By Lt. Jeff James
Oklahoma Highway Patrol
With all the water we have
received this year, there seems
to have been a large number of
drownings so far on Oklahoma lakes and waterways, the majority
of which could easily have been prevented. I am going to cover
some of the rules on wearing Personal Floatation Devices, as well
as some strong suggestions regarding them, in the hopes that we
can slow down this alarming trend!
First, let me just say that there are 5 types of PFDs. I’m not
going to get into their descriptions, just which types are required
for what situation. All PFDs must be U.S. Coast Guard approved,
and used in accordance with their label. The label will also state
the type. All vessels must carry one wearable (Type I, II, III,
or V) USCG approved PFD for each person on board or being
towed. In addition to that, vessels 16 feet in length or longer
must have one Type IV USCG approved PFD on board and readily
accessible. Oklahoma Law requires that all children under 13 years
of age wear an approved PFD whenever underway in a vessel less
than 26 feet in length. Each person on a personal watercraft or
sailboard must wear an approved PFD. Anyone being towed on
water skis or similar devices must wear an approved PFD. Ski belts
are not approved PFDs.
Now, besides being USCG approved, all PFDs must be: In good
serviceable condition. They must also be readily accessible. Readily
accessible means you must be able to put the PFD on in a reasonable
amount of time in an emergency. PFDs should not be stowed in
plastic bags, in locked compartments, or have other gear stowed on
top of them. They must also be of the proper size for the intended
wearer. Sizing for PFDs is based on body weight and chest size. A
good way to test this, especially for children, is to put it on, adjust
the straps, and have the wearer raise their arms up, and try to pull
it up off them. If it can come off, it is not the right size for the
wearer.
Those are the requirements, so now lets talk about the
suggestions. If you have children in or around water, make
sure they have a PFD on. Air mattresses, floaties, and other toy
floatation objects don’t count. There have been way too many
stories of toddlers near the water’s edge falling in and drowning,
and these could be prevented by following this suggestion. Also,
keep a watchful eye on those kids...even if they are only out of
your sight for a few seconds, its long enough for them to get in
trouble around the water. Last, wear one on boats even if you don’t
have to. In an emergency, you may not have enough time to put it
on. Thanks for reading, buckle up those PFDs and seat belts, and
be safe!

A Lawton man has been arrested
and charged in connection with a body
found inside a garage on June 18th.
Sigfredo Sisco, 38, was charged June
26 with murder in the second degree,
unlawful removal of a dead body, and
unlawful desecration of a dead body, in
Comanche County District Court.
According to reports, police were
called the 900 block of SW Monroe
Ave. in Lawton about a possible dead
body buried inside a garage. Police
found the body of 28-year-old Trevor
Boyer in freshly-disturbed dirt. The
body was immediately taken to the
state’s medical examiner’s office.
Sisco allegedly admitted that he and his roommate, Boyer, had gotten into an argument. He said Boyer grabbed a knife and stabbed
himself. Cisco said he buried the body because he was scared.
Sisco’s bond was set at $500,000 and his preliminary conference is
set for 3 p.m. on Sept. 8.

Hobart woman Ivy Jean Peery, 21, allegedly got a little too drunk and was arrested for acting crazy on June 22.
Part of her antics included throwing
trash all over the place, ripping Taser
prongs out of her skin and running
around her yard.
A Kiowa County deputy was dispatched to the 800 block of S. Main
around 2:39 p.m. because Peery was
“going crazy again and was yelling and
throwing trash all over the place,” according to the caller. The deputy noticed
a lot of trash and broken glass in the alley between 800 South Main and 100 Hamilton Street. Some of the
trash had been thrown into Peery’s neighbor’s yard.
The deputy went to Peery’s residence and asked her to come outside so he could talk to her. Once she was outside, she started running around her yard, screaming and yelling.
At this point, the deputy realized Peery appeared to be intoxicated,
according to the affidavit.
The woman started picking up trash and placing it in a polly cart
that was sitting in front of her residence. She was barefoot, dirty, and
talking a whole lot of nonsense.
The deputy told Peery she was under arrest and to place her hands
on the patrol vehicle, but she took off running and became very combative. She kept trying to hit the deputy with her elbows.
Because she wouldn’t stop, the deputy deployed his Taser. Peery
didn’t care -- she ripped the prongs out of her skin and kept on running. She went back into her residence, where police found her sitting pant-less in her living room with her boyfriend.
She was taken to jail after she put some pants on.
Peery is being charged with obstructing officer and disturbing the
peace. Her bond was set at $250, and she is scheduled to appear in
court on August 13, 2015.

