Frederick police are searching
for a man they’ve connected to
several burglaries.
An arrest warrant for 30-yearold Christopher White of Frederick was issued on Jan. 30.
White is suspected of breaking
into an automotive shop twice
in January and stealing over
$7,000 worth of tools and auto
parts. Surveillance video was
used by police to identify him.
Another warrant was issued
on Feb. 3 for White for allegedly
taking the rear window out of a
wrecked pickup. According to reports, a passerby spotted White in
the act and later identified him from a previous mug shot.
White will face several charges of second-degree burglary when
he is caught.

Wanted Hobart man Thomas Lee Handlin, 28, ran from police,
became angry when his grandpa’s bathroom door was kicked open,
and had throwing stars in his pocket when officers arrested him for
a warrant on January 16.
At approximately 10:40 a.m., dispatch advised a Hobart police officer that someone had seen Handlin, who was wanted for a felony
warrant, go into a residence in the 500 block of South Hitchcock,
according to the affidavit.
Officers went to the residence and knocked on the door.
A man told them to come in, but when an officer tried to open
the door, someone pushed back, forcing the door shut. He heard a
person speaking quietly and the man yell, “What are you doing?”
The man then told police to wait, because his walker was blocking
the doorway.
Police eventually entered the home, and they asked the man if Handlin was in his house.
He said no.
Officers heard a loud banging noise coming from the bathroom. One of them asked if anyone else was in the house. The man admitted Handin was “in there.” The officer walked
toward the bathroom and announced himself. He yelled several times and asked Handlin to
come out of the bathroom, but there was no response.
The officer checked the door knob, but the door wouldn’t open. He told Handlin he was
going to force his way in. The officer retrieved his Taser and kicked down the bathroom door.
He shined the Taser light into the room, but he couldn’t see anyone. He then heard a man’s
voice say, “You broke my grandpa’s door, mother f——!” Handlin then walked out of the
bathroom.
Although it took him awhile to comply, Handlin finally got down on the ground -- after
telling the officer “f--- you,” of course.
As officers placed Handlin in handcuffs, he continued to struggle and shout obscenities. He
resisted getting in the patrol car, but he finally gave up and said, “F--- it, let’s go.”
Officers patted Handlin down and found three martial arts throwing stars in his right
pocket, which were confiscated.
He was then taken to the Kiowa County Sheriff’s Office and booked into jail for his warrant.
Handlin is being charged with obstructing an officer and carrying weapons. His bond was
set at $1,000, and he is scheduled to appear in court on April 9, 2015.

A trail of stolen candy bar wrappers led police to Gracemont
woman Raychel Elizabeth Rogers, 21, who admitted to stealing
food from her neighbors’ kitchen.
On January 26 around 10 a.m., a Caddo County deputy was
dispatched to a residence on CS 2660 to take a burglary report.
According to the affidavit, the residents told the officer the back
door of their house was broken, a back window was busted, and
approximately $20,000 worth of items had been stolen. They
said several candy bars and chips were also missing from their
home.
The deputy followed a set of footprints behind the home to a
nearby residence. There were multiple candy bar wrappers on the
ground with the footprints. The deputy went to the residence and
told a woman what he had seen. She told him she noticed there
were several candy bars in her refrigerator, but she didn’t know where they had come from.
She showed him the strange candy in her fridge -- she denied breaking into her neighbors’
home and taking them. The woman said that her daughter, identified as Rogers, might be
the suspect.
While they were speaking, a man drove up to the house.
The deputy asked him if he knew anything about the burglary. He said he had seen Rogers
at the casino two days before, and she told him she was going to steal two Suzuki-type trucks
from a house next door to her mom’s because they were “worth a lot of money.”
The deputy found Rogers at a trailer park located off Highway 281 in Hinton. He told her
what he found at the residence and explained the “evidence” he saw that led from the scene
of the crime to her mother’s house.
Rogers looked down and told the deputy she was stupid. She said her mom had been complaining about her not helping with groceries, so she decided to go next door and see what
the neighbors had in their kitchen. She said she broke the back window out of the house and
took several food items.
Rogers said she knew who stole the other items, but she wasn’t going to say anything because she didn’t want them to get in trouble.
Rogers is being charged with burglary in the second degree. Her bond was set at $15,000,
and she is scheduled to appear in court on April 2, 2015.

