'n Kids Picnic over the weekend of May
30 near Lawton.
Special Agent Rachel Savory with the
OSBI Internet Crimes Against Children
Unit (ICAC) set up a booth along with
OSBI Forensic Artist Harvey Pratt. There
they spoke to children about their unique
jobs. OSBI's Bill Pickle set up the Mobile Analysis Center so kids could see
where and how work in
the field is preformed
by agents and criminal
analysts. OSBI Special
Agent Troy Morris also
represented the Bureau

Chances are, while you are
reading this, it may be raining,
has been raining, or is about to
rain somewhere in Oklahoma! We are finally getting those much
needed showers to fill up ponds and lakes. Unfortunately, we
are getting most of it all at once, and we are having some major
flooding! I’m going to talk a little about the dangers that roadway
flooding can present, and some tips for avoiding them.
Every year that we have flooding, we get stories about motorists
who are stranded in water that has risen up over the roadway. The
news has the usual shot of one vehicle with its hazard lights on not
moving, followed by video of other vehicles still driving through
these flooded roads. The solution is very simple, if you don’t want
to be that vehicle that is stranded, don’t drive through standing
water! Most of the locations that typically flood over in heavy rains
are traditional places where this happens year after year. The
problem with this is that usually, the locals think since they’ve been
able to drive through it before, it shouldn’t be any problem now.
A lot of things can happen under water that we can’t see
though. Parts of the roadway could wash out, debris could be
covered up that can’t be seen, and other unseen hazards could
be present. All of these things can spell disaster for the person
who assumes it will be OK to drive through standing water on the
roadway.
Next, don’t drive around “Road Closed” signs. Every year in
these traditional flood areas, the public safety officials close the
roads for safety, and every year people drive around those signs
and end up needing rescued. Not only are those signs put up for
your safety, it is illegal to drive around them. They are Official
Traffic Control Devices, and as Oklahoma State Statute 47:11-201A
states: The driver of any vehicle shall obey the instructions of any
official traffic-control device...unless otherwise directed by a traffic
or police officer.
Last, be aware of your surroundings, so that you can find an
alternate route if needed. In today’s technology driven world, this
is easier than ever to do. Use that smart phone, tablet, or GPS
device to find a way around flooded areas. Also, when the potential
for floods can cause roads to be closed, give yourself extra time to
reach your destination, in case an alternate route is needed.
This spring has been a bounty of rain that Oklahoma has needed
for a few years, but with the good comes some potential bad in the
form of flooding. Now you’ll have some tips for avoiding any of
the pitfalls that inherently come with them! Don’t be that vehicle
they show on the news every year, flooded or swept away. Please
remember, TURN AROUND, DON’T DROWN

driving, hit the troopers, killing Dees and seriously injuring
Burch.
According to the National Highway Transportation Safety Administration, texting while driving makes drivers 23 times more likely to be involved in a traffic
accident.
Governor Fallin was joined by members of the troopers’ families as she signed
the bill into law.
She says she hopes the law will save lives.
“My hope is that this bill does more than just change the law,” Fallin said. “As a
state, we need to change the way we think about texting while driving. The fact is
it’s dangerous. If we can get people to think about it that way, we can drive more
responsibly, save a lot of lives and make our roads much safer.”
The law makes texting while driving a primary offense, meaning police can pull
anyone who does it over and give them a $100 ticket.
Senator Ervin Yen says that making texting and driving a primary offense will
have a big impact.
“States with primary-enforcement laws saw an overall reduction of three percent in traffic fatalities,” he says. “For young drivers between 15 and 21, there was
an 11 percent reduction in fatalities. That’s huge.”
He says research shows states that only had secondary enforcement saw virtually no change.
“Primary enforcement saves lives,” says Yen.
Oklahoma is the 46th state to have a law banning texting while driving.
It has exceptions for certain emergency situations and specifies it will not apply
to devices operated in a voice-activated mode in which a driver’s hands would not
be needed to write, send or read a text message.
The law goes into effect Nov. 1.

