Pruitt Convenes Oklahoma’s First
Human Trafficking Task Force
Oklahoma Attorney General
Scott Pruitt convened the state’s
first law enforcement task force to
combat human trafficking in Oklahoma.
The Human Trafficking Intelligence Working Group provides
a forum for local, state and federal law enforcement officers to share
information and collaborate in the investigation and prosecution of human traffickers.
“What citizens want to see is action. They want to see us work together
to do something about a very pervasive issue,” General Pruitt said. “The
reality is human trafficking isn’t just a problem in foreign lands; it’s a
real and dangerous threat in Oklahoma. I appreciate the agencies who
have committed to being a part of the working group and thank them for
their efforts to investigate and prosecute those who would deprive others of their freedom. By working together, we can set a great example for
other law enforcement groups across the nation, and help combat this
despicable crime.”
The task force includes more than 30 law enforcement agencies, including the AG’s Office, the Oklahoma Bureau of Narcotics and Dangerous Drugs Control, the FBI, Oklahoma City Police, Tulsa Police, the
Oklahoma Highway Patrol, Oklahoma State Bureau of Investigation,
Tulsa County Sheriff’s Office, tribal law enforcement and the U.S. Attorneys Office.
General Pruitt assembled the group after discussions with officers
around the state and through consultation with the AG’s Multicounty
Grand Jury Unit.
“We’re here to determine, ‘What’s the problem, how do we attack it
and what’s our approach.’ We are going to use everything we can to combat this. It’s too important not to,” OBN Director Darrell Weaver said.
Human trafficking involves sex trafficking and labor trafficking. It is
estimated that more than 14,000 people are victims of human trafficking
in the United States each year.

An Elgin man had a rough night on Valentine’s Day after a
police officer found him parked alone in his car and passed
out from too much booze.
Albert Nance, 50, was charged Feb. 18 with actual physical
control, transporting an open container, and failure to carry
security verification.
According to the probable cause affidavit, Anadarko police
officer Regina Jones was called to area of Thunderbird just after 9 p.m. on Valentine’s Day to a vehicle in the roadway with
its lights on and the driver was passed out behind the wheel.
When she arrived, the scene was just as reported.
Jones got out of her patrol car and tapped on the window
to see if she could get the driver, later identified as Nance, to
wake up and open the door. After several attempts, Nance
remained unresponsive so she tried the door. It opened and
she could immediately smell the odor of alcohol reeking from
inside the car.
Jones again tried to rouse the inebriated driver, and after about five minutes, she succeeded. She asked Nance if he had been drinking, and he replied, “Yes, but not enough.”
Jones noticed two cans of beer in the floorboard and two opened cans in the center console.
Nance agreed to a breath test, and he blew a .21 BAC.
Nance was transported to the Caddo County Jail where he was booked and given a bed to
sleep it off. His bond was set at $5000.

Heroin and Happy meals
A woman charged with selling heroin hidden in
Happy Meals when she worked for a Pittsburgh,
PA., McDonalds is “emotionally crushed” by the
charges.
But defense attorney David Shrager stopped
short of denying the charges against 26-yearold Shantia Dennis, of East Pittsburgh.
Dennis’ preliminary hearing was reset for
April 9 so Allegheny County prosecutors can
get back crime lab tests on the alleged drugs
involved.
Dennis was arrested Jan. 29 after police say
they caught her selling 10 doses of heroin hidden
inside a Happy Meal to a confidential informant.
Investigators said they also recovered more
heroin from Dennis.
Authorities say Dennis would sell the drugs to drive-thru customers who
uttered the code words, “I’d like to order a toy.”

A Tulsa man has been convicted and sentenced to 35 years for child abuse and
pornography, following an investigation by the Attorney General’s Internet crimes agent
and the state’s Internet Crimes Against Children Task Force.
Aaron Leon Howk, 26, pleaded guilty to seven felonies, five counts of distributing
child pornography and single counts of sexual abuse of a child and manufacturing child
pornography.
In accordance with a plea agreement, a Tulsa County judge sentenced Howk to 35
years in prison for the sexual abuse, which involved a family member. The victim was 4
years old when the abuse occurred.
Howk must serve at least 85 percent of his 35-year prison term before becoming
eligible for parole. He received concurrent 20-year terms on the pornography counts.
On March 28, a search warrant was served at Howk’s residence by task force members from the AG’s
Office, the Oklahoma State Bureau of Investigation ICAC Unit, the OSBI Computer Crimes Unit and the
Edmond, Guthrie and Tulsa police departments.
While conducting the investigation, AG’s investigators received a cybertip from the National Center
for Missing and Exploited Children, alleging Howk was distributing child pornography on an online
photo sharing site. FBI agents also contacted investigators with information about Howk trading child
pornography online.
“Oklahoma families face a real and growing threat from Internet predators. By investigating and
prosecuting these types of crimes, we are sending a clear message that the abuse of our most vulnerable
will not be tolerated,” Attorney General Scott Pruitt said. “The Internet crimes task force has been a great
success, and my office will continue to work with local law enforcement to safeguard Oklahoma families.”
The Oklahoma Internet Crimes Against Children Task Force includes more than 60 partner agencies,
including the OSBI and the Attorney General’s Office. Members are specially trained to investigate the
exploitation of children through the use of technology.