A January 28 trip to Lawton turned violent when Walters man Howard Dean Vardell, 52, allegedly stabbed another man because he made him mad.
According to the affidavit, a Walters police
officer responded to the 200 block of East
Oklahoma Street shortly after 1:30 p.m. due
to a report of a man being stabbed. When he
arrived, he was approached by a man who
had blood running down his arm.
The man said he and three other people
were getting in a van to head to Lawton
when Vardell walked out of a house and started yelling. One of the
women in the van got out and tried to talk to Vardell. The victim said
Vardell started swinging his fists at her, so he jumped out of the van
and went to help. He said Vardell then pulled out a knife and started
swinging at him, stabbing him in the arm.
Witnesses gave the officer the same account of the incident.
More officers arrived on scene to assist, and the officer told them
to go arrest Vardell. As the officer was talking with the victim, he
heard on the radio that Vardell was resisting arrest.
At approximately 2:09 p.m., the officer met Vardell at the sheriff’s department for a follow up investigation. Vardell was sitting at
the book-in bench, and as the officer walked up toward him, Vardell
started shaking his head.
When the officer asked him what was wrong, he said, “If he had
not come after me, I would not have stabbed him!”
Vardell said he was arguing with his daughter and the victim “got
in the way.” Vardell said that made him mad, so he stabbed the man.
The officer told Vardell he wanted to sit down and talk about it, but
Vardell refused and told the officer “what was done is done.” He then
asked the officer to arrest the victim and put him in the same cell as
him. The officer told him that wasn’t going to happen.
Vardell is being charged with assault and battery with a dangerous
weapon and resisting an officer. His bond was set at $5,000, and he

January 5, 1981, started as a happy day for Tracey Neilson. She was
celebrating her 21st birthday that day. The OU student ran several
errands in Moore that morning. Eyewitnesses put her home just before
noon. After noon, several friends and family called to wish her a happy
birthday. She never answered the phone.
At 5 o’clock that evening, Jeff Neilson, Tracey’s husband of only fi ve
months, found her dead inside their apartment at the Jamestown Square
Apartments in Moore. Tracey had been stabbed numerous times. Moore
police responded to the scene and began investigating. The next day,
the Moore Police Department requested OSBI assistance with the case.
During the next 34 years, dozens of OSBI agents would work on the case
following more than 1500 leads.
One of the best pieces of evidence in the case was a fi ngerprint. In the 1980s, matching latent
prints was time consuming and extremely diffi cult without a suspect print to compare with the
unknown print. In 1994, Jeff Neilson’s family helped OSBI convince Oklahoma legislators to
pass a law to fund the state’s fi rst Automated Fingerprint Identifi cation System. This system
could scan a database full of latent prints searching for matching characteristics. We all had great
hope this new fi ngerprint technology would identify that print. Sadly, to this day, no match has
been made to that print. But AFIS has helped solve hundreds of violent crimes in Oklahoma.
In the past few years, the OSBI laboratory began a cold case initiative. This project had agents
and criminalists looking through old cases to determine if evidence existed that new DNA
technology could produce fresh leads. Several items of evidence were recently tested – several
more are in the process of testing. But we don’t want to wait one more day to try to solve this
case. That’s why we are here today asking for the public’s help. One piece of evidence could give
this case new life.
For decades, agents have worked to identify the owner of a cable trouble assignment ticket
book. The last ticket in the book is for work at Tracey’s home at 11:51 the morning she was
murdered. On the bottom left corner of the book is a box for the employee name. We want to
identify the three letters written in that box.
OSBI is also off ering up to a $5,000 reward for information leading to the arrest and conviction
of the person who killed Tracey. The Moore Police Department is putting in another $1,000 and
Tracey’s family is off ering an additional $5,000 for a total reward of up to $11,000.