A concerned citizen led a Kiowa County deputy to drunk driver
Tristan Scott Howard, 21, on May 10.
The Roosevelt man was also arrested for possession when the
deputy found drugs in his vehicle.
According to the police report, the deputy was dispatched to
the 100 block of South Dunn Street in Roosevelt shortly after 2
a.m. due to a reckless river. The driver said he and his daughter were getting ready for a newspaper route when Howard blew
down the street, almost hitting his daughter.
Around 3:19 a.m., the deputy found the vehicle sitting in the
mud near some railroad tracks. The truck eventually drove out of
the mud and turned east onto state Highway 19.
The deputy stopped the truck. Inside was Roosevelt and two
juvenile passengers. Howard and the vehicle smelled strongly of alcohol.
The deputy asked Howard to step out of the vehicle. When he did, the deputy saw a clear
plastic baggy containing a green leafy substance on the driver’s side floorboard. He asked
Howard what it was; Howard didn’t answer.
When the deputy asked the man what they were doing, he pointed at his muddy truck and
smiled.
“Mudding?” the deputy asked.
Howard said yes.
The deputy asked the man if he had been drinking. He said yes. The man had red glassy
eyes and was unsteady on his feet.
When the deputy asked him how much he had had to drink, Howard slurred, “Not so much
that I can’t make it to my house a couple of blocks over there.”
During sobriety tests, Howard didn’t do so well. He kept swaying back and forth, and he
couldn’t count. On the nine step walk-and-turn test, he told the deputy during instructions
that he knew how to do it. On the ninth step, he asked the deputy if he was doing it right.
The deputy conducted an inventory of Howard’s vehicle, and he found a pill bottle containing a green leafy substance that field-tested positive for marijuana, a glass smoking device
and some rolling papers.
Howard is being charged with possession of controlled dangerous substance, driving a motor vehicle while under the influence of alcohol and unlawful possession of drug paraphernalia. His bond was set at $12,500, and he is scheduled to appear in court on June 1, 2015.

22-year-old Matthew John Bishop, 22, allegedly went to his ex-girlfriend’s
home on May 20 and pointed a gun at her and another man. The Hollis man
also punctured her tires with an ice pick before throwing the item through
her window.
According to the police report, Frederick police were contacted shortly
after 11 a.m. The caller said his daughter had called him and said her exboyfriend, Bishop, showed up at her house and pointed a gun and her and
another man.
A Frederick officer went to the residence in the 600 block of Sunset Drive
to see what was going on. The victim said Bishop came to her residence and
started yelling at her and her guest. She said he then pulled out an ice pick and started stabbing
her tires. He was able to puncture three of the tires, but on the fourth tire, the ice pick became
stuck and broke off.
The man who was with the victim told Bishop to stop, but Bishop wasn’t going to listen. He
then pulled out a pistol and pointed it at the man. The victims ran inside and locked the door
behind them.
Bishop wasn’t done terrorizing them, however. He threw the broken ice pick through the window in the front door, breaking the glass.
Police found Bishop at the intersection of state Highway 5 and state Highway 5C in Tipton.
Two firearms were found in his vehicle; one of them matched the description of the gun he pointed at the victims.
Bishop is being charged with feloniously pointing firearm and malicious injury to property over
$1,000. His bond was set at $25,000, and he is scheduled to appear in court on June 4, 2015.

Police found Hinton man Josh Pitchford, 29, hiding underneath a truck after his parents called the cops on May
25 because he was acting drunk and
crazy.
According to the affidavit, a Caddo
County deputy received a phone call
from a panicked woman shortly after 4
p.m. She asked for “immediate help” at
her Hinton residence.
When police arrived, they noticed
that the gate to the house was broken.
The woman’s husband told police his
son had rammed his gate with his truck before leaving. He also said
Pitchford tried to break into their home, and he told them he was
going to kick the door down. The man added that his son was “intoxicated and out of control.”
Pitchford fled the scene in a white truck before police arrived.
Officers immediately started looking for the drunk man. They patrolled the area and went to a residence where Pitchford stayed. It
wasn’t long before they found him hiding underneath his truck. The
man’s eyes were red and glassy.
The deputy asked Pitchford why he was hiding underneath the
truck. He replied, “My parents called the cops on me and I knew I
had been drinking.”
Fair enough.
He was placed under arrest and transported to jail.
Pitchford is being charged with unauthorized use of a vehicle, assault with a dangerous weapon, trespassing after being forbidden,
malicious injury to property under $1,000 and public intoxication.
His bond was set at $10,000, and he is scheduled to appear in court
on July 16, 2015.

