The Lawton and Cache Police Departments requested the Oklahoma State Bureau
of Investigation investigate a police-involved
shooting that happened overnight May 14.
Just after 1 o’clock that morning, Comanche
County Dispatch received a 911 call reporting
a man breaking into the caller’s home at 611
West C in Cache. Police responded and found
a male victim in the street who had been
physically assaulted. They also witnessed another man come out of the house. That man,
Brian Wesley King, Jr, fired several shots at
officers and then fled the area in a van. Comanche County Deputies and Comanche Nation
Officers located the van and began pursuit toward Lawton on U.S. Highway 62.
Once inside the Lawton city limits, Lawton Police joined in pursuit which ended just before 2 a.m. at the 2400 block of Cornell Avenue. There, King rammed a Comanche Nation
Police vehicle and a Comanche County Sheriff’s vehicle. Four officers shot at the suspect,
killing the 25-year-old Lawton resident.
The OSBI will provide the Comanche County District Attorney information from the investigation.

Sterling Williams
Williams was convicted of
stabbing to death 22-yearold LeAnna Hand and
assaulting her roommate,
Elizabeth Hill, in 1997 in
their Tulsa apartment.
Williams was a doorto-door meat salesman
and had sold Hand and
Hill meat on a previous
occasion. Williams stabbed
Hand with a butcher knife
and then kicked open Hill’s
bedroom door and attacked and battered her.
He received the death sentence for Hand’s murder
and a 99-year sentence for Hill’s attack.
A Kansas City psychiatrist testifi ed that he
diagnosed Williams with bipolar disorder. The
psychiatrist said Williams had fi xated on four
women and had intended to rape Hand, not kill her.
Williams had fi ve prior felony convictions in 1993
in Jefferson County, Ark. -- two for rape and one
each for kidnapping, burglary and battery. He
received a 10-year-sentence and 10 years’ probation
and was paroled in January 1996.

of Investigation is offering
up to a $10,000 reward for
information leading to the arrest
and conviction of the person(s)
involved in the murder of William
and Leota Huls November 9,
2008. An employee of their farm
found the couple dead of gunshot
wounds inside their home at
4404 S. 4390 Road near Welch. The employee was concerned about
the couple since they did not show up for church. Both victims were in
their 60s.
OSBI agents have run numerous leads. “Investigators are hopeful
such a large reward will encourage someone to come forward with
information that will generate new leads,” Jessica Brown, OSBI PIO,
says.
The Craig County Sheriff’s Offi ce requested OSBI assistance with the
case the day the couple was found.

Latimer
Doyle Latimer, 55, and his wife, Cynthia, 57, both from
Elgin, pled guilty May 4 to conspiracy to steal militaryowned jet fuel and to defraud the United States, announced Sanford C. Coats, United States Attorney for
the Western District of Oklahoma.
The United States government purchases jet fuel (Jet
Propellant 8, or JP-8) from fuel depots in Oklahoma City
and Wynnewood to supply the jet fuel needs at various
military bases, including Altus Air Force Base, Tinker
Air Force Base, and Sheppard Air Force Base.
Latimer Trucking, LLC, owned and operated by Doyle
Latimer, transported the JP-8 for the military and
picked up JP-8 jet fuel from the fuel depots for delivery
to the air force bases. Cynthia Latimer was employed by
Latimer Trucking in the office and kept the business records.
Based on information in court records and from the plea hearing, Doyle Latimer admitted that from 2001 through 2007 he stole JP-8 jet fuel belonging to the United States
and intended for delivery to military bases by draining it from the tankers and using it
to operate his trucks. He further admitted that he knew his wife was creating false fuel
receipts to cover-up the use of the JP-8 jet fuel in operating his trucks.
Cynthia Latimer admitted to conspiring with her husband to cover-up the theft of JP-8
by preparing false fuel receipts which appeared to document legitimate diesel fuel purchases for Latimer trucks when, in fact, there had been no purchase of diesel fuel.
In carrying out this conspiracy, the Latimers were able to reduce the costs of their daily
trucking operation.
The Latimers were indicted on December 13, 2011, and charged with one count of conspiracy to defraud the United States. Doyle and Cynthia each pled guilty to the single
count.
At sentencing, the Latimers each face up to five years in prison and a fine of $250,000,
plus mandatory restitution. A sentencing hearing will be set by the court in approximately 90 days.

