We often receive calls asking if there is a price to keep
someone out of our publication. The short answer to that

We hear many times from people that the arresting
offi cer of someone at the jail told them all they have to do
is pay us money and we will not publish their photo. This
is NOT true. We feel that taking money in exchange for
not publishing an arrest photo is extortion and, as such,
should be a crime.
There are companies who do take money to remove a
person’s arrest information. OK Jailbirds never has and
never will. If an arrest doesn’t make our paper, it is only
because we didn’t receive it or we didn’t have a photo we
could match up.

An Oklahoma City man driving recklessly in Maysville was arrested on June 16 for a DUI after police saw him doing donuts in a
parking lot and entering a liquor store without a shirt on.
According to the affidavit, a Maysville officer was on patrol when
he saw a vehicle leave a parking lot in a cloud of dust. The officer
followed the vehicle, and it stopped at a nearby liquor store. A man
with no shirt on and a passenger jumped out of the vehicle and went
inside.
While waiting for the men to exit the store, the officer was advised of a report of a reckless driver that matched the vehicle he was
watching.
When the men came out of the liquor store, the officer attempted
to pull the vehicle over, but the driver had other ideas. A pursuit ensued, until the driver
pulled in a driveway in the 900 block of Mays Street. He took off running, but seemed unable
to run in a straight line. He also kept putting his hand into his pocket as though he was trying
to pull something out.
The officer caught up with him and took the driver, identified as Christopher Max Norman,
22, to the patrol car and patted him down. He found a bag containing a green leafy substance
that field-tested positive for marijuana. In the vehicle, the officer found a marijuana joint, an
opened bottle of whiskey, two more bottle of whiskey and an open can of beer.
On Norman’s license, it specified that Norman had to have an ignition interlock system to
be able to drive. The vehicle he was driving didn’t, which rendered his license suspended.
The passenger told the officer he and Norman had been drinking quite a bit before they
went to the liquor store and got more liquor. He said he didn’t have anything to do with Norman trying to run from police, and when Norman saw the officer he told him, “We’re about
to go to jail; hang on.”
Norman refused to do any sobriety tests, and he became belligerent and started yelling
once they were inside the jail.
Norman is being charged with possession of a controlled dangerous substance, eluding/
attempting to elude police officer, transporting an open bottle or container of liquor and
driving with license suspended. He was released on a $5,000 bond and is scheduled to appear in court on July 25, 2014.

A Volusia County Sheriff’s Office deputy positioned
along State Road 415, in Osteen, Fla., spotted a car go by
and noticed the passenger - a rather large man - wasn’t
wearing his seat belt. When he stopped the vehicle, the
deputy immediately noticed that both the driver and
passenger were nervous. And he also noticed that the
passenger still wasn’t wearing his seat belt.
Schuylkill County residents may want to think twice
about drinking the water after a Pennsylvania water plant
employee was charged with urinating into a filtering unit
while he was at work back in April. Paul Herb allegedly
peed into a filter while he was working for the Schuylkill
County Municipal Authority. The SCMA treats drinking
water for people living in the area around Pottsville.
A Montana man was arrested for driving under the
influence after Gallatin County deputies say he drove
drunk to bail his wife out of jail for her DUI arrest hours
earlier.
62-year-old Rick Fancher of Big Sky was arrested and
charged with this third DUI.
Prosecutors say jail staff reported Fancher left the
jail at 3:30 a.m. after trying to post bond for 44-yearold Stacey Jo Fancher. She had been arrested for aggravated DUI with a blood-alcohol level of 0.201. A deputy
stopped Rick Fancher’s pickup near the jail. Court records say his blood-alcohol level was 0.159.
An Orange City, Fla., woman has been accused of trying to shoplift seven lobster tails from a Publix by stuffing them down her pants. The tails are priced at $11.99
a piece, so Nichole Reed was allegedly trying to swipe
almost $84 worth of seafood. According to police, the
30-year-old planned to swap the shellfish with a friend
for some Chinese food. Reed also said that she might
have attempted to trade the tails for Dilaudid, a painkiller. The Chinese food was put on hold as Reed was
charged with theft from a merchant and taken to the
Volusia County Branch Jail.
Casselberry, Fla., Police have identified the crossdressing burglar and his accomplice who allegedly stole
18 TVs from Wal-Mart over nearly a month period.
James William May, the cross dresser, and Andre Deshawn Williams, 23, stole the TVs through the roof of the
gardening center in burglaries at store from April 12 to
May 19. Although the store is open 24 hours, the gardening center is closed at night. They managed to climb up
shelving, hoist up the TVs and slip them through fabric
panels that acted as the ceiling in the gardening center,
police said in a report. In all, they took 18 TVs and one
desktop computer with a total value of about $10,000.
New Orleans police say a man held a woman at gunpoint in her home and demanded sex. However, the
crime never happened because the man dozed off. Police say 21-year-old Darkyus Raymond gained access to
the victim’s home and waited for her to return. When the
21-year-old woman arrived at home, police say Raymond
held her at gunpoint and demanded to have sex with the
victim. At some point, Raymond fell asleep and police
say the victim called authorities. Raymond was booked
on charges of false imprisonment with a weapon, aggravated burglary and an outstanding warrant.

