We have been very pleased with
the response our Sheriff's Office has
received from detention inmates who
are continually interested in completing work assignments within the community. Instead of paying employees
or contractors to paint the jail facility,
our "trustee" level inmates were more
than happy to assist in revitalizing the
building. These projects are a way for
inmates to improve Rogers County
assets, and they promote responsibility, service, and pride among the detention
residents. Detention Officer Kevin Hamby and Patrol Deputy Bobby Hagan were
present to manage the program, which will also include various construction
projects within the jail. Thanks to Chief Deputy Bob Darby, the RCSO Detention
Operations is gaining much momentum in officer selection processes, employee
training, management of resources and consideration for inmate rehabilitative
programs.

A federal complaint was filed charging
Richard Todd Carsins, 46, of Edmond,
with pretending to be an employee of the
Central Intelligence Agency (CIA) and the
Department of Homeland Security (DHS),
in seeking to gain access to the property of
Edmond North High School.
Earlier on October 9, Carsins arrived on
the campus of Edmond North High School
and represented himself to school administrative personnel that he was an employee
of the Central Intelligence Agency and the
Department of Homeland Security and was
tasked with patrolling the campus. After questioning, school personnel became suspicious about his claim, and contacted law enforcement. The Edmond Police Department and members of the Oklahoma City FBI Joint Terrorism Task Force (JTTF) responded. Following an investigation, Carsins was
arrested for impersonating a federal officer.
Carsins appeared that afternoon in federal court and was ordered to remain
in custody until his preliminary and detention hearing, which was set for
10:00a.m. on Wednesday, October 14, 2015.
If convicted, Carsins faces up to three years in prison.

A Tahlequah man was taken into custody after
the mother of a 12-year-old girl found him naked
inside her bathroom.
William Tiger, 20, was charged October 21 with
first-degree rape in Cherokee County District
Court.
According to the police affidavit, on October 17,
the victim’s mother told police that she tried to
call her daughter, who should have been at home,
but no one would answer the phone. She went to
her home and found her daughter naked in her
bedroom. The victim’s mother then heard a noise
from the bathroom and went to check out what the noise was. There she found
Tiger standing naked.
After confronting him, Tiger ran out of the house and got into his car. A neighbor tried to stop Tiger from leaving, but he was drug the length of the driveway
before Tiger escaped.
Tiger was taken into custody on October 22 and booked into the Cherokee
County Detention Center. Bond was set at $15,000 and his preliminary hearing
was set for December 7 at 9 a.m.

Steve Arby Chandler, II, 45, of
Muskogee, pled guilty Oct. 16 to
Failure to register as sex offender, in federal court.
The charge arose from an investigation by the Muskogee Police Department and the United
States Marshal Service.
The Indictment alleges that
from on or about April 3,
2014 until on or about July 3,
2014,Chandler, an individual required to register as a sex offender under the Sex Offender Registration and Notification Act,
after having received a felony conviction from the State of
Michigan on or about January 31, 1990, for the felony offense of Criminal Sexual Conduct 2nd Degree, traveled in
interstate commerce and knowingly failed to register and
update his registration as required by the Sex Offender Registration and Notification Act.
The Honorable Steven P. Shreder, Magistrate Judge in
the United States District Court for the Eastern District of
Oklahoma, in Muskogee, accepted the guilty plea and ordered the completion of a pre-sentence report. Sentencing
will be scheduled following its completion.
The statutory range of punishment is not more than 10
years imprisonment, up to a $250,000 fine or both.

Oklahoma Highway Patrol
This month’s Tips is less of a tip than it is a
serious request for help from you, the motoring
public. I would like to make a personal appeal to each and every reader who
sees this to help us Troopers try to eliminate one of the toughest jobs that we
ever have to do. It is something that everyone who drives can have an impact on.
The Oklahoma Highway Patrol is tasked with the investigation of motor
vehicle accidents on the public roadways outside the city limits in the State of
Oklahoma. In the course of this, we investigate a huge number of fatalities. For
each fatality victim, it is the duty of the Oklahoma Highway Patrol to personally
notify the next of kin. For each life lost, there is a knock on a door somewhere,
where an OHP Trooper has to deliver news that will forever change the lives of
the person or persons on the other side. Sadly, these knocks on the door could
have been prevented by somebody involved in the accident. Sometimes it’s the
person who died whose unsafe or unlawful action caused the accident that took
their life. Often times it is not.
Each and every Trooper you see working the roads every day has had to knock
on that door. I think if you asked, every single one would tell you this is the
worst aspect of our job. Trying to prevent this is one of the reasons we do what
we do. We know if we work hard, we can stop some of these knocks. We also
know the motoring public can help us stop some of these knocks as well. The
following are just a few ways for you to do your part to help.
First and foremost, obey the law. It really doesn’t matter if your personal
opinion of the rules of the road don’t make sense, or shouldn’t apply in certain
situations. Each one of them is designed for us to travel safely on the road. Slow
down, and give your full, undivided attention to the road. Watch out for the
other driver. When you see something happening ahead of you, slow down! “I
was late”, or “I was texting” just doesn’t cut it as responses to a grieving family
when they ask why this happened. Is it something you could live with if it was
your reason for taking a life?
The people on the other side of that knock aren’t the only ones affected by the
experience. We Troopers have all held strangers as the initial horror and shock
of the news takes hold of them. We have all prayed with families we just met,
and asked if we could have done more to prevent it. Each and every day we are
trying to stop The Knock. Now I’m asking you to help us. Thanks for reading,

