A Paoli man was taken to jail after police caught him with his
pants down after he had apparently turned too many bottles up.
On Feb. 9, a Pauls Valley police was dispatched to a bar in the
2400 block of W. Grant Avenue due to an extremely intoxicated
man that had been swinging at people, the affidavit states. The
reporting party said the drunk man was now passed out in the
parking lot, but en route to location, the officer was advised that
the man was up and once again causing trouble in the parking
lot.
As the officer walked toward the bar, he could hear a man yelling. He saw an older man leaning up against the wall with his
pants down.
The man, later identified as Gary Alan Richardson, 52, attempted to speak to the officer, but the officer was unable to understand his drunken gibberish. The officer could smell a strong odor of alcohol on Richardson, and he asked the exposed
man if he would pull his pants up.
Richardson first replied that he couldn't, but then attempted several times to pull up his
britches.
He failed and became belligerent. He started cussing out bar employees and knocked on
the bar door. An employee informed Richardson that he couldn't come in.
Richardson started to stumble, and the officer and employee had to hold him up.
The officer informed Richardson that he was under arrest, but Richardson refused to turn
around and put his hands behind his back. Officers were able to get him in handcuffs, but he
continued to resist and refused to put his feet in the patrol car.
The officer was eventually able to get Richardson to the Garvin County Detention Center.
While searching the man prior to booking, the officer found a Hydrocodone pill in his pocket.
Richardson was uncooperative and refused to give the officer any information.
Richardson is being charged with possession of a controlled dangerous substance, public
intoxication and resisting an officer. He was released on a $3,206 bond and is scheduled to
appear in court on March 14, 2014.

Kenneth Eugene Hogan
Kenneth Eugene Hogan, 52, was pronounced
dead at 6:13 p.m. on Jan. 23, 2014, after he
received a lethal injection at the Oklahoma
State Penitentiary in McAlester.
On the morning of Jan. 28, 1998, Lisa
Stanley was at home after her husband
George Stanley left for work. Hogan met Lisa
in church and she often babysat for Hogan
and his wife. Hogan arrived at Lisa’s house
around noon. Hogan and Lisa began to argue,
and Hogan stabbed her 25 times with a large knife, cutting his
hand in the process. After the stabbing, Hogan remained in the
apartment and arranged things to look as if someone else had been
fi ghting with Lisa and burned the evidence containing his blood.
After initially avoiding detectives, Hogan confessed a week later
during an interview with the Oklahoma City Police Department.
He confessed after being advised his wife had told police that
Hogan had asked her to lie about his whereabouts on the day of
the murder. According to detectives, the defendant showed no
remorse.
Prior to this case, Hogan committed lewd molestation of a minor
and various burglaries. He also enlisted a minor to sell marijuana
and threatened coworkers and their families.
Hogan was initially convicted and sentenced to death in 1988.
After successful federal appeals, Hogan was retried and again
sentenced to death in 2003.
“Kenneth Eugene Hogan was sentenced to death by a jury of his
peers for the heinous stabbing of Lisa Renee Stanley, who was
a young wife and a promising student,” Attorney General Scott
Pruitt said. “My thoughts and prayers are with Lisa’s family and
friends.”

An Ardmore woman was taken into custody after she was
busted with a large amount of meth on her property.
Melanie Breann Watkins, 33, was charged Jan. 30 with trafficking in illegal drugs in Carter County District Court.
According to court documents, a deputy at the Carter County
Sheriff’s Office received information that Watkins may have stolen property stored in her home on Gene Autry Road that was
related to a burglary ring in Ardmore. It was also discussed that
Watkins kept and sold meth out of her home, and was also seen
doing meth herself in a barn on the property. The information
stated Watkins kept video surveillance in use and had firearms
inside the home.
Deputies served Watkins the warrant around 1 p.m. on Jan 29
and discovered in excess of 20 grams of meth in her possession.
Court records show Watkins pled guilty in 2010 to possession of meth charges. She has also
been convicted of driving under the influence of drugs in 2000.
Watkins was released on a $25,000 bond, but was ordered to return to court for her preliminary hearing on March 4.
If convicted, Watkins could face time in prison from four years to life.