Anadarko police were forced to
blast a suspected drunk driver with
pepper spray after he tried to kick an
officer in the face.
Charles Nestell, Jr., 33, was charged
May 14 with felony DUI, driving under revocation, and assault on a police officer in Caddo County District
Court.
According to the police affidavit,
Officer Shannon Lyon was on patrol
just before 2:30 a.m. May 13 traveling west along East Oklahoma Ave.
and noticed a vehicle cross the center line. It then went back across the
lane and almost bashed into the curb. Lyon activated the patrol car’s
emergency lights, but the vehicle sped up; it finally pulled over at 5th
and East Central.
Lyon made contact with the driver, later identified as Nestell.
When Nestell exited his vehicle, Lyon saw he was unsteady on his
feet, had blood-shot eyes, slurred speech, and reeked of booze.
Nestell was placed under arrest and seated in Sergeant James
Howard’s patrol unit. Lyon read him the implied consent test request, but Nestell refused by saying, “F**k you, take me to county.”
Without warning, Nestell began trying to kick the window out of
Howard’s patrol unit. Howard opened the door to tried to talk with
Nestell, but Nestell responded by raising his foot, attempting to
kick Howard in the face. Howard shut the door to the patrol car and
Nestell began kicking the window again, so Howard blasted Nestell
with a burst of pepper spray to his face.
Nestell immediately calmed down and began to cooperate.
Lyon saw there were two 17 year-old passengers in Nestell’s vehicle and they said Nestell wanted them to ride around with him.
Dispatch contacted one of the teen’s mother and both were released
into her care.
Nestell was taken to the Caddo County Jail.

Answer: The first
thing to understand in this discussion is that there is
only one race—the
human race. Caucasians, Africans,
Asians, Indians, Arabs, and Jews are
not different races.
Rather, they are different ethnicities of the human race. All human
beings have the same physical characteristics (with minor variations, of course). More importantly, all human beings are created
in the image and likeness of God (Genesis 1:26-27). God loved the
world so much that He sent Jesus to lay down His life for us (John
3:16). The “world” obviously includes all ethnic groups.
God does not show partiality or favoritism (Deuteronomy 10:17;
Acts 10:34; Romans 2:11; Ephesians 6:9), and neither should
we. James 2:4 describes those who discriminate as “judges with
evil thoughts.” Instead, we are to love our neighbors as ourselves
(James 2:8). All forms of racism, prejudice, and discrimination are
affronts to the work of Christ on the cross.
Jesus commands us to love one another as He loves us (John
13:34). If God is impartial and loves us with impartiality, then we
need to love others with that same high standard. Jesus teaches in
Matthew 25 that whatever we do to the least of His brothers, we
do to Him. If we treat a person with contempt, we are mistreating
a person created in God’s image; we are hurting somebody whom
God loves and for whom Jesus died.
Racism, in varying forms and to various degrees, has been a
plague on humanity for thousands of years. Brothers and sisters of
all ethnicities, this should not be. Victims of racism, prejudice, and
discrimination need to forgive. Ephesians 4:32 declares, “Be kind
and compassionate to one another, forgiving each other, just as in
Christ God forgave you.” Racists may not deserve your forgiveness,
but we deserved God’s forgiveness far less.

