A Lawton pastor, Bobby Burrell,
28, has been charged with one count
of child sexual abuse in Comanche
County District Court.
According to reports, Burrell pastors the One More Soul Church and
he is accused of using his position to
gain the trust of kids at the Sequoyah
House, a “group” home. Burrell allegedly built a relationship with the
kids and then used that to put them
in compromising situations.
In April, DHS revoked Sequoyah
House’s contract and new agency took it over.
Lawton Police Captain Craig Akard reportedly said Burrell
was taking kids to places they were not supposed to go and at
times they were not supposed to go there, hence building their
trust.
Burrell allegedly exposed himself, performed lewd acts on
residents, and asked them to watch porn many times.
Burrell was arrested Aug. 23 and taken to the Comanche
County Jail. He pled not guilty at his initial court appearance
on Aug. 26 and posted a $20,000 bond Aug. 29. His next day
in court is scheduled for Sept. 19, and his preliminary hearing
is Nov. 13.

A South Carolina man was caught rubbing
buttered toast all over his neighbor’s SUV
window. Seems like a foolproof plan, how did
he get caught? According to MSN, He just
dropped the toast a few feet away from the
car and made his departure, causing a nearby
woman to notice and call the police. The police charged the now hungry man with “malicious damage to property” and estimated the
cost of damage to be about $1.
What’s the hottest you’ve ever been? Temperature-wise of course, because if it was in
physical terms, we all know we were the hottest at our 5th grade, bowl-cut, chubs stage.
But really, to what extent would you go to cool
off?
Hopefully not so far you’d get arrested, but
this is exactly what a group of four young men
in Germany did. On a hot day, they decided to
make their own pool in a car. In a BMW no
less. A policeman noticed a very strange convertible driving down the road. Upon closer
viewing, it appeared that the bathing-suit
clad men were splashing around in the waterfi lled car, clearly intoxicated. Though there
was no law against driving around with a pool
in someone’s car, they were probably charged
for driving without a permit. Talk about hot
water.
What do you guys think about sausage? I
suppose it’s better than a hot dog, which in
turn is better than bologna (which is basically
giant hot dog slices?). And no matter what, it
has to be better than Lunchables *shudder*.
No matter your opinion, sausage was a
huge disappointment for this Phoenix man.
He attempted to rob two large businesses,
fi rst an Ace Hardware and then a Safeway. He
put his hand under his shirt to look like a gun,
but the cashier was not fooled and calmly said
“no” to his request for money. Equally unsuccessful was his attempt to rob a Safeway,
which resulted in him being escorted out of
the building. He waited a few minutes before
returning into the store to snag a small breakfast sausage and was therefore charged with
shoplifting. I guess all that failing worked up
an appetite.

A Lawton man was arrested after he
stole a woman’s cell phone from a local
grocery store.
According to the police report, a victim contacted a Frederick police officer
and told him that someone had stolen
her cell phone from a grocery store. She
said that she had laid her cell phone on
the counter while paying for her items.
After paying, she left the store and
drove home. When she got home, she
discovered that she didn’t have her
phone. She returned to the store approximately five minutes later, but unfortunately the phone was
nowhere to be found.
The officer reviewed surveillance footage and observed a male
behind the victim in the grocery store. He watched as the male
took the cell phone, placed it in his pants pocket and left the store.
The suspect was dressed like a construction worker and had
kneepads on. The officer searched local construction areas until
he spotted a worker that looked like the man in the surveillance
video.
The officer made contact with the man, who identified himself
as 44-year-old Billy Joe McQueen. The officer asked him for the
phone and he quickly handed it over, saying he had found it.
The officer explained the surveillance footage and McQueen
said he was sorry.
Dispatch advised the officer that McQueen had four outstanding warrants in Comanche County.
McQueen is being charged with grand larceny. He is being held
on a $20,000 bond and was scheduled to appear in court on
Sept. 3, 2013.

