New meaning of dumba**
Patrick Stapleton, a 22-year-old Maryland man,
was jailed after his idea of a prank went painfully
wrong.
According to Lothian Police, Stapleton was over at
a friend’s home at about 4 a.m. when he had the illconceived idea of shooting his sleeping friend in the
buttocks with a BB gun.
Investigators say Stapleton grabbed a .40 caliber
handgun, which he believed was a BB gun, and fired
one round into his 21-year-old friend’s buttocks.
The owner of the home was not present during the
shooting and the hand gun belonged to the homeowner’s son, who was not involved in the shooting.
The victim was transported to Prince George’s
Hospital Center where he was treated for his injury.
Stapleton was booked into jail and charged with second-degree assault and reckless endangerment.

An Army private and
mother have been sentenced for 2011 first degree
child abuse murder of a
10-year-old boy at the Fort
Sill Army Post.
Connell C. Willimas, 33,
from Fort Sill, was sentenced to life imprisonment without the possibility of parole, and Candice
C. Holloway, 32, from Norfolk, Virginia, to 30 years imprisonment
for their roles in the first degree child abuse murder of Holloway’s
ten-year-old son on Fort Sill Army Post, announced Sanford C.
Coats, United States Attorney for the Western District of Oklahoma.
According to court records, Williams, an enlisted member of the
United States Army, was assigned to Fort Sill in Comanche County in
August 2010. In September 2010, Holloway and her children moved
into Fort Sill military housing with Williams. Williams and Holloway
were not married and Williams is not the biological father of the two
children.
From early 2011 through May of 2011, Williams and Holloway intentionally committed child abuse murder by depriving Holloway’s
ten-year-old son of food as a form of punishment, which ultimately
resulted in his starvation death on May 5, 2011.
Holloway pled guilty to first degree murder and agreed to serve 30
years in a federal prison, followed by five years of supervised release,
in exchange for her cooperation and testimony against Williams,
who was facing a possible death sentence.
Williams’ trial began in February 2013, and Holloway testified
against Williams. During the trial, Williams agreed to enter a plea
of guilty to first degree child abuse murder and accept a mandatory
sentence of life imprisonment without the possibility of parole. In
exchange for Williams’ guilty plea, the Department of Justice agreed
to withdraw the notice to seek the death penalty.

We should be
angered by acts
of ungodliness,
unrighteousness, injustice, and inequity. These things anger
God as well.
But if you are angry because someone has disturbed
your pride, self-sufficiency, status, prestige, or power.
your reaction will likely be sinful. And sinful anger is often
expressed in harshness, cruelty, bitterness, and a lack of
control.
We must examine our hearts when our kids make us angry.
If it is righteous anger, let it motivate you to take action and
deliver consequences. Sin needs to be addressed, and we
honor God by delivering those consequences with empathy
and love. If it is sinful anger, pray for the courage to confess
it, repent, and resolve it.
Examine your anger to determine the motives behind it.

control you.” Don’t let the sun go down while you are still
angry, 27 for anger gives a foothold to the devil.

2013 for some reason seems to
be the year of the drowning. There
seems to have been a large number
of drownings so far on Oklahoma lakes and waterways, the majority
of which could easily have been prevented. I am going to cover
some of the rules on wearing Personal Floatation Devices, as well as
some strong suggestions regarding them, in the hopes that we can
slow down this alarming trend!
First, let me just say that there are 5 types of PFDs. I’m not going
to get into their descriptions, just which types are required for what
situation. All PFDs must be U.S. Coast Guard approved, and used
in accordance with their label. The label will also state the type. All
vessels must carry one wearable (Type I, II, III, or V) USCG approved
PFD for each person on board or being towed. In addition to that,
vessels 16 feet in length or longer must have one Type IV USCG
approved PFD on board and readily accessible. Oklahoma Law
requires that all children under 13 years of age wear an approved
PFD whenever underway in a vessel less than 26 feet in length. Each
person on a personal watercraft or sailboard must wear an approved
PFD. Anyone being towed on water skis or similar devices must
wear an approved PFD. Ski belts are not approved PFDs.
Now, besides being USCG approved, all PFDs must be: In good
serviceable condition. They must also be readily accessible. Readily
accessible means you must be able to put the PFD on in a reasonable
amount of time in an emergency. PFDs should not be stowed in
plastic bags, in locked compartments, or have other gear stowed on
top of them. They must also be of the proper size for the intended
wearer. Sizing for PFDs is based on body weight and chest size. A
good way to test this, especially for children, is to put it on, adjust
the straps, and have the wearer raise their arms up, and try to pull it
up off them. If it can come off, it is not the right size for the wearer.
Those are the requirements, so now lets talk about the suggestions.
If you have children in or around water, make sure they have a PFD
on. Air mattresses, floaties, and other toy floatation objects don’t
count. There have been way too many stories of toddlers near the
water’s edge falling in and drowning, and these could be prevented
by following this suggestion.
Also, keep a watchful eye on those kids...even if they are only out
of your sight for a few seconds, its long enough for them to get in
trouble around the water. Last, wear one on boats even if you don’t
have to. In an emergency, you may not have enough time to put it
on.

