Another New Year has come,
and with it, millions of people
have made resolutions to improve
some aspect of their lives. Some of these resolutions are doomed
from the start for a multitude of reasons. Even though successfully
sticking with and accomplishing a New Year’s resolution goal may
not seem to directly relate to driving safely, I’m going to try and
give some tips on increasing your ability to stick to a resolution,
and tie it in to how it could actually make you a safer driver!
Some of the more popular resolutions are to lose weight, get in
shape, or quit smoking. Each one of these are great goals. So to
achieve a goal, a person must clearly define the actual goal. For
quitting smoking, that one is pretty clearly defined as it is. For the
other, some more clarity is needed. How much weight do you want
to lose? How long are you giving yourself to get there? Once you
define these goals and time lines, write them down somewhere! Put
them somewhere that you are reminded of them each day. Make
sure your goals are reasonable, and attainable. It won’t do any
good to set goals that are unrealistic!
Next, we need to write down how exactly we plan to accomplish
our goals. For smoking, are you going cold turkey, using the patch,
or incrementally cutting down how many cigarettes you smoke a
day until you aren’t smoking at all? For losing weight, write down
your workout program, and schedule. Write down your diet goals
and track it religiously. Try to find someone who will join you in
your workouts and diet. Having someone to count on and someone
counting on you is a great support system for you in your efforts.
Last, tell as many people as you feel comfortable. Get people on
your side to support you, and hold you accountable to your goals
when you have moments of weakness! Believe in yourself! Have a
positive attitude about what you are trying to accomplish.
So how do accomplishing these goals help you be a safer
driver? Studies have shown that people who exercise and eat
right have sharper mental focus. Since a significant percentage
of accidents are caused due to inattention, improved focus will
obviously pay off while driving! Exercise will help improve handeye coordination, which is a big positive while driving! A healthy,
smoke-free body minimizes the risk of heart attack and other
medical issues that could be tragic anytime, not just behind the
wheel.
So there you have it. Successful accomplishment of some of
the most popular New Year’s resolutions will not only have you
slimmer, healthier, and happier, but can have an impact on your
ability to be a safer, courteous driver! Thanks for reading, buckle

When an officer arrived at the Stratford home of Terry
Wayne Brown on January 2, he probably didn’t know he
was gonna have to be cop and marriage counselor!
According to the affidavit, the officer was dispatched to a
home in the 600 block of South Hyden in regards to a disturbance shortly after 5 p.m. When he arrived, a woman,
identified as Brown’s wife, was standing outside the residence. She told him that Brown was intoxicated and had
kicked in the front door.
The officer walked toward the residence, and he saw
42-year-old Brown yelling and throwing things around in
the house. When the officer entered the house, Brown and
his cousin were sitting in some recliners.
Brown told the officer he wanted to press charges
against his wife for stealing his money. The officer had
to tell Brown how marriage works. The officer “informed
Terry that they were married, and what was his is hers and
what is hers is his.”
Well, Brown didn’t seem to like that too much. He started yelling and screaming again. The
officer tried to calm him down, and he asked the man what was going on. Brown said his wife
had locked him out of the house.
Brown then told the officer he was going to need some backup, because he wasn’t going to
jail. The officer continued to try to get Brown to calm down, but Brown told him he wasn’t going to calm down, he wasn’t going to jail, and anyone who tried to take him was going to die.
He also told the officer he wish he hadn’t been the one to answer the call, because he didn’t
want to hurt him. Brown then jumped out of his recliner and grabbed a knife.
The officer walked toward the door and commanded Brown to drop the weapon. Brown
walked toward the officer, and as he lunged for the officer, his cousin stepped between the
two, knocking the blade out of Brown’s hand. He told Brown to “quit being an idiot.”
Brown listened to his cousin, and the officer placed him under arrest with no resistance.
The officer transported him to jail.
Brown is being charged with assault and battery with a dangerous weapon. He was released
on a $5,000 bond and is scheduled to appear in court on February 13, 2015.