On Tuesday, May 5, 2015, OSBI agents traveled to Texas to arrest a suspect in a 2006 homicide case. Agents located Howard
Shelton Mason, Jr., 55, in El Paso and arrested him for killing
77-year-old Burney Ray Bounds.
On October 15, 2006, Bounds’ body was discovered by a friend
at Bounds’ residence, 10569 214th Street, Blanchard, Oklahoma. The McClain County Sheriff requested OSBI investigative
and crime scene assistance.
The investigation revealed Bounds’ house was ransacked and
the victim was tied up. The medical examiner reported Bounds’
cause of death was traumatic asphyxia and the manner of death
was homicide.
During the course of the investigation, leads became sparse and the case went cold.
In the past 18 months, OSBI has hired more agents allowing an increase in investigative
resources.
In January 2015, a new agent was assigned Bounds’ case and was able to act on information provided by fingerprint evidence worked by the OSBI Latent Evidence Unit
that pointed to Mason. With the assistance of the Texas Rangers, agents arrested Mason
at a halfway house in El Paso. Mason was on parole in Texas for failure to register as a
sex offender. He was booked into the El Paso County jail where he awaits extradition to
Oklahoma.

A wanted Temple man was arrested after an
officer caught him trying to hide in the reclined
driver’s seat of his vehicle.
On May 5 shortly after 5 p.m., a deputy went
to the 200 block of School Road in Temple in an
attempt to serve a protection order to 25-yearold Kevin Paul Arzola. He knocked on the front
door and announced himself, but no one answered. He then turned around and looked at
the vehicles sitting in the driveway.
In one of the vehicles, he saw Arzola sitting in
the driver’s seat. When Arzola realized he’d been spotted, he reclined
the driver’s seat in an attempt to hide.
According to the police report, the deputy went to the vehicle,
knocked on the window and told the man he was there to serve papers.
Arzola just stared at the deputy for awhile before finally opening the
door. As soon as he did, the deputy noticed that the inside of the vehicle smelled like marijuana.
The deputy asked Arzola to get out of the car because he was going to
search it due to the odor of marijuana. Arzola told him that he was not
allowed to search the vehicle, and he wasn’t going to get into the car.
The deputy once again informed the man he had probably cause, but
Arzola slammed the car door shut and put the keys in his pocket. He
repeated to the deputy that he wasn’t going to get in the vehicle.
The deputy proved him wrong!
After asking the man a couple more times to search the vehicle, the
deputy placed him under arrest for obstruction and searched it anyways. Inside, he found a small scale, a container with some baggies
and a green leafy substance inside and some rolling papers.
Arzola refused to answer the deputy’s questions. He just said he
wanted to speak to a lawyer.
Arzola is being charged with obstructing an officer, possession of
controlled dangerous substance and unlawful possession of drug paraphernalia. He was released on a $1,500 bond and is scheduled to appear in court on August 14, 2015.

Public intox
Altus man John Owen Risinger, 27, busted
his butt in a mud puddle when he tried to run
from police during a traffic stop on May 5. He
was arrested after he hit an officer and drugs
were found in his vehicle.
According to the police report, police
stopped Risinger, because the man “rapidly
accelerated” past another traffic stop on US
283 shortly after 10 p.m. He continued to
speed after passing the stop, so a trooper
stopped him at US 283 and Racetrack Road.
Risinger smelled like alcohol. He seemed
“agitated” and was defiant toward police when they tried to talk to
him.
Risinger’s passenger told police they had been drinking at a house
in Blair. He admitted that there was an open container in the truck,
but he said it belonged to Risinger.
When the trooper asked Risinger about the beer, he became aggressive and started to argue about everything. Before the sobriety tests
started, Risinger “made a big deal” of tightening up his belt so his
pants wouldn’t fall down.
At one point, Risinger said “f--- it” and took off running. He didn’t
make it far, though. He ran into a muddy ditch and slipped and fell.
When officers approached the man, he started hitting, punching
and kicking a trooper. After a brief struggle, Risinger was locked up
in handcuffs.
In the man’s truck, a trooper found a wooden box that had been
made to look like a book. It contained a black scale with green residue, two smoking pipes, a green leafy substance, and a package of
rolling papers.
Risinger is being charged with assault and battery on police officer, driving a motor vehicle while under the influence of alcohol
and drugs, unlawful possession of drug paraphernalia, transporting
opened container of beer and failure to pay taxes due to state. His
bond was set at $25,000, and he was scheduled to appear in court on
May 29, 2015.

Efforts to address cybercrime include activities associated with protecting networks and information, detecting criminal activity, investigating crime, and prosecuting criminals, . The Administration has
taken significant steps to better protect America against cyber threats
and has developed a pragmatic and focused cyber-security legislative
proposal for Congress to consider. The proposed legislation is focused
on improving cyber-security for the American people, our Nation’s
critical infrastructure, and the Federal Government’s own networks
and computers.
