On August 6, 2014, Elgin police found Chester Morris III dead inside an apartment bathtub near 3rd Street and H Street. Initially, the
apartment resident, Mike Ball, told Elgin police he and Morris had been drinking earlier
that morning. Police later learned the victim
had been partying with Ball, Cynthia Carlisle,
and Donovan Dixon. That night, Ball supplied
heroine for the group in his residence.
After Ball helped Morris inject heroine,
Morris was became unconscious. Once passed
out, Carlisle used markers and shaving cream
to decorate Morris’s body. Later during the
night, the group attempted Cardio Pulmonary
Resuscitation (CPR) on Morris. Later, during
a second attempt to revive Morris, Dixon injected him with methamphetamine.
Ball, Dixon, and Carlisle never called 911
because they had drugs in the apartment and
Dixon had warrants for his arrest.
Ball and Carlisle then went on a drug run to
Lawton to buy more meth while Dixon stayed
with the victim. While in Lawton, Ball and
Carlisle received a call from Dixon saying Morris had died. Upon returning to the apartment,
the three tried to clean the victim's body. Dixon and Carlisle then left.
Ball waited until mid-morning to seek help.
Elgin police requested OSBI assistance with
the case August 13, 2014.
Ball was arrested and booked into the Comanche County jail for second degree manslaughter and distribution of a controlled dangerous substance. Carlisle was arrested as a
material witness. Donovan Dixon is wanted for second degree manslaughter and distribution of a controlled dangerous substance. Officials believe he may be in Texas.

With this most recent ice
and snow storm that gripped
Oklahoma, there obviously were
some significant obstacles to safe driving. One that I have noticed,
that doesn’t really get a lot of attention, is the visibility that is
obstructed by iced over windshields and windows on vehicles. I’m
going to touch on some of that, to try to raise some awareness about
it, and give some tips to help us stay safe.
We’ve all seen it...a vehicle coming down the road with just a
small hole scraped in the windshield so the driver could see the
road. Every time I see it, I cringe! The law that governs this is
Oklahoma State Statute 47:12-404.C, which states: “No person
shall drive any motor vehicle with any sign, poster, other nontransparent material, or debris, including but not limited to snow,
ice, or frost upon the front windshield or the side wings, or side
or rear windows......which obstructs, obscures, or impairs the
driver’s clear view of the highway ahead or to either side or of any
intersecting highway.” What this means to the everyday driver is
that the little hole you scraped to drive by, just won’t cut it! While
compliance is the goal, the reason is safety! Obviously the chances
of an accident drastically increase as visibility decreases...so why
limit our vision to just a small hole out the front windshield?
There are several ways to clear those windshields, both
mechanically and chemically. A simple ice scraper has been the
preferred method for as long as most people can remember. They
are inexpensive, and easy to find. Another method is simply to
go out 10 minutes before you leave, start your car up, and get the
defroster going! When the windows are clear, you are good to go.
Still another way is to obtain any number of chemical de-icing
sprays that are available at most stores. Don’t pour hot water
on your windows, as the change in temperatures can cause your
window to crack or break!
While we are talking about it, lets not forget about those side and
rear widows. A significant percentage of accidents happen while
backing, so it stands to reason that we need to be able to see out
our back glass as well as the front. Side windows are no different,
no one wants to be struck by a vehicle they couldn’t see when they
pull into an intersection. After you finish with those side windows,
go ahead and hit those side mirrors as well!
All of these suggestions simply take a little extra time, and
sometimes money, but the time and money pale in comparison to
the impact on time and money that an accident will have on you, or
others. As a safe, courteous driver, you owe it to yourself and your
fellow drivers! Thanks for reading, buckle up and be safe!

• Unexplained pain, itching, redness, or bleeding in the genital area
• Increased nightmares or bedwetting
• Withdrawn behavior or appearing to be in a trance
• Angry outbursts or sudden mood swings
• Loss of appetite or difficulty swallowing
• Anxiety or depression
• Sudden, unexplained avoidance of certain people or places
Sexual knowledge, language, or behavior that is unusual for the
child’s age

A 26-year old Cushing resident who flagged down police is probably wishing he hadn’t.
Thomas Plummer flagged down two Cushing police
officers as they made their rounds near 2nd and Steele
Street early March 15th morning.
The officers ran Plummer’s name and found that he
had four outstanding warrants in Payne County.
When they tried to arrest him, police say Plummer
raised his hands above his head as he backed away and
told them, “I gotta show you something.”
The officers grabbed Plummer’s arms and secured
them.
When asked what he wanted to show them, Plummer told the officers that he
had a gun in his jacket pocket.
A search revealed a loaded revolver containing three live 9mm rounds, a folding
knife with brass knuckles, and a homemade glass smoking pipe that contained a
chalky residue. The residue tested positive for methamphetamine.
The entire incident happened less than 500 feet from a park.
Plummer was arrested and taken to the Cushing Police Department, where he
was held on a complaint of possession of a controlled dangerous substance within
1000 feet of a park, possession of drug paraphernalia, possession of a firearm
while in the commission of a felony, possession of metal knuckles, along with the
four outstanding Payne County warrants.