The Oklahoma State Bureau of Investigation has
completed a preliminary report on the 2012 Index Crime
Trends. This report looks at
seven crimes the FBI considers serious. The FBI defines
“serious” as ones that would
occur regardless of geographical location, likely reported to
law enforcement, would affront the moral sensitivities of
our society’s rational being, and would occur with sufficient frequency so that counting it would be worthwhile statistically.
The preliminary report tracks murder, rape, robbery, and aggravated assault as violent crimes. It also studies burglary, larceny, and
auto theft as non-violent crimes. In 2012, as compared to statistics
from the previous year, reported rapes have shown a significant increase. Reported rapes increased nearly 15% from 2011. Aggravated
assault increased by nearly 4%, whereas the number of murders remained steady at 219, and robberies decreased. In the non-violent
crime category, auto theft increased by 4.8%, larceny increased by
2.9%, and the number of burglaries in the state decreased by more
than 2%.
More than 300 sheriff’s offices and police departments across
the state participated in this state-mandated program. This crime
report is helpful to law enforcement to track trends and, therefore,
assign more manpower to areas showing increases. It also aids departments applying for grants and other funding sources to combat
increases in specific areas of crime.
The full 2012 Oklahoma Uniform Crime Report is not complete. It
should be ready for publication in the next few months. OSBI UCR
Unit employees are busy verifying information before publication. Previous years’ reports can be found on the OSBI website at
www.ok.gov/osbi under publications.

Presumed Innocent Until Proven Guilty Kiowa County september, 2013 | 13
A Hobart couple was arrested after police
found stolen merchandise and methamphetamine in their vehicle.
Kiowa County deputies pulled the vehicle
over Aug. 8 in Hobart because of a broken brake
light. Dispatch confirmed that the vehicle did
not have insurance coverage.
The deputies initiated a traffic stop and made
contact with driver Javier Hernandez, 32. The
Hobart man appeared to speak limited English,
so passenger Rachel Maldonado, 39, began to
answer questions for him, the affidavit states.
The deputy, who was able to speak limited Spanish, once again
asked Hernandez for his license. Hernandez was suddenly able to
speak more English and told the deputy that he didn’t have a license
and had received a DUI in Hobart “years ago.”
Police placed Hernandez in the back of the patrol car. A deputy went
to inform Maldonado about his arrest when he noticed four packages
of steak on the rear floorboard behind the driver’s seat.
The deputy had seen the couple go into a supermarket earlier and
told Maldonado what he saw. She admitted to stealing the meat.
As the deputy retrieved the stolen steaks, he saw a glittery bag
that contained several clothing items with tags attached. The deputy
asked her about those items and she told him she took them from
Dollar General.
After recovering from the shock of Maldonado’s admitted thefts
from two different stores, the deputy placed Maldonado under arrest.
The couple was transported to Kiowa County Jail and Maldonado
once again told police that she was responsible for stealing the items.
When the deputy was logging the evidence, he located a brown
manicure set. Inside the manicure set, he found a small plastic bag
and blue straw that contained a residue that field-tested positive for
methamphetamine.
Hernandez is being charged with driving with no valid driver’s license. His bond was set at $1,000 and he is scheduled to appear in
court on Oct. 23, 2013.
Maldonado is being charged with possession of a controlled dangerous substance and two counts of larceny of merchandise from a
retailer. Her bond was set at $4,000 and she is scheduled to appear
in court on Sept. 5, 2013.

