area was uploading child sexual abuse materials through an online provider. Gregory Neil Bias was identified, located, and arrested in January of 2022
for those offenses. At the time of Bias’ arrest, he was living in a home with Leiloni Blake Smith and her two young children. During the investigation, electronic
devices including the cell phones of Smith and Bias were seized and examined.
Investigators discovered videos depicting the aggravated sexual abuse of those
two children by their mother, Leiloni Blake Smith, and Bias. Smith actively participated and produced videos depicting the sexual abuse of her children.
The guilty verdicts were the result of an investigation by the Oklahoma State
Bureau of Investigation, Federal Bureau of Investigation, and Homeland Security
Investigations.
The United States Attorney’s Office for the Eastern District of Oklahoma prosecuted the case because the defendants and victims in this case are members of
a federally recognized Indian tribe and the crimes occurred in Cherokee County,
within the boundaries of the Cherokee Nation Reservation and within the Eastern District of Oklahoma.
The Honorable Ronald A. White, U.S. District Judge in the United States District Court for the Eastern District of Oklahoma in Muskogee, presided over the
trial of Smith and ordered the completion of a presentence report. Sentencing
will be scheduled following completion of the report. Smith was remanded to
the custody of the United States Marshal pending the imposition of sentencing.
The co-defendant in this case, Gregory Neil Bias, age 39, entered pleas of
guilty on January 18, 2023 to nine counts of Aggravated Sexual Abuse of a Child
in Indian Country; two counts of Sexual Exploitation of a Child by a Parent; two
counts of Sexual Exploitation of a Child; two counts of Possession of Certain
Material Involving the Sexual Exploitation of a Minor; one count of Receipt of
Certain Material Involving the Sexual Exploitation of a Minor; one count of Distribution of Certain Material Involving the Sexual Exploitation of a Minor; and one
count of Felon in Possession of Firearm. Completion of a presentence report
was previously ordered for Bias and he is in the custody of the United States
Marshal pending the imposition of sentencing.

Roland man Jordan Kyle Miller, 27, is facing
charges of first-degree murder and other drug related offenses for his role in the 2021 deadly overdose of a 30-year-old man.
Miller appeared in Sequoyah County County
Court on March 29.
According to reports, the overdose happened at the 30-year-old victim’s parents’ home. The victim was found unresponsive on October 27, 2021.
While investigating the man’s death, Sequoyah County investigators found
messages on the victim’s phone. He was in contact with Miller to buy fentanyl
pills.
A confidential informant bought fentanyl pills from Miller about four months
after the victim overdosed.
Reports state that Miller is currently serving a 6-year prison sentence for an unrelated case. He was convicted of trafficking illegal drugs in Washington County.
Miller is being charged with murder in the first degree, pattern of criminal offenses, and unlawful use of a communication facility. He is scheduled to appear

NIGHTMARE ON ELM STREET
Enid man Walter Lee Hill Jr., 40, was put behind bars after he allegedly fired a gun at officers during an hours-long
standoff on March 16.
According to reports, Enid officers were dispatched to
the 1200 block of East Elm at approximately 3:52 p.m. to
investigate reports of a man firing a gun into the air. When
they arrived, they couldn’t find the man who was firing the shots.
A second call at 4:27 p.m. advised officers that there were shots fired in the area of 12th Street
and Cypress. They went to the location and met with a witness who said the shots were fired at
a nearby residence.
Officers went to the residence. A woman told them that Hill shot at her inside the residence.
Officers surrounded the residence and made announcements to Hill.
Hill then fired shots at the officers from inside the residence. Officers returned fire.
The SWAT team was called to the scene. Garfield County deputies, North Enid police officers,
and Waukomis officers also responded to the scene.
Officers spoke to Hill on the phone, but they couldn’t convince the man to surrender. After
nearly six hours, they deployed gas canisters inside the residence.
Payne County deputies arrived at the scene in armored vehicles to assist. Hill surrendered
shortly thereafter, around 9:42 p.m.
Hill is being charged with six counts of assault with a dangerous weapon and possession of a
firearm after a former felony conviction. His bond was set at $1M and he is scheduled to appear
in court on April 17, 2023.

is NOT true. We feel that taking money in exchange for
not publishing an arrest photo is extortion and, as such,
should be a crime.
There are companies who do take money to remove a
person’s arrest information. OK Jailbirds never has and
never will. If an arrest doesn’t make our paper, it is only
because we didn’t receive it or we didn’t have a photo we
could match up.