45-year-old Darrin Norris was stopped
by South Coffeyville police for defective
tag lamps on October 16. Although he
tried to eat some of the evidence, the paraphernalia and drugs found in the Salina,
Kansas, man’s vehicle sent him to jail.
According to the police report, a police
officer saw Norris’s vehicle traveling north
on Highway 169 near Fifth Street around
8:45 p.m. He noticed the man’s tag light
wasn’t working, so he pulled him over.
Norris told the officer he checked the tag
lamps in Nowata and they were fine.
The officer told him they weren’t.
During the stop, the officer asked Norris to step out of his vehicle and have a
seat in the patrol car. When the man exited his SUV, the officer saw a syringe
lying next to the driver’s seat. The syringe had a crystal substance and dark red
liquid in it.
The officer asked Norris about the syringe, but the man said he had no idea it
was in there. Police searched the car, and they found more stuff that suggested
Norris probably knew the syringe was in his car. The items found included nine
used syringes, a foil square with burnt residue, glass stems with burnt residue,
a marijuana grinder, alcohol swab packs and nine baggies containing a white
powdery substance.
The officer then asked Norris to step out of the patrol car so he could search
him for any more illegal items. When the man exited the vehicle, the officer saw
a baggy covered in a clear liquid on the floorboard.
Norris admitted the items found in the SUV were his. He also said the baggy
in the floorboard of the patrol car was his. He told the officer the bag had meth
residue in it, and he ate it while in the backseat of the vehicle.
The bag found in the patrol car and one of the baggies found in the SUV fieldtested positive for meth.
Norris is being charged with possession of controlled dangerous substance and
unlawful possession of drug paraphernalia. His bond was set at $25,000, and he
is scheduled to appear in court on November 2, 2015.

A man in Stockholm, Sweden was a bit miffed when the 13-year-old girl he’d been
courting didn’t show up for an arranged sex meeting. Having met the girl on a dating website, this man deposited an advance payment in her bank account before their
“date”. When the teen stood him up, the man found her home phone number and called
her father to demand a refund. You can imagine how that ended.
John Szwalla, a 17-year-old idiot from North Carolina, entered an internet cafe and
demanded money, claiming he had a gun hidden under his shirt. The “gun” was actually a banana. The cafe’s owner, along with a customer, restrained John and called the
police. John ate the banana while he waited for the cops to arrive. Apparently the police
joked about charging the kid with “destroying evidence”.
James Blankenship’s first mistake was to try to break into his own mother’s house.
Young James had a go at climbing through the first floor window, then bolted when he
was caught.
It didn’t help that he conducted the botched raid in broad daylight, but let’s set that
aside for a moment, because this story gets much dumber. When police found James
hiding in a crawl space near the scene and arrested him, the young man was stunned.
James thought he couldn’t be arrested for burglary because it wasn’t night-time.

When Grove woman Tina Marie Qualls, 50, was stopped
while riding in a stolen car, she acted like she was going to
throw up so she could get rid of some meth.
It didn’t work.
On October 14 shortly after 8 p.m., a Grove officer was
driving north on Broadway when he saw a black car with an
Arkansas tag. According to the affidavit, he knew a vehicle
like that had been reported stolen earlier that day. The suspect was Qualls.
When he checked with dispatch, he was advised it was
definitely the stolen car.
The officer stopped the vehicle after the driver pulled past a stop sign before
stopping. The passenger was identified as Qualls.
While the officer was in his car checking the subjects’ info, he noticed the driver
and passenger waving their arms out the window. When he went to see what was
going on, Qualls said she needed to get out of the car because she was going to
get sick.
When she stepped out of the car, the officer noticed she was holding some money in her hand.
She told the officer not to watch her.
He put his flashlight down, but of course he still kept an eye on her -- and it was
a good thing he did!
While dry heaving, the woman dropped some money and a small baggy on the
ground. When the officer picked it up, Qualls said it was already there when she
sat down.
The officer told her that wasn’t true, because he saw her drop the stuff.
The substance in the baggy later tested positive for meth.
Qualls and the driver were placed in handcuffs, and police searched the car.
Under the passenger seat, they found two unopened needles. Qualls said she got
them from a friend, and they were for animals.
An officer then found a wallet Qualls said was hers. Inside, the officer found a
syringe with fluid in it. Qualls just said, “I forgot about that.”
More stuff was found in the car, including more syringes, some baggies, a digital scale, a straw with residue and spoons.
Qualls is being charged with possession of stolen vehicle after former conviction of two or more felonies, possession of controlled dangerous substance and
unlawful possession of drug paraphernalia. Her bond was set at $22,750, and she
is scheduled to appear in court on November 21, 2015.

