A Lawton couple was taken into custody the day after Christmas
when a trooper stopped them on Highway 62 in Tillman County and
found they were traveling in a stolen vehicle.
Sean Mercier, 40, and Rachel Mouser, 39, were charged Dec. 29
with unauthorized use of a vehicle. Mouser was charged additionally with operating a motor vehicle without a valid drivers license.
According to the affidavit, on Dec. 26, an OHP trooper was running a stationary radar at around 9pm on Highway 62 in Tillman
County when he noticed a vehicle approaching him with only one
headlight working. He pulled the vehicle over and spoke with the
occupants, Mercier and Mouser.
Mouser admitted she didn’t have a license and that she was driving because Mercier was tired. While the trooper was speaking with
the pair, he noticed both of them were acting very nervous and talking over each other.
The trooper ran a check on the vehicle and a stolen vehicle hit
came back from the Midwest City Police Department. Both Mercier
and Mouser were taken into custody and transported to Tillman
County jail.
Mouser and Mercier’s bonds were set at $5000 each and both
were ordered back to court on Jan. 13, 2015, for their preliminary
hearing.

Today, I’m going to re-visit who
has the biggest impact on our new
drivers that hit the road each and every day.
First, the Oklahoma Driver’s Education classes and schools across
the state are second to none, and do a fantastic job of educating our
young drivers on the law, and proper way to safely operate a motor
vehicle. I would like to point to some other folks, who I believe
have a far greater impact on how our youngsters approach driving,
and address them, and that is the adults who these young drivers
look up to: the parents, older siblings, and extended family.
If you fit in this category, please pay attention. I believe that our
kids learn their driving behavior not from the Oklahoma Highway
Patrol, other law enforcement, or driver’s education instructor, but
from you, the parents and family. I know I learned that way! Let
me give you some examples.
You are a dad, and for whatever reason, when you are driving
in town, or on a county road, you just don’t buckle up. Maybe its
because you don’t drive fast in these areas, or have a farm tag and
just don’t have to; however, you do buckle up when you get on
highways or go on long drives. The message you are sending is that
when you are in the vehicle there are certain times that it is OK not
to wear your seatbelt. If dad doesn’t have to do it, I don’t either! In
fact, at least 50% of all accidents happen on county roads, and
you are more likely to be in an accident within 10 miles of your
residence than otherwise. So the real message you are sending is,
don’t buckle up during the times that you are most likely to need it!
Next, mom gets off work at 5:00, and one of the kids has a ball
game in another town at 5:30. She can get there if she speeds. After
all, it is important to get to those activities, and it won’t hurt to
push the speed just a little. The message you send to your kids
is, its OK to speed, as long as you can justify it! The facts are that
unsafe speeds kill more young people 16 to 25 than any other single
thing! The message here needs to be that its OK to slow down and
show up a few minutes late.....it is much better than the alternative,
which is never showing up at all because you’ve been involved in
an accident.
Please remember, when you are driving, you are setting
the example for someone....and they are watching you all the
time. What message are you sending? I hope it’s the one that says,
I’ll lead by example because I love you, and want to do my part to
keep you safe! Thanks for reading, buckle up, and be safe!

Attorney General Warns Oklahomans
of IRS Phone Scam
Oklahoma Attorney General Scott Pruitt is warning
to keep watch of a phone scam making its way across
the state.
The Attorney General’s Office has received a number
of complaints from citizens who received phone calls
from someone claiming to be a representative of the
IRS.
The caller claims the IRS has a case against an
individual and if he or she did not contact the number
given within 24 hours, that person would be arrested.
This particular scam targets the most vulnerable
Oklahomans who may not readily be aware of the
IRS’s procedures.
“It is beyond frustrating that scams like this
continue to be rampant. Unfortunately, we typically
see these types of scams spike during the holidays.
While this is meant to be a season of celebration, Oklahomans should keep their guard
up to protect themselves from such crimes,” Attorney General Pruitt said. “A simple tip
you should always remember, the IRS will never call about a payment or taxes owed
without sending it in writing first.”
Here are some tips to protect you from these types of scams:
• The IRS will always notify you in writing first. They will never contact you by phone
without first mailing you a bill.
• You will never be required to use a specific payment method.
• Never give your credit or debit card numbers over the phone.
• You will not be threatened with being arrested by local law enforcement for not
paying.
If you have been a victim of a scam, report the incident to local law enforcement and
to the AG’s Office immediately. For more tips from the IRS you can visit their website at
irs.gov.

