In July of 2006, skeletal remains were discovered on
rural property in the area of Bailey Road and Sandhill Road
in Bray. DNA testing confi rmed the remains are those of
Rose Bagley, 55, of Lindsey. She was reported missing
by family members in May 2006. The Stephens County
Sheriff ’s Offi ce requested OSBI agents help investigate the
homicide case. Investigators spent the next several years
running leads.
Due to severe drought conditions, more remains were
discovered this March in an area pond. This evidence could
prove crucial to the investigation. Agents have had that
pond drained to search for evidence in the case.
Numerous OSBI agents, Stephens County Sheriff Offi ce
deputies, a forensic anthropologist with the Medical
Examiner’s Offi ce, and an archeologist with OU’s Crime
Scene Archeology Recovery Group will spend several days
in the area where Ms. Bagley’s remains were discovered.
The dig began the morning of Nov. 12.

Hell hath no fury like a woman scorned, especially if she’s
bringing the fire with her.
Frederick woman Rebecca Arreguin, 25, was pretty pissed when
she found out her boyfriend slept with another woman. So pissed,
in fact, that she allegedly set the woman’s house on fire while the
woman and her two daughters were inside.
I’d hate to see what she did to the boyfriend!
Tillman County deputies arrived to the burning house in the
300 block of N. Vine in Davidson shortly after 1:50 a.m. on November 20, according to the affidavit.
The woman told police she and her two daughters were watching television in the living room around 1 a.m. when they heard a
loud noise coming from the rear of the residence. When they went
to see what had caused the commotion, they saw a woman they
knew as “Becky” (Arreguin) standing in the woman’s bedroom. The bed was on fire, and there
was smoke coming out of the room.
The two daughters positively identified a picture of Arreguin as the woman who set their
mother’s bed on fire. They both said they had seen Arreguin several times.
Apparently, the woman and Arreguin had an argument a few days prior by Davidson City
Hall, due to Arreguin finding out she had slept with her boyfriend.
Arreguin is being charged with first-degree arson. She is being held in lieu of a $100,000
bond and is scheduled to appear in court on January 20, 2015.

and Hobart woman
Kiana Nicole Garcia, 33, were arrested November 21 for
meth and paraphernalia after someone
saw them sitting on
the side of the road.
According to the
affidavit, Kiowa
County deputies responded to the area
west of 2180 on
County Road 1340 shortly after 11 a.m. to investigate a call of a gray car off
the road. When they arrived, they made contact with Garcia and Cole.
Cole told them they had run out of gas, and they were waiting on someone
to bring them some. Dispatch advised that both Garcia and Cole were flagged
for possible narcotics violations.
The deputy asked Cole what was going on; he also said they had run out of
gas on their way to Hobart. When the deputy asked Cole why they had turned
off N. Broadway onto a dirt road, Cole told him, “This is the way we go all the
time.”
The couple told the deputy they had just purchased the vehicle from a couple in Sentinel, and they showed him a receipt of payment. The deputy asked
if he could search the car. Both Cole and Garcia hesitated, but they both gave
him permission to look.
The deputy found a purse containing a baggy full of a white powdery residue. In the glove box, he found a glass pipe with a bulb on the end.
The deputy told the couple what he found, and he asked them if there was
anything else illegal in the car. They said no.
The couple was placed under arrest and the deputy continued searching the
vehicle. He then found a pipe with white residue, a set of digital scales with
white residue, another baggy containing a white residue and a thermos that
smelled strongly of anhydrous ammonia (sometimes used in making meth).
The couple was transported to jail, where both of them agreed to a drug
urine test. Garcia tested positive for methamphetamine/amphetamine, and
Cole tested positive for methamphetamine/amphetamine and THC.
They are both being charged with possession of a controlled dangerous
substance and unlawful possession of drug paraphernalia. Cole’s bond was
set at $45,000, and he is scheduled to appear in court on January 5, 2015.
Garcia’s bond was set at $20,000, and she is scheduled to appear in court on
January 5, 2015.