On Dec. 15, 2009, Seminole police and fi refi ghters
responded to a travel trailer fi re in Seminole and
discovered the remains of Nathan Wade Parker,
32, inside.
An investigation into Parker’s death was launched,
but the case is still open.
The family of Parker, who believes he was
murdered, is off ering a cash reward for information
leading to the arrest and conviction of the person(s)
responsible for Parker’s death, if that is indeed the case.
“Nathan was a very special man,” said Andrea Parker, Nathan’s
sister. “He is missed by everyone who knew him. He blessed many,
many lives while he was here with us.”

A door-to-door meth peddling man was arrested after he attempted to sell methamphetamine to the wrong motel guest.
On Feb. 9, an anonymous guest at a Newcastle motel contacted
Newcastle police and told them that a man had just knocked on his
door and asked him if he wanted to buy meth. The reporting party
described the suspect as wearing a black coat and a striped shirt, according to the affidavit.
When police arrived, they made contact with a male and female
sitting in their car in the motel parking lot near the room of the reporting party.
An officer asked the male subject, who was wearing a camouflage
coat, if they were guests at the motel or if they were there to visit
someone. The subject, identified as 24-year-old Eric Jim Baze, told the officer that he and his
girlfriend were about to run out of gas and had no money; they were waiting in the parking
lot for someone to bring them gas.
Police discussed Baze’s story and the fact that he was wearing a camo coat. An officer pointed out that it was a reversible coat and the inside of it was black.
Police contacted the reporting party to get more information about the suspect’s appearance; despite the attempted trickery of the reversible coat, the description matched Baze.
An officer asked Baze if he could pat him down for officer safety. The Altus man said that
he didn’t mind.
When the officer patted him down, he felt a large cylinder in Baze’s pants pocket. He asked
Baze to empty his pockets, but all that came out of the pocket was a piece of paper.
The officer asked where the object went. Baze started acting nervously and asked the officer
what he was taking about.
The officer told him he was going to pat him down again. Baze ‘fessed up and told him it
was a pill that he had moved to his coat pocket. He pulled out the bottle and handed it to the
officer.
Inside the bottle were two clear plastic bags; Baze told the officer that a substance in the
bags was “ice.”
Baze is being charged with possession of a controlled dangerous substance. His bond was
set at $5,000, and he is scheduled to appear in court on Feb. 26, 2014.

Lately I’ve noticed that a lot
of the motoring public is having
trouble properly signaling for, and making turns. I’ve also noticed,
that when people do properly signal and make turns, a lot of others
who are in a hurry, seem to not pay attention to those signals or
turns, resulting in a lot of near-hits and actual accidents...some
with very tragic consequences. Today I’m going to talk about how
to properly signal, prepare for and execute turns on the roadway,
as well some common sense for those drivers who are in too much
of a hurry to slow down for those turning.
First, lets address state law on signaling. Oklahoma State
Statutes Title 47-11-601 and 11-604 outline the requirements for
turning movements and required signals, but the short version is
this. When turning left you must position yourself as close to the
left side of the furthest left lane of travel in your direction, and must
turn to the closest lane to you. Don’t cut the corner! When turning
right, you must position yourself as close to the right hand curb or
edge of the roadway, and also turn to the closest lane to you!
Now that we know the proper positions, lets talk about those
signals. A signal to turn right or left is required to be given
continuously for not less than the last 100 feet traveled by the
vehicle before turning. Furthermore, no person shall stop or
suddenly decrease speed without FIRST giving an appropriate
signal! How many times have you seen a vehicle slow down in
front of you for a long way, and then turn on the blinker just as they
start their turn? How many times have you done it?
Lastly, lets talk about other driver’s requirements after a
vehicle has done everything proper in preparing and signaling
for a turn. The last part of 47-11-604 says that when any person
is properly preparing for, attempting or executing a left turn, no
other person immediately following such vehicle shall pass or
attempt to pass the turning vehicle to the left. Such person shall
come to a complete stop if necessary at a safe distance behind that
person turning. Also, it is unlawful to pass this turning vehicle on
the shoulder to the right as well.
So if you are coming up on a vehicle that is slowing, ask yourself,
why are they slowing or stopping? Is someone in front of them
turning? Is something going on that I would need to reduce speed
for as well? This is what a safe and courteous driver would do, but
all to often, people zip out to pass those slowed vehicles, and end
up having a vehicle turn right in front of them, with disastrous
results! Please, use your blinkers properly, make proper turns,
and don’t be in such a hurry! Thanks for reading, buckle up, and