A Duncan damsel-in-distress
threatened to take on the Tillman
County Sheriff's Department after
they had the audacity to check on her
after a local farmer found her vehicle
in the ditch.
According to the affidavit, a Tillman County deputy received a call
from a reserve deputy on Feb. 7, regarding an extremely intoxicated
woman in a vehicle on Highway 70.
The reserve deputy said that he had
stopped to help a local farmer pull an
SUV driven by the sloshed female out
of the ditch.
When the deputy arrived on location, he saw the SUV sitting on the roadway. He made contact with
the driver, later identified as Michelle Ann Kelnhofer, 35.
The deputy immediately smelled alcohol coming out of the vehicle.
He asked Kelnhofer her name, but she refused to answer, instead
spewing out a choice 4-letter word.
The deputy asked the glassy-eyed Kelnhofer to step out of the vehicle; she again told him a 4-letter word and looped her arm around
the steering wheel.
The deputy and the reserve deputy were able to extract Kelnhofer
from the vehicle and place her in handcuffs.
She became angry and referred to the officer as "pussies" and began making statements about how she was going to kick their asses.
During a search of her vehicle, officers found two pints of whiskey,
one of which was open.
On the way to the jail, Kelnhofer attempted to kick out the window
in the patrol car.
Kelnhofer is being charged with public intoxication, obstructing
an officer and transporting an open bottle or container of liquor. She
was released on a $1,500 bond and is scheduled to appear in court
on March 11, 2014.

A drug deal gone wrong resulted in the arrest
of three Altus residents on Feb. 8, after they were
caught selling methamphetamine in Lone Wolf.
According to the affidavit, the Kiowa County
Sheriff’s Department was contacted by a woman
who told him that Billy Mack Rush, 34, had contacted her and wanted to sell her two grams of
meth.
Police kept in contact with the woman and when
Rush arrived at a gas station to complete the sale,
police entered the convenience store.
When they saw Rush with a clear plastic baggie
with what appeared to be meth, they identified
themselves and placed him under arrest.
Police made contact with Rush’s passengers,
35-year-old Bobby Labrie, and 38-year-old Deborah Ann Friesen.
Although they both initially said they didn’t
know what was going on, they later admitted they
knew Rush was going to Lone Wolf to make an illegal drug transaction. They said they thought the
transaction was for prescription drugs and not for
meth.
Friesen’s 2-year-old daughter was also in the vehicle at the time of the transaction.
Labrie and Rush were arrested and taken to jail;
Friesen was released with the child with charges pending.
Labrie and Friesen are being charged with conspiracy. Both of their
bonds were set at $15,000. Labrie is scheduled to appear in court on
March 3, 3014, and Friesen is scheduled to appear in court on April
4, 2014.
Rush is being charged with unlawful possession of a controlled
drug with intent to distribute and conspiracy. He is being held on a
$50,000 bond, and he was scheduled to appear in court on Feb. 25,
2014.

A Carnegie police dispatcher was taken into custody after she
smoked a doobie at the police station.
Vicki Boyung, 62, was charged Feb. 14 with possession of a controlled substance/marijuana, in Caddo County District Court.
According to the probable cause affidavit, A Carnegie police
officer was trying to call into dispatch Feb. 3 but couldn’t reach
anyone there. He decided to check on the dispatcher, Boyung, to
make sure she was okay.
The officer entered the sally port and immediately smelled the
distinct odor of marijuana. He then called the acting police chief
to let him know his discovery.
Once inside, the officer found Boyung and asked her if she was
the one smoking the marijuana. Boyung seemed not to know
what the officer was asking, so the officer then asked her to be
honest and tell the truth.
Boyung told the officer a friend sent her some marijuana and gave him a tin container with
two and a half rolled cigarettes. The cigarettes tested positive for THC.
Boyung admitted she she had smoked half a doobie as she stood in the sally port and added
she only smoked marijuana when her mouth was hurting her. When asked, she said it had
not been prescribed by a doctor.
Boyung was placed under arrest and booked into the same jail she dispatched. She was
later released on a $3000 bond.