Deaths in
crashes involving drunk drivers with a blood
alcohol concentration (BAC) of
.08+ dropped
in 2010, but
despite this decrease, there
were still 10,228
lives lost – that’s
one person every 51 minutes. That makes it everyone's problem.
It seems that many people were doing their part to put a stop to
this completely preventable epidemic. Alcohol-related traffic fatalities reached a low point in the late 1990s. Research also indicates
that 62% of Americans exposed to the now-iconic Friends Don't Let
Friends Drive Drunk campaign have personally intervened to stop
someone from driving drunk, no doubt saving countless lives.
However, since the late 90's, alcohol-related driving deaths have
been steadily increasing. It seems that though the campaign was
very successful, it did not change the behavior of many potential impaired drivers. Many thought the messages to be targeted at overtly
drunk drivers, and not them. When decision time came, they would
consider themselves merely "buzzed" and get behind the wheel.
The new PSAs created to address this gap were released in December 2005 with the objective to inspire dialogue and recognition of the
dangers of "buzzed" driving and subsequently, to motivate people
to stop driving buzzed. The next installment expands on this message, equating buzzed driving and drunk driving and demonstrating
the devastating consequences that can occur as a result of buzzed
driving. The overall campaign hopes to educate people that consuming even a few drinks can impair driving and that Buzzed Driving is
Drunk Driving.

A Cyril man became angry when
his wife caught him huffing and tried
to get him some help -- so angry that
he hit her and broke a windshield in
front of the police station.
Not smart!
According to the police report, a
woman called the Cyril police station
at approximately 5 p.m. on November
22. She told an officer that her husband, 33-year-old Joshua Stephen
Salyer, had hit her while she was driving down the road. The officer told
her to go inside the Cyril EMS station
and wait for him. When he arrived, he
found the woman, who was crying and visibly upset.He asked her
where Salyer was. She told him he was sitting in her car in front of
the police station.
The victim, who had bruising and red marks on her arm and ribs,
told the officer her husband had been inhaling air cleaner, and she
was trying to take him somewhere to get some help.
At the time, the officer heard a loud noise. When he went to investigate, he saw that the passenger side windshield had been broken
from the inside.
When officers spoke to Salyer, he admitted that he had been huffing and had become angry when he and his wife started talking about
past events. He said he didn’t remember hitting his wife, and he
wasn’t sure how she got the marks and bruises. He then told them
that he already knew the process of being arrested, because he had
been arrested before in Colorado.
Well, he obviously didn’t learn his lesson!
An officer placed him under arrest and transported him to jail.
Salyer is being charged with domestic abuse - assault and battery
(second offense). He was released on a $3,000 bond and is scheduled to appear in court on January 29, 2015.

A Hastings woman tried to blame her erratic driving on eating ice cream -- yeah, if Xanax was another name for ice cream.
According to the affidavit, a Cotton County deputy was advised of a possible drunk driver around 7:05 p.m. on November 20. He located the suspect vehicle driving northbound on
Highway 277. The vehicle was traveling very slowly, its bright
lights were on, and the driver was driving all over the road.
The deputy stopped the vehicle and made contact with the
driver, Patricia Jean Alley, 46, and a small child in the front
seat. He asked her why she was driving all over the road. She
told him she was eating ice cream and asked in slurred speech,
“Why did you stop me?”
Alley also appeared lethargic.
The trooper asked her to exit the vehicle. She had trouble
maintaining her balance as she walked to the patrol vehicle. She again asked him why he
stopped her.
While checking her information, the trooper asked her if she had been drinking. She said
no and blew a breath toward him. He asked her if she was on any medication. She told him
she took Xanax the doctor prescribed for her. He asked her when she had last taken it. She
said, “Maybe this morning.”
As they talked, Alley appeared to have trouble staying awake. Dispatch advised that Alley
had a warrant out of Stephens County.
The deputy tried to administer sobriety tests, but Alley became angry and told him she
wasn’t walking, because she would have a seizure. Due to observations and her behavior, the
deputy placed her under arrest. He placed her in the patrol vehicle and went to speak to the
child. Alley opened the door and told him, “You can’t talk to my daughter!”
On the way to jail, Alley told the deputy she needed to pick up a ticket so she could go
home.
When the deputy told her she wasn’t going home that night, Alley replied, “Yeah, but I’m
still going home after I get my ticket.”
Yeah, she didn’t get to go home that night.
Alley is being charged with child endangerment by driving under the influence and driving
a motor vehicle while driving under the influence of an intoxicating substance. Her bond was
set at $6,500, and she is scheduled to appear in court on January 22, 2015.