death row
David Magnan
David Magnan, 50, who admitted to
intentionally killing 2 women, a man, and
injuring another, was granted a release in
June on a court’s order due to a technicality.
Magnan pled guilty in Seminole County
District Court to three counts of 1st-degree
murder and one count of shooting with
intent to kill on March 3, 2004. He was
sentenced to death by lethal injection.
But Magnan’s conviction was overturned
by the 10th US Circuit Court of Appeals
after it was determined the triple homicide
had taken place on an Indian reservation
- offi cial Native American land where the
state technically has no authority or jurisdiction.
Only federal and tribal laws have prosecutorial authority on reservation
territory - providing a legal loophole in this case.
Therefore, Magnan, a member the Fort Peck Assiniboine and Sioux
tribes, was removed from death row at the Oklahoma State Penitentiary
in McAlester, where he’d been for nearly 10 years.
The judgment came with the presumption that federal authorities will
intercede and re-arrest and prosecute Magnan, given the homicidal
nature of the crimes and admitted guilt in the triple murder and
wounding of other members of the Seminole Nation.
If he is ever tried federally though, it’s likely Magnan will not face the
death penalty as it is rarely imposed in federal courts.
The killings occurred in 2004 inside an inherited Seminole residence,
where family and friends had gathered to celebrate a birthday. Magnan
drove to the home with two other men, where he shot and injured Eric
Coley who’d come outside to speak to him.
Court records state Magnan then entered the house, noticed James
Howard, said “goodbye,” and shot him.
Karen Wolf and Lucilla McGirt were also shot. Lucilla died from
complications stemming from her gunshot wound two weeks later.

OK Jailbirds is cooperating with the efforts of Oklahoma Department of Human Services to impact the huge
social problem of irresponsible parents who are not paying the child supports ordered by our courts.
If these biological-only parents won’t honor the courts order, perhaps public shame will get their attention.

Importance of Child Support
Children are our future and child support helps make sure they
have a chance at a productive life. Children have the right to get
support from both parents and do not lose this right when a
parent leaves the home.
When children do not receive child support, they can:
Suffer both Emotionally and Physically
Live within a Reduced Standard of Living
Have their Basic Needs Unmet
Become Non-Supportive when they become Parents.
When one or both parents do not support their children,
taxpayers often pay the cost of raising children. When children
receive public assistance and their parents pay no child support,
all taxpayers bear the cost of supporting the children.

Shana Suggs, a 25-year-old Haileyville woman, has been
jailed after she allegedly poured gasoline on her daughter’s
head to treat a head lice problem - and ended up setting the
little girl on fire instead.
According to police, Suggs was attempting to treat her
5-year-old daughter’s head lice problem when she brought
the little girl into a bathroom and began pouring gasoline
over her head.
Investigators say a nearby water heater ignited on the gasoline fumes, which set both Suggs and the little girl on fire.
Sugg’s boyfriend reportedly heard screams coming from
the bathroom and used a jacket to smother out the flames -
but not before the little girl was severely burned.
Prosecutors say the child suffered second and third-degree
burns to more than 60 percent of her body. Although the
incident occurred in January, the girl continues to receive burn treatments at a Tulsa
burn center and a Texas Shriner Hospital.
After a long investigation, Suggs was booked into the Pittsburg County Jail and charged
with child abuse by injury. Her case is expected to go to trial in January.

It’s always nice to write a handwritten thank you note.
It’s not so nice to write a handwritten note after you steal
someone’s vehicle.
On Aug. 2, a Caddo County deputy was dispatched to
Fly Inn in Hinton in reference to a stolen vehicle. He
made contact with the victim, who told him she had left
her vehicle at the dock while she went on a boat ride.
One of her neighbors told her that she saw 50-year-old
Roger Dale Jarvis driving the vehicle away from the dock.
While speaking with the victim, an officer advised the
deputy that he had observed a vehicle matching the description of the one taken from the dock
The officer conducted a traffic stop on the vehicle and
asked the driver, identified as Jarvis, why he was driving
the vehicle. He replied that he was borrowing it. The officer detained Jarvis until the
deputy could speak to him.
The deputy made contact with Jarvis and asked him why he was driving; he replied, “I don’t know.”
Police searched the vehicle and found a pistol in the middle console. They asked
Jarvis if the pistol belonged to him and he admitted, “I stole it from a pickup.”
The deputy placed Jarvis under arrest and transported him to the Caddo County
Detention Center.
En route to the detention center, communication advised the deputy that they had
received a call from a man who said someone had stolen his pistol from his pickup.
The man said he noticed someone had moved his truck when he came home from
working in the field. He said that the perpetuator had loaded chemicals in the back
with a forklift and did a doughnut in the parking lot.
The suspect did leave a nice handwritten note though. It said, “I love ya I need a
job, Roger Jarvis.”
Jarvis is being charged with larceny of an automobile, possession of a firearm wile
committing a felony and petit larceny. His bond was set at $25,000 and he is scheduled to appear in court on Sept. 12, 2013.