What you’re saying
about this on...
Leon S: I had a flatbed trailer stolen one time I knew exactly where I was at the cop
told me to go steal it back. It’s really just a bunch of bullshit to protect and to serve my ads.
I would sue the police department for not doing their job. I bet if you said the guy with the
iPad had a gun there somebody would’ve showed up.? The next time you’re stealing your
stuff back don’t be so freaking honest only thieves and liars get away with stuff like that
honest people always get caught .
April C: I say the guy is a coward because he used a bat. If you’re going to fight a
mans fight honey, God gave you 2 good hands with fists to take care of business. If you can’t
win with them then you need to pull your big girl panties up and go home.
Preston K: His name is fitting
Kristy J: I had the whole top end of a motor stolen out of my racecar. Called the
sheriffs office because I knew exactly who got it and where it was located. Said they couldn’t
do anything the guy was already in jail for assaulting his gf. That was 6 years ago and still
haven’t gotten part of my motor back. So I applaud this guy!!! Hate a thief and a liar!!!!!
Joshua H: Dude is a hero
Michael L: Even better one, at a rodeo I watched people crawl to their vehicles
stone cold drunk, get in and drive off, in front of the police. When asked if they are going to
bust them for drunk driving, said cop replied with “ no we ain’t going to bust them, if we did
then it would bring bad business against the rodeo” Many times have I seen someone tell
the police that they broke into a place, or that they actually stole what the cop was asking
them about, yet the police did nothing, just thanked them and told them to have a nice day.
Oh wait did I also mention how said person threatened to beat the crap out of someone in
front of the police, and they still did nothing. The only person they got mad at was the one
that called them and told them which city ordinance they was breaking, when they trashed
that persons yard.
Rocky C: That’s bs, they arrested him for stealing his stuff back
Teresa T: Good for him. Give them what they deserve for stealing
Roy C: Unfortunately in most areas if you were to report the theft of the items they’d
take the report and file it and then tell you its a civil matter if you locate your property. You
Tulsa police arrested a man after
he broke into a house, beat up the
homeowner, and took an item and
jewelry Wednesday morning.
Authorities said Brian Masingale
was tracking an iPad that was stolen
from his parents house. The tracking led him to a friend’s house where
Masingale searched the house for
other stolen items. Masingale said he
found a small bag of jewelry that belonged to his parents.
Police say that’s when Masingale
beat the homeowner with a baseball bat. The man is expected to be okay.
Masingale called police to give them his side of the story.
“Upon further talking with him, he believed what he was doing was right. Rather
than getting the police involved, he was just going to recover the property himself,
“ said TPD Sgt. Darren Bristow.
Police say he confessed to everything. Masingale was arrested for assault with a
deadly weapon and first degree burglary.
FOX 25
THE BEAT IS ON!!
would have the burden of proof on you and chances are if you took them to court you would
spend more than the stuff is worth. He may serve some time and pay a fine, but I bet that
“friend” won’t steal from his family again.
Sheryl H: Crazy they make no mention if the thief was arrested. I hope they drop
charges, and the bat did not get hurt in the altercation.
Mary S: I like his style!
Allen G: Temporary insanity plea sounds good to me
Kevin G: “He don’t need no stinking badges”. Ha
Jerimy W: Laws are laws, but I’d take that record with pride!
Margaret K: WHERE Is The Outrage ?? What about the real bad guy ? did he
get arrested ???
Marcie L: Not everyone’s first option is to call the police. I’m always amazed when
I see people on the news who say why didn’t you just call the police, ‘because I was here and
so and so was here and they needed to be dealt with.’ The police weren’t going to track that
IPad and then go in retrieve that guys parents items.
Charlene J: Good job. I hope the judge throws this case out. My daughter had
5700 worth of electronics stolen from her and there were witnesses to who did it in broad
daylight that actually told the police who did it, and still no arrest.
Matthew C: Worth it.
Debora L: They should have let him off with community service and fines. I know
from experience that a lot of the time police don’t follow through and get stolen items back.
It’s justice in my opinion and he was taking care of business.
Jeremy B: Good for him. Save time & make sure a good lesson is learned with swift
justice...
Jeff G: Good for him chances are they would have never got his parents belongings
back. I would do same thing in fact I’ve done things similar