An Arizona man arrested for
unlawfully discharging a firearm told
authorities that he was trying to shoot
the moon.
Prescott Valley police responded to
the home after a woman reported that
her boyfriend had fired several shots
from a handgun and still was armed.
The woman and her teenage son
told police that 39-year-old Cameron
Read was talking about seeing Halley’s
Comet and fired a round out of the
window.
They heard several more shots before
fleeing.
Police say Read has been booked into the Yavapai County Jail on
suspicion of felony counts of unlawful discharge of a firearm, resisting
arrest, disorderly conduct and endangerment plus misdemeanor
criminal damage.

A Guthrie woman who was kicked out of a
Newcastle casino was arrested after she lied
about her name to an officer, even though she
said it was because her attorney told her to.
On June 13, a Newcastle police officer was on
patrol June 13 when she saw a woman walking in the 2500 block of N. Highway 62 Service
Road.
The woman, later identified as Shayni Michelle Pappan, 28, told the officer she had been
kicked out of the casino and was walking alone
because her friends didn’t want to leave.
When the officer asked Pappan her name, Pappan told her it was
Michelle, giving her two different spellings and a date of birth that
would make her 27.
The officer was unable to locate anything with the information Pappan gave her. While she was checking, Pappan appeared to be extremely nervous and was on her phone. She told the officer she could
go get her ID from the casino parking lot if she needed to.
The officer asked Pappan her name and information a couple more
times, but the officer was unable to find anything in the state’s database.
Eventually, the officer told Pappan she knew she was lying about
her name. Pappan admitted that she goes by her middle name, Michelle, but her legal name is Shayni.
Pappan said she had an outstanding Oklahoma County warrant,
and her attorney told her to lie about her name if she came in contact
with police.
The officer placed Pappan under arrest and conducted a search.
In Pappan’s bra, there was a bag containing a white crystal like substance that later field-tested positive for meth.
Pappan is being charged with possession of a controlled dangerous
substance and obstructing an officer. She is being held in lieu of a
$6,000 bond and is scheduled to appear in court on June 27, 2014.

Summer is upon us, school is
out, and the time for recreation
and fun in the sun is here! With
summertime comes traffic to and from the lakes, as well as
numerous other endeavors that you can enjoy across the state,
including camping, riding horses, motorcycles, and atv’s, and other
activities too numerous to list here. One thing that a lot of these
activities have in common is towing something to and from these
locations. I’ve touched on this before, but it never hurts to re-visit
basic safety issues to keep in mind when towing a trailer, so here
goes!
One of the most important safety features that trailers come
equipped with are the safety chains or cables. These are required,
and must be in use when towing. These chains keep the trailer
attached to the vehicle should the coupling device break or
otherwise become disengaged. These chains or cables shall be of
sufficient size and strength to prevent parting from the towing
vehicle. A helpful hint when connecting your stay chains or cables
is to cross them under the tongue of the trailer. The stay chains or
cables must be attached in a manner to prevent the tongue from
falling to the ground, and crossing them allows the chains to catch
it if it should come off the coupling device.
Some larger trailers come equipped with an emergency
breakaway device. This device has a cable coming from it that must
be attached to the vehicle. If the trailer becomes disconnected from
the vehicle, when the cable is pulled tight, it automatically applies
the trailer brakes, preventing it from free-rolling. This device is
required on all trailers with a GVWR of 3000 lbs or more. Speaking
of brakes, state law requires that all brakes be maintained and in
good working order!
If you are breaking out this trailer for the first time since winter,
it’s a good idea to check the tires. Tires that sit for a long time
develop dry rot, flat spots, and lose pressure. Make sure that your
tires are in good working order, still have sufficient tread, and
check the pressure. Run the tires at the manufacturer’s suggested
psi for optimal performance.
Last but not least, we come to trailer lights. Make sure that all
your lights are functional. Plug them into the towing vehicle, and
check them all! Don’t assume that if they work in the daylight,
they will work at night, go ahead and check them with the towing
vehicle’s headlight switch turned on as well. If you are towing
more than one thing; in other words, towing in combination, only
the rearmost trailer’s lights must be operational.
Summertime is recreation time, and getting our toys to our
destination and back safely is the responsibility of every safe,
courteous driver. Lets all do our part to enjoy summer safely. As

Shawna Vanzant, 33, of Henryetta,
has been indicted, along with 10 other
suspects in eastern Oklahoma, with
Drug Conspiracy, in federal court.
The Indictment alleges that from in or
about April 2003 to on or about April 15,
2014, Vanzant and the other defendants,
knowingly conspired to possess with the
intent to distribute and to distribute 500
grams or more of a mixture or substance
containing a detectable amount of Methamphetamine, a Schedule II Controlled
Substance.
The charges arose from an investigation by the McIntosh County Sheriff’s Office and the Drug Enforcement Administration.
The charges are punishable by not less than 10 years and up to a
$10,000,000 fine.