On Dec. 15, 2009, Seminole police and fi refi ghters
responded to a travel trailer fi re in Seminole and
discovered the remains of Nathan Wade Parker,
32, inside.
An investigation into Parker’s death was launched,
but the case is still open.
The family of Parker, who believes he was
murdered, is off ering a cash reward for information
leading to the arrest and conviction of the person(s)
responsible for Parker’s death, if that is indeed the case.
“Nathan was a very special man,” said Andrea Parker, Nathan’s
sister. “He is missed by everyone who knew him. He blessed many,
many lives while he was here with us.”

a man dead in the street, beaten with a baseball bat and a
skateboard.
Tulsa police arrested 28-year-old Pedro Castro after they
said he left his brother-in-law dead in the driveway.
Authorities said they believe Castro murdered 34-year-old
Juan Mendoza with a skateboard, baseball bat and possibly
a knife.

A smoking truck, a drunk man and
a subject on the run — Feb. 17 was just
another day for an Oklahoma Highway
Patrol trooper.
The trooper was working routine patrol in Cotton County near a northbound
exit on I-44, when he spotted a motorist
he thought might need his assistance.
According to the affidavit, a truck
drove through the exit and came to a stop
in the roadway. The driver of the vehicle
exited the truck with the hazard lights on
and opened the hood of the truck. The
trooper could see that the truck appeared
to be smoking.
The trooper made contact with the driver, 52-year-old Michael
Russell Ruther of Randlett. Ruther told him that his truck had overheated and he just needed a ride to the gas station to get water to put
in his truck.
The trooper let Ruther sit in his patrol car, but it was apparent that
the truck wasn't the only thing that was tanked.
The trooper could smell a strong odor of alcohol coming from
Ruther's breath and person. Another trooper verified that Ruther
reeked of booze. Ruther also had red watery eyes, slurred speech and
was unsteady on his feet.
Ruther admitted that he had consumed one beer prior to the stop
and was currently taking hydrocodone.
A trooper attempted to administer a preliminary breath test, but
Ruther wasn't about to blow for anyone.
He took off running and jumped over a guardrail into a wooded
area.
Luckily for troopers and unluckily for Ruther, he didn't get far and
police had him in custody faster than you could say "throw me another beer!"
Ruther is being charged with attempt to escape from lawful detention. He was released on a $5,000 bond and is scheduled to appear
in court on Aug. 12, 2014.

A Quanah, Texas, man was arrested after police found some questionable items
in his truck during a traffic stop on Feb.
10.
According to the affidavit, an Altus police officer was dispatched to the area of
700 E. Broadway in reference to a possible
assault occurring in the area. The reporting party said that a male had assaulted a
female and forced her into a truck.
When the officer arrived, he spotted a
truck occupied by one male and one female. He conducted a traffic stop and
made contact with the female passenger. Another officer spoke with
the male, Kevin Dale Lee, 37.
After police determined that both passengers were in the truck
willingly, Lee told them that he was in need of medical attention. A
request was sent to EMS.
More officers arrived to assist with the stop. One of the officers
noticed a box of ammunition on the floorboard of the vehicle where
Lee had been sitting. Knowing that Lee was a convicted felon and
prohibited from possessing a firearm, an officer obtained verbal
consent to search Lee’s vehicle.
Police found a hypodermic needle, a bent spoon with a white crystalized residue, clear bags and a digital scale. They also found three
small plastic bags with a white substance that tested positive for
meth, another hypodermic needle in the pocket of some coveralls in
the vehicle and a bullet resistant vest.
Lee claimed ownership of the items and told police that he had
purchased the vehicle and its contents approximately three days before.
Lee is being charged with possession of a controlled dangerous
substance and unlawful possession of drug paraphernalia. He was
released on a $25,000 bond and is scheduled to appear in court on
March 21, 2014.