A female inmate at the Tillman County Jail is in trouble again
after attempting to take care of business in her cell — don’t worry, it’s not what you think.
According to the police report, a jailer noticed a fire in the
cell occupied by 27-year-old Kouri Dawn Stevens and another
inmate on June 3 during a headcount.
A deputy with the Tillman County Sheriff’s Office reviewed
footage from video surveillance and apparently, Stevens was
less than thrilled with the jail’s choice of booty ribbon. She set a
pile of TP on fire in her cell and watched it burn.
The deputy said in the footage, Stevens was seen sitting in the
corner of her cell; shortly after, a fire began to blaze next to her.
She stood up and quickly moved toward the cell door. The fire
burned for several seconds before it was put out.
Because of the close confinement of the cell, Stevens placed herself and her cellmate in
extreme danger by starting a fire in such a small space.
Rolls of toilet paper can sleep safely at night knowing that the toilet paper arsonist is in
custody and is being charged with first-degree arson. Her bond was set at $50,000 and she
is scheduled to appear in court on July 11.

On June 22, a deputy with the Kiowa County Sheriff’s Department pulled over a vehicle because the front windshield had multiple cracks. According to the affidavit, the officer could smell a
“heavy odor” of marijuana coming from the window.
He asked the driver, 26-year-old Terrance Oliver Ramsey Jr., of
Lawton, to step out of the car and have a seat in the patrol car.
According to the police report, the deputy could still smell a heavy
odor of marijuana while he was talking to him in the car. Ramsey
told him that he was from Lawton and was heading to Hollis for a
concert.
When asked about the odor of marijuana, he explained that he
had been smoking marijuana and there was a blunt in the console
of his vehicle.
As he was speaking with Ramsey, the deputy noticed that the passengers in the vehicle
were moving around a lot.
He asked the front passenger to step our of the vehicle and saw the back seat passenger,
Dorian Charles Martin-Smith, 25, of Lawton, duck behind the seat.
The deputy asked him to step out of the vehicle and saw a handgun tucked into a pair of
jeans in the floorboard between Martin-Smith’s feet.
Martin-Smith reached for the weapon and the deputy withdrew his gun and told MartinSmith to lie down on the ground.
He placed all three occupants of the vehicle into handcuffs.
As the officer was placing Ramsey in the patrol car, he saw a clear baggy containing a leafy
green substance, that later tested positive for marijuana, where Ramsey had been lying on
the ground.
After further investigation, the officer discovered that the handgun was registered as stolen. Martin-Smith told the officer that he was a felon and a friend had given him the gun; he
explained that he needed to for protection at the concert.
Ramsey and Martin-Smith were transported to the Kiowa County Jail. Martin-Smith told
the officer that he knew he was going back to prison and that’s why he had reached for the
loaded handgun.
Ramsey is being charged with possession of a controlled dangerous substance and is
scheduled to appear in court on September 25, 2013.
Ramsey is being charged with possession of a firearm after a former felony conviction and
knowingly concealing stolen property. His bail was set at $10,000 and he is scheduled to
appear in court on July 3, 2013.