A couple of Marietta residents were taken
to jail after meth and weed were found in
their house near the Marietta High School
softball field.
According to the affidavit, Marietta police
responded to the residence in the 400 block
of N. Fourth Avenue due to reports of a disturbance on Jan. 24.
After knocking on the door and announcing their presence, police heard a man, later identified as Lee Vante Wright, 19, say,
“Hide it!” followed by several footsteps from
inside the residence.
Officers saw several subjects, including Wright, walk to a back
bedroom of the house before returning to the living room.
While at the residence, officers noticed the odor of burnt marijuana inside the home.
They obtained permission from the residence’s owner, Hope
Young, 48, to search the premises.
Police found a gray metal box that contained the following items:
five bags containing a green leafy substance, four bags containing a
white crystal-like substance, $57 in cash and eight partially burned
cigarettes containing a green leafy substance.
The green leafy substance field-tested positive for marijuana, and
a presumptive field test of the white crystal-like substance was positive for methamphetamine.
The illegal items were found in a bedroom adjacent to the room
occupied by Young.
Wright and Young told police that Wright lived at the residence.
Both Wright and Young are being charged with possession of a
controlled dangerous substance with the intent to distribute within
2,000 feet of a school. Young was released on a personal recognizance bond. Wright was released on a $5,000 bond. Both subjects
are scheduled to appear in court on March 26, 2014.

The Bible clearly teaches that
Christians are not to worry.
In Philippians 4:6, we are
commanded, “Do not be anxious
[do not worry] about anything,
but in everything, by prayer
and petition, with thanksgiving,
present your requests to God.” In
this Scripture, we learn that we
should bring all of our needs and
concerns to God in prayer rather
than worry about them. Jesus
encourages us to avoid worrying
about our physical needs like
clothing and food. Jesus assures us
that our heavenly Father will take
care of all our needs (Matthew 6:25-34). Therefore, we have no need
to worry about anything.
Since worrying should not be a part of a believer’s life, how does
one overcome worry? In 1 Peter 5:7, we are instructed to “cast all
your anxiety on him because he cares for you.” God does not want us
to carry around the weight of problems and burdens. In this verse,
God is telling us to give Him all of our worries and concerns. Why
does God want to take on our problems? The Bible says it is because
He cares for us. God is concerned about everything that happens
to us. No worry is too big or too small for His attention. When we
give God our problems, He promises to give us the peace which
transcends all understanding (Philippians 4:7).
Of course, for those who do not know the Savior, worry and
anxiety will be part of life. But to those who have given their lives
to Him, Jesus promised, “Come to me, all you who are weary and
burdened, and I will give you rest. Take my yoke upon you and learn
from me, for I am gentle and humble in heart, and you will find rest
for your souls. For my yoke is easy and my burden is light” (Matthew
11:28-30).

Police said they have one man behind bars after they found
a man dead in the street, beaten with a baseball bat and a
skateboard.
Tulsa police arrested 28-year-old Pedro Castro after they
said he left his brother-in-law dead in the driveway.
Authorities said they believe Castro murdered 34-year-old
Juan Mendoza with a skateboard, baseball bat and possibly
a knife.
Tulsa authorities said they arrested Castro about 10 minutes after they arrived when they found him ridding the same skateboard allegedly used in the fight.
Police said the altercation started as an argument between Castro and his
sister.