SENTENCED TO LIFE
A 28-year-old Tulsa man will spend the rest
of his life in prison after he was convicted for
shooting a clerk during an armed robbery in
2021.
A Wagoner County judge sentenced the man
in March 2023.
According to reports, Ellic Edward Hayden walked inside a Coweta Kum &
Go and demanded cash from the clerk. He then shot the clerk several times.
Fortunately, the clerk survived the shootings.
Investigators located Hayden due to an anonymous tip. He also allegedly
bragged about committing the crime online.
Hayden was charged with robbery with a weapon, assault and battery with
a deadly weapon, and entering premises while masked. He was sentenced
to prison for life.

In Boone County, Arkansas, a man was arrested for stealing an outdoor video surveillance camera from a business. He was caught
because of surveillance video ... from a camera on an adjoining building.
In Harrison, Arkansas, emergency personnel were called to a pawn shop
regarding a man stuck in the store’s chimney. He tried to tell the police he
was taking a short cut home late the night before, and decided to walk across
the roofs of adjacent buildings. You might have seen his picture looking up at
a camera from that chimney ... it made the news on the Today show.
In nearby Marion County, Arkansas, a woman had served her time in the
county jail and was released. A short time later, she called the jail and told
them she had left something in her jumpsuit and was coming back to claim
it. Deputies found a small container in the jumpsuit, tested the contents and
found that it was meth. The woman came in, she was asked if the container
was hers. When she said yes, she was arrested.

Mental health is a hot topic.
This is good news. It means the
stigma for mental health issues is
slowly going away. Mental health
issues are finally getting the attention they deserve. Healthcare
workers and individuals feel they
can discuss mental health more
openly. However, that doesn’t
mean there isn’t still work to do,
however.
As a whole, we often misunderstand mental health because it is hard to
define. Additionally, mental health includes several areas. These areas involve
one’s social, emotional, and psychological well-being. Mental health affects
thoughts, feelings, and actions. When one has positive mental health, they
are better equipped to handle stress, be more productive, and realize their
full potential.
While we focus on our physical wellbeing, the food we eat, exercise, and
getting regular check-ups for vision and dental care, we often forget to take
stock of our emotional and spiritual needs. Everyday demands take their toll.

Joseph Stanley Harjo, 40, of Muskogee, was sentenced to life in federal prison for Aggravated Sexual
Abuse in Indian Country. Harjo was found guilty of the
offense by a federal jury in November 2021.
At trial, the United States presented evidence that in
June 2016, Harjo sexually abused a six-year-old child. Days later, the child disclosed the
abuse and provided further details during a forensic interview. Five additional witnesses
testified at trial that Harjo sexually assaulted each of them when they were between the
ages of four and twelve.
The case was investigated by the Muskogee Police Department and the Federal Bureau of Investigation.
“The defendant is clearly a sexual predator, and the life sentence imposed by the Court
ensures he will never be able to victimize another child,” said United States Attorney
Christopher J. Wilson. “I am thankful for the cooperative efforts of our law enforcement
partners in this case. Their investigative work enabled my Assistant United States Attorneys to pursue the prosecution of the defendant and deliver justice to those he victimized.”
“Our children are our most vulnerable citizens, and we will do everything in our power
to protect them by getting predators like Harjo off the street,” said FBI Oklahoma City
Special Agent in Charge Edward J. Gray. “His life sentence stands as a testament to the
dedication and collaboration of the FBI, the Muskogee Police Department, the Oklahoma
Department of Human Services, and the U.S. Attorney’s Office to ensure justice is served
for victims of the most serious crimes in Indian Country.”
The United States Attorney’s Office for the Eastern District of Oklahoma prosecuted
the case because the defendant is a member of a federally recognized Indian tribe and
the crime occurred in Muskogee County, within the boundaries of the Muscogee (Creek)
Nation Reservation, and within the Eastern District of Oklahoma.
The Honorable Ronald A. White, U.S. District Judge of the United States District Court
for the Eastern District of Oklahoma, in Muskogee, presided over the sentencing hearing. Harjo was remanded to the custody of the United States Marshal to await transportation to a United States Bureau of Prisons facility to serve his non-paroleable sentence.

HAULIN' AND HIDING
On March 28, around 2:41 p.m., an officer
was on his way to a collision in Tulsa when he
spotted a U-Haul pickup driving 90+ mph in a
65 mph zone on I-244.
The Officer conducted a traffic stop, and
found the driver, later identified as Joshua Cole, had 21 City of Tulsa warrants.
Cole was taken to the City of Tulsa jail where he was booked for his warrants and speeding.
At booking, it was discovered Cole was hiding nearly 20 grams of a crystal
substance in his sock, which field tested positive for Fentanyl.
Joshua Cole was booked into the Tulsa County Jail for:
- Carrying Drugs into Jail
- Speeding
- Aggravated Trafficking in Fentanyl
- Multiple outstanding warrants
A passenger in the vehicle, Lawrence Dunagan, was also arrested for several outstanding city warrants.