a Waco area laundromat when she became angry and
punched the glass out of one of the washing machines
there.
Officers were called to the scene as Conley attacked
a second washing machine at the facility.
When officers arrived to rescue the machine, Conley reportedly spat on one officer and attempted to
strike a second officer.
She was booked into the McLennan County Jail and
charged with criminal mischief, assault on a peace office and attempted assault on
a peace officer.

What you’re saying
about this on...
Tucker W: These children need new homes
ASAP
Krysta R: Why do people like this get a
second chance? Isn’t one time getting caught
forcing kids to live in filth enough?
Dustin H: Poor babies
Beulah M: Not with any relatives don’t
sound like they know to clean or take care of
kids, this includes granny!
Moonbaby D: Omg. Whats wrong with
people!!
Carmen R: Apparently not in Oklahoma.....
you can get by with anything even murder.
RIDICULOUS
Jo Ann D: Poor kids
Cheryl T: 2nd time?? Smh
Tonya R: Really sad that most of these
jailbirds post are abused children....Get it
together people!
Carmen R: And why wasn’t the great state
of Oklahoma and its DHS checking up on
them? Utter ignorance.
Courtney O: They were checking on them,
says in the caption that they found them while
they were there on a “welfare check”. There is
nothing wrong with OK DHS, they were doing
their job.
Lea C: And why do these people keep
bringing more innocent children into that life.
Speechless
BekanMike S: Let’s pray the kids get taken
away for good.. to loving family who will bless
them with decent home an love
Sara M: I get paranoid letting my daughter
play in mud
Brittney M: So lets NOT give them back to
them a third time. Come on DHS, get your sh*t
together!!!
Sharon G: Its not just oklahoma its the dhs
workers they need to do their dang job an look
in to stuff like that
Rich L: On a recent Tulsa TV news thread a
family member of contestant #3, (the older lady
most recently arrested), defended the couple
and decided to call everyone who stated the
obvious about the couple “stupid”, “uniformed”
and my favorite “examples of the public school
system in Tulsa”. Gotta love people sometimes!
Sara M: I also get paranoid when grass
gets on my child. Im paranoid shes gonna get
chiggers or step in poop. Yes im a very paranoid
mother. But I dont let it control me lol but still I
get anxious when my daughter only pees a little
in her diaper. If she still smells like a poopy or
diaper I have to give her a bath. If there is a
smidgen of trash on the floor I freak out.
David A: wow i hope the kids are going to
be ok! fine parents we have.some people should
not have kids...
Emmy B: There’s a difference in a kid
that’s dirty from playing outside and lives in a
cluttered (but sanitary) home and a child that
is left to live in filth...it’s healthy for kids to
play outdoors and indoors but its unhealthy for
children to be brought up in the conditions that
were reported. My God feces on the floor!!! it’s
only teaching those kids that it’s acceptable to
live like that as an adult. There’s no excuse for
adults that are too lazy to clean.
Nikole T: No one wants to work for DHS bc
it’s SUPER low pay, terrible hours, and you see
horrific things every day. No, they shouldn’t
have been returned to the home, but my
goodness....stop being so judgmental. Be the
change you wish to see in the world!!! I dare
any of you to go work for DHS and fix it.
KIDS FOUND IN FILTH TAKEN AWAY
FOR SECOND TIME
Prosecutors have filed charges
against three people after Tulsa
Police found three children
living in filth last week.
Matthew Prior and Angela
Prior each face one count of
child neglect.
Police went to their home in
the 1200 block of North 76th East
Avenue on Tuesday, August 6, 2013 on a welfare check.
According to a Tulsa Police report, officers found the couple’s three children in a filthy
home, with cockroaches, rotting food and feces on the floor.
Prosecutors also charged the children’s grandmother with child neglect. According to
investigators, Janet Marie Friend, 57, is the primary caregiver of three children -- ages
5, 3 and 2.
The children were removed in February because of the filth but were returned in May.
All three are in the Tulsa County jail with bonds of more than $150,000 each. The
children are in DHS custody.