An Edmond man was arrested after he was caught redhanded driving around Moore with a marijuana pipe on Feb.
6, even though he denied smoking weed that day.
According to the affidavit, a Moore police officer was on
patrol when he observed a vehicle stopped for a red light at
NW 27th and W. Service Road. The vehicle was stopped beyond the line and was obstructing the crosswalk.
The officer initiated a traffic stop, but the driver of the suspect vehicle continued to drive for a while before finally coming to a stop.
As soon as the officer made contact with the driver, 31-yearold Jacob Kyle Bailey, he could smell the odor of burnt marijuana.
He noticed that Bailey had sluggish body movements, difficulty keeping his eyes open and red watery eyes. Bailey was
also talking in a slow, thick speech.
While attempting to speak to the lethargic man, the officer noticed Bailey was trying to
grab a pipe that was between his legs. The officer recognized the pipe as a device commonly
used to smoke marijuana.
The officer attempted to stop Bailey from grabbing the pipe, but Bailey jerked his arm away
from the officer.
The officer grabbed Bailey’s arm, helped him out of the vehicle and placed him in handcuffs.
Bailey was unsteady on his feet and needed to lean against his vehicle to remain balanced.
During the encounter, the officer never smelled the odor of alcohol on Bailey, but due to
field sobriety tests, it was obvious that Bailey was under the influence of something.
The officer placed the intoxicated driver under arrest. Bailey agreed to speak and told the
officer that he had smoked several bowls of marijuana the night before.
A blood test confirmed that Bailey was under the influence of an intoxicant.
Bailey is being charged with driving under the influence of alcohol and unlawful possession of drug paraphernalia. He was released on a $10,000 bond and was scheduled to appear
in court on Feb. 18, 2014.

Pruitt Convenes Oklahoma’s First
Human Trafficking Task Force
Oklahoma Attorney General
Scott Pruitt convened the state’s
first law enforcement task force to
combat human trafficking in Oklahoma.
The Human Trafficking Intelligence Working Group provides
a forum for local, state and federal law enforcement officers to share
information and collaborate in the investigation and prosecution of human traffickers.
“What citizens want to see is action. They want to see us work together
to do something about a very pervasive issue,” General Pruitt said. “The
reality is human trafficking isn’t just a problem in foreign lands; it’s a
real and dangerous threat in Oklahoma. I appreciate the agencies who
have committed to being a part of the working group and thank them for
their efforts to investigate and prosecute those who would deprive others of their freedom. By working together, we can set a great example for
other law enforcement groups across the nation, and help combat this
despicable crime.”
The task force includes more than 30 law enforcement agencies, including the AG’s Office, the Oklahoma Bureau of Narcotics and Dangerous Drugs Control, the FBI, Oklahoma City Police, Tulsa Police, the
Oklahoma Highway Patrol, Oklahoma State Bureau of Investigation,
Tulsa County Sheriff’s Office, tribal law enforcement and the U.S. Attorneys Office.
General Pruitt assembled the group after discussions with officers
around the state and through consultation with the AG’s Multicounty
Grand Jury Unit.
“We’re here to determine, ‘What’s the problem, how do we attack it
and what’s our approach.’ We are going to use everything we can to combat this. It’s too important not to,” OBN Director Darrell Weaver said.
Human trafficking involves sex trafficking and labor trafficking. It is
estimated that more than 14,000 people are victims of human trafficking
in the United States each year.

A Tulsa man has been convicted and sentenced to 35 years for child abuse and
pornography, following an investigation by the Attorney General’s Internet crimes agent
and the state’s Internet Crimes Against Children Task Force.
Aaron Leon Howk, 26, pleaded guilty to seven felonies, five counts of distributing
child pornography and single counts of sexual abuse of a child and manufacturing child
pornography.
In accordance with a plea agreement, a Tulsa County judge sentenced Howk to 35
years in prison for the sexual abuse, which involved a family member. The victim was 4
years old when the abuse occurred.
Howk must serve at least 85 percent of his 35-year prison term before becoming
eligible for parole. He received concurrent 20-year terms on the pornography counts.
On March 28, a search warrant was served at Howk’s residence by task force members from the AG’s
Office, the Oklahoma State Bureau of Investigation ICAC Unit, the OSBI Computer Crimes Unit and the
Edmond, Guthrie and Tulsa police departments.
While conducting the investigation, AG’s investigators received a cybertip from the National Center
for Missing and Exploited Children, alleging Howk was distributing child pornography on an online
photo sharing site. FBI agents also contacted investigators with information about Howk trading child
pornography online.
“Oklahoma families face a real and growing threat from Internet predators. By investigating and
prosecuting these types of crimes, we are sending a clear message that the abuse of our most vulnerable
will not be tolerated,” Attorney General Scott Pruitt said. “The Internet crimes task force has been a great
success, and my office will continue to work with local law enforcement to safeguard Oklahoma families.”
The Oklahoma Internet Crimes Against Children Task Force includes more than 60 partner agencies,
including the OSBI and the Attorney General’s Office. Members are specially trained to investigate the
exploitation of children through the use of technology.