Even the person who “doesn’t believe in right or wrong” would have a hard
time observing a maniac rape and murder a small child, and say that what
happened to them was not a crime.
Sin is a terminal disease that eats away at the very heart of this planet. It
destroys individual people, families, cultures, even the earth itself. Our world
is defiled by it, yet most people cannot even give a definition of the word, or
grasp the true gravity of the situation. What is sin? Surely sin is more that ten
different opinions from ten different people. Is there any final authority on
this subject?
The Bible says that sin is a heart condition. It is a condition of rebellion
against God, which stems from pride. The Bible even refers to pride as
“original sin.” The Hebrew definition of the word sin means “to miss the
mark.” God created us to be like Him, but our pride and rebellion make us
fall far short of that purpose. Our actions, though they may be “sinful” are
really only the fruit of our rebellion against God. Our outward actions merely
mirror our true inner condition. It is our true inner condition that God is
concerned with. He knows the “real you” better than you yourself do, because
he sees “the inner man” and all your secret thoughts and motives.

An Ardmore man with a lengthly
rap-sheet may be spending several
years in a federal prison for a drug offense.
Nikea Paul Lee, 38, was indicted in
June on charges of Possession with Intent to Distribute Methamphetamine.
The Indictment alleges that on or
about February 6, 2014, Lee did knowingly and intentionally possess with
the intent to distribute over five grams
or more of actual Methamphetamine, a
Schedule II Controlled Substance.
The charge arose from an investigation by the Chickasaw Lighthorse Police and the Bureau of Alcohol, Tobacco, Firearms and
Explosives (ATF). The charges are punishable by not less than 5
years and not more than 40 years imprisonment and/or up to a
$5,000,000 fine.

An Ohio man is arrested on sex crimes
charges after police say he took park in sex
acts with inflatable rafts, again.
Hamilton, Ohio, police charged Edwin Tobergta.
Investigators say someone saw him performing simulated sex acts with a pink raft
on Route Four.
He’s facing charges of public indecency
and contempt of court for failing to show up
in court on a previous charges. Tobergta has
eight previous arrests.
He’s been arrested multiple times in the
past for similar accusations including having sex with an inflatable Santa and Pumpkin. Last November, a judge sentenced him
to 11 months in jail for a similar sex act. That time a mother and her
eight year old daughter witnessed it.

You might be guilty if you try to cover your face with a T-shirt
when you spot a cop!
Moore man Albert Ray Wicker, 26, obviously didn’t understand how not to look guilty of a crime when he was arrested for
a hit and run incident on June 12.
According to the affidavit, a Moore police officer saw Wicker
walking to the intersection of SW 19th and W. Service Road with
part of his face and head covered with a white shirt.
When Wicker saw the officer, he turned away and pulled the
shirt farther across his face. Wicker continued to walk away
while turned away from the officer and his face covered with the
shirt.
Since Wicker was making himself look guilty and he was so
obviously trying not to be noticed by the officer, the officer alerted other officers and was advised that the description of the man
matched the driver of a hit and run accident that involved the suspect leaving the scene in a
stolen vehicle. When the stolen vehicle was recovered, a container with six bags of a green
leafy substance was found in the center console.
Video from a nearby store showed Wicker parking and leaving the car.
A victim in the accident positively identified Wicker as the suspect.
Wicker is being charged with unauthorized use of a vehicle, possession of marijuana and
two counts of leaving scene of accident involving damage. He is being held in lieu of a $15,000
bond, and he is scheduled to appear in court on June 24, 2014.

A 35-year-old Norman man, Anthony Ray
Sackett, has pled guilty
to producing child pornography in federal
court.
According to court
records, on January
31, Sackett used an approximately two-yearold girl to engage in
sexually explicit conduct and took pictures of the encounter with his
Samsung phone. Sackett then used the phone to transfer the images
to others via the Internet. At the time of this offense, Sackett was a
registered sex offender due to a 2002 Cleveland County conviction
for possession of child pornography.
Due to his prior conviction, Sackett faces a heightened penalty in
federal court of 25 years to 50 years in prison. A sentencing hearing
will be set by the court in approximately 90 days.

The Oklahoma State Bureau of Investigation is
off ering up to a $5,000 reward for information leading
to the arrest and conviction of the person or persons
responsible for the death of a McClain County woman.
Rachelle Flowers, 24, was found dead inside her
Blanchard home April 9, 2014. OSBI agents and
McClain County Sheriff ’s investigators have learned
two people were in the area near the time of the victim’s
death. One subject was an unknown Caucasian female
standing in the front yard of the victim’s home at
approximately 11:30 that morning. The second subject
was a Caucasian male described as standing between 6’2”-to-6’5” tall with dark hair,
wearing a light colored shirt and blue jeans. He was seen walking in the direction of the
victim’s home that morning.