went to the home of Amanda Jo Garza,
19, in the 100 block of North 14th St. at
approximately 6:34 p.m. because her
son had called the Tillman County 911
Center. The dispatcher said Garza grabbed the phone from her son
during the call, but she refused to answer any of the dispatcher’s
questions, and she hung up the phone.
When the officer made contact with the woman at her residence,
she told him her son had called 911. When he asked why she didn’t
answer the dispatcher’s questions, she said she didn’t know.
The officer checked Garza’s information and was advised that the
woman had a warrant for her arrest. When the officer told Garza she
was under arrest for her warrant, she asked him if she could get her
shoes from another room and he said yes.
Garza seized the opportunity and ran! She crawled out of a window and hightailed it to her grandmother’s house in the 400 block
of S. 16th St. When police went to the residence looking for her, she
tried to hide in the attic, but they found her and took her to jail.
Garza plead guilty to the charge of escape from arrest or detention. She is scheduled to appear in court on January 5, 2015.

Hobart woman Kourtney Foster, 24, was arrested for
drugs on December 27 as she was headed out of town with
her friend “to relax.”
According to the affidavit, a Kiowa County deputy was on
patrol around noon, when he saw a truck sitting on the top of
a hill facing eastbound on ECR 1350 just east of NCR 2210.
As he drove closer to the vehicle, he ran the tag information
and was advised the tag was expired and the truck didn’t
have insurance. He made contact with the driver, and the
passenger, identified as Foster.
The deputy asked Foster what they were doing. Foster said
she called her friend, because she needed to get out of town
and relax. When the deputy asked her if there were any drugs
in the vehicle, Foster said not that she knew of.
When the deputy noticed a purse between Foster’s feet, he
asked her if it was hers. She said yes but told him there wasn’t anything illegal in it, and
she handed it to him to search. He immediately saw an electronic scale in one of the inside
pockets.
The deputy then asked Foster why she had a scale in her purse, and she told him she didn’t
know having scales was illegal. The deputy also found three pills Foster identified as Xanax.
She admitted she didn’t have a prescription for them.
The deputy asked the driver if there was anything else illegal in the truck. He said no and
gave the deputy permission to look. The deputy searched the truck, but he didn’t find anything else illegal.
Foster kept telling the deputy she couldn’t go to jail because she had “too much going on”
for her to be in trouble. She admitted she had used meth and marijuana in the last two weeks,
and she said she began taking the Xanax to calm her down.
When the residue on the scales field-tested positive for methamphetamine, the deputy
placed Foster under arrest.
Foster is being charged with possession of a controlled dangerous substance, unlawful
possession of a controlled dangerous substance without a prescription and unlawful possession of drug paraphernalia. Her bond was set at $12,000, and she is scheduled to appear in
court on January 26, 2015.

A would-be robber’s plans were messed up when a police officer
saw him acting suspiciously near a house shortly after 10 p.m. on
December 19.
According to the affidavit, an Anadarko police officer was patrolling the 500 block of West Texas when he noticed a person wearing a
black hoodie standing under the carport of a nearby house. The person was standing between vehicles in the carport, and he appeared
to have his hand on the driver’s side door of a truck.
The officer saw the porch light of the house come on, and the
hoodie-wearing man left the residence and started walking down
the road. The officer approached the man, identified as 31-year-old
Morgan James Eckiwaudah of Anadarko, and he asked him what he
was doing between the cars. Eckiwaudah said he was just walking through.
The officer asked him why he had his hand on the vehicle. Eckiwaudah told the officer he
didn’t. He kept insisting he was just walking through.
That’d be great and all, if the carport actually led to something.
Unfortunately for Eckiwaudah, the officer observed that the carport was “in no way a shortcut to anywhere.”
There had also been numerous reports called into police about a man who had been breaking into vehicles in the area. Guess what? Eckiwaudah fit the description of the perpetuator.
Looks like that hoodie he was wearing didn’t do much to conceal his identity.
The alleged car burglar is being charged with attempted burglary in the second degree. His
bond was set at $5,000, and he is scheduled to appear in court on February 2, 2015.