Lately I’ve noticed that a lot
of the motoring public is having
trouble properly signaling for, and making turns. I’ve also noticed,
that when people do properly signal and make turns, a lot of others
who are in a hurry, seem to not pay attention to those signals or
turns, resulting in a lot of near-hits and actual accidents...some
with very tragic consequences. Today I’m going to talk about how
to properly signal, prepare for and execute turns on the roadway,
as well some common sense for those drivers who are in too much
of a hurry to slow down for those turning.
First, lets address state law on signaling. Oklahoma State
Statutes Title 47-11-601 and 11-604 outline the requirements for
turning movements and required signals, but the short version is
this. When turning left you must position yourself as close to the
left side of the furthest left lane of travel in your direction, and must
turn to the closest lane to you. Don’t cut the corner! When turning
right, you must position yourself as close to the right hand curb or
edge of the roadway, and also turn to the closest lane to you!
Now that we know the proper positions, lets talk about those
signals. A signal to turn right or left is required to be given
continuously for not less than the last 100 feet traveled by the
vehicle before turning. Furthermore, no person shall stop or
suddenly decrease speed without FIRST giving an appropriate
signal! How many times have you seen a vehicle slow down in
front of you for a long way, and then turn on the blinker just as they
start their turn? How many times have you done it?
Lastly, lets talk about other driver’s requirements after a
vehicle has done everything proper in preparing and signaling
for a turn. The last part of 47-11-604 says that when any person
is properly preparing for, attempting or executing a left turn, no
other person immediately following such vehicle shall pass or
attempt to pass the turning vehicle to the left. Such person shall
come to a complete stop if necessary at a safe distance behind that
person turning. Also, it is unlawful to pass this turning vehicle on
the shoulder to the right as well.
So if you are coming up on a vehicle that is slowing, ask yourself,
why are they slowing or stopping? Is someone in front of them
turning? Is something going on that I would need to reduce speed
for as well? This is what a safe and courteous driver would do, but
all to often, people zip out to pass those slowed vehicles, and end
up having a vehicle turn right in front of them, with disastrous
results! Please, use your blinkers properly, make proper turns,
and don’t be in such a hurry! Thanks for reading, buckle up, and

Kenneth Eugene Hogan
Kenneth Eugene Hogan, 52, was pronounced
dead at 6:13 p.m. on Jan. 23, 2014, after he
received a lethal injection at the Oklahoma
State Penitentiary in McAlester.
On the morning of Jan. 28, 1998, Lisa
Stanley was at home after her husband
George Stanley left for work. Hogan met Lisa
in church and she often babysat for Hogan
and his wife. Hogan arrived at Lisa’s house
around noon. Hogan and Lisa began to argue,
and Hogan stabbed her 25 times with a large knife, cutting his
hand in the process. After the stabbing, Hogan remained in the
apartment and arranged things to look as if someone else had been
fi ghting with Lisa and burned the evidence containing his blood.
After initially avoiding detectives, Hogan confessed a week later
during an interview with the Oklahoma City Police Department.
He confessed after being advised his wife had told police that
Hogan had asked her to lie about his whereabouts on the day of
the murder. According to detectives, the defendant showed no
remorse.
Prior to this case, Hogan committed lewd molestation of a minor
and various burglaries. He also enlisted a minor to sell marijuana
and threatened coworkers and their families.
Hogan was initially convicted and sentenced to death in 1988.
After successful federal appeals, Hogan was retried and again
sentenced to death in 2003.
“Kenneth Eugene Hogan was sentenced to death by a jury of his
peers for the heinous stabbing of Lisa Renee Stanley, who was
a young wife and a promising student,” Attorney General Scott
Pruitt said. “My thoughts and prayers are with Lisa’s family and
friends.”

The Bible clearly teaches that
Christians are not to worry.
In Philippians 4:6, we are
commanded, “Do not be anxious
[do not worry] about anything,
but in everything, by prayer
and petition, with thanksgiving,
present your requests to God.” In
this Scripture, we learn that we
should bring all of our needs and
concerns to God in prayer rather
than worry about them. Jesus
encourages us to avoid worrying
about our physical needs like
clothing and food. Jesus assures us
that our heavenly Father will take
care of all our needs (Matthew 6:25-34). Therefore, we have no need
to worry about anything.
Since worrying should not be a part of a believer’s life, how does
one overcome worry? In 1 Peter 5:7, we are instructed to “cast all
your anxiety on him because he cares for you.” God does not want us
to carry around the weight of problems and burdens. In this verse,
God is telling us to give Him all of our worries and concerns. Why
does God want to take on our problems? The Bible says it is because
He cares for us. God is concerned about everything that happens
to us. No worry is too big or too small for His attention. When we
give God our problems, He promises to give us the peace which
transcends all understanding (Philippians 4:7).
Of course, for those who do not know the Savior, worry and
anxiety will be part of life. But to those who have given their lives
to Him, Jesus promised, “Come to me, all you who are weary and
burdened, and I will give you rest. Take my yoke upon you and learn
from me, for I am gentle and humble in heart, and you will find rest
for your souls. For my yoke is easy and my burden is light” (Matthew
11:28-30).