TALKING TO OUR KIDS ABOUT
FITTING IN
Do your kids ever fret over the
fact that they “don’t fit in”? We all
feel this way at some point in our
lives. Being alone in a room full of
people is a scary thing. We all want
to belong; to fit in. It’s beyond
instinctive, it gives us the feeling
of safety and security–no matter
what our age. So, when our kids tell us that they don’t fit in, what
they could be saying is, “I’m scared because I don’t feel safe”.
Some kids really have a tough time fitting in for a variety of
reasons. Some kids are socially awkward, and don’t know how
to start a conversation with a peer. If your child struggles with a
physical or learning disability, chances are he/she feels isolated
from the rest of the class anyway. Whatever the reason is, simply
telling them that they really DO fit in, is not as helpful as you’d
expect.
Using God’s Word to Encourage Our Children
Being a Christian parent doesn’t make dealing with these tough
situations easier. But we DO have a resource to back up what we
tell our kids, and that’s God’s Word. When we actively listen to
the pain of our children feeling like they don’t belong or fit in, we
can do more than coach them in social skills (which may be a very
important tool). We can use God’s Word to encourage them even
in these struggles.
Psalm 139:14 I praise you, for I am fearfully and
wonderfully made. Wonderful are your works; my soul
knows it very well.
I’ve found the world’s solutions to the many painful aspects of
not fitting in, being teased, or feeling isolated, are superficial at
best and not helpful at all. I mean, sticks and stones may definitely
break my bones–but words really CAN and DO hurt me!
Instead we must remind our children that God, who created
them and therefore knows every nuance of them, has a specific
plan and purpose for their lives. That HE thinks they are wonderful
and worthy of love AND friendship.
The Bible says:
By Lt. Jeff James Fitting in

Pets seldom catch much press as
it relates to vehicles, but we have
our pets in our vehicles all the
time. To many, they are a part of the family, and go with us on
trips, to run errands around town, or just out for a ride. Just as we
treat them as part of the family, we have a responsibility to them,
including doing everything we can to keep them safe while in our
vehicles.
This summer, we have been very fortunate in the temperature
department! Only a few days so far have hit triple digits, we’ve had
pretty good rain, and it has been nice. With the temperatures lower
than they have been in the last few years at this time...it could be
easy to forget that as long as the sun is shining, the temperature
inside a parked car can still rise to dangerous levels. Leaving a pet
in the vehicle for as little as 15 minutes can end up having tragic
consequences. Even when the outside temps are in the 70’s, the
temperatures in a closed up vehicle can reach the 90’s or higher. The
best solution is to leave your pet at home. If that is just not possible,
or you choose not to, make sure that your pet has water, and leave
the vehicle running with the air conditioning on. Make sure you
don’t leave your pet for long, because the AC could go out, and then
your pet is stuck in a vehicle that is hot, and is also blowing hot air!
Many people let their dogs ride in the bed of their pickup. We’ve
all seen those dogs with their face into the wind, riding in the back
of the pickup. Please remember that the bed of those pickups are
metal, and even if they are covered by a bed liner or similar product,
the temperature can heat up the bed so hot as to be extremely
painful to your pet’s paws! Again, best solution is to leave the pet at
home, but if take them with
you, use a kennel or crate. This keeps the pet up off the hot bed
of the pickup, and also eliminates the possibility of the pet jumping
out, or even the potential of biting someone who gets too close to
the truck!
Speaking of crates, they aren’t a bad idea for inside the cab either.
Ever see a dog in the lap of a driver? Obviously this is not safe, the
pet can distract the driver, or even interfere with the safe operation
of the vehicle. This puts everyone at risk, so if you are going to
travel with your pet, make sure they don’t contribute to an accident,
and keep them out of the driver’s area!
This a just a few tips. The internet has plenty more, so please
educate yourself if traveling with pets. Thanks for reading, buckle
up, and be safe!