Another New Year has come,
and with it, millions of people
have made resolutions to improve
some aspect of their lives. Some of these resolutions are doomed
from the start for a multitude of reasons. Even though successfully
sticking with and accomplishing a New Year’s resolution goal may
not seem to directly relate to driving safely, I’m going to try and
give some tips on increasing your ability to stick to a resolution,
and tie it in to how it could actually make you a safer driver!
Some of the more popular resolutions are to lose weight, get in
shape, or quit smoking. Each one of these are great goals. So to
achieve a goal, a person must clearly define the actual goal. For
quitting smoking, that one is pretty clearly defined as it is. For the
other, some more clarity is needed. How much weight do you want
to lose? How long are you giving yourself to get there? Once you
define these goals and time lines, write them down somewhere! Put
them somewhere that you are reminded of them each day. Make
sure your goals are reasonable, and attainable. It won’t do any
good to set goals that are unrealistic!
Next, we need to write down how exactly we plan to accomplish
our goals. For smoking, are you going cold turkey, using the patch,
or incrementally cutting down how many cigarettes you smoke a
day until you aren’t smoking at all? For losing weight, write down
your workout program, and schedule. Write down your diet goals
and track it religiously. Try to find someone who will join you in
your workouts and diet. Having someone to count on and someone
counting on you is a great support system for you in your efforts.
Last, tell as many people as you feel comfortable. Get people on
your side to support you, and hold you accountable to your goals
when you have moments of weakness! Believe in yourself! Have a
positive attitude about what you are trying to accomplish.
So how do accomplishing these goals help you be a safer
driver? Studies have shown that people who exercise and eat
right have sharper mental focus. Since a significant percentage
of accidents are caused due to inattention, improved focus will
obviously pay off while driving! Exercise will help improve handeye coordination, which is a big positive while driving! A healthy,
smoke-free body minimizes the risk of heart attack and other
medical issues that could be tragic anytime, not just behind the
wheel.
So there you have it. Successful accomplishment of some of
the most popular New Year’s resolutions will not only have you
slimmer, healthier, and happier, but can have an impact on your
ability to be a safer, courteous driver! Thanks for reading, buckle

Blair man Charles Hillyer Sparks, 32, was taken into custody after a tip from a concerned citizen led troopers to the
felon.
According to the affidavit, the trooper had prior knowledge
that Sparks was a convicted felon and was supposed to be
registering as a sex offender. The trooper who took the tip
alerted other law enforcement in the area, and they discovered Sparks’s license was suspended. It wasn’t long before
they had apprehended the car the citizen described to the
trooper.
The driver was identified as Sparks. Sparks’s girlfriend
and her daughter were in the backseat. The trooper placed
Sparks under arrest. Other officers arrived on scene to assist,
and one of them saw a loaded gun under the backseat. The
woman told police Sparks handed her the gun and told her to
hide it. She said he had been carrying it in his waistband.
The trooper asked her if there were any drugs in the vehicle. She said if there were any
drugs, they were on Sparks.
Sparks said the gun was was his, and he had been carrying it around because his girlfriend
told him to.
After further investigation, it was determined at a later date that the gun was stolen.
The trooper asked Sparks if he had anything illegal on his person. He said no.
As the trooper pulled up to the jail, Sparks asked him if he could “do [him] a favor and take
something from [him].”
Sparks then removed a clear bag containing what appeared to be methamphetamine from
his pants.
According to the report, Spark acted as though he wanted the trooper to get rid of the bag.
The trooper replied that he wouldn’t be a very good person if he did that.
Sparks is being charged with possession of a controlled dangerous substance, possession
of firearms after conviction or during probation and driving with license suspended. He is
being held in lieu of a $100,000 bond and is scheduled to appear in court on March 2, 2015.