Newcastle man Christopher Dewayne Marquier, 26, apparently
just wasn’t feelin’ jail after he allegedly got behind the wheel after
a few too many drinks. At first, he tried to drive away from an officer. When that didn’t work, he tried to walk away. That didn’t work
either.
According to the police report, Newcastle police were advised of
a possible intoxicated driver driving northbound Highway 62 on
January 4 at approximately 5:59 p.m. An officer went to find the
suspect, and it didn’t take long. She soon spotted a silver truck “driving all over the roadway.”
The officer pulled in behind the vehicle and watched as it drove
into oncoming traffic multiple times. She tried to stop the vehicle,
but the vehicle continued northbound. It eventually came to a stop in the center lane in the
600 block of Highway 62.
The officer jumped out of her vehicle, but the suspect truck took off at a high rate of speed.
The driver, identified as Marquier, continued to swerve into oncoming traffic and drive all
over the road.
Marquier finally came to a stop in the 500 block of SW Fifth, and he jumped out of his
vehicle. The officer commanded him to get on the ground, but he took off staggering down
the road. Another officer approached the wanna-be runaway drunk man and took him to the
ground. The officer noticed Marquier smelled like alcohol.
Marquier said it was his “third one.”
Marquier was very unsteady on his feet and couldn’t walk without assistance, so two officers escorted him to the patrol car. When an officer asked him if he wanted to take the state’s
breath test, he replied, “No...I know I’m gonna fail.”
An officer took Marquier to jail. He stumbled to a bench and at one point, the officer saw
him zipping up his pants. He walked over to the bench, and he noticed the man had urinated
in the trash can in the the book-in area.
Gross.
Marquier is being charged with driving a motor vehicle while under the influence of alcohol, driving left of center and obstructing an officer. He was released on a $5,000 bond and
is scheduled to appear in court on February 25, 2015.

A Marietta man started the new year off on the wrong foot
when he allegedly stole a car and ran several road blocks on
New Years’s Day, endangering several lives in the process.
Richard Dewayne Waugh, 21, faces charges of possession
of a stolen vehicle, two counts of endangering others while
eluding/attempting to elude a police officer, and two counts
of running a road block, in Love County District Court.
According to court records, on Jan. 1, Waugh was in possession of a stolen 2011 Subaru Forrester. When police caught
up with him, he fled, running several road blocks and nearly
hitting a Love County deputy with the vehicle. Records show
he also “endanger[ed] numerous other persons, which were
using those same streets…”
Waugh was eventually taken into custody and booked into the Love County jail.
Court records also show he was wanted on a charges of first-degree rape and distribution
of CDS, which were filed on Dec. 16, 2014.
Bond for Waugh was set at $100,000 and his next court date is scheduled for Jan. 28.

An Ardmore man was convicted on Dec. 16, 2014, after
knowingly concealing stolen property (cattle) in Jefferson
County. Texas and Southwestern Cattle Raisers Association
(TSCRA) Special Ranger Bart Perrier led the investigation.
Cody Wayne Blalock, 28, was convicted after he sold two
steers in the summer of 2014 to subjects who resided in Jefferson County. The steers in question were stolen from the
Speake Ranch, located near Ardmore. Both of the steers were
branded with the victim’s state registered brand, which aided
in the quick identification and recovery of the cattle. The stolen steers have been returned to the victim.
“This case highlights that branding livestock is an invaluable tool for law enforcement to quickly locate, identify and
recover stolen livestock,” said Perrier.
On Dec. 16, 2014 Blalock pled guilty to a five year suspended sentence along with a $500 fine
and $1,000 in restitution. Blalock is also required to complete 100 hours of community service.

A Kingston man was arrested December 20 after he allegedly stole
a man’s golf cart and sold it to another guy.
According to the affidavit, a Marshall County deputy received a call
at approximately 12:48 p.m. about a possible stolen golf cart on Alice
Lane. When he arrived at the location, he spoke to a man who said he
had purchased the golf cart from James Houston Hockersmith III.
The owner of the stolen golf cart had given the deputy a description
and picture of the missing golf cart.
The cart on Alice Lane matched the stolen one, and the deputy
seized the golf cart.
When the golf cart was recovered, it was in pretty bad shape. It
was missing the speakers, speaker bar and marine-type radio it came
equipped with. All that was left of an XM radio on the golf cart was an antenna and wires that
were shoved in the dash. The golf cart’s windshield was also broken and cracked.
Witnesses told the deputy they had seen Hockersmith driving around in the golf cart. The
deputy was advised that Hockersmith was on the way to the jail so he could clear his name
regarding the stolen golf cart.
Hockersmith’s story didn’t make much sense. He told the deputy he bought it from a man
he met at a gas station. He then said the man brought it to his house, but he was unable to tell
the deputy what the man’s vehicle looked like.
Hockersmith is being charged with knowingly concealing stolen property. He was released
on a $15,000 bond and is scheduled to appear in court on January 29, 2015.