A Texas man was arrested after a Cotton County deputy pulled him over for the
extremely loud exhaust on his Pontiac.
On Aug. 17, a deputy was observing
traffic when he noticed the burnt orange
Pontiac emitting a cacophonous sound.
According to the affidavit, the deputy
could hear that the car had obnoxiously
noisy modified exhaust pipes.
He pulled the car over and made contact with the driver, 33-year-old Kahlil
David Williams of Wichita Falls.
Right away, the deputy smelled a strong odor of marijuana
coming from inside the vehicle. While running Williams’ information through dispatch, the deputy conducted a free air search
with a K9 around the Pontiac. The K9 alerted on the driver’s side
of the vehicle.
Dispatch advised that Williams had a misdemeanor warrant in
Wichita County.
The deputy asked Williams to step out of his vehicle and asked
him if he had weapons or drugs on him. Williams told him no.
The deputy searched Williams’ person and found a package of
rolling papers in the pocket of his cargo shorts. He asked Williams a second time if there were drugs or any other contraband
items in the car. Although Williams hesitated, he again told the
deputy no.
The deputy looked inside the vehicle and found a hand rolled
cigarette and a clear plastic bag that both contained a green leafy
substance. The substance later field-tested positive for marijuana.
Williams is being charged with misdemeanor charges of possession of marijuana and unlawful possession of drug paraphernalia. His bond was set at $5,000 and he is scheduled to appear
in court on Feb. 11, 2014.

Ladies, hide your purses from Tony
Michael Baker. The 37-year-old Vernon,
Texas, man seems to have quite the eye
for ladies’ handbags.
Baker was arrested Aug. 1, after Altus
police discovered an impressive collection of stolen bags in his vehicle, including a western style purse and a bag covered in zebra print.
Whatever floats your boat, Baker!
Police were dispatched to the Walmart
parking lot in reference to several burglaries that had occurred earlier in the
evening. According to the affidavit, a detective had stopped a vehicle that he believed was used in numerous recent burglaries. An officer that had worked several of
the burglaries recognized stolen items in the vehicle.
The driver, identified as Baker, was taken to the police department for questioning.
Baker agreed to speak to police. An officer asked him if he
knew why he had been brought to the Altus Police Department;
Baker replied, “Mmm, pretty sure you can tell me.”
An officer informed Baker that his vehicle had been identified as a suspect vehicle in the recent burglaries. He then asked
Baker about the purses.
Baker said that one of them was from a place that he “stopped
and vacuumed the inside of the truck” and the other one, “he
got” from a bar.
Baker apparently decided that if he was going down, he was
going to take others with him. He told the officer that the owner
of one of the purses wasn’t even old enough to be in the bar.
Baker admitted to committing other burglaries in the Altus
area. Police searched his vehicle and found a black leather jacket and three purses.
Baker is being charged with three counts of second-degree
burglary and two counts of knowingly concealing stolen property. He is being held on a $50,000 bond and is scheduled to
appear in court on Sept. 19, 2013.