An Anadarko man is in jail after he allegedly broke into an
Anadarko residence, took items from the residents, and hit a
man in the head with a gun.
According to the affidavit, three victims told Anadarko police that they were sleeping when 18-year-old Carwinn Jaylinn Howie and two other accomplices, one of which was a
minor, broke into their home and began threatening them
with a gun.
An officer noticed that one of the witnesses had a laceration on the back of his head; he explained that as he was running to the back door, Howie fired off two rounds in the residence and struck him in the back of the head with the gun.
The other victims confirmed the recount of events and told
police that Howie had also taken an iPhone and one of their
wallets.
Police went to the residence where the incident took place
and found several shell casings and a small hole in the living room wall where one of the bullets might have went.
Police spoke with two of the subjects and they told police they woke up to the sound of a
window being broken. They explained they believed they knew who broke the window and
planned to meet Howie at the residence of the victims to get money to repair the broken
window.
One of the subjects told police he waited outside while Howie and the other subject went
inside the residence. When he heard gunshots, he said he ran home and had no involvement
in the incident.
The other subject, a minor, told police that he went into the residence to speak with the
man that he believed broke his window. Once inside, he said he punched the perpetuator and
went back outside. When he heard gunshots, he also ran home.
A female at the residence with the broken window told police that someone had broken her
window and she wanted to press charges against one of the victims.
Police found a backpack behind the residence that contained ammo that appeared to
match the shell casings found at the residence of the victims.
Howie is being charged with burglary in the first degree, assault with a deadly weapon and
robbery with a firearm. His bond was set at $50,000 and he is scheduled to appear in court
on August 1, 2013.

Law-abiding gun owners
should not face felony
charges and jail time for
simply boarding a bus with
a firearm, according to the
author of a bill approved
by the Oklahoma House of
Representatives in May.
Under current law,
anyone found boarding a
bus or other form of public
transportation with a firearm, concealed or otherwise, is guilty of
a felony. House Bill 1558, by state Rep. Paul Wesselhöft and state
Sen. Kyle Loveless, would allow licensed gun owners to board a bus
with their firearm without fear of reprimand. The legislation was
approved by a 79-12 vote and proceeds to the Oklahoma Senate for
a final vote to determine whether it will be sent on to the governor’s
desk.
“In my time in the Legislature, I have run into so many curious
laws on the books,” said Wesselhöft. “Law-abiding gun owners
aren’t familiar with these obscure statutes regarding guns, but they
could face a felony charge. The intent of the Second Amendment
is to give individuals the right to defend themselves. When state
law makes it so complicated and difficult to exercise that right then
reform is needed. I think that’s why we saw bipartisan support of
the bill.”
Wesselhöft said the main concern of opponents is a misguided
fear of law-abiding gun owners.
“The data is very clear on this,” he said. “Criminal and mentally ill
individuals who do not legally have access to guns are the ones that
are using them to hurt people. It is not common for a law-abiding
gun owner, like the ones this bill supports, to commit crimes.”

Tulsa police arrested a man accused of holding his exgirlfriend’s children hostage for $100.
Police said the children’s mother called them and
said she was fighting with her ex-boyfriend, Cody Lee
Panther, and he took both of her children without her
permission.
She told police Panther then started texting her that
he would not bring the kids back if she did not pay him
$100. Police arrested Panther on two counts of child
stealing.

A traffic stop for speeding resulted in more than just a ticket for a
West, Texas, man.
On June 12, a trooper with Oklahoma Highway Patrol pulled over
a car in Cotton County for traveling 89 mph in a 75 mph zone. The
driver, 40-year-old Charlie Harold
Waggoner, gave the trooper his
Oklahoma driver’s license and the
officer ran the license through dispatch.
According to the affidavit, the officer found that Waggoner had an
outstanding misdemeanor warrant
through Comanche County. Other
troopers arrived to assist and Waggoner was placed under arrest.
During an inventory of Waggoner’s vehicle, troopers found a package of rolling papers in the back passenger floorboard and an open
pack of menthol cigars in the front passenger seat.
When a trooper picked up the open pack of cigars, he noticed a
glass pipe inside the package. The pipe had black residue and a small
amount of burnt substance in the end. Troopers say the pipe was
consistent with what is commonly used to smoke crack cocaine or
meth.
Troopers also located small pieces of a scrubber that they say is
commonly used to screen drugs while smoking.
After being read his Miranda Rights, Waggoner told the troopers
that he smokes cigars from a package like the one found in the car.
He also admitted that he sometimes smokes marijuana and crack
cocaine, but did not say that the items found in his vehicle belonged
to him.
He said they might belong to his buddy who he explained was “just
a guy I smoke weed and s--- with.”
Waggoner is being charged with possession of cocaine and unlawful possession of drug paraphernalia and his bond was set at
$25,000. He is scheduled to appear in court on July 11, 2013.