An honest Blair man was just ready to get it over and
go to jail when he was caught driving drunk in the early
morning hours on November 16.
According to the affidavit, a state trooper stopped a vehicle shortly after 2 a.m. after he saw it driving all over
the road. When the trooper approached the vehicle, the
driver, Dakota Leo Cusher, 26, looked up at him with a
“deer in the headlights” look. The man’s eyes were red,
watery and droopy.
The trooper asked him where he was going, and he said,
“Blair.” (He was driving in the opposite direction.)
The trooper noticed a strong smell of alcohol and asked
him to have a seat in his patrol vehicle. When Cusher exited the vehicle, he had trouble keeping his balance and
almost fell over. He told the trooper, “I’m not going to lie
to you. I’ve been drinking.”
In the patrol vehicle, the trooper again smelled alcohol coming from Cusher’s breath
and person. Cusher’s speech was also thick and slow. The trooper asked him how
much alcohol he had consumed.
Cusher told him a 12-pack of beer and said, “I’m not going to lie to you. I’ve been
drinking -- I’m sure you can smell it.”
The trooper asked him on a scale from 1 to 10, with 10 being the drunkest he had
ever been in his life, how drunk he was. Cusher told him a 3.
When the trooper told Cusher the reason for the stop, the man replied, “I know.
That’s why I told you I had been drinking.”
The trooper attempted to administer sobriety tests, but Cusher told him his knees
were bad from riding “broncs.” When the trooper told him the test was merely walking, Cusher replied, “I already know where this is going, but OK.”
Shortly into the test, he gave up and asked the officer, “Can we just go to jail now?”
Cusher is being charged with driving a motor vehicle while under the influence of
alcohol. He was released on a $5,000 bond and is scheduled to appear in court on
December 15, 2014.

OSBI agents have arrested a Guthrie man for sexually assaulting
and beating an 85-year-old woman December 25, 1997. David
Jerome Stephens, II, 35, was arrested Oct. 23, at his home located
at 11775 Red Cedar Road in Guthrie.
An OSBI DNA analyst alerted the OSBI case agent of a DNA hit
on the case from the Combined DNA Index System. Days before
the statute of limitations would have run out, that agent filed a
John Doe warrant based off a DNA profile collected from the rape
victim. The warrant allowed the case to legally remain active.
Moena House was beaten with a pipe and sexually assaulted
Christmas morning inside her Guthrie home after giving in to her
attacker’s demands for money. House died in 2008.
DNA was collected from Stephens for a 2013 conviction of
possession of a controlled dangerous drug within 1000 feet of a school/park/child. Stephens has a
lengthy arrest record starting in 1997.

Hello to all, and Happy
Thanksgiving!
By the time you read this, you will have probably made all your
holiday travel plans, if you are going somewhere, or have people
coming to your home to celebrate. The roadways will be extra busy,
and with a lot of people traveling at the same time, the chances for
accidents also go way up. I’m going to give a few tips on how to
minimize your chances of being involved in an accident, and some
ways to help insure your holidays are safe.
Every year, we work a lot of accidents on people who are “running
late”. Speed plays a major role in accidents, as well as the severity
of an accident. Speed decreases reaction time, which a driver needs
to be able to react to anything that happens in front of them. What
is the best thing you can do to not be “running late”? Simply plan
your holiday travel a little in advance. You know what time you
and your family get off work, or get out of school, so plan your
departure time accordingly. Give yourself plenty of time for delays,
bathroom and snack stops, etc. Also, if you are running late, its
OK! The people you are going to see would rather you be late, than
not arrive at all because you were involved in an accident.
Another major factor in holiday accidents are a result of
celebrating, and then making a bad decision. I’m not going to tell
you not to enjoy your holiday, and if partaking in some egg nog or
other alcoholic drink is part of your celebration, that’s fine. Just
don’t decide to drive after you drink. Drinking and driving is a
decision, not an accident. Planning here goes a long way towards
a safe holiday. If you know you are going to drink, plan on staying
where you are, or have a designated driver.
Another thing you can do to stay safe is wear your seat belt. The
accident may not be your fault, and you may be doing everything
right, and could still end up in the hospital or worse, because you
didn’t have your seatbelt on. Even minor accidents can cause
significant damage to us if we are not properly restrained. Every
Trooper on the road has worked a fatality accident which we all
know in our heart would not have resulted in death had the person
been using a seatbelt. It takes no time to put on, but it may be the
most important thing you can do this holiday season.
To sum up, slow down and enjoy the holiday season! Plan ahead,
and use a designated driver or stay put if you use alcohol in your
celebrations. No one wants to spend the holidays in a hospital or
worse! Holidays are for celebration, so lets take care of ourselves
and each other.