A Frederick man allegedly pulled a knife on an officer, but tripped and
fell while trying to get away.
Kyle Dillon Monroe, 18, was arrested March 29 for assault and escape
from arrest.
According to the affidavit, a Frederick police officer was dispatched to
the 600 block of 12 Street due to a man “yelling threats to an unknown
person or persons in the middle of the street.” When he arrived, he saw
Monroe yelling at another man. When Monroe saw the officer, he took off
running.
The officer drove after Monroe, and the pursuit continued on foot after
the man ran into the backyard of a residence and jumped over the fence.
The officer kept yelling, “Stop! Police!,” but apparently Monroe didn’t give care.
The officer saw the man enter a residence in the 600 block of North 10th Street. He approached the residence, and Monroe “rapidly” walked toward the gate, brandishing what
looked like a large filet knife in his hand. The officer ordered him to drop the weapon.
Monroe complied with the second command, and the officer placed him in handcuffs.
While the officer was filling out the identification card, Monroe thought he could get away.
He took off running, but his pants thwarted his plans of escape. He tripped and fell in the
middle of State Highway 183. The officer grabbed his leg and pulled him out of the road.
Monroe is being charged with assault and battery with a dangerous weapon and escape
from arrest or detention. He was scheduled to appear in court March 31, 2015.

Snyder police walked right into the middle of a domestic assault on March 10 at approximately 10 p.m.
Officers found Snyder man Larry Dewayne Kibble, 56, assaulting his girlfriend.
According to the affidavit, an officer had already been to the
residence in the 200 block of 7th Street earlier that day for a
domestic. When he arrived, he was told the victim was able to
get away from Kibble and leave the residence. When the officer
returned, he could hear yelling inside the residence. He heard a
woman pleading with a man not to hit her.
When the officer knocked on the door and announced himself,
a man replied, “Don’t you open that door!”
Eventually, a woman opened the door and whispered to the
officer, “He was beating me.” She had marks on her face and
blood coming out of her nose.
The officer asked Kibble what was going on. He replied in slurred speech, “She hit me,
man.”
When Kibble stood up, he was unsteady on his feet. He asked if he was going to jail. The officer advised him yes, he was. Kibble told the officer he was “wrong for doing [him] like this.”
As the officer took Kibble to the patrol car, he told the woman, “Don’t you do this, don’t
you dare do this to me!”
The officer went back to the house to speak with the victim, and Kibble started hitting the
window and yelled, “Don’t you let that bitch back in my house!”
The victim told the officer Kibble had choked her and hit her while she was trying to leave,
then he dragged her back into the house. Inside the house, the woman said he kept hitting
her.
After getting the woman’s belongings out of Kibble’s house, the officer took the man to jail.
Kibble threatened the officer with a lawsuit. He told him he didn’t know who he was messing with, and he would get it.
The man said the officer was going to lose his job, because he was doing him wrong by
taking him to jail. He then asked the officer just to take him home, and he wouldn’t be any
trouble.
Kibble is being charged with domestic abuse assault and battery and threaten to perform
act of violence. He was released on a $4,000 bond.

Anadarko woman Marian Gail
Creepingbear, 25, lived up to her
name when she broke a window and
“creeped” into her baby daddy’s house
on March 26.
Before she was arrested for burglary,
she told officers that she hated “all
white people.”
According to the police report, an
Anadarko police officer was dispatched
to a residence in the 100 block of West
Texas at approximately 2:37 p.m. due
to a domestic. When he arrived, he
made contact with the owner of the
residence, who told him his ex-girlfriend, Creepingbear, stopped by
his house to drop off their kid. The two started arguing and she left
-- or so he thought.
He said a short while later, he was sitting in his living room when
he heard glass breaking in his room. The man went to investigate,
and he found a broken window and Creepingbear standing in his
room. She had apparently broke the window and climbed in the
residence. The man said they “immediately” started arguing, so he
called the police.
The officer spoke with Creepingbear, who kept cussing out everyone one scene. When he asked her why she broke into the residence,
she said, “Obviously to get my baby.”
When the officer advised her that breaking a window and entering
someone’s home without permission was called burglary, she told
him, “I hate all you white people. Y’all always take his side. F--- all
you white people.”
The officer placed her under arrest and transported her to jail.
Creepingbear is being charged with burglary in the first degree.
Her bond was set at $5,000, and she is scheduled to appear in court
on May 14, 2015.