A 29 year-old man was arrested on a second-degree burglary complaint after video
evidence of his shoes taken during the crime
helped identify him.
Ronnie L. Usrey, of Anadarko, was charged
May 14 in connection with the burglary of
Rogers Tire on East Central Blvd.
According to the police affidavit, Anadarko police were called to the business early
May 10 after the owner reported his shop
had been burglarized. The thief had gotten
in by prying open an area of the metal building’s wall.
Investigators found bicycle tire marks leading from the business to
a parked semi trailer, where they found the bike underneath.
Video surveillance set up inside the shop showed a person whacking a motion-sensor light with a broom handle, breaking it. Another
camera caught the same man rummaging through a desk, drawers,
and a refrigerator inside the office area. When the perpetrator discovered he was being caught on camera, he pulled the camera to the
ground. While it was on the ground, it got a clear picture of his black
and white Nike sneakers.
All in all, the thief made off with approximately $3,445 worth of
tools and equipment and caused about $2,800 in damages to the
shop.
Usrey’s former probation officer and a family member identified
him as the person on the video surveillance. The family member also
identified the bike as belonging to Usrey.
Usrey was arrested the next day at his father’s home and a lot of the
tools and equipment were recovered. As officers were cuffing Usrey,
he asked if he could put on his shoes before they left. He was escorted
to his room where he put on a pair of black and white Nike sneakers.
Usrey entered a guilty plea at his hearing May 24 and was given
a 20-year suspended sentence upon completion of a drug offender
work camp.

A Lawton pair is facing several drug charges after Walters police found
cocaine hidden in their car and... other places.
Lucas Strickland, 29, and Crystal Swasho, 24, were both charged May
21 in Cotton County District Court with possession of CDS: cocaine, and
possession of paraphernalia.
According to the probable cause affidavit, Cotton County Deputy David
Johnston was on duty in Walters when he noticed a silver Toyota traveling
west on Missouri with a tail light burned out. When he stopped the car, the
driver, later identified as Strickland, told him he didn’t have his driver’s
license. Johnston observed Strickland acted very nervous and wouldn’t
look him in the eye. Strickland’s passenger, Swasho, acted nervous also.
After questioning the pair, Johnston discovered they had just delivered
between $300-$400 worth of cocaine to a house outside Walters. They
also found cocaine and drug paraphernalia, including pipes and a metal
ink pen with the insides taken out.
Strickland and Swasho were asked if either had any more drugs or paraphernalia on them and they both said no. They were then transported to
the Cotton County Jail.
While jail staff was changing Swasho, they asked again if she had anything else on her. She then reached for her behind area and pulled out a
glass pipe.
“Anything else?” the staffer asked.
“No,” Swasho replied.
“Then what’s that between your legs?”
“Oh!”
Swasho then removed the baggie from her private area and gave it to the jail staff.

A 42-year-old Tulsa man was taken into
custody at the I-44 Elgin northbound exit
after he tried to run from OHP troopers
and Comanche County deputies in a stolen
Lexus.
James Lamont Owens was charged May
23 with felony attempting to elude police
and possession of a stolen vehicle in Cotton County, where the chase originated.
Comanche County, where the chase ended,
declined to file charges.
According to the probable cause affidavit, OHP Trooper Kenneth Edmonds was
parked on the shoulder of I-44 at mile marker 25 when he clocked a
gold Lexus with Texas license plates traveling 93 mph in a 75 mph
zone. Edmonds activated his lights, but the Lexus, driven by Owens,
cranked it up to speeds of up to 140 mph.
Edmonds watched Owens maneuver the Lexus in and out of traffic, passing and swerving around them like they were standing still.
At one time, Owens drove on the shoulder to get past cars in his way.
Stop sticks were set up at mile marker 35, but Owens swerved
around them, not hitting them at all.
Owens continued northbound until he reached Exit 53 at Elgin. He
suddenly took the exit, but officers were ready and waiting for him at
the end of the ramp.
Owens told Edmonds that he had stolen the car from Wichita Falls.
He added he was looking in vehicles when he came across the Lexus
with its engine running. He then got into the car and just started
driving north. He said he knew the trooper was behind him, but he
wanted to get to Lawton.
“You passed Lawton,” Edmonds informed him.
“I didn’t see the sign or I would have exited there,” Owens said.
Owens was shown the way to Lawton via a Comanche County deputy’s patrol car and booked into jail. He was later transported to Cotton County Jail where formal charges against him were filed.