Attorney General Warns Oklahomans
of IRS Phone Scam
Oklahoma Attorney General Scott Pruitt is warning
to keep watch of a phone scam making its way across
the state.
The Attorney General’s Office has received a number
of complaints from citizens who received phone calls
from someone claiming to be a representative of the
IRS.
The caller claims the IRS has a case against an
individual and if he or she did not contact the number
given within 24 hours, that person would be arrested.
This particular scam targets the most vulnerable
Oklahomans who may not readily be aware of the
IRS’s procedures.
“It is beyond frustrating that scams like this
continue to be rampant. Unfortunately, we typically
see these types of scams spike during the holidays.
While this is meant to be a season of celebration, Oklahomans should keep their guard
up to protect themselves from such crimes,” Attorney General Pruitt said. “A simple tip
you should always remember, the IRS will never call about a payment or taxes owed
without sending it in writing first.”
Here are some tips to protect you from these types of scams:
• The IRS will always notify you in writing first. They will never contact you by phone
without first mailing you a bill.
• You will never be required to use a specific payment method.
• Never give your credit or debit card numbers over the phone.
• You will not be threatened with being arrested by local law enforcement for not
paying.
If you have been a victim of a scam, report the incident to local law enforcement and
to the AG’s Office immediately. For more tips from the IRS you can visit their website at

Authorities say a woman in China got angry
after finding out he was having an affair, so
she chopped off his penis twice.
According to the New York Post, the man,
32, used his wife’s cell phone to send his mistress a steamy love note.
He failed to log out of his account and his
wife found the message later.
The New York Post reports that the woman
snapped, grabbed a pair of scissors, then cut
the man’s penis off while he slept.
The man was taken to the hospital and doctors successfully reattached his penis.
However, the man’s wife somehow managed to get into his hospital room and
hacked his penis for a second time, then tossed the appendage out the window.
Authorities conducted a thorough search but were unable to find the man’s
missing penis.

Some people go to the library to read books, others go to the
library to use the Internet. Norman woman Debora Ann Pope apparently goes to the library to hang out in the bathroom and steal
toilet paper.
The feisty 61-year-old doesn’t go down without a fight, either!
On January 13, Norman police were dispatched to the Norman
Public Library because some woman was holed up in the bathroom. According to the affidavit, library staff caught Pope trying
to steal toilet paper from the library bathroom. They asked her to
leave, but Pope hadn’t got her fill of Shakespeare and two-ply yet.
She refused and became “verbally abusive” to library staff, so the
staff called the police.
When officers arrived, one of them stepped inside the library and
asked Pope to step outside. He escorted her out of the library, but as they exited the first set
of doors, Pope started screaming at the officer. She then balled her fist, assumed a fighting
stance and started swinging at the officer. She hit him several times on his face and upper
body.
The officer took the woman to the ground, and two other officers came to help. They placed
the library squatter (pun intended) in handcuffs and put her in the patrol car. She was then
taken to jail.
Pope is being charged with battery and assault on police officer, trespassing after being forbidden and obstructing officer. Her bond was set at $5,000, and she is scheduled to appear
in court on February 10, 2015.

January 5, 1981, started as a happy day for Tracey Neilson. She was
celebrating her 21st birthday that day. The OU student ran several
errands in Moore that morning. Eyewitnesses put her home just before
noon. After noon, several friends and family called to wish her a happy
birthday. She never answered the phone.
At 5 o’clock that evening, Jeff Neilson, Tracey’s husband of only fi ve
months, found her dead inside their apartment at the Jamestown Square
Apartments in Moore. Tracey had been stabbed numerous times. Moore
police responded to the scene and began investigating. The next day,
the Moore Police Department requested OSBI assistance with the case.
During the next 34 years, dozens of OSBI agents would work on the case
following more than 1500 leads.
One of the best pieces of evidence in the case was a fi ngerprint. In the 1980s, matching latent
prints was time consuming and extremely diffi cult without a suspect print to compare with the
unknown print. In 1994, Jeff Neilson’s family helped OSBI convince Oklahoma legislators to
pass a law to fund the state’s fi rst Automated Fingerprint Identifi cation System. This system
could scan a database full of latent prints searching for matching characteristics. We all had great
hope this new fi ngerprint technology would identify that print. Sadly, to this day, no match has
been made to that print. But AFIS has helped solve hundreds of violent crimes in Oklahoma.
In the past few years, the OSBI laboratory began a cold case initiative. This project had agents
and criminalists looking through old cases to determine if evidence existed that new DNA
technology could produce fresh leads. Several items of evidence were recently tested – several
more are in the process of testing. But we don’t want to wait one more day to try to solve this
case. That’s why we are here today asking for the public’s help. One piece of evidence could give
this case new life.
For decades, agents have worked to identify the owner of a cable trouble assignment ticket
book. The last ticket in the book is for work at Tracey’s home at 11:51 the morning she was
murdered. On the bottom left corner of the book is a box for the employee name. We want to
identify the three letters written in that box.
OSBI is also off ering up to a $5,000 reward for information leading to the arrest and conviction
of the person who killed Tracey. The Moore Police Department is putting in another $1,000 and
Tracey’s family is off ering an additional $5,000 for a total reward of up to $11,000.