A Wichita Falls, Texas, man who was pulled over on December 20 for speeding told an officer he had broken his ankle when the officer tried to administer sobriety tests.
He then told the deputy his ankle wasn’t broken.
He then said it was.
Well, is it, or isn’t it, Richard Rincon?
According to the affidavit, a Cotton County deputy was
watching traffic around 2:27 a.m. when he saw a dark-colored
truck speed past, going 76 mph in a 65 mph zone. He stopped
the vehicle at Highway 36 and the I-44 southbound ramp.
When the deputy met with the driver, identified as Rincon, he
immediately smelled alcohol. The fact that Rincon’s speech
was slurred and his eyes were bloodshot and watery probably
didn’t help either.
The deputy asked Rincon to exit his vehicle for sobriety
tests. Rincon was unsteady on his feet, and he couldn’t stand without leaning on his vehicle.
Before starting the test, the deputy asked Rincon is he had any physical problems. Rincon
said yes, and he told the deputy he had broken his ankle. He also admitted to drinking.
Not surprisingly, Rincon didn’t do well on the tests. He told the deputy he couldn’t do the
tests because he couldn’t stand. The deputy asked him why not, and Rincon told him, “Because I have been drinking.”
The deputy then asked if it was because of his broken ankle.
Rincon said, “What broken ankle?”
The deputy then told Rincon he said he broke his ankle.
Rincon said, “Oh yes, it is broke.” But, he couldn’t tell the officer when he broke it.
During the one-leg stand test, Rincon started counting and told the deputy, “This is good.”
Not so much -- Rincon had forgotten to raise his leg.
He agreed to a preliminary breath test. The PBT result was 0.238, nearly three times the
legal limit. Dispatch also advised the deputy Rincon didn’t have a valid driver’s license. The
deputy placed him under arrest and took him to jail.
Rincon is being charged with driving a motor vehicle while under the influence of alcohol
and driving without a driver’s license. His bond was set at $15,000, and he is scheduled to
appear in court on January 22, 2015.

Roosevelt man Garret Todd Jennings, 31, was caught riding shotgun
in his friend’s truck with a sack full of
cocaine and some brass knuckles on
December 17.
Not a good combo! Altus police didn’t
think so, anyways.
Shortly after 1 a.m., an officer went
to assist with a traffic stop in the 200
block of E. Pecan. When he arrived, he
and the other officers approached the
passenger side of the vehicle. Jennings
was sitting in the front passenger side
of the truck.
One of the officers opened the passenger door and he suddenly
yelled, “Gun!”
According to the affidavit, police removed all occupants from the
vehicle while one officer used his service weapon to cover the subjects as they exited the truck. The occupants were ordered to sit on
the ground. Police placed Jennings in handcuffs for investigative
purposes and another officer conducted a pat down search of Jennings. In the man’s pockets, he found some not-so-legal items.
The officer found a baggy containing a white powdery substance
that later tested positive for cocaine, brass knuckles and a spoon
covered in a solid white substance wrapped in plastic. The officer
placed Jennings under arrest and took him to the Jackson County
Sheriff’s Office.
During booking, a deputy found a pipe that appeared to be used
for smoking meth in the man’s front pocket.
Jennings is being charged with possession of a controlled dangerous substance and carrying weapons. His bond was set at $25,000,
and he is scheduled to appear in court on January 29, 2015.