On June 11, the Altus Police Department responded to the report of an
alarm with glass breakage. When officers arrived at the business, they could
see a subject moving around inside.
According to the affidavit, the owner
of the business arrived shortly thereafter
and they approached the front door of
the business. They could see the subject,
later identified as Department of Corrections inmate Melvin Louis Brown, 35,
inside the business.
Brown walked toward the door and
said, “Hey, I work here, he knows me.”
The owner refuted that claim and said he had never seen Brown before.
An officer ordered Brown to lie down on the floor and place his
hands behind his back. Brown complied and the officer noticed that
the word “corrections” was stenciled on his back.
Brown explained that he had been looking for something to eat
and that he “was going to take the Rolls Royce and get me some
McDonald’s.”
Classy, Brown.
A DOC officer confirmed that Brown was a DOC inmate and Brown
was transported to the Jackson County Jail.
The owner of the business told police that Facebook was opened
on his office computer. He said that Brown must have been on the
computer, because he did not use Facebook.
Back at the jail, an officer noticed that after Brown had been placed
into a cell, he had immediately removed all of his clothing and was
pacing back and forth.
Brown is being charged with escape from the Department of Corrections and second-degree burglary. His bond was set at $50,000.
He is scheduled to appear in court on July 29, 2013.

A man driving a stolen car that went into a ditch
fl agged down the wrong person for help.
Dean Gangl, 40, of Richmond, Minn., unwittingly asked an off -duty sheriff ’s deputy to help
him pull the vehicle out of a ditch along Benton
County Road 4 west of Foley, Minn., Sheriff Brad
Bennett said.
The deputy, who came upon the stranded motorist at while he was on his way home, noticed that
the vehicle in the ditch matched the description of
one reported stolen hours earlier in St. Cloud. The
deputy radioed to dispatchers, who confi rmed the
man was driving a stolen car, Bennett said.
The deputy arrested Gangl and found that he
was in possession of a white crystal substance.
Gangl tested positive for methamphetamine, Bennett said.
He was taken to the Benton County Jail and
charged with being in possession of controlled substance and possession of a stolen motor vehicle.
A house burglar was arrested at a court when he
showed up for another case, police said. The man
kicked in the back door of a home and entered
but ran off when a teenage girl who was lying on
a couch saw him and started screaming, Nassau
County police said.
The girl identifi ed the 49-year-old man, who
had multiple prior arrests for burglary, in a photo
lineup, they said.
The man, from Bayville, was arrested by an offi cer when he went to First District Court for an
unrelated issue, police said. He was charged with
second-degree burglary.
A Perth man has been charged with drink driving three times in 24 hours, his menacing spree
ending with a bizarre incident at a police station.
The 46-year-old was fi rst stopped by Boddington police in the Perth hills and charged with driving under the infl uence and driving with a suspended license.
He was spotted driving his car again a short time
later and arrested for drink-driving, police said.
The man’s car was impounded in the Boddington police station but early the next morning, the
man allegedly jumped over the fence of the police
station, broke open a padlock on a back gate and
drove away in his car.
He was caught and arrested again three hours
later and charged with three counts of driving under the infl uence; three counts of driving while under suspension and one charge of trespass.
He’s been refused bail.

The OSBI is off ering up to a $10,000
reward for information leading to the arrest
and conviction of the person or persons
responsible for the homicide of Carina
Saunders. The 19-year-old’s body was found
in the fi eld west of the Homeland Grocery
Store at the intersection of Rockwell and N.E.
23rd Street in Bethany October 13, 2011. The
Bethany Police Department worked the case
until recently when it requested OSBI take
over the investigation.
After a thorough review of the case fi les produced by Bethany
P.D., the OSBI agent assigned this case has determined more
work can be performed – through interviews, forensics, and other
investigative tools. However, the OSBI will need the public’s help
in developing further leads and expanding current ones. Therefore,