Wanted Temple man Kevin Paul Arzola, 25, was arrested in Tillman County for a warrant on June 23.
The man just couldn’t seem to stay out of trouble, because he
racked up some more charges after an officer found some weed and
opened bottles of liquor and beer in his vehicle.
According to the police report, Tillman County deputies were advised of the whereabouts of Arzola, who had an outstanding warrant out of Cotton County. They were told he was staying with a
woman in Grandfield.
A search began, and police located the man shortly after 4 p.m.
He was driving down Highway 70, approaching the intersection at
Highway 36. Arzola then turned south of Bridge Road and accelerated.
A deputy eventually stopped the vehicle at Second and Main. He advised Arzola that he was
under arrest for his warrant. When he told Arzola that his vehicle was going to be impounded,
Arzola said he had some marijuana in the front console.
During a search, the deputy found a small baggy containing a green leafy substance that
field tested positive for marijuana, along with an opened bottle of whiskey and three bottles
of beer. Two of the bottles were opened.
The deputy then transported the man to jail.
Arzola is being charged with possession of controlled dangerous substance, transporting
open bottle or container of liquor and transporting opened container of beer. His bond was
set at $1,500, and he is scheduled to appear in court on January 7, 2016.
The search is over

FALSE INFORMATION BOND REVOKED GRAND LARCENY ACCESSORY TO FELONY vpo PROBATION VIOLATION dus
Hehlogeca Braveheart, 34, was arrested June 20 for reportedly
threatening to kill some people with some knives. An Anadarko City
police officer caught the Anadarko man in the act -- holding the
knives and all.
The officer was dispatched to a residence in the 200 block of W.
Market shortly after 10 p.m. When he arrived, he could hear people
yelling. He approached the house and noticed that the front door
was open.
According to the police report, the first thing the officer saw was
Braveheart holding two large kitchen knives. He then heard the man
say, “I’ll kill everyone in this house!”
The officer ordered the man to drop the knives.
Braveheart was uncooperative, but he eventually slowly dropped the knives to the floor.
The man was handcuffed and transported to jail.
The victims told police Braveheart walked into the house, “drunk and cursing.” They said
he walked around the house looking for his baby momma, banging on walls and kicking down
doors. He grabbed the knives when he realized she wasn’t there.
One woman said Braveheart held a knife to her neck and told her he was going to put the
weapon all the way through her.
According to the victims, Braveheart also threatened a handicapped man and threw the
man’s walker across the room. He said, “I’m gonna kill you, you crippled mother f-----.”
Braveheart is being charged with two counts of assault and battery with a dangerous weapon. His bond was set at $5,000, and he is scheduled to appear in court on July 2, 2015.
All he found was a jail cell

A drunk driver waved down a deputy just so he could give the officer his license on June 12. The deputy arrested
the Devol man, 32-year-old Anthony
Lee Laminack, because guess what --
he was pretty wasted.
According to the police report, a Cotton County deputy was on patrol two
miles south of Highway 70 on Highway
36 when a man in a gold truck waved
him down at approximately 10:30 p.m.
The deputy turned around and stopped
his vehicle to see what was going on.
The man, later identified as Laminack, told him in slurred speech,
“I saw you turn around so I thought I would stop and just give you
my license.”
He told the officer he was headed to pick up a friend so they could
cut some wheat before it rained. The deputy immediately smelled the
odor of alcohol. Laminack told him he had just had one beer.
When the man exited his vehicle, he was unsteady on his feet. The
deputy conducted standard field sobriety tests, which Laminack did
not do well on. He refused to do one test, and he kept swaying during
another.
A preliminary breath test revealed that the man definitely shouldn’t
have been driving.
Laminack was placed under arrest and transported to jail. The
state’s breath test showed that his BAC was 0.12.
Laminack is being charged with driving a motor vehicle while under the influence of alcohol. He was released on a $1,500 bond and is
scheduled to appear in court on July 28, 2015.

An Abilene, Texas, man was arrested
June 20 because he allegedly tried to
stab a man, then broke into a nearby
house.
At 3:14 a.m., an Eldorado officer was
advised of an attempted stabbing at a
residence in the 900 block of West D
Street, according to the affidavit. The
victim said he and 21-year-old David
Anthony Perez had been drinking alcohol all afternoon. Perez started arguing with his girlfriend, and the victim
asked the man to go into the garage
with him, so the children wouldn’t be
around the arguing.
When they walked into the garage, the victim said Perez grabbed a
butterfly knife and demanded that the victim take him back to Texas.
When he told the man he had to wait until the morning, Perez tried to
stab him. He ran and locked himself in his room.
The victim’s wife said Perez had kicked a hole in the garage door
and punched the glass out of the front door.
Perez ran from the home before the officer was able to take him into
custody.
At 5:38 a.m., the officer located Perez at S. Eighth and West Glenn.
Perez told him a “white man” had threatened to shoot him when he
asked for help. The “white man” told the officer his wife woke him up
and said there was a strange man who had broken into the home and
was sitting in the recliner. The man said he grabbed his gun and told
Perez to leave.
Perez won’t be seeing Abilene anytime soon! He was placed under
arrest and transported to jail.
Perez is being charged with assault with a dangerous weapon and
breaking and entering dwelling without permission. His bond was set
at $50,000, and he is scheduled to appear in court on August 4, 2015.