A Coweta woman was pretty pissed when her boyfriend called 911 during an argument. So pissed, in
fact, that she allegedly hit the man in the face with her
belt.
On October 11, a Wagoner County deputy was dispatched to the 500 block of S. Main in Redbird shortly
after 6 a.m. When he arrived, he made contact with a
man and 28-year-old Nakita Rochelle Robinson; both
parties were intoxicated.
The man said he and Robinson started arguing
about issues with their relationship, and the altercation quickly turned physical. He said Robinson accused him of cheating on her, and she started pushing
him. The man told her she needed to leave. She refused, so he started to call 911.
Robinson wasn’t having that – in an attempt to stop the man, she started hitting him. When that didn’t work, she took off her belt and hit him with it, slapping him in the face with the metal belt buckle.
He said he then restrained her until she calmed down.
Robinson told the deputy the same story, except she accused her boyfriend of
starting the fight. She said he grabbed her, choked her, hit her and held her to the
ground. She admitted to hitting him with the belt in self defense.
The man’s injuries were consistent with his account of events. Robinson only
had a couple of small injuries that were consistent with being restrained.
During the investigation, the deputy discovered why Robinson probably didn’t
want the cops to show up: she had three outstanding warrants for her arrest.
Robinson is being charged with assault and battery with a dangerous weapon
and interference with emergency telephone call. Her bond was set at $2,500, and
she is scheduled to appear in court on November 19, 2015.

Wanted man Larry Starr Hardison, 27, was arrested on October 15 while he was walking down
the street looking for his girlfriend’s ring.
The Ketchum man had a loaded pistol in his
pocket that he said was for protection.
According to the affidavit, a Ketchum officer
was traveling southbound on Cohea Lane when
he saw Hardison walking down the road. Knowing
the man had a warrant for his arrest, the officer
stopped to see what the man was up to.
He asked Hardison how he was doing.
The man replied, “Well, not too good. I’m looking for a ring my girlfriend lost when she flipped
her cigarette out the window today.”
The officer then told Hardison he had a warrant for his arrest.
While placing the man in cuffs, the officer asked him if he had any weapons or
other items on him that he shouldn’t have.
Hardison told the officer he had a pistol in his pocket. The officer retrieved the
loaded Glock from the man’s pocket -- it had four rounds in the magazine and
one in the chamber.
When asked if he had a permit for the gun, Hardison admitted he didn’t. He
told the officer he received a threat on his life, so he was carrying it for protection.
The officer placed the man under arrest for the gun and warrant, and transported him to jail.
Hardison is being charged with carrying a concealed weapon. His bond was set
at $1,400, and he was scheduled to appear in court on October 21, 2015.

A Grove man thought he could get out of being
arrested by lying to an officer about his name during
an October 18 traffic stop. 44-year-old Thomas Ray
Chase was sorely mistaken.
According to the police report, a Miami officer
stopped a vehicle on Second Avenue NE shortly after midnight because he noticed it didn’t have working tag lights. There were three men in the vehicle.
One of them said he didn’t have his license. He told
the officer his name was Thomas Ray Sharp.
The officer did a check on all three men – one
of the men had an outstanding warrant. As far as
“Sharp”, the officer couldn’t find a thing.
The officer went back to the vehicle and placed
the wanted man under arrest. The man told police Thomas’s last name was actually “Chase,” not “Sharp.”
An officer told Chase he couldn’t locate any information about him. He then
placed him in handcuffs until he could confirm the man’s name.
Police asked the driver for permission to search his vehicle.
He agreed.
In the pocket on the back of the driver seat, an officer found a pouch containing
a glass pipe, two small baggies with residue that later tested positive for meth,
a baggie with a crystal substance, a red straw, a lighter, and a casino card with
“Thomas Chase” printed on it.
Right after the man’s identity was confirmed by the casino card, dispatch advised Chase had four outstanding warrants out of Delaware County.
Chase is being charged with possession of controlled dangerous substance, unlawful possession of drug paraphernalia and obstructing officer. His bond was
set at $12,000, and he is scheduled to appear in court on November 13, 2015.