On March 6, 1969, the first woman placed on the FBI's
Most Wanted list goes before an Oklahoma City judge after
her true identity is discovered a day earlier by OSBI fingerprint specialists.
Ruth Eisemann-Schier was wanted for her role in the kidnapping of Barbara Mackle from an Atlanta, GA, motel December 17, 1968.
Schier was using an assumed name when picked up at a
Norman drive-in restaurant several months later where
she worked as a car hop. Schier was living under the name
Donna Willis when she applied for a job at the Central State
Hospital in Norman. As stated in an article printed by The
Daily Oklahoman,
“As a routine procedure, she was fingerprinted and her fingerprints were sent to the crime bureau for a check against
criminal records. They were received Tuesday night. Mrs. Jean Price, a fingerprint technician at the crime bureau two years, noticed Wednesday morning that the prints matched
those of Ruth Eisemann-Schier.”
FBI Director J. Edgar Hoover sent a letter of appreciation to the OSBI applauding the efficient work and cooperation with the FBI by OSBI Bureau Chief Carl Tyler; Chief Agent Tom
Puckett; Paul Boyd, head of the identification division; and Mrs. Jean Price.

Purcell man Jason Miles Burlingame,
32, had a “brain fart” and tried to get
away from police while driving through
Cotton County on March 3.
A couple of state troopers were parked
near mile marker 4 on I-44 when a vehicle sped by going 110 mph shortly after 2 p.m.
According to the affidavit, troopers
tried to flag down the car, but the driver kept on going and entered the H.E.
Bailey turnpike going northbound. The
troopers followed the car and tried to
stop it, but the driver, identified as Burlingame, kept on going on.
Burlingame was driving recklessly “showing a total disregard for
life and safety of the other innocent motoring public on the roadway.”
He kept increasing speed and made several unsafe lane changes.
He then turned around, going southbound near the toll booth at
mile marker 20.
The pursuit continued, but Burlingame eventually pulled over to
the side of the road near mile marker 7. Troopers told him to get on
the ground.
When a trooper asked the speed demon where he was coming
from, Burlingame said he was trying to get to Texas. The trooper
then asked the man why he ran. Burlingame told the trooper he
didn’t know what he was talking about, but he later told the officer
that he “just had a brain fart and didn’t want a ticket and to get his
car towed.”
Burlingame is being charged with attempting to elude peace officer, failure to pay all taxes due to state and failure to comply with
compulsory insurance law. He was released on a $5,000 bond and is
scheduled to appear in court on April 28, 2015.

A 25-year-old Hobart felon was arrested March 16 after a state trooper
caught him walking down the highway
in Jackson County with a gun in his
pants.

A state trooper was near the intersection of U.S. Highway 283 and County
Road 160 when he saw Hernandez walking northbound on the shoulder of the
highway. Hernandez was wearing blue
jeans and a black sweatshirt, “none of
which would be associated with exercise,” according to the affidavit.
The trooper made contact with Hernandez and asked him if he
was OK. Hernandez told the trooper that he had gotten into an argument with some people in Altus, and he was walking to Hobart. The
man smelled like alcohol and appeared to be very nervous.
The trooper asked Hernandez if he needed help. He said he
thought he had a ride coming, but when he tried to call the ride, no
one answered.
While Hernandez was trying to call, the trooper checked his information. He was advised that the highway walker was a wanted man
-- he had a warrant for aggravated assault and battery in Washita
County.
The trooper placed Hernandez under arrest. He patted the man
down and felt a handgun in the bottom of the left leg of his pants.
The loaded gun fell to the ground. Hernandez then told the trooper
he had been convicted of a felony. When the trooper asked him why
he was carrying the gun, he said because he was walking in Altus.
Hernandez is being charged with possession of firearms after conviction or during probation. His bond was set at $50,000, and he is
scheduled to appear in court on April 14, 2015.

The OSBI was requested to assist the Pottawatomie County
District Attorney’s Office in the homicide investigation of Samantha Weaver, who has been missing since June 2012.
The DA’s Office recently received information that Weaver
was buried in a clandestine grave in rural Pottawatomie County, outside of Shawnee, Oklahoma.
In November 2014, the OSBI added a new “crime-fighting
tool” to its arsenal, a ground-penetrating radar. The groundpenetrating radar was utilized in this case and aided in finding
human remains, buried in a clandestine grave.
This search and recovery has been a collaborative effort between personnel from the Pottawatomie County Sheriff’s Office, Shawnee Police Department, Pottawatomie County District Attorney’s Office, Office of the Chief Medical Examiner,
University of Oklahoma Forensic Archaeology Department,
and the OSBI.
The OSBI aims to stay a pioneer in law enforcement in the State of Oklahoma and is
pleased to be able to offer this technology (ground-penetrating radar) to law enforcement, in
the pursuit of justice.
